on edge with all eyes on the presidential race and many asking if this is the day the nation will learn the winner. and as the vote count continues a big shift in the numbers in georgia. suddenly joe biden has a razor thin lead. our washington insider will look at how this will all play out. arrests made in a plot uncovered by authorities. they say they may have led to an attack on a vote counting center in pennsylvania. >> but first, the first storm of the season taking aim at the bay area. nbc bay area storm ranger scanning the skies as we take you live outside. "today in the bay" continues right now. a very good friday morning to you. >> we'll get a look at that commute with mike. first we have to start with meteorologist kari hall because we're talking about some weather

coming into the area, some rain. >> we're excited to see rain coming in. it's falling on the weekend but it is great to see at any point. it will be moving into the bay area this afternoon. storm ranger is powered up and ready to catch that rain on the radar. of course more updates throughout the morning. mike, what's the update now on the morning commute? we look at the map, the bay bridge as well as the san mateo both are east/west bridges and get caught by the wind. really that's it so far this early friday morning. no other problems on the roadway. >> thank you, mike. still no winner in the race for president with five states still hanging in the balance.

joe biden appears to be inching closer with the former vice president looking at paths to victory. biden took the lead in georgia but it is the slimmest of margins. he's now ahead by about 1,000 votes with more ballots to be counted. and the last time georgia went democrat in the presidential election was 28 years ago. a live look in pennsylvania, still counting ballots this morning. there are hopes of a break through this morning in at least one of the five battleground states still not called. >> if biden can take pennsylvania it would put him over the top. the remainder is primarily from blue counties which may help bring him closer. >> tracie potts with reaction from both sides. we're all watching and waiting, tracie.

>> reporter: we certainly are and so are the campaigns. we're talking razor thin margins in the last five battleground states. the focus on the last five states that we are waiting for the count, a live look at the white house where the president was tweeting, some flagged by twitter as he talked about the supreme court looking into what he called illegal ballots. we want to re-emphasize there is nothing illegal about ballots that were postmarked or arrived before the polls closed or postmarked on that day and are arriving within state guidelines. the president says they are eroding his lead in the key states. >> we were winning in all the key locations by a lot actually and then our numbers started miraculously getting whittled

away. >> reporter: again, no evidence of fraud. no evidence if there's anything wrong with these ballots other than there are a lot of them and that's why in places like pennsylvania especially it's taking a long time to count. georgia just about wrapped up with theirs on their final numbers. meantime joe biden is urging people to be patient and let this process play out. >> we have no doubt that when the count is finished senator harris and i will be declared the winners. >> reporter: so in georgia volunteers are now going door-to-door to get signatures for people who forgot to sign their ballot. again, that is a normal part of the process. in arizona biden is still leading. they have protests going on. in nevada they say they're not worried about doing it quickly. they want to do it accurately. both western states say it could

be this weekend before we see their initial count done. a disturbing new development in philadelphia. police arrested two virginia men they say threatened the convention center where poll workers are counting ballots. the men were reportedly driving a vehicle that had qanon stickers. but the two have not yet been charged and it's still not clear if they were armed. coming up at 5:30 our decision 2020 coverage continues. some restaurant owners are about to face one of the biggest concerns yet during the pandemic. the cold weather. "today in the bay's" crei "today in the bay's" cierra johnson to explain what they're going to do. >> reporter: good morning. many business owners knew this time of year was inevitably going to come. it's going to get chillier and have people weighing whether or not they want to eat inside. here in contra costa a similar stare. new restrictions are going to affect in contra costa because the infection rate is going up. the county will move from the orange tier to the more restrictive red tier. health director anna ross says so far those cases from 5.1 per 100,000. that coming up from 3.17 cases.

indoor dining has been allowed to be up to 50%. indoor movie theater capacity with that 50% is now back to 25% or 100 people. the same restrictions for those religious services. for local business owners the pandemic has been difficult to navigate, as you can imagine. the owner of one restaurant says fewer customers, more restrictions and navigating has been difficult. she does have outdoor dining both in the front and the back of her business. keeping up with all of this has really just been a challenge. take a listen. >> it's very hard. people are completely open again. when do you have specials and

i'm happy that people are showing us their gratitude. for the staff and everybody, it's hard. >> reporter: the county health director says the greatest infection rate is coming from those in the 19 to 50 age group. many are essential workers, many of them on the front lines, health care workers, and first responders. with cases going up and temperatures falling across the bay area businesses have a lot to grapple with as we move forward. cierra johnson for "today in the bay." >> cierra, thank you. san francisco leaders have cleared the way for dropping reform measures. a vote was declined yesterday. it will freeze looming pay hikes and save the city money in the short term.

