election eve coming up in just moments. the third hour of "today in the bay" continues right now. and a good monday morning to you. thanks so much for making us a part of your morning. i'm marcus washington. >> and i'm laura garcia. we appreciate you being here. we'll check in with mike for that monday morning commute in a bit. let's check in with kari. we're coming off a glorious weekend across the bay area. it was so nice but also very warm as we welcomed in november with some 80s. we're still going to have a warm start to this week but gradually will cool off as the week goes along. i'm watching out for some rain that will be nearby especially by the end of the week. as we head over to you, mike, you've been tracking the commute. what's going on now? kari, the south bay has more slowing. there's a crash. let's look at the map. talking about northbound 101 as you come up through san jose. a little slowing typical of north from 680 up to observing

road. oakland road where there's a crash but only on the on ramp. the freeway itself is open, standard slowing there. at the bay bridge toll plaza a backup here, the metering lights are on, shifting around pretty light. we'll talk about what's holding it up north. back to you. thanks so much, mike. well, as election day nears, americans as the race to the white house comes down to the wire. people are voting in masses. more than 94 million votes have already been cast. that's more than two-thirds of the votes that were cast in 2016. "today in the bay's" tracie potts, i want to start with the news president trump is making calling out dr. fauci. >> reporter: so we know they've been bumping heads over covid for months now. at a rally in florida last night the people, the president's supporters, were cheering for fauci to be fired and this was

the president's response. >> fire fauci! fire fauci! fire fauci! >> don't tell anybody, but let me wait until a little bit after the election. i appreciate it. i appreciate it. >> reporter: this is in response to fauci telling "the washington post" that the u.s. is woefully unprepared to go into this winter and that the biden campaign was taking covid seriously while the president was focused postally on the economy. the white house accused him of playing politics. the president will be waking up in florida and going to north carolina, to pennsylvania, to michigan for the fourth time in a week, and to wisconsin today, crisscrossing the battleground states. i mentioned pennsylvania. that's also where joe biden will be today.

>> president trump is terrified of what will happen in pennsylvania. if you have your say, he doesn't stand a chance. >> reporter: pennsylvania shaping up to be just as important of a battleground state as florida with both presidential candidates there today, both vice presidential candidates there today on the final full day of campaigning before polls open. that, of course, is what the latest nbc news/"wall street journal" poll showing joe biden with a ten-point double digit lead. again, lots of concern about the polls after what happened four years ago. we'll stay on top of the campaign for you today. i'm tracie potts live in wilmington, delaware for "today in the bay." >> i want to talk about i had a conversation with people over the week, a lot of people really can't sleep out there, anxious about what the outcome could be.

are you hearing a lot about that as well? >> reporter: the anxiety, yes. definitely there are some people out there, marcus, who are anxious. i think a lot of people are just going to be relieved that this is over, if it's over on tuesday night or wednesday. we were out at the cafe that's a favorite spot of joe biden's yesterday talking to some folks and one woman there told me that she's looking forward to going and voting tomorrow in person and moving on. >> coming off 2016 no matter who you voted for, you don't know who could win this because we saw what happened in 2016. >> reporter: absolutely. >> that's right. we'll have complete coverage covering it all. thanks so much, tracie. here in the bay area hundreds of people showed up for a pep ra y

rally -- trump rally in marin city. another rally happened along highway 101 in san mateo county and fore rally appears to have been organized for today in danville. if you have any problems while dropping off your ballot or voting election day, let us foe. head to nbcbayarea.com/votingproblems or you can tweet us using t the #weinvestigate. 6:05. let's take a live look outside, shall we, on this monday morning in san francisco. bay area covid cases start to climb the city is suddenly putting the brakes on the next phase of reopening. >> we want to go live to cierra johnson with a closer look how this is impacting some business plans as soon as tomorrow, cierra. >> reporter: yes, good morning. tomorrow was the day that we were supposed to enter that next phase of reopening. it would have brought some businesses like churches and some movie theaters from 25%

