let's start out with that election day forecast for you. meteorologist kari hall is tracking the numbers for us. kari, how is it looking? i just wanted to show you how chilly it is this morning especially in the north bay, we're down into the upper 30s as you head out on this election day. it's 50 degrees in hayward and observing. it's going to be a cool start with our high temperatures reaching into the mid-70s. take a look at our highs across the bay area. only a few 80s. we'll see that in clear lake as well as parts of the inland east bay but overall a nice tuesday and election day. how is it looking for the day, mike? nothing to stop you to get out and vote. plan ahead and look at the map, the bay bridge toll plaza, a smooth flow of traffic. we do have reports of a deer hit near hilltop and west 80.

i'll track that until a crew gets on scene there. a great drive and an easy start, marcus. back over to you. >> thanks, mike. now to the race to the white house unlike any election ever held, the finish line now in site. the first ballots were cast in dixville notch, new hampshire, and it was a clean sweep for joe biden. the democratic candidate picked up all five votes. so far nearly 100 million americans have voted early and president trump will hold an election night event at the white house. joe biden will continue campaigning in pennsylvania. "today in the bay's" tracie potts is live in wilmington, delaware, where biden will watch the results come in tonight. tracie? >> reporter: laura and marcus, he does have events happening in pennsylvania today making last-minute stops. first in his birthplace of scranton and then we're told at least two local stops in

philadelphia. no big rallies as we start to see people line up as the polls open in philadelphia. they are putting in security for president trump's election night event. he will visit his campaign headquarters in arlington, virginia today before coming back to the white house and the votes begin to be counted. final arguments -- >> we're going to win the state of michigan so easily. >> reporter: from tiny dixville notch, new hampshire, with five votes for biden at midnight and around the world. ♪ for every man, woman and child ♪ >> reporter: joe biden wrapping his campaign with a star-studded event in pittsburgh where it all began. >> the first step to beating the

well, californians are deciding several ballot measures that will impact your family, your safety and your finances. we are breaking down the biggest races. cierra johnson is live in san francisco. what you need to know before your you cast your ballot if you haven't already done so. today is the big day. >> reporter: it is a big day. poll workers getting briefed on what they need to know in order to have this day move smoothly. the polls opening in just a matter of hours. and there are several issues on the ballot that involve your family, your health and your finances. we'll start by breaking them all down. first, proposition 16, a hot state, you and requires a majority of votes to pass. now prop 16, if passed, public universities and state and local governments would be allowed to consider race and admission in governments, government agents with businesses owned by women and people of color when awarding contracts.

this proposition would repeal prop 209 and banned affirmative action. they say it would punish excellent students because of their race. the next issue prop 21, this proposition also requires the majority vote and focuses on rent control throughout the state. if passed this initiative would allow local governments to establish rent control on residential properties that are more than 15 years old. statewide 45% of the population are actually renters, and that percentage is even larger here in the bay area, san francisco and oakland at 62% and 60% respectively. opponents say it could discourage new construction from the private sector and moving to contra costa, their voters are voting on measure x which deals with the general sales tax. if passed the sales tax would increase from 8.25% to 8.75%.

the increase in sales tax would generate an additional $81 million in funds. the additional revenue would help support the regional hospital, emergency services and early childhood services. so there is a lot to remember. we have resources on our website. if you have any questions or need further explanation on any of these ballots but so far millions of folks right here in california and across the nation have already cast their votes. right now it's just a waiting game for these polls to open and for folks to officially cast their vote here on election day. cierra johnson for "today in the bay." such a busy time. bay area democrats and republicans doing their best to rally support right up until the last minute. democratic voters took time to work the phones in san francisco. and a few hours earlier trump supporters held a rally in danville. both sides say they feel excited and confident heading into today. >> it feels like it's the night

our special digital through mobile and our apps on roku and apple tv. a special newscast will also be simulcast on cozi-tv. developing this morning police in san francisco trying to get to the bottom of a freak accident that left a firefighter critically injured. it happened yesterday afternoon in the financial district when a crew was wrapping up a call to a high-rise fire. firefighters say a hose was suddenly pulled upward sending one firefighter, matthew vann, airborne. it happened as a muni bus was traveling through the fire zone. video from the scene shows what looks like a hose wrapped around the rear wheel of a muni bus. 5:08 for you now and picking up our pandemic coverage, startling new numbers when it comes to kids and the coronavirus. first the u.s. has more than 9 million confirmed cases across the board. according to new research more than 60,000 children were

diagnosed last week. that's more than any week during the pandemic. and two north bay high schools suspended sports practices. "the press democrat" says it follows a large party where teenagers violated public health orders. petaluma and casa grande shut down workouts and it's believed up to 50 students attended the party, well above the guidelines banning gatherings of more than 12 people. san jose unified schools plan to offer in-person learning starting in january, provided the county is still in the orange or yellow tier. masks and distance rules will be mandatory. students will have the option to distance learn as well. 5:09 right now. we'll check that morning commute in a little bit and see if folks are out and about.

