meteorologist kari hall on what we can expect from the weather today. >> it is going to be a really nice day. make plans to get outside because this is the last one where we see temperatures in the 70s and also nice, calm, quiet weather. by tomorrow a cold front arrives and it will bring in high winds and some light rain. we could see that rain off and on throughout the weekend as we could see a big drop in temperatures, as well. only highs in the 50s. but today it is going to be in the 70s, a few low 80s, too, as we reach up to 78 in martinez. we'll see a high of 75 in palo alto. we'll talk more about the drop in temperatures coming up. mike, how is it looking right now for the commute? >> well, kari, you just mentioned palo alto. one in palo alto where i saw clouds across the camera. the rooftop of 101 right there just now. when we look at the map, no real impact to the speeds and on the roadway, on the deck, you're

just fine. you can drive at speed. the issue is on the east bay, not on the peninsula. northbound 880 towards 29th a crash between the work zone and fifth and embarcadero the accident there. laura, we're gathering more information. back to you. >> all right, sounds good. thanks, mike. to decision 2020 now just two days after the election and the presidential race still too close to call. joe biden has a narrow lead with 2 a53 electoral votes and 270 is the magic number here. biden could outright win the election if he holds on to his lead in arizona and nevada. >> now the other battleground states that we're tracking for you, as well. georgia, north carolina and pennsylvania. all five of these battleground states poll workers are still counting those ballots. >> let's look at the popular vote. biden has 50% with 71 million americans voting for the biden/harris ticket. that's most votes for a president in u.s. history. as the nation awaits the final

"today in the bay" scott mcgrew is weighing in in just a moment. >> first, let's get to tracie potts live in willmingtonwilmin delaware. they're bracing for victory and also bracing for court. >> exactly. we are seeing a number of cases being filed, marcus and laura and scott. good morning, everyone. the story today is the vote count thing and the trump team's efforts to stop it. they have announced new lawsuits in michigan and pennsylvania. there are also lawsuits going on in nevada and georgia. president trump suing to try to stop the vote counting and also to let his observers in. >> they're trying to cheat us out of it because they know it is their only path to victory. >> not a single republican has been able to look at any of the mail ballots.

they could be from mars, as far as we're concerned. >> now, let's take a live look at some of the vote counting happening in pennsylvania right now. we just got an update this morning that they have another 800,000 ballots. officials there had said it would take several days to finish their vote count. joe biden now within striking distance of the 270 electoral votes he needs to win. >> i'm not here to declare that we've won, but i'm here to report that when the count is finished, we believe we will be the winners. >> and let's talk about why the vote count is taking so long in some of these states because we have record turn out for this election. 157 million people have voted. that is the highest number that we've seen in a century. so, that's why so much vote counting is going on. in pennsylvania, they've been working all night long and in georgia they have been working all night long about 96% in

michigan they said they would wrap it up overnight and wisconsin saying they're just checking the numbers at this point. and nevada and arizona, two states where it's close, they are still counting, as well. back to you. >> because it's so close, we want them to take their time and make sure they get it right. tracie, thank you. let's bring in scott mcgrew. these lawsuits may not have much effect on the outcome. >> they probably won't. several of them as tracie mentioned is where people stand. how close can an observer get? even those who want the suit stopped only want it stopped enough to settle the observer question and then the count would continue and the observer would not be affecting the ballots, so the outcome would be the same. i do want to go back to rudy giuliani, if we could for a second. he's threatening all kinds of litigation and action on behalf of the president but the threats are vague. what specifically is he

alleging. what was the wrongdoing? take a listen. >> so, we are going to continue the lawsuit here. we're going to bring a second one and then we're going to bring a federal lawsuit. and we're going to take a very good look at whether we bring this nationally. we certainly are going to bring it here and in wisconsin. quite possibly we'll do a national lawsuit and really expose the corruption of the democrat party. >> now, you recall president trump has said in his late-night press conference late tuesday into wednesday that he thought the u.s. supreme court should be involved. he said, quote, we want the law to be used in a proper manner, so we'll go to the u.s. supreme court. not clear specifically what the argument is. now, the president seems to realize that these lawsuits or the threats of lawsuits may not actually change the outcome. he's tweeted our lawyers have asked for meaningful access. but what good does that do? he goes on to talk about the damage to the integrity of the