capacity to 50% capacity and this morning mayor london breed putting a pause on that transition as cases both here and across the state continue to rise. we do have a breakdown of just how much those cases are running the city citing new cases per 100,000 increasing over the last two weeks is the main reason for halting that reopening. the number has gone from 3.14 cases to 4.17 cases, per 100,000. the number of hospitalizations has begun to climb. statewide a lot of the same, more than 3,100 new cases and five more deaths added to the state's overall total. california, more than 935,000 confirmed infections and more than 17,000 confirmed deaths since the start of the pandemic. these numbers locally and nationally as many states hit numbers they have not hit since august. take a listen to what one infectious disease expert had to

say about the upcoming months. >> i think people who look solely at the mortality rate really don't have a good understanding about this disease. first of all, it's not just you live or die when you have the virus. many thousands of people who have survived the virus are having long-term consequences. >> reporter: although the city has put the pause on some openings but did go forward with the lower risk openings, some of the open houses for real estate as well as the movie shoots. shooting a movie outdoors, you're allowed to increase your crew from 12 people to 25 people. so it's not a complete stop but some of those bigger items we did put a pause on that until those numbers are able to get under control. we're live in san francisco, cierra johnson for "today in the bay." >> keeping the numbers under control is what we want. thanks so much, cierra. well, for californians who need critical help, covered

california's open enrollment is under way. covered california is our state's version of affordable care act. californians who need health insurance can sign up from now through january 31st. health leaders say the pandemic is an extra reason to have coverage. they say that even if the supreme court strikes down the affordable care act plans will likely not be affected for at least a year. uc students and staff have until today to get a flu shot. students and staff members are required to get a shot unless they have a medical exemption. uc also requires vaccinations against measles, tetanus and chicken pox. they've added the flu shot requirement to reduce the burden on those battling covid-19. san francisco has officially called off the city's upcoming chinese new year parade. the chamber of commerce pulled the plug citing uncertainty over the pandemic. the city plans to do a virtual

celebration and normally attracts 1 million people. stepping outside today maybe you have a little fun out there. meteorologist kari hall with what we can expect from the forecast today. >> you'll have fun with you're wearing a jacket. it's pretty chilly out there. we're at 47 in livermore and in the south bay we're mostly in the low 50s but we are now at 45 degrees in san jose. so a chilly start to this morning if you're heading out to the polls especially going into late morning into the afternoon. in the north bay from 57 at 9:00 to 70 degrees at 11:00. you can see the warming trend we'll have under way as we reach into the low 80s by this afternoon. very warm temperatures all around the bay area. we are starting out november with some temperatures that are more like the middle of summer reaching 88 degrees. 82 in palo alto.

also 82 in napa. we will have a significant cooldown coming our way. i'll talk about that in a few minimum. let's head over to mike now for a look at what's going on with the commute. kari, the bay bridge backup at the toll plaza, i should say, is unusual this morning, and it's not necessarily because of the time change although make sure you check those clocks. looking at the backup where the metering lights were turned on at 5:37 this morning. still lighter backup. much lighter than we expect. at the map, no slowing either. folks are held up out of vallejo. earlier crash involving a motorcycle has lanes at westbound 80 tied up. all the activity on the right shoulder. still see a lot of slowing starting to recover. westbound toward the carquinez bridge. that should start to let more traffic through over the next few minutes. the rest of the bay predictable. back to you. thanks so much, mike. it's 6:10 right now.