better on the open. you can stack that on top of yesterday's big gains where the markets gained 400 points on monday as well. the stock market honestly doesn't care that much which party is in charge. you can make the argument it prefers republicans. they tend to have fewer regulations but really so long as one party is in charge the marks are happy. everyone's focus, of course, is on the presidency. but our analysts at cnbc says more and more investors are saying the senate could flip as well. it may play second fiddle to the twhous b white house but is something to watch. facebook has activated it's so-called war room which is not a room because everyone is working from home. it's also ready to paste a warning across any facebook post that is claim someone has won if

that post is made too early. we're not allowed to start counting until today meaning it may be days before we know a winner. president trump said on twitter it's dangerous the supreme court reaffirmed pennsylvania's right to take extra time to count legal and legitimate ballots sent in by election day. twitter slapped a warning on that as well. the president's claims, it says, are misleading. and we'll be talking a lot more about the president's claims that pennsylvania is doing something wrong as we talk politics at 5:45. let's end, though, on something nonpolitical. if you voted and you just want to sit back and listen to music, apple hears you and it hears your complaints about its new sound canceling ipods -- air p airpods, that is. if you make an appointment at a store they will replace them for free. time to sit back and just, you

know, right? walmart is scrapping plans to use roving robots to scan shelves and keep track of inventory. this squashes the effort to automate the task. walmart began rolling out the self-scanning robots in 2017 to restock products faster and save employees some time. the company says it is now really dealing with morning workers collecting online orders and gathering new data on that inventory issue in real time. new this morning amazon may be ready to change how it handles deliveries in rural areas. instead of using the post office amazon would use its own shipping hub to deliver packages. the company is calling the plan wagon wheel. still no word on when or where it may start. the boss is back and rocking some new records.

yeah, this is a category 4 hurricane moving closer to nicaragua for today. and it's unusual to see a hurricane this strong so late in the season. it's possible it could become a category 5 before it makes landfall in central america, too. and, of course, we have had unprecedented year. let's talk about what's going on here for the bay area. high pressure moves out. we so desperately need some rain. i am really hoping this storm system coming in can bring us a little something. i wanted to show you what the models are showing us as the storm system approaches. it will bring in some cooler temperatures, but then as it moves on, it may also bring in some very light, spotty rain for the week. this is what one of the computer models is showing, not a whole lot of as we go into the weekend. a few hundredths of an inch of

rain. we are going to possibly see some spotty, light sprinkles, but a much bigger storm for the sierra as we see the possibility of up to a foot of snow in some spots, even some of the higher elevations like when bridges could get up to 16 inches of snow. if it doesn't deliver us some rain it will be nice if it can deliver snow to the sierra. we'll be watching that go into the week and a heads-up if you do have sierra week plans. here in the bay area in san jose we're going to see a big cooldown in san jose over the next few days. going from the mid-70s through at least thursday but then a big drop once that storm system moves in and highs will only reach into the 50s this weekend. so that's also something you need to put in your weekend plans. let's head over to you, mike, as a lot of people are getting out the door right now. that's right, kari. on this voting tuesday, but, kari, i want to thank you for showing rain in the future.

lockdown which takes effect today. police say that attacker used an assault rifle and wore fake suicide vest. officers shot and killed him. they are looking for others connected to the attack. six crime scenes are under investigation right now. that gunman is believed to have ties to isis. turning to decision 2020 we have live pictures this morning from lynchburg, virginia, where polls are already open there. 47 degrees. not cool enough to stop people from lining up to vote there. today voters in south dakota, arizona, montana and new jersey will all consider proposals to legalize recreational marijuana. it's legal in several states including a including california. the trump administration argues new visa protections would protect american workers. critics say it would all but