opponents say the city is yielding the fight to implement reform. the measure now moves to the full board for a vote 11 days from now. "the examiner" says leaders may sign off on a one-year tax break for cannabis related businesses. it would delay a move two years ago. supervisors are trying to help struggling small businesses and this past tuesday san francisco voters approved three new tax measures that would offset those cannabis revenue losses. without a reprieve that tax hike is set to take effect january 1st. 5:0 on this friday morning. a look at the forecast for you. we need to be mindful there is some rain in the forecast but when will it hit certain parts of the bay area, kari? that's the question. of course, because we're trying to make some week plans, and the rain is still well to the north of us. we're not expecting showers until later on this afternoon. as we time it out for you we're

starting to see spotty showers making it into parts of sonoma and northern marin at about 2:00 this afternoon. as we go into the rest of the day once again hit-or-miss showers. you need to have the umbrella handy and be ready. overall cool and windy and a lot of that rain won't arrive until later on tonight. we'll talk more about the timing in a fewer minutes. mike, how is it looking timing your way to work? >> overall nothing to add to the time. you just take your time because you still have the same speed limits out there. green sensors showing your map all around the bay, a great predictable friday drive. kari says the rain is coming so make sure the windshield wipers are in good order. we have the option of rain and fire reported as you travel over to the walnut creek area and past pleasant hill. we'll get more details soon.

debris. the span there has a wind advisory. wind advisories, a live look shows you no problems for 92. back to you. well, good morning, a very happy friday to you as well. it is jobs friday. we get the october jobs report from the labor department today coming up at 5:30 a.m. we do expect to see recovery slowing as america deals with record high infections. higher, in fact, per day than any other country. new shutouts have hit the retail and hospitality industries particularly hard. women bear the brunt of the layoffs and furloughs. here's the data scientists. it's clear the majority of us have been in industries women work in and are disproportionately affected in retail and salon and spa where

80% or more of the workers are women. they rely heavily on foot traffic and have been hurting especially in the covid restrictions. >> women have been 20% more likely to lose their jobs or voluntarily leave their jobs during the pandemic. i mentioned that pandemic is getting worse not better, more than 120 new cases in a single day yesterday. i don't have the overnight data yet but 2,574 americans who were alive when we voted on tuesday have died since. the stock market looks like it will pull back after its best week since april, an election week rally. the nasdaq up 9% just in that week as investors poured money into tech stocks. we hear from companies as they make their quarterly financial

report. among them peloton and papa john's pizza both had amazing quarters as so many of us it continue to hang around the house. peloton says sales tripled in the past three months. papa john's tells "the wall street journal" it had its best quarter in eight years. you would think these things would offset each other, you have the pizza and peloton. if anybody has been on a peloton they know after a while, 30, 30 calories in. >> as you're sweating. >> right? no balance. >> you earned yourself one p peppero pepperoni. >> if that. >> to your health. 5:17. trader joe's says more than 1,200 of its 53,000 employees across the country have tested positive for covid-19. that's about 2.5%.

95% of its workers who tested positive have recovered and are back at work after quarantine. uber says demand for food delivery exploded during the last quarter but still numerous roadblocks. booking lags here on the west coast and customers who have returned are more sensitive about the pricing. while rides are down 60% from a year ago they're 75% higher than the previous quarter. business is best in new york state. and trending for you tesla is taking shots at an all new market. a new brand of tequila that will only cost $250. started as an april fool tweet from elon musk in 2018 but it is now a reality. you can order it on line and

storm ranger is powered up. it's ready to track the rain. notice the red scan and how it only focuses on the bay area. we're able to get it second by second basically as that rain comes in. how gusty it's been and why the winds have been picking up over the past couple of hours. we've seen gusts up to 38 miles an hour. elsewhere a little bit lighter. as we go into today we'll start to see the rain coming in the north bay. 2:00 in the afternoon. as we go into the evening most of us are still dry. into 7:30 some of that rain moves out and down into the south bay. around midnight we could start to see a couple of isolated thunderstorms popping. they could drop heavy rain and

small hail. we'll have to watch out for that. we're going to see a break in the showers and then another round of light rain as we head to sunday so it does look like it stays pretty dry tomorrow. sunday more chilly showers and that will bring in some additional rainfall totals. some of us may not measure much at all and others could get a quarter inch of rain. we'll take any rain we can get. for the sierra winter storm warnings up. make sure you have the tire chains because we can see up to a foot of snow over the next few days. and if you're like me, obsessed with the radar, look at it anytime if you have the nbc bay area app. you can look at storm ranger, zoom in where you live and get alerts as rain approaches your location. we're getting ready for work this morning. how is the commute looking?