system but makes no specific allegation. speaking of tweets, a lot of americans are retweeting this tweet. claiming michigan had counted 128,000 ballots and every single one of them were for joe biden. well, turns out the number was a typo made by an election official who later corrected it and this twitter user to his credit later tweeted his own correction by then though it had really gone viral. now, you may be alarmed to hear that someone in michigan made a typo and at least on a computer screen appeared to give biden 128,000 votes. those votes didn't exist and were not counted. remember what you are seeing whether it's on a website or me talking or anything else is preliminary. the votes will be certified by states later. in the case of wisconsin, it sounds like there will be a recount because the results are so close. it's one of the reasons you're seeing us being so conservative

and cautious about our own electoral map. we show biden with 253 and other news agencies peg that number higher. we have not called arizona for biden, other news agencies have, marcus. >> thanks so much, scott. turning to congress now and the control of the senate. there are a few new updates and developments for you. currently democrats have 47 seats and republicans have 48. now, in michigan democratic incumbent senator gary peters has won. republicans had hoped to pick up that seat. our nbc news decision desk has yet to call the race in arizona but former astronaut mark kelly declared victory. he actually tweeted the announcement and shared this photo you see right here. the election sparking protests around the country. in portland overnight, police arrested at least five demonstrators and the national guard assisted in the response. in the meantime, in arizona trump supporters gathered

outside an election's office near phoenix where ballot counting is still going on. police had to escort election workers and media members from that scene due to safety concerns. in new york city intense clashes with police led to about 50 arrests. so far no arrests of any damage for destruction. well, coming up for you at 5:30, our decision 2020 coverage continues. "today in the bay" kris sanchez is going to break down the record number of voters across california and she has an update on how many votes still need to be counted. qual t following "today in the bay" a special edition of "today" show more updated results from the states still in limbo. 5:08 right now. now to the pandemic and a troubling new number. more than 100,000 new cases were confirmed in the u.s. yesterday. setting a new single-day record. california is still not experiencing the surge so many other states are seeing. but new cases continue to rise

along with hospitalizations. positive tests are up slightly over the past few weeks at more than 3%. cases are spiking unfortunately. just in time for the holidays. and health leaders are already considering the added health risk from large family gatherings. so, how does a two-week holiday quarantine sound to you? cierra johnson is live in san francisco to explain all of this and why the holidays may look different for a lot of this year, cierra. >> yes, good morning. hard to believe that thanksgiving is already just a few weeks away and with another holiday comes the increase risk of covid cases and folks gathering. so, officials wanting to implement that 14-day quarantine for folks traveling outside of the area. now, according to the examiner, a group of public health officials are exploring the idea of having that quarantine as pandemic fatigue and lower the normal ticket prices continues to entice people to travel

outside of the area. that article cites the proposal wouldn't be an order but more of a strong recommendation. this comes as many states approach the third wave of the virus and addition to the flu. in terms of covid numbers as we mentioned, the bay area has seen numbers a little lower than some of the other metropolitan areas but health experts worry about how two major holidays could impact those numbers. this week the state of new york did announce a 14-day quarantine for those out of state and international visitors. those coming from neighboring states and those with a negative test within 42 days are still required to quarantine, but for only three days. with the holidays approach, a lot to keep in mind. so, many of us are already experiencing that covid fatigue, but we need to do our part to keep everyone safe and slow that spread. we're live in san francisco, cierra johnson for "today in the b bay." it's 5:10 right now. check in with meteorologist kari

hall. we've had such great weather lately. it's really been, gosh, almost spring like out there. today is the last day to really enjoy that, right? >> yeah, we should really take some time to enjoy ourselves and get out and maybe go for a hike. this picture was taken from alan rock park. if you're going for a hike in the south bay, expect temperatures to start out cool this morning mostly in the 50s and then warm up to the 60s by 10:00. if you're going out later in the day, you'll have a breezy wind and sunshine and we'll reach into the upper 70s. all clear throughout the afternoon. but we are going to see some major changes ahead and that's what we're preparing for. all across the bay area we'll see temperatures mostly reaching into the 70s today and also looking at some cooling down, cooling temperatures later this evening. we're waiting for that cold front to arrive tomorrow. so, we'll talk more about that and the timing coming up in a few minutes. mike, how's it looking right now for the commute?