kill the program. the white house last month introduced new plans to further restrict the visas. the rules would impact visa holders already in the u.s. as well as future applicants. immigrants' rights groups this week filed a new brief on behalf of the suit to block the proposed changes. critics call the white house move election year politics. take a look at this. a new video of the elevated train caught by a huge sculpture of a whale's tail. that train smashed through 30 feet above the ground and the sculpture prevented what otherwise would have been a tragic plunge. the train operator was left shaken but not injured. no passengers were onboard at the time. >> wow. coming up next on "today in the bay," the top stories we're following. decision day is here. we'll have a live report of the

california polls are set to open in an hour and a half. live team coverage to help walk you through everything you need to know. >> "today in the bay's" kris sanchez is breaking down the early voting turnout across the state. bob redell is following the preparations for possible protests. first cierra johnson with a closer look at key battle measures. >> reporter: good morning. i want to start by just setting the scene here at the civic center voting location. things are lit up, getting ready to go. they were briefing some of the poll workers on just what to do and how to make sure everything goes smoothly. only an hour and a half here until the action gets started. we're going to delve into some of the issues you may have already voted on or will be voting on today. first, prop 22. this issue focuses on the app-based driver. not only is this one of the most expensive ballot fights in the state's history with nearly $185 million spent, the state issue

has gained national attention because of the precedent it could set. now if prop 22 passes app-based drivers, food and ride share, would be defined as independent contractors. drivers could destcide when and how often they work, app-based drivers have benefits like minimum compensation, health care subsidies and training. this is a sidestepping a law last year that made independent contractors employees. opponents say the ballot issue creates a special exemption that eliminates basic work place benefits and replaces them with new lower earning guarantees. next up this ballot issue proposes a sales tax increase of 1/8 of a cent like san francisco, san mateo and santa clara. if passed the measure would provide an additional $100 million for cal train services. it would also expand services from 60,000 to 100,000

passengers a day. if they will be 18 by the day of november 3rd, the general election, if this ballot issue sounds familiar, it's been proposed and has been rejected by the state legislature five times. it's a lot to consider. just a reminder we'll be out here all morning and will be here when the polls open bright and early at 7:00 a.m. cierra johnson for "today in the bay." a lot to get through so do your research before you head to the polls. thanks, cierra. already in the state of california more than hatch of all registered voters have already returned their ballots to their local registrar of voters. that's even higher. santa clara county where i am this morning is at 59% returning. six of the bay area's counties are at more than 60%. contra costa county's return rate is the lowest which is still higher than the state average. now several counties expect to break record turnout records this election including san francisco and sonoma county and that could be because of the governor's order to send a vote by mail ballot because of the pandemic. voters are also telling us they are motivated by climate and issues that will affect their communities. >> it seems like there's a lot at stake, you know, with the coronavirus, just so important. >> there's a lot of things on

there besides president that we just want to make sure we get our voice in. >> reporter: if you are planning to vote in person or drop off in person today, election day. in san mateo county you can check the wait times before you head out. i did post that link in my twitter feed. i'll put it up on facebook, too. remember, if you are going to mail your ballot, it has to be postmarked today, november 3rd, or it will not count. it can arrive here within the next couple of weeks and still be counted but it has to be postmarked today. that's critical. in san jose, kris sanchez, "today in the bay." >> a lot of good information, kris, thank you. some bay area businesses are bracing for possible unrest once election results start to come in tonight. >> reporter: correct, this is neiman marcus behind me, boarded up here in downtown walnut creek along with a number of smaller businesses. this area was looted during the george floyd protests in may. a lot of businesses don't want to see this again if there are people unhappy with the results of the election tonight and decide to protest in the streets. walnut creek police indicate they will have additional officers out to protect people and property and the rights of those to exercise their first amendment rights. not clear if that's part of the normal patrol or anticipation of possible civil unrest. chase bank installed plywood over its windows. those targeted boarded up their

because state lawyers and lawmakers have already approved the same requirement the decision will have no effect on today's election. business owners struggling to make it in the bay may soon have new protections in san francisco. supervisors will reportedly debate extending a commercial eviction ban through the end of next march. "the examiner" reports supervisor peskin introduced modifications which expires at the end of this month. that plan would also give small businesses until march of 2023 to repay the back rent. kari, they say when it's nice on election day, a lot more people go out and cast those votes. yes, they may be standing in long lines as well so thankfully we do have nice weather. a jacket needed for the early morning especially if you're heading out in the peninsula. we're going to see those temperatures in the low 50s and then gradually warming up today.