some ground. >> we still don't have officials results in six states including nevada, arizona, georgia and pennsylvania. overnight joe biden did pass president trump in georgia with those votes. talk about razor thin here. he is leading by just more than 1,000 votes with ballots still left to be counted. georgia's electoral votes have not gone to a democrat in 28 years. here is a look at nevada. biden ahead by fewer than 12,000 votes. hillary clinton won that state back in 2016. in some places tensions are rising with the rates still in limbo in new york, arizona and nevada overnight. there were protests and in the bay area one east contra costa county neighborhood is on edge as protesters expressed anger about one political statement. sharon katsuda joins us live in brentwood. it's not just brentwood where we're seeing some social unrest. >> reporter: that's right, laura. police are still out here with roadblocks to protect this

neighborhood. and here is why. take a look. this is what happened overnight. you can see this on the car belonging to the homeowner who lived here. we'll take a look at video in just a moment. new video shows how violent this got. protesters threw eggs and rocks at the home on craig court here and damaged the vehicle. this is why protesters say they are so upset, neighbors are driving by the home, they said yesterday they were shocked to see this mannequin hanging from the home that says sleepy joe cheater. the homeowner was asked to take it down and police took it away. the protests and emotional scene grew through the evening and video he posted last year captured him making some troubling remarks. >> ♪ i'm going to kill me some

liberals ♪ >> i have a right just as you have yours. >> this isn't an opinion. this is hate. >> he just wants attention and there's a different way to go about it. >> we want to find out what this household's history is and determine why they came to the conclusion that they came to. we want to ensure that the members of this community are safe. >> reporter: the naacp is investigating. meantime, police say they will keep the mannequin and forward the case to the secret service because it involves a political figure. however, they say it doesn't appear the homeowner committed a crime. now arizona and pennsylvania we've seen various protests and clashes over the vote counting with employees in the election department needing security just to do their job. authorities say there was even a threat to the convention center

in philadelphia where votes are being counted. and back here live you can see this huge blue and white trump sign still blinking along the side of his home. so far no reports of seeing the homeowner here in brentwood which started the protests that i am told by someone who lives in the neighborhood police did tell them to try and keep their cars inside the garage overnight. reporting live, i'm sharon katsuda, "today in the bay." >> sharon, thank you. happening today another political hearing for scott peterson's death penalty retrial. peterson was sentenced to death in 2004 for murdering his wife and unborn son. a state court earlier this year overturned the death sentence over questions about the jurors. the state supreme court then ordered a second look. today's hearing will take place in modesto and focusing on setting future court dates to retry the sentencing phase. the retrial, prosecutors say, they plan to seek a death sentence. millions of californians may

soon see tighter covid restrictions. according to "the sacramento bee" nearly 6 million people live in areas that may regress to restrictive reopening tiers. 13 counties did not meet required metrics to stay in their current level. that includes contra costa county which is implementing tougher occupancy rules for some businesses starting today. more students in the north bay are learning they'll be heading back to the classroom very soon. an additional four sonoma county private schools can reopen classrooms. now they need approval from state regulators before locking in a return date. a big milestone, the beach boardwalk is reopening making it the first to reopen. only people who live in santa cruz county will be allowed on the rides. you do have to make reservations.

good friday morning. it is windy as we're waking up. maybe you were awakened by some things being knocked over by gusty winds. we have seen high wind gusts that's nothing compared to the 38 miles per hour we've had in san francisco. the cold front is moving through and a lot of changes ahead. we'll talk about it coming up. and the wind on the chp, a little tango with wind across the san mateo bridge. the high rise that catches the higher gusts. west 92 moving smoothly. also building the span, the bay

bridge on the span, this traffic is building. the toll plaza itself, you see these cars starting to slow a little bit as they approach the left side. no metering lights yet. it's 5:42. listen to this, to decision 2020, we're that much closer to an actual decision. >> scott mcgrew, joe biden overtook president trump in the vote count in georgia. >> georgia just short of the electoral college votes for joe biden to take the whole thing based on nbc's projections but winning georgia would be enough for even the most conservative of estimates to put the presidency in biden's hands or close to it. our decision desk has not called arizona and president trump is catching up a bit there. other news agencies have called arizona. that's why you're going to see