head to the trivalley getting a look at our home school recess forecast. enjoying a little time outside when you can in between home schooling. we'll see temperatures starting out mostly in the 50s this morning, but if you're going out around 11:00 to 12:00, going to feel nice with temperatures in the 70s. we'll get a look at our microclimates and talk about the start of winter in the bay area coming up in a few minutes. kari, giving the kids the run around. over here let's get some motion on the freeways. a smooth drive and traffic into dublin camera here west 580. a little slowing near the dublin interchange. i'll watch that for a few and make sure no problem over there. across the span, lights in motion across the bay bridge and a nice drive right here on the span and san francisco by the bay and over the bay and the bridge itself will track the approach, coming up. >> thank you very much, kari and mike.

5:16 right now. turning back to the undecided presidential race and already having on wall street. >> cnbc bertha coombs watching it all for us this morning. bertha? >> hey, marcus and laura. we have the futures pointing to a higher open. right now the dow looks like it could open up another 380 points. that's after yesterday's post-election rally when we saw a 370-point gain. even though the dow closed off the sessions of the high, it was pretty bullish. the nasdaq was the real standout. up 430 points or 3.8%. both the s&p 500 and the nasdaq produced their best post-election gains on record. and the reality is that tech stocks were a part of that big boom. investors right now are calculating that we are going to see this presidential race wind up in split government. that's good for tech stocks, they think, because it means that congress would not raise

taxes most likely. so a whole new tax plan really kind of fade away and also regulati regulation -- that's likely not to happen in a mixed conference, as well. and health care also likely remain in place in terms of obama care if you don't have a clear blue wave or a clear red wave. so, a little bit of gridlock is something that investors think will be good for the markets longer term. we have europe higher this morning and asia was higher, as well. of course, guys, we still have to watch all those votes to be counted just to see how this will fall into place. >> so true. >> all right, bertha, thank you. 5:18. and new for you this morning, may not be the news you want to hear before the holiday season, but, hey, i'm only delivering the news. apple facing a critical shortage of the chips for the new iphone.

>> all right. 5:20 for you. let's get a look at the forecast and the forecast, kari. >> it's looking pretty good for us. we want to take a live look outside in san francisco. the fog has peeled away from the city and it's a beautiful start to our thursday morning. we're going to see some sunshine across the bay area and we've been saying this is our last day of those temperatures that will be nice and warm before we head straight to winter tomorrow. let's get a look at our highs for today reaching 82 in clear lake, 79 the high in livermore and san jose 77 degrees and slightly above normal and we are, once again, preparing for some big changes ahead. let's get a look at what's coming our way. and a lot of you said you wanted the cooler weather, so, here it goes. we know we need this rain. looks like as we go into tomorrow afternoon here we are at 3:00 and we're starting to

see some spotty light rain starting to come in and then going into friday night. still a chance of some lingering light showers moving in. it looks like on saturday we're going to take a break from a lot of those showers and see some clearing but then there will be another round of some light rain on sunday. so, it's just going to kind of be off and on and i think if you want to get outside even though it will be cool and breezy, saturday is the best day this weekend. and on sunday we're going to see the light rain, as well as some sierra snow. now, looking at how much rain we may see, the models are putting down a very light amount. mostly about a tenth to possibly up to a quarter inch of rain in a few isolated spots. but for the sierra, this is going to be a big storm and it may impact travel. we're talking about anywhere from 10 to possibly 16 inches up above 6,000 feet. it's going to be very snowy there. we're going to see some clouds and look at our high temperatures as we go from the upper 70s today to the 50s this