right now at 6:13 we're about ten minutes away from sun rise, and if you're going to head outside for today and you're sensitive to the wildfire smoke, limit your time out there. we've seen the hazy skies and the smoke moving in that creates moderate air quality for the bay area. we'll talk more about this, our warm temperatures and a cooldown in the forecast coming up. and the commute looking really good right now. no major problems, changes for the tri-valley actually, though. i've circled the crash westbound 580 at dublin. the part where you go up the incline, i'm told there is a crash on the shoulder. a little mild slowing for the

altamont pass. the bay bridge toll plaza more traffic flowing here now. the crash in vallejo cleared. we should see the build over the next few. we'll track it. and good morning and a very happy monday to you as well. the stock markets are looking a little happier on this monday as well. maybe some buying opportunities after last week's terrible performance, which way the market will go on the open, they're looking for a multihundred point rise on the dow. the hope is we'll get a nice did i decisive decision in the election. not necessarily tomorrow but this week who will be in the white house for the next four years. the dow 30 industrials will open at 26,501 after another tough day on friday. last week the worst performance in the market for months. the dow lost nearly 5% for the whole month of october. the nasdaq was nearly 3%. now most of the concern among

investors comes from, of course, coronavirus. the nbc johns hopkins fatality counts shows how many died since a week ago, roughly the equivalent of the oklahoma city bombing every five hours, five times a day, seven straight days. oil and gas continue to fall as far as prices go. presidents from both parties will on take credit for low gas prices. this is also coronavirus at w k work. new shutdowns will quash the demand. the uk announcing a new month long shut yodown on nonessentia businesses, returning to where it was in the spring. the government says it could be longer than a month. they'll figure that out as they go. marcus and laura, as you've been

reporting, as cierra's been reporting, even where things are going well like california because we're doing a good job managing this coronavirus, we are seeing new pauses in reopening, and that's going to affect the economy. >> very much so. thank you very much, scott. in fact, with covid cases surging in so many parts of the country, there's renewed concern about stocking up on holiday groceries due to the pandemic. experts are remind everyone don't panic. they say stores and food manufacturers are quick to deal with demand. experts add the key to making sure you get what you need is to make a list, plan ahead, don't hoard, and buy what you need early. demand for holiday groceries is expected to peak in two weeks before thanksgiving. apple's newest operating system includes a new feature iphone users may not have noticed just yet. it adds a back tap featuring triggering any number of

first time in 25 years. christmas music always brings cheer. we need a lot of cheer right now. >> always. exactly. >> always brings her royalties as well. >> ching-ching. >> the ching-ching-ching you hear is all the money. >> because she wrote that song. >> but it is a catchy tune. it is a catchy tune. >> it is, it is. all right, the tune we're all dancing to today is nice weather. i don't know how it goes, kari, i'm sure you can take it away with the forecast. yeah, we are going to have some great weather as we get this monday started and here we are in november and we're starting out with temperatures in the 50s. it's a nice, cool start. some of us in the 40s. as we head to lunch time we'll see it warming up today so expect it to make it into the upper 70s. not at all feels like we should

be talking about christmas at this point. we're at 81 degrees in dublin by lunch. we do continue to warm up and make it into the upper 80s for some of our warmest spots inland like morgan hill. along the coastline some 70s and into the evening keep in mind the sun will set today shortly after 5:00 and it's going to cool off fairly quickly heading back into the 50s for tonight. we have a very quiet weather pattern here but it's also very warm as high pressure dominates across the region. a couple storm systems to the north but we're watching one by the end of the week that will be dropping in bringing in a big cooldown. it may also bring in spotty showers especially for northern california. i'll have to wait and see if this pans out for some at least light rain for the bay area because we do so desperately need rain at this point. we are in an extreme drought and we are going to see this may be bringing in some showers for

sunday so keep checking in for updates on that. let's go through this forecast as we check out our next seven days. we're in the mid-80s today for the inland areas. you can see how much it starts to cooldown by the end of the week. check out friday. we're up to 70 degrees and then only highs in the 60s for the weekend. so, yes, we are going to have at least a cooldown, but we are hoping for some rain that comes along with it especially on sunday. mike, how is it looking right now for the morning commute? it's looking great for most of our commuters, kari. the north bay has a little bit of an issue. out to the maps and show you the big picture looking great. the earlier slowing in san jose has cleared up, no major problems out of the altamont. it's out of lanes for west 80. here is a problem still slow through vallejo, through the carquinez bridge. we're seeing so much improvement, west 80 brings and