it won't be as warm this afternoon as we've seen the past few days. we'll see those temperatures reaching up to 71 in oakland. 75 in san jose, and 77 in martinez. we'll talk about even cooler weather in our forecast coming up. mike, how is that commute rolling? it's rolling great. i saw a little slowing, more folks on the roadway and then kind of smoothed out again as we look at your big map, no major problems. typical slowing on the right side of your screen out of the altamont pass. holding steady there but clearing by the time you get to north flynn and slow for 84. there's a little build between the san mateo and dumbarton bridges, but no major problems. and across the spans we only see a little slowing on the incline for the bay bridge. typical pattern. we'll show you that toll plaza coming up soon. scott? it's election day, as you well know, mike. we're going to have the latest from the campaign and once again we're going to counsel some patience tonight. taking action in southern

that's right. and barring a huge and obvious landslide, the media will be very careful not to declare a winner too early. perhaps not tonight, perhaps not tomorrow, perhaps not this week. you may go to bed tonight, wake up tomorrow and not know who won. neither will we particularly if pennsylvania turns out to be close. president trump was on a whirlwind tour of the midwest on election eve. he didn't get back to the white house until 3:00 a.m. washington time. he is very worried about the supreme court's decision upholding pennsylvania's right to take the time it needs to count legal and legitimate ballots sent in on or before election day. >> what a ruling. what a ruling. what a horrible thing that they've done. do you know that puts our country in danger? do you know what can happen during that long period of time?

do you know what can happen? number one, cheating can happen like you've never seen. this is their dream. and they are known for it. >> there is no evidence of cheating. as far as danger, americans need to realize we may not know who won for several days. and, more importantly, it may be that the person who appears to be winning a state at the beginning of the count may not win until the end. we have talked about this before. democrats are generally more likely to vote by mail. republicans more like ly to wal in and vote by person. pennsylvania, where mail-in ballots are sitting waiting to be counted, that takes time. so the walk-in vote is electronic in most counties. counting is very easy. so republicans may look like they're winning pennsylvania only to have the mail-in ballots finally counted and it's possible that would be enough to swing the state back to

democrats and arizona is the opposite. it's allowed to count mail-in ballots early. it could start blue and swing to red as the walk-in count starts. trust the process and be patient. joe biden stuck to pennsylvania on election eve with a quick detour in ohio. he's campaigned in pennsylvania more than any other state. he made his first speech of the campaign in pittsburgh where he wrapped up his campaign last night. >> i'm running as a proud democrat, but i will govern as an american president. there will be no red states and blue states. there will be the united states of america. >> you need to pick and choose who is going to be -- who you're going to follow on twitter on a crucial time like this.

little bit cooler compared to the past couple of days, taking a look at our highs for this afternoon where in spots like martinez will reach 77. 77, also, in napa today. and 79 degrees in morgan hill and half moon bay. the fog is back. we'll see those temperatures in the low 60s throughout the rest of the afternoon. so what's happening here, we've had high pressure giving us warm temperatures but it's moving away. it's allowing for a couple more storm systems to move a little bit closer and it will definitely bring in cooler air. you can see the wind circulating around that area of low pressure counterclockwise that will bring us an ocean breeze and then also as we head to the end of the weekend as that moves down further to the south and east, we are going to see it possibly bring in some very light, spotty rain for the bay area. but most definitely some sierra snow. it looks like a lot of our computer models are putting down pretty good amounts, maybe even up to 16 inches of snow for some of our upper elevations. we're hoping that pans out

5:57. welcome back. thanks for watching "today in the bay." developing this morning, police in san francisco trying to get to the bottom of a freak accident that left a firefighter critically injured. it happened yesterday afternoon in the financial district when a crew was wrapping up a call to a high-rise fire. firefighters say a hose was suddenly pulled upwards sending

a firefighter, matthew vann, airborne. it happened as a muni bus was traveling through the fire zone. video from the scene shows what looks like a hose wrapped around the rear wheel of that muni bus. vann suffered a serious head injury. >> he was knocked unconscious and was not breathing. >> muni says there were no passengers on the bus and the operator has been driving nearly six years. vann is a six year veteran of the fire department. some startling new numbers when it comes to kids and the coronavirus. first, the u.s. now has more than 6 million confirmed cases across the board. more than 60,000 were diagnosed last week, more than any week during the pandemic. nearly 850,000 have been infected since the start of the crisis. and two north bay high schools