weekend. and it stays into the 50s for highs into early next week. mike, how's the commute rolling right now? >> it's rolling. i mean, that's the good news. look at the bay map. the big shot shows you mostly green all over the bay and just your usual suspects. we have a little slowing all the way on the right we'll move over there out of the altamont pass through livermore and sunol. great tri-valley drive and the earlier drive cleared around stoneridge without incident. and so did the crash at north 880 off of the freeway and no problems getting towards the bay bridge. a quick look at the toll plaza shows you a live look shows no problems and a good volume of traffic starting to build just a tad bit, laura. thursday a good drive right now and we'll send it back to you. >> all right, sounds good. we have a live look at the bay bridge. i have a live look at the ballot counting still under way in philadelphia.

5:26. back to our decision 2020 coverage. in philadelphia, election workers still hard at work. this is the live look at the ballot count still in progress. and you know it's not just happening in pennsylvania, nevada already expecting to release new results later this morning. joe biden has a narrow lead with 253 electoral votes. president trump has 214 and the magic number remember is 270. drug users of any kind will no longer be treated as criminals in oregon making it by far the most liberal state in the nation. voters there on tuesday approved sweeping changes eliminating trials and jailtime. the voters in four other states approved recreation and they'll join 11 others you see there in the yellow where it's already legal. well, next, one step

uncertainty a divided nation. the presidential race still too close to call. the votes are being counted overnight and the results we expect today. plus. >> tensions flare in cities from coast to coast. overnight as many await final results and demand every vote be counted. "today in the bay" continues right now. good thursday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. we'll get to that commute in just a bit. first, we want to start with the forecast for you. nice out there today, right, kari? >> yes. this is the last day of temperatures that will reach into the 70s with sunshine across the bay area so make some plans to get out and enjoy it. by tomorrow, cold front moves in and it's going to bring in some much cooler temperatures along with some wind and even some rain. and that's where we're expecting off and on throughout the weekend with some spotty showers moving through with our high temperatures this afternoon

number here. biden can outright win the election if he holds on to his lead in arizona and nevada. the other battleground states we're tracking for you. florida, georgia and north carolina. all five of these battleground states poll workers are still counting those ballots. want to give you a live look right there in the top corner of your tv screen. you can see those people working really hard in philadelphia to make sure those votes are counted. joe biden is urging patience while president trump begins mounting a series of legal challenges for us. let's turn to scott mcgrew this morning. scott, you have a closer look at arizona and nevada. >> that's right. let's start with nevada. i think the state that says it should have an update at 9:00 a.m. our time could be an important update. most of the count is done. election officials say all they have left are mail-in ballots that were received on election day. mail-in ballots they have yet to receive, of course, but are postmarked by election day and provisional ballots. now, a provisional ballot is

just what it sounds like. it's a ballot that does not count until someone makes it official. you still get to fill out a ballot, but they set that ballot aside and it doesn't count until as a vote until they double check that you and the ballot are legitimate. taking a closer look at arizona this morning. joe biden around two points ahead of donald trump. the state will give the winner 11 electoral votes. nbc estimates there are still 489,000 votes yet to be counted. now the trump campaign has launched a series of lawsuits and threats of more lawsuits, as well, seeking to stop the count in some of these locations. donald trump's son eric and trump's lawyer rudy giuliani conducted a press conference in philadelphia where they claimed without providing evidence that there was voter fraud and demanded their campaign be allowed to observe the vote from a closer vantage point. >> my father is up by almost half a million votes in this

state with 86% reported. and plenty of red counties left to go. plenty of red counties left to go. we're going to win pennsylvania. but they're trying to cheat us out of it because they know it is their only path to victory. >> he provided no evidence of that. trump campaign is challenging the legitimacy of some mail-in ballots, but much of the legal action that eric trump is talking about involves simply where observers stand. it's not clear how they would affect the outcome in any way. a live look back at those ballot counting centers in philadelphia that we're showing you earlier. the governor of pennsylvania at the idea that his election officials are being anything less than honest and transparent. >> the philadelphia that they're talking about has been streaming the processing of ballots i think right from the start. from the precanvassing period. i think it's being live streamed on their website. so, i can guess anybody can get it anywhere in the world.

