7:10 am
where things stand and with new polls from the battleground states, we have the moderator of "meet the press" chuck todd with us. and you have spent the last four years with everyone else poll obsessed. everyone is poll obsessed right there with you you've got a new poll from the battle grounds let's put it up on the screen. these are the states that ultimately are likely to decide the election >> one of our lessons learned from four years ago, don't stop polling. we stopped polling before the election, the saturday before the election and this time, we have not stopped polling until tonight before. and so we unveiled this one on "meet the press. five points in the battleground is within the margin the president's job rating is 47%.
7:11 am
his number is at 46% and i keep bringing this up, because ultimately this job rating is going to be if ballot number. so what his job rating is tomorrow, and when we see the exit polls, it is all going to be within a point, and that is what we are staring at and that means that every one of the battleground states are going to be extraordinarily close tomorrow, and even if they are moving within one direction. >> quickly, our national poll showed a ten-point spread. let's go to the map. what are the paths >> there's one basic path here that is there we go. this is what we're staring at from over the weekend. we got news out of the iowa that seems to be leaning red. news from the trump campaign that says they don't feel good about wisconsin and michigan ohio, we're going to go ahead and assume trump hangs on to that and we're going to give him texas. so this to me is what we're staring at here, basically a five-state race left as can you see the good news for joe biden is he just needs one and it would hit him at 270,
7:12 am
arizona, would do it, florida would do it, georgia would do it, north carolina, maybe holds on to that by the way i have a theory of this, this sunbelt state, the evangelical white women are the one group of women who have not softened on the president. look what this does. this puts this right here. this is the nightmare. joe biden does not want us -- if this is what we're waiting for, it's going to be a long month. not a long night, not a long week, but a long month this is why the biden campaign, they're very confident, they think they can win this without having to wait for pennsylvania. as you can see, if we're waiting for pennsylvania, it's lawsuitpaloosa >> that's the issue, because the polls show biden is within five, but it is within the margin of error. >> well, it is one place where the republican ticket did well with party registration, and the other state being in florida,
7:13 am
and so there is a lot of thought that election day vote, and more than half of the vote is going to be tomorrow, and this is all a turnout game, and there are a lot of questions that i have, and when you are playing a turnout game like this, and the president, and he is relying on the lek shun delection day votew does picking a fight with fauci on the last day or the new jersey turnpike that has insurance on the voters do in the last 24 hours. >> democrats have leaned in to having the vote banked early the president waiting for election day >> this is the nightmare scenario for the country good luck. >> good luck you'll be there its with me. tomorrow is going to be a long one. nbcnews.com/2020, complete coverage starts tomorrow as america heads to the polls, we'll start here on "today" and we'll be on through the night, our special election coverage starts at 7 p.m. eastern

more on all of it. good morning >> reporter: hey, guys good morning that is so important what you've said yes, the pandemic has sent record numbers of people to early voting across the country. that's what's happening here in maryland but there are so many votes cast already, there simply is no way they will all be counted by tomorrow night this morning it's the counting countdown. in just hours, all 50 states will be in the process of tallying ballots, but with thousands of mail-in votes, maybe more expected to arrive after election day, experts say it could take days, even weeks to determine the final results, something the president has falsely claimed could lead to election fraud >> i think it's a terrible thing when people or states are allowed to tabulate ballots for a long period of time after the election is over because it can only lead to one thing and that's very bad. >> reporter: in fact, no presidential election has ever been officially determined on
7:44 am
election night but this year record early turnout could make the ballot bottleneck even worse. so far more than 93 million people have already made their presidential pick, more than double the early voting from 2016 while the count is already under way in florida, arizona and north carolina, other battle grounds, including ohio, wisconsin, michigan and pennsylvania won't begin counting their millions of mail ballots until comb ohio's republican secretary of state says they will count ballots arriving ten days after election day if they're postmarked by election day >> president donald trump is suggesting any votes counted after election day could be fraudulent and should not be counted. is that the way it goes in ohio? >> no. simply not true. that's not the way that it works here in ohio the law in the state of ohio is very clear about how this process works. election night is important. it's when people stop casting ballots but it's certainly not when the election process is

a tight race as you know, the postal service has been accused of deliberately slowing down the mail. the postmaster general appointed by president donald trump accused of slowing down the mail into the election. the postal system released new numbers over the weekend and new on-time delivery on saturday fell. on-time delivery on saturday fell but just 62% of central pennsylvania's ballots and 64% of atlanta's arrived on time arizona, michigan, parts of pennsylvania and florida were all below the 90% mark before president donald trump's new supervisor was appointed, 95% were on time by the way, 28 states do not, or

rather 28 states do not accept ballots after election dates so if you have a ballot, drop it off at a drop box. the mail won't arrive on time, guys. >> what you said is so important on the battleground states and also the regions that may decide the election. tom, folks are used to getting a result on election night, not because the official counts are in on election night they rarely, if ever really are, but networks such as ours, news organizations do make projections tonight of. can you explain what the distinction is and how that works for folks? >> reporter: yeah, we should remind everybody if you harken back and think back to the nights you've watched nbc news over the years projecting so and so candidate has won a state, that's a projection. the states -- it's up to each individual state to certify who wins that election it never happens on election night. it can take days to do that. in fact, every state has their own deadline
7:48 am
but by december 14th -- that's the deadline for electors to cast their ballot. january 6th is the deadline by which congress is supposed to certify the election so there is plenty of time for this to play out, and it is only at in the world of modern television that we have become accustomed to the networks to projecting the winners, but historically, it takes a long time. >> we were talking to the secretaries the of state and they said to pack your patience and they said november 3rd is the last day to cast your vote but not the last day to count your vote, and that is what everybody has to remember as we go along, tom. we know that you will be with us. we appreciate it. >> that may be the most important story of the day. now, it is 7:48 and a time for a check of the weather. s east
