the schedule, but we are hearing from him in the last hour tweeting three words in all caps, stop the count. it comes with the lead in pennsylvania and georgia is shrinking while they count legal mail-in ballots that are skewing the numbers and the president is fueling unfounded conspiracy theories of cheating and fraud. >> reporter: with the path to re-election appearing to be narrowing, president trump is counting on relief from the courts that may not come filing suits in michigan and pennsylvania to stop vote counting until the trump campaign can access voting locations. >> it is fair, because we believe we will prevail. >> reporter: and the voting locations say it is transparent. pennsylvania's secretary of state is weighing in. >> there is plenty of opportunities for people to

president's word. >> it is claiming victory prior to the counting. >> reporter: and then insisting that the lead started to magically disappear as the magic ballot dumps were counting, and then twitter slapping a warning on that as disputed and misleading. and then marco rubio is warning the president that taking days to count votes is not fraud. >> reporter: and the campaign is saying that they will be making an announcement in nevada as they plan to file another lawsuit, but the bottom line is that the president's argument is seeming to boil down to this and it sounds inconsistent to stop the count as he says in the places where he has a lead, and keep counting in the places where he is trailing in places like arizona where the campaign says that once the votes are counted, he may eke out a win. savannah and hoda.

carried in 2016, and he declared the winner wisconsin and the same narrow margin that the president won the badger state in 2016, and the trump campaign demanding a recount, and biden is looking to to crucial count of pennsylvania which may not complete the count until tomorrow at the earliest. >> virtually all of the remaining ballots to be counted were cast by mail, and we have been winning 78% of the votes by mail in pennsylvania. >> reporter: even if biden loses pennsylvania, he has potential paths to the white house including arizona and nevada which are both too close to call. biden commending the more than 150 million americans who voted despite the pandemic. >> if we had any doubts, we shouldn't have any longer. but a government of, by and for the people. and it is very much alive. very much alive in america.