i'm not sure how that equals the lack of transparency. >> we'll talk more about the lawsuits coming up in just a bit. but that is very important to remember, marcus and laura. in so many of these cases, these lawsuits are largely about the process but not throwing out the ballots in general. just mostly about observers. >> all right. >> exactly. we know they have been counting them overnight, especially in philadelphia. they wanted to meet a goal. we just got word right now into our newsroom that they are expected to make a new announcement posting some new results before 9:00 a.m. so, we'll keep our eyes on that this morning. in the meantime, the uncertainty over the election has been sparking some protests nationwide. numerous arrests are being reported as demonstrators hit the streets in several u.s. citieses. closer to home peaceful but loud protesters gathered last night in san francisco outside of twitter headquarters. they're demanding a ban on tweets from the president

claiming his misleading followers about the electoral process. it's worth noting twitter is flagging some of the president's tweets. in the meantime, in san jose south bay silicon valley faith leaders organized a peaceful vigil. demanding vote counting in battleground states continue. >> we have hundreds of millions of people who had to stay home and had to cast their votes by mail and we need to count all those votes. >> hundreds also gathered in oakland yesterday also demanding the ballot count continue on. well, california voters registered in record numbers for this election and many voted early. so, it actually got us wondering. how frustrating is it that the battleground states are just holding up the count? "today in the bay" kris sanchez is live in san jose as we still wait for those results. kris? >> hi, marcus and laura. i think a lot of us are feeling a little extra sleepy staying up a little past our bedtimes.

change in the results regardless of who you voted for. but we know that a lot of californians were very motivated to vote in this election. in fact, here in the bay area 3.5 million people in the nine counties requested ballots to vote. at this point, almost 56% of those ballots have been counted. but we know ballots mailed on election day are still trickling in keeping election workers b y busy. so we asked voters how they're feeling about waiting for those results in the presidential election. we found that they are feeling stressed but also hopeful. >> a little anxious, nervous. you know, all of what everyone is feeling. so a little scared. >> a lot of uncertainty but even though we don't know what the results are, all i can do is be hopeful. >> it is kind of frustrating, but, you know, every vote has got to be counted to make sure, right? >> i'd say that's right. on twitter folks told me, don't

trust the polls. understand that the usa is divided in half and don't give up on our democracy. also, i feel exactly how i thought i would feel so sad and damaging. another tweet is i'd like balance and civility in our democracy, again. i'll respect a president trump or president biden. no more riots. over on facebook diane beilter laine it's 2020. hector hernandez says people on both sides need to chill out and wait for the results. jennifer leon said i've been waiting for it to be done. no drama, no lawsuit, no protest fight covid and get our normalcy back. i know a lot of us are waiting for those results and we are waiting for some of the pundits say we may not have those results until after thanksgiving because some of those challenges have timelines that have to play out. so, you know, we'll heed that

raises once the economy improves. also negotiating power in police commission reform policies. critics are asking the board to reject that plan. right now sonoma county is the only bay area county still in the state's most restrictive purple tier. and the state this week, once again, denied the county more reopening. has been in that purple tier since august. the news comes as california's top health leaders they warn that a rise in new cases and dr. mark ghaly says that along with more positive tests, hospitalizations and icu cases are both up in the double digits statewide. in contra costa county health leaders are seeing an increase in covid-19 cases and now they're set to tighten restrictions, again. it's currently in the orange tier or that moderate level but now four cases per 100,000 people daily.