well, some struggling colleges and universities are now taking a new approach to get students enrolled during the pandemic. they're cutting tuition costs, listen to this, southern new hampshire is offering free tuition for one year and discounting tuition by more than 60% next year. many schools have frozen tuition fees for next year in hopes of attracteding more students during the economic crisis. continuing news you can use, what happens when your couch is damaged and the store you bought it from refuses to fix it even though you have a warranty? you call nbc bay area responds.

here's chris chmura. >> reporter: good morning, jake says he paid about $5,000 for a custom couch from bassett furniture. the sales person sold him on a protection plan that was to cover accidental rips and tears. he says he called the service provider but his claim was denied because they said it was a seam rip not a tear. jake thought that was unfair. so he asked us for help. we reached out to bassett furniture. it agreed to replace the sofa cover as a goodwill gesture. bassett told us the service plan specifically doesn't cover seam separations and it considered jake's case a seam rip. bassett said that it wants to make everyone aware of what the actual warranty says so there are no misunderstandings should a fabric separate at the seam going forward. that's good advice. before you buy any extended warranty or service plan, read

then we have more slowing now for the upper east shore freeway getting to the toll plaza which looks like it's about half full. it's not so bad but the metering lights are on. more than 10 million californians have voted. >> now all those millions of people have to sit and wait. we're hearing from a lot of people that anxiety is setting in. >> reporter: the american psychological reports americans are reporting that this election is a source of significant stress. take a look at your tv screen. according to a survey conducteded by the association earlier last month 68% reported

stress compared to 2016 when the number was 52%. voters are concerned about the divisiveness, the integrity of the election itself and what might happen tomorrow night and in the days following the election. you add to that that voters are constantly reminded of this election 24/7 via cable news and social media. people should begin setting boundaries about the flood of information they're getting over the next few days. >> it requires some boundaries around how much of the conversations you're having with friends and family if it's driving your stress up. >> i will not look at social media at all for the next couple of days. i asked my husband to let me know when the results are in and i'll go to bed. >> reporter: businesses across the country are preparing for the possibility of protests. boards have gone up across san francisco.

it happened early yesterday morning. investigators say it started with a disagreement. a 23-year-old woman was struck but not seriously hurt. we're just learning about thousands of new infections here in california yesterday, more than 3,100 new cases and five more deaths were added to the state's overall total. california now has more than 935,000 confirmed infections, more than 17,000 californians have died. as of tomorrow there are more drive-through testing capacity at the santa clara county fairgrounds, accommodating up to 2,500 tests per day, up for the 1,000 per day when the site opened in august. santa clara county health leaders are increasing staff to accommodate the increase but you need to remember you must still make an appointment. and new this morning as online distance learning surges during the pandemic, more students are seeing their grades go down.

sequoia union high school district says those with more than one failing grade is up more than 10%. contra costa county's mt. diablo says it's up more than 11%. school districts in the north bay are also reporting similar spikes. when it comes to grades, the niners so far are definitely average as they reach the halfway point. the team is now .500 after a tough loss yesterday in seattle. a touchdown in the second quarter gave the niners a 7-6 lead, but from there things went south. seattle scored the next 24 points, and it was pretty much over early. jimmy g and george kittle suffered fourth quarter ankle and foot injuries, and the niners lost 37-27. they host green bay thursday night. 6:36. yosemite national park is easing its covid restrictions. going forward you won't need a

president trump is hitting several states in a whirlwind tour. joe biden sticking almost exclusively to pennsylvania. first, let's take a look at the last polls you're going to see for the presidency for four years. the latest nbc/"wall street journal" poll shows vice president biden comfortably ahead in passinational numbers. this is not how we elect a president. it doesn't matter if more americans today favor one candidate over another. what matters is the individual states. but in this case biden is ahead there as well. these are battleground states, wisconsin, which trump won in 2016, well in the biden camp. according to the latest "new york times"/sienna college poll. c florida pretty close to the margin of error. over the weekend the texas supreme court said drive-up