>> the most significant place is pennsylvania, the president has 135-vote margin and we are waiting for a ton of vote in philadelphia, and up in the philadelphia suburbs and let me show you in philadelphia, we are talking about this and we saw a chunk of vote coming in, and the margin has increased a little bit, but the question is how much vote is in philadelphia. this is one estimate 142,000, and it may be lower than that. the biden campaign thinks that they will get a margin out of philadelphia closer to what barack obama got. and right now, it has netted 360,000 votes. our estimation is closer to what hillary clinton got 480,000, and the bottom line is that we think that he is going to net about 100 to 110,000 votes out of philadelphia alone, and what does that mean? it is going to cut the president's lead, but it would not overtake it, and that is going to put it in about down to
7:10 am
15 to 20,000 depending upon what the actual count is. now the good news for biden, there is the philadelphia suburbs and we have more vote to get, and more vote coming in out of delaware county and 61/40 and these are the mail-in ballots and they have skewed more biden, but assuming that is the floor out of what he is going to get in those, and chester county which is kasie's home county and a little bit but not a lot, and 3,000 ball lots thert l ballotss 50% clip, and montgomery county and 2,500 there, and then bucks, a lot closer, but then again with what is left, he should net a little bit greater than that 49.9%. >> the bottom line, enough votes potential for biden to overcome the deficit? >> yes, and we are looking at a situation where we will never call pennsylvania and wait for
7:11 am
all of the vote to be counted which is going to bring me to another state that we will do that with which is georgia. down to 18,000 and we are told that there are 62,000 ballots left to go into the count. and joe biden has to win at about a 70% or 65 to 75% clip. that is what he is getting and then some so far, and lot of them are coming out of the atlanta suburbs, and it is sporadic and so i can show you that the margins that he won by here, and the ballots coming in. >> huge. >> it is a 70% clip in fulton and 80% clip in dekalb and it is 76% there, and mail-in, closer to 60, and the bottom line is that you would rather be joe biden right now in georgia. he is likely to get the lead at some point, and possibly today. >> you go west, young man? we are waiting for -- >> yes. >> we are waiting for nevada and arizona to give results.
7:12 am
>> nevada is one that i think that we will get to have more definitive 8,000 more votes here today and we are expected to get a chunk out of clark county, and las vegas and reno respectively, and the assumption is that these are the mail ballots to favor joe biden and in clark county, and the assumption is higher than 53%, and the same math as pennsylvania and georgia, but it is not definitely definitive and as soon as we see this batch. if he is winning at a greater clip, and essentially expands the lead, then we are likely to call that race, and nevada is done. now to arizona, because this is where i am less certain. we are waiting for another chunk of vote. last night we got that chunk of vote, and the president needed to win at a 57 to 58% clip with all of the vote that remains in order to overtake this lead. well, he got exactly 57.5% of
7:13 am
the votes that were counted last night. so, until we see a batch come in that is lower than that, we are not ready to award arizona to joe biden. >> all right. let's bring in kasie and what are you thinking? >> well, the arizona numbers and the democrats are a little bit more nervous today about how is it going to shake out, though they are comfortable. i think that the story here of the suburbs of phoenix, and the suburbs of atlanta, and the suburbs of philadelphia, and those philadelphia suburbs, what i am watching for here is where joe biden's margin in those places is better than hillary clinton's was in 2016, because that is really going to tell us, because of what chuck said, philadelphia may not make up that difference for biden and it is the suburbs and that margin could help us to tell the story there, and this is the realignment trend across the map is going to tell us what could happen in the suburban areas of the cities. >> and don't go anywhere and we are going to continue to count
7:14 am
those votes and back with you chuck and kasie a little later. >> overnight, a vocal crowd gathered outside of the maricopa county center where inside the votes were counted. inside we had our gadi schwartz there. good morning. >> yes, we are also following the latest numbers there, and the lead that we are talking about is about 69,000 votes that biden has right now, but as you have just heard from chuck, every time so far that we have seen a new batch released from maricopa county, it seems like the president is catching up just slightly at this point. it is still too early to call obviously, but it is becoming a nail-biter and tensions are running extreme high. >> reporter: in arizona overnight, hundreds of trump supporters and some armed gathered outside of the phoenix center say that the election is being stolen from the president.
7:15 am
inside nearly 400,000 mail-in and in-person ballots were being counted, and protesters wanted to keep the votes counted. >> where are the votes? >> reporter: while in michigan a different chant. >> count all the votes. >> reporter: and this comes overnight in new york city, and chicago and minneapolis, and they were frustrated where biden and trump protesters hit the streets where they were frustrated with ballots still counted in several streets and tempers flaring from coast to coast. >> and you have been stealing the election, biden. >> reporter: and inside of this election center along the counting line, a different story. those are the workers and one is a republican and a democrat, and we have been here and we have been seeing them get along and trying to figure out the intent of the voters and trying to make sure that those votes are counted.
7:16 am
>> reporter: and after we shot the two ladies getting along for the entire night they had to walk outside and accompanied by armed sheriff's deputies and walked past that crowd that were chanting and screaming and they went home. they will be back today and we understand that there is going to be more protests a f s s at maricopa county election center, and maricopa is absolutely huge and the votes still up in the air are the mail-in votes that people walked in, and at this point, we don't know from the urban or the suburban areas and at this point, it is anybody's guess. >> we want to read the tealeys, b -- tea leaves, but we have to wait for them to count the votes. and also another close area is nevada and we are expected

jeremy, you go first this morning. let's talk about recounts. in wisconsin, it looks like it is going to be on. the trump campaign said, "we will request a recount." we're in that neighborhood and many other states. what can be hoped from a recount for either side? >> what a recount does, savannah, it allows people to manually inspect ballots if someone didn't fill in the circle properly or the ballot was otherwise spoiled and the machine didn't pick up that vote, an election worker can inspect the ballot that usually nets candidates ise maybe a couple hundred ballots, and it could benefit biden as it
7:46 am
could benefit trump. i don't see trump swinging the election in wisconsin 20,000 votes via recount. >> jeremy, we hear about all of these lawsuits, and i was just curious, do you see these as hail mary passes by the trump campaign, or is there real hope this could change the trajectory of where the election is headed? >> i do, hoda. right now, i see no overarching legal theory for the trump campaign's approach. in michigan and, obviously, arizona, biden is ahead, so stopping the vote count isn't going to help trump. in pennsylvania and georgia, we haven't counted all the votes, so there is no basis for a recount. this looks like trump is trying to throw anything against the wall to see what would stick. >> let me get rich lowry in on this what do you think of the legal strategy, the maneuvering going on so far? >> i don't think it amounts to much a couple of these suits have to do with having election observers at the counting sites. if they're not there, they should be there. observers are good transparency is good recounts are totally valid process, unlikely to flip a result that's in the thousands
7:47 am
somewhere. there's a case in pennsylvania i was reading about this morning that involves 93 ballots the litigation strategy is unlikely to sway things, unless you get extremely narrow result in some states where electoral commission or the state courts change the election rules in the last couple of months and it affected how the ballots were counted and affected the result. now, that could happen in pennsylvania it's not the most likely outcome, but it could happen in that case, you could go up to the supreme court, and the supreme court, their indications would look dimly on the courts changing the rules at the last minute we're not at that place yet. >> claire, we got some numbers overnight or early this morning in arizona, and it shows the gap narrowing between the two candidates are you concerned about that >> well, it appears the quickest way to 270 for joe biden right now may be pennsylvania. we originally thought it would be nevada and arizona. it may be pennsylvania you know, one thing i think is really important to point out here is that there are democrat and republican observers in every counting site. there are -- there's transparency cameras are allowed in in fact, the picture you keep showing is a live stream from