looking at a crash on the bay bridge. now, a look at the span westbound shows traffic should be recovering as far as the speeds on the incline. that crash did clear up in the last few minutes but not before the metering lights were turned on. look at the toll plaza. big changes now. 5:45. the metering lights are on. all lanes are now filled back to the 880 overcross. just in, new weekly jobless claims say 751,000 americans apply for first-time benefits. that's higher than what analysts expected and also the third straight week of claims under 800,000. continuing claims dropped to 7.3 million. about half a million less than the week before. california attorney general javier basara leading a new lawsuit to limit the daca program. maryland, minnesota and maine have joined in that suit. it accuses the trump administration of taking continued steps to diminish protections for children of

undocumented immigrants. even after the recent supreme court ruling preserving the program. the suit cites a more recent order to fully restore daca and accept new applications which the white house is ignoring. l.a. county continues to see spike in covid-19 numbers. it just reported its highest number of daily infections in more than two months. it added more than 1,800 new cases to its totals yesterday. in the meantime, no mask, no shirt, no shoes, no service. call it the new covid-style refrain for businesses in los angeles. they're now allowed to refuse service to anyone not wearing a mask. council members signed off citing small business owners and their employees who are risking their lives to stay afloat. they say wearing a mask is one easy way to lower the risk. well, happening today the niners host the packers tonight at levi's even though several players on both teams are now on the covid list. >> "today in the bay" bob redell

live at levi and they shut down the team facility yesterday. >> they did. the niners shut down the team headquarters which is located right here next to levi stadium after one of their teammates tested positive for covid-19. we're talking about wide receiver kendrick bourne. he is the first 49er to be placed on the nfl covid-19 list during the regular season. and the fourth overall. he was wearing a mask tuesday at practice just before his positive test came back. i actually spoke with his agent yesterday and he tells me bourne is asymptommatic and feeling fine recovering at home. three other placers on the list including samuel. the players are playing without george kittle because of injuries. >> we have experience of losing guys in the past and our team

take it outside. we're looking at highs in the upper 70s for the last day before we have a big cool down. palo alto 75 degrees and napa a high of 79 and san francisco in the upper 60s. we'll be as warm as 81 degrees in morgan hill today. as we go through the forecast. we are going to see a storm system approaching a cold front that will bring in some more clouds, even some rain. as we go through the timeline here, we'll start to see these spotty showers starting to come in as we go into tomorrow afternoon and. >>ing in off of the coast and going to be for most of us very light and then as we go into tomorrow evening, still looks like we'll still see a chance of some of those showers moving through. saturday looks like we'll have a break for the most part and then another round possible on sunday as we get a reinforcing shot of some cool air. another low dipping in and we'll bring in some unsettled weather. nice to see this in the forecast, but a lot of the models not giving us a whole lot of rain out of this.

we're looking at up to a about a tenth to quarter inch of rain in a few isolated spots but looking much better for the sierra. winter storm warnings going up and we could see in some spots over a foot of snow especially in those upper elevations. and it's still looking pretty good for the commute right now, mike, right? >> desmipite the fact there are low clouds drifting through the south bay and folks are getting by just fine. we'll talk about the south bay in a second. i want to show you the bay bridge toll plaza. the backup quickly building as we have a crash on the upper deck and getting through the treasure island tunnel. that cleared but not before they slammed down on the metering lights. here's the backup and crash in the hov lane and we don't see any problems on the bottom of your screen. things are quickly recovered on the span itself and the backup at the bay bridge toll plaza and the rest of the bay moves very smoothly however that south bay i told you we talked about it. north 101 later on the clear up here because of a crash on the shoulder, marcus. north 101 at oakland road but the lanes are clear.

i'm laura garcia. >> i'm marcus washington. mike's keeping an eye on that commute. but, first, we want to start out with that forecast because it is something to be excited about. meteorologist kari hall tracking that and making us smile all morning. >> yeah, we're going to have some great weather for today. make sure you make some time to get out there and enjoy it because this will be the last day that we'll see sunshine and temperatures in the 70s before a strong cold front arrives tomorrow. brings in some winter-like weather with some high winds and some rain. we'll also see the rain off and on throughout the weekend, as well as some snow showers in the sierra. here we're looking at very chilly temperatures as highs only reach into the 50s and we'll talk more about that and look ahead in the forecast coming up in a few minutes. mike, how is it looking right now for the commute? >> kari, i'll start with good news. now, believe it or not, look at the bay bridge toll plaza is good news. for the last 15 minutes, i should say, really backed up