voting and balloting could continue. that was challenged by the local republican party there, though that same party had agreed to the concept of drive-up balloting earlier and had, in fact, contributed some ideas to make it happen. and, of course, the u.s. supreme court has given states extra time to count ballots. these are legitimate ballots submitted on or before election day. >> you know what would have been really nice, though, if our supreme court could have ruled that everything has to be counted by the evening of our election, our great election day. wouldn't that be nice? instead of waiting around six days, eight days, nine days, giving more time. >> it would be nice but it's not uncommon for a race to last quite some time. you've seen projected winners declared by the media when 30%

red states, just the united states. >> biden says he's running as a proud democrat. i'm running as a proud american. is that okay? >> of course we're covering all of this on twitter. social media can be tough these days but we try to keep an even hand. you'll find me ther there @scottmcgrew. >> thank you, scott. kris sanchez, votes are already being processed actually right behind you. >> reporter: yeah. in fact, election workers have been taking in those ballots, opening them up, flattening them out, running them through the counting machine. any ballot that needs a second set of eyes, human eyes, they're going over that way and those are being verified as well. the state allows for election offices to even start counting the votes up to 29 days before the election. the only thing is they can't release any of those results until election night. in san mateo county don't expect any results until 8:05 tomorrow night. now this is how many ballots have been coming through here.

so far in san mateo county, as of sunday, san mateo county's election office got 286,000 ballots back both by mail and vote center, twice as many as in the 2016 election. nearly 618,000 were returned to santa clara county. 55% of all of those ballots issued to all eligible voters in that county. area there were steady streams showing up to drop off their ballots. halloween was the biggest -- the second biggest day so far. friday was the biggest day here in san mateo county. we did talk with bay area voters who have some dueling positions not only on state propositions but what's happening in the white house. >> only going to vote yes on prop 22. everything else is a no. >> prop 22 was big for me. i don't know if uber and lyft are paying their fair share.

>> the past hasn't been too good. there's a lot of things i believe in that he does. >> i tend to be very conservative financially and i think the last four years has made me think about how do we take care of the average person, how do we make sure we come together as americans. >> reporter: don't forget you can track your ballot at ballottrack.net to follow your ballot in every california county, and it's fast. our assignment editor shawn dropped off his ballot on saturday morning. within 12 hours he knew his vote had already been counted. now in california, you can still register to vote even if you missed the deadline all the way up until tomorrow, election day. you just have to ask for a conditional ballot. there aren't a lot of those in normal years. this year is unusual so it's hard to say how many may wait until election day to register. kris sanchez, "today in the bay."

>> kris, before you go, this year is a little unusual, and we're hearing a lot of people are having anxiety about what's to come tomorrow. you've been talking to a lot of voters. what do they have to say? >> reporter: yeah, with help from bob and cierra, you heard at the top of the newscast say they fear there could be rioting happening. other folks say they hope whatever the result is, it is accepted and we can start to move forward, whatever happens with the white house. a lot of our local issues happen here at home. you did hear bob redell talking about those business that is are starting to board up shops. hopefully that is an unnecessary precaution. >> and, scott, the same question to you, though, but more on the national level, the swing states. a lot of people there on edge over what's to come from the election. >> sure, and i think democrats in particular when you look back at 2016 the polls showed hillary clinton was going to win, but,

remember, those polls were very close. a lot of numbers in, say, michigan show president trump behind by about ten points. he barely won michigan in 2016. it was 47.5% of the vote for trump. 47.2% for clinton. in this case we are seeing much wider gaps. obviously the american public has not yet spoken completely. but the polling is showing advantage to the democrats, and interestingly enough, marcus, i think that makes them nervous. >> yeah. i can imagine so. we won't know until we know. scott mcgrew, kris sanchez working hard for us this morning. thanks so much. also trending this morning, an out-of-this world price tag for an asteroid orbiting between mars and jupiter about 140 miles wide made up of all sorts of precious metals.