2020. hey, everybody. welcome back to "today." it is a thursday morning. we are so happy you are starting your day with us. as we speak, there is vote counting happening. >> yes, we are all waiting with bated breath to see what a handful of states produces today in terms of vote count. haven't been huge changes but important ones to tell you about. let's get to it. the overall picture becoming a bit clearer. joe biden, according to nbc's latest count, is 17 electoral votes from winning the white house. but six states remain undecided. pennsylvania, north carolina, georgia, nevada, arizona, and alaska. they are hugely consequential. >> they are. we have in-depth coverage. we'll start with our experts on the numbers and the path to victory. we have chuck todd and kasie hunt. chuck, let's start with you. you know, every hour or so, new numbers come in. what are we learning at this hour? >> well, i think we're learning that the path, it looks like, potentially, the paths for the president are narrowing, but i
8:02 am
do want to -- i think a lot of people are asking. we spend a lot of time, and it looks like you'd rather be joe biden than the president right now. i want to remind people, let's show you what the map would look like if all leads held, just to put things here. that would mean arizona, nevada, blue. it'd put alaska red. it'd still put pennsylvania red. north carolina red, and georgia red. this is the baseline, sort of what could be. 270-268. of course, pete williams introduced the whole idea of faithful electorates. >> we don't want to go down that road. >> i know we don't want to go down that road. but for instance if joe biden pulls into the lead here then what does president trump need to do? well, he certainly needs to hold those two. you know, if he could get good luck here in arizona and come there.
8:03 am
but here's the president's problem, even if pennsylvania ends up flipping and it's biden's, the president has no more places to go. even if he somehow got lucky in nevada, got lucky in arizona, then it'd make the wisconsin recount, if it was possible, all the more important, except we just don't think 20,000 votes could get there. so this is the president's real problem here, is sometime today, we expect that pennsylvania vote to flip. now, look -- >> how much pennsylvania vote is left? can you just zoom in and show us, because people are going to wonder how you can make that statement then. >> it is still a couple hundred thousand, we think. let me show you what we have, as far as estimated here at this point. we think there is still 800,000 or so ballots. even if it's -- let's say we overestimated in some places by as much as 100,000 ballots in wisconsin. let's say it is even 700,000. again, you know, i'll go back to where we keep going back. hey, philadelphia, have you given us any more vote? of course, the answer is no.

the point is, i could just show you, again, and i was talking, both andrea mitchell and i had different sources who claim the same thing, that they believe they're going to get somewhere from a 400,000 to 450,000 vote pad out of philadelphia. well, right now, they have a 340,000. there is another netet 100,000 votes that biden is going to get. >> let's get kasie in here. by the way, mail-in votes they're counting last in pennsylvania, right? they already counted the day of vote, so a lot of this is the mail-in votes. >> that's why, thinking about this, as chuck laid out the map with all of the states, if the lead were to hold, why pennsylvania is still the most likely state left on the map to have the lead switch. because we were talking so much before the election about this possible red mirage for president trump. that was because the election day votes, which broke heavily for republicans, were going to be counted first. as you say, the mail-in ballots counted second. so former vice president biden was potentially going to come from behind here. philadelphia county, obviously,
8:05 am
a big story. that's what people expect when they think of a major urban center. those counties around philadelphia also still have some vote out, not as much as they did before. that's also been breaking heavily for joe biden because the suburbs have been changing around philadelphia. >> you're a hometown girl, philadelphia area. meanwhile, as the nation waits for more pieces of the election puzzle to be filled in, the president is escalating his attacks on the vote counting process. let's get to white house correspondent peter alexander, who joins us with the very latest. peter, good morning. >> reporter: good morning to you. we have not seen president trump since the wee hours of the morning after election day, but we are certainly hearing plenty from him and from his lawyers, filing lawsuits in three states already. michigan, pennsylvania, in georgia. in wisconsin, they're requesting a recount. the last recount for some context was in 2016. it earned then candidate trump 131 additional votes. he is down by 20,000 in the state right now, so that appears to be a high hurdle for the president.