different takes on whether or not georgia is enough to put biden over the top. our estimates put him one electoral college vote short should that happen. we saw in georgia what we've seen in other states. democrats were encouraged to use mail-in ballots. president trump discouraged his supporters from using them. so as they count up those mail-in ballots slowly the count tilts towards biden because there's more mail-in ballots for biden. yesterday a team from the trump campaign held a press conference and said it would file an emergency lawsuit to stop the count in nevada claiming there was evidence of vote fraud. by the end of the court's business day they hadn't actually filed anything. president trump said a lot of things that were simply just not true. the major networks watching this pulled their coverage away and

indeed last night lester holt made the choice not to run any soundbites from the press conference, in fact, they didn't show any video at all, only stills. in that press conference president trump said without offering even a scintilla of evidence that illegal ballots were being counted. he once again said the supreme court should decide but did not offer what arguments he would bring. the president also took to twitter and twitter continues to mask some of his tweets with warnings. the president demanding america stop counselling the vote. stop the count, he said. then he re-tweeted himself and then said again this is simply not true, by the way, any vote that came in after election day will not be counted. even the supreme court disagrees with him on that. republican congressman will hurd responded to the president. a sitting president undermining our political process and questioning the legalitity of the voices of countless americans without evidence is not only dangerous and wrong, it

undermines the very foundation this nation was built upon. republican congressman adam kinzinger says if you have a legitimate concerns about fraud, present evidence and take it to court. stop spreading debunked misinformation. this is getting insane. republican governor larry hogan saying there's no defense for the president's comments tonight undermining our democratic process. and here's democrat joe biden. >> democracy is sometimes messy. it sometimes requires a little patience as well. but that patience has been rewarded now for more than 240 years with a system of governance that has been the envy of the world. i ask everyone to stay calm. all people to stay calm. the process is working. the count is being completed. and we'll know very soon. so thank you all for your patience, but we have to count the votes. god bless you all and may god

protect our troops. thank you so much. >> a lot of predictions have been wrong but it could well be we may know who the next president of the united states is today. >> as the votes are continuing to be counted here in the bay area, a telling story of just how many voters turned out and how many mail-in ballots were a factor. >> "today in the bay's" kris sanchez joins us with that part of the story. >> reporter: yeah, so the winds of change are coming and not just in the weather, of course. there's a lot of conversation happening right now about the role of the u.s. post office. this has been a part of the story from the beginning from the time when we were wondering whether cuts would affect how our ballots arrive. whether vote by mail should be the way we vote going forward. there is a lot of talk of making that vote by mail permanent. the governor likes the idea and so do the leaders of the state

senate and assembly. about 60% voted early by mail. as that conversation continues two roadblocks could come up. one is how to pay for it. mail everyone a ballot costs $65 million for the election. then the question of legality. a state judge ruled the governor's order violated the separation of branches of power. so if it is to be, then the legislature will have to create that policy. vote by mail could be a part of the trend that we're seeing the gray blocks. you can see that already more voters turned out in 2020 than in the last election even dating back to 2008 when president obama was elected. the latest numbers are not from the registrar of voter's office. the bay city news group got those. i think they had a later conversation with the registrar

coming in and we'll track it with the red scan there we have it parked on san bruno mountain. we are expecting the rain to move in in the north bay. it will be very spotty. the rest of the bay area dry until the evening at about 7:00. we're seeing it rolling down the peninsula into the south bay and into parts of the east bay and then going into tomorrow morning we're going to start to see those showers tapering off. tomorrow afternoon is pretty dry as we're in between the weather systems, a few passing clouds, but then by sunday another wave of some rain coming in. and it's going to be light and spotty as we go into sunday afternoon into the evening. some hit or miss rain. we're watching out for that. rainfall totals may be very low for some spots and then other areas may get up to a quarter inch of rain. it depends on where the heavier

welcome back to you. some breaking news to tell you about this morning. joe biden has pulled ahead in pennsylvania. this is according to nbc news, which means that he could be pulling victorious with those electoral college votes. now we'll have much more of that coming up right here on "today in the bay." we're going to check and make sure we have everything right, but according to nbc joe biden is pulling ahead in pennsylvania which could mean that he claims those 20 electoral college votes in pennsylvania. it's 5:57. you're watching "today in the bay." we have a follow-up for you. san francisco leaders have reportedly cleared the way for police department budget cuts. this is in exchange for dropping potential reform measures. so "the examiner" is reporting that a supervisor's committee declined to vote down that claim