$10,000 quadrillion. that sounds like an allowance my kids would like but they're never going to get. >> we all would like. >> right. >> i just want to borrow $5. all right. nothing -- we're not going to charge you anything for this forecast. meteorologist kari hall taking a look at what we can expect today. yeah, a lot of people will be heading to city hall dropping off those ballots boxes or those official drop box locations around the north bay. starting out with temperatures feeling a little bit cool this morning. you may need a jacket if you're walking to the drop box. and then as we go into 11:00 it will warm up pretty fast here. we're looking at temperatures that will reach into the low 80s for today and then by this evening dropping back into the low 70s.

we have to keep in mind the sun sets today a little after 5:00. so we're going to reach these high temperatures pretty early reaching 85 in concord. 83 in martinez. san francisco will be in the upper 70s today, upper 60s for half moon bay and in the santa rosa a high of 85 degrees. high pressure has been in control. make way for a couple of storm systems to move closer. this is what we're watching for friday. there will be the possibility that a storm system will bring in some significant cooling and spotty showers. we're watching for this to bring in rain by sunday. very spotty at this point. at this point we really need some rain. we're hoping that it does pan out. for spots like concord we're starting out the week with

temperatures in the 80s as well as a lot of our inland valleys. but then notice how much we cool by friday and this weekend we're only reaching highs in the low to mid-60s, so big cooling ahead. we're going from summer to winter all within the next few days. mike, how is it looking right now heading to work? it looks like we went from slow to not so bad. let's look at the map, that crash and just found out chp says the activity on the shoulder so you should be okay as you travel west on 237. northbound 101 still a little bit slow as you come through the area past san jose. we showed you that live camera and there's no reason for the slowing other than a number of cars tapping their brakes. the rest of the bay shows a pretty standard flow. more traffic coming down the east shore freeway resulting in a backup at the bay bridge. now it's looking great again at the toll plaza even though the metering lights are on. back to you.

uber and lyft are like every big guy i've ever brought down. prop 22 doesn't "help" their drivers-- it denies them benefits. 22 doesn't help women. it actually weakens sexual harassment laws, which are meant to protect them. uber and lyft aren't even required to investigate sexual harassment claims. i agree with the la times: no on 22. uber and lyft want all the power. so, show them the real power is you. vote no on prop 22.

families can't afford 15. no on prop 15. welcome back. it's 6:55. just about 24 hours bay area polls only for election day. this election day certainly like no other. now some local businesses are preparing for a possible problem. >> bob redell is live with a look at what's being done. >> reporter: i haven't seen businesses here in livermore boarding up their windows or their doors. i know a viewer told me it's happening in hayward and it's taking place in san francisco. you can take a look at your tv screen there, laura and marcus. we've seen a number of businesses that have started boarding up in san francisco in case that city turns violent after the election tomorrow night. we estimate three-quarters of businesses are taking precautions. sfpd says there are no known threats to cities or polling

how that surge is leaving business plans on hold. >> reporter: exactly. that new phase was supposed to begin tomorrow but because of an increase in cases mayor london breed put a pause on that, that new phase would have increased capacity at movie theaters and churches from 25 to 50. looking at the numbers those new cases 3.14 has increase of 4.17 cases per 100,000. statewide the numbers have also continued to grow. 3,100 new cases. five more deaths were added to the state's total in california. now more than 935,000 confirmed infections and more than 17,000 confirmed deaths. now it's not a complete pause to the reopening. some of the lower risk activities are able to move forward including an expansion of movie sets. if you're shooting a movie, you're allowed to go from a crew of 12 to 25 and an increase of open houses for real estate. good news there but still being