we can see the fog clearing from the south bay. we're in for sunshine and really nice weather going into the afternoon. as you get out this morning, feels a little cool but we're heading into the upper 70s for highs today, and a few spots for the inland valleys will reach into the low 80s. 81 in antioch. 78 degrees today in santa rosa. then as we go through the forecast, we're going to have a major chill coming our way for the weekend as highs drop back to the upper 50s. >> and that is your latest weather. guys? >> al, thank you. >> and that is your latest weather. guys >> al, thank you we focused on arizona a few moments ago. let's get you caught up on where things stand in other key states this morning. >> garrett haake is in detroit, michigan, one of the states where the president's team has actually filed a legal challenge to contest the vote there. garrett, good morning. >> reporter: hey, hoda, good morning. with more than 5 million votes cast, democrats put a big piece of their blue wall back in place with this projected victory here in michigan. it's quiet outside the tcf

center in downtown detroit now, but let me tell you, it was not the case last night. you had a large crowd of people, poll challengers, protesters essentially, wanting to be let in the trump campaign filed a lawsuit for a time to try to stop the count here. what we saw in michigan is a lot of what we saw in other parts of the country. the president appearing to jump out to an early lead as votes were counted, then the mail ballots coming in from the city of detroit, the suburbs coming in strongly for joe biden. the biden campaign flipping grand rapids, western michigan, a place a democrat won one other time in the last 50 years. about the lawsuit to stop the count, obviously, the count is finished here in detroit the secretary of state here in michigan is dismissing that lawsuit as frivolous hoda >> garrett haake for us, thank you. now to the too close to call state of north carolina. election officials have said everybody should just sit tight. it is going to be a while. nbc's morgan radford is in charlotte. morgan, good morning this is a nice town to be sitting out, waiting for a vote.

>> reporter: that's right, savannah because the tar heel state is in a fight to the finish, and it still hangs in the balance this morning. state officials tell us voters here were incredibly excited to vote this year they shattered records in terms of early voting and total turnout. it is also why the people we've spoken to here on the ground say they're incredibly anxious to find out who will be top of their ticket what's the hold of up? essentially two things one, public state data shows donald trump is leading north carolina by about 76,000 votes number two, that same public state data also shows that there are approximately 116,000 mail-in ballots that were requested but still have not yet been returned. so what does this all mean what is next it means that november 12th, that's next thursday, is really the date to watch. state officials say they don't think they're going to have updated voter totals until then, because of those county boards of elections will likely meet on

>> yeah, it's going to be a very nice day. feeling comfortable as our highs reach into the upper 70s. but we're also at the same time preparing for some cool weather to blast in for the weekend. we'll only see highs in the upper 50s in the valleys and more clouds, off and on showers along with breezy winds. and we're going to see that winter-like weather continuing into early next week for san francisco. expect more of the same, maybe even a little more in the midst and drizzle that will continue with the low clouds throughout the weekend. but we do have today to enjoy that sunshine, marcus. >> we will enjoy it. thanks, kari. we'll have another local news update coming up in 30 minutes. i'll see you back here then.

this race has been as tight as a tick, an old friend would say. an election this close with this big a turnout tells us something. the electorate is engaged. americans again believe their vote counts for something. old-timers used to say, "you can't complain if you don't vote." it's been a breathless four years, rancorous, divisive we get the idea sometimes that americans flat out don't like each other egged on by our media of choice, we've grown accustomed to taking sides and adopting a feeling like the opposition be damned. communities cracked, families divided. hurtful, angry words strewn about, followed by seething silence. it's lost its usefulness we're wondering now if anyone in america still knows how to build a bridge, some kind of span that
