it takes to get you results. >> it has been four days since election day and so far still no president-elect. we've been keeping an eye on pennsylvania, nevada and georgia as poll workers labor through the night trying to get the votes counted. so here's where it all stands at this hour, the very latest. in pennsylvania with 96% of the vote in, vice president biden is leading by about 28,000 votes. a victory in pennsylvania with its 20 electoral votes would put biden over the top. >> let's go to nevada now. the former vice president there also holding on to his lead by nearly 23,000 votes. in arizona, biden is ahead by more than 29,000 votes. and then to georgia where the secretary of state there has already said that there will be a recount. biden holding on to a lead that expanded overnight, now over 7,000 votes. it went up by about 2,800 votes overnight. the electoral college count stands where it has been since wednesday. joe biden with 253, as you see

on the board. donald trump still at 214. >> and mr. biden addressed the country late last night in a speech saying, quote, we have to remain calm, patient, let the process work out as we count all the votes. our team of correspondents is fanned out all across the country covering the very latest on the vote count. let's begin with geoff bennett covering the biden campaign in wilmington, delaware. geoff, good morning to you. >> reporter: kristen, good morning. joe biden says he's certain of a resounding victory over president trump as his lead expands in key battleground states, but last night biden stopped short of declaring a win, drawing a real contrast with president trump and urging patience for the slow vote count. this morning joe biden on the verge of victory. >> we're on track to over 300 electoral votes, electoral college votes. and look at the national numbers. we're going to win this race with a clear majority of the nation behind us. >> reporter: pulling ahead of president trump in pennsylvania on friday, hours after doing the

same in georgia, making it more likely than ever that democrats will reclaim the white house. >> but while we're waiting for the final results, i want people to know we're not waiting to get the work done. >> reporter: committing to combat the coronavirus crisis. >> i want everyone, everyone to know on day one, we're going to put our plan to control this virus into action. >> reporter: and vowing to revive the economy. >> millions are worried about making rent and putting food on the table. our economic plan will put a focus on a path to a strong recovery. >> reporter: the campaign says the candidate is still confident he'll win, but is careful not to get ahead of the vote count. >> i know watching these vote tallies on tv moves very slower -- slow and as slow as it goes it can be numbing, but never forget the tallies aren't just numbers. they represent votes and voters. men and women who exercised their fundamental right to have

their voice heard. >> reporter: the campaign expecting to grow their lead in pennsylvania, which would put biden over the required 270 electoral votes. on friday, philadelphia's democratic mayor declaring the race is over, even though the counting continues. >> no, i think what the president needs to do is frankly put his big boy pants on. he needs to acknowledge the fact that he lost and he needs to congratulate the winner. >> reporter: the biden campaign saying friday it doesn't matter whether president trump concedes or not. a biden spokesperson saying the united states government is perfectly capable of escorting trespassers out of the white house. though biden himself hammered home the importance of unity. >> we have to put the anger and the demonization behind us. it's time for us to come together as a nation to heal. it's not going to be easy. we have to try. >> reporter: now, joe biden said last night he hopes to speak to the country again today. that's if the race is called. look, if that happens, expect a

major celebration out here with speeches from both biden and senator kamala harris out here on the outside stage with fireworks to follow. kristen, peter. >> yeah, the anticipation is at a fevered pitch there in wilmington. geoff bennett, thank you. >> for his part president trump did not appear in public on friday, instead choosing to venting his frustration on twitter, questioning the integrity of the election and the vote count itself. nbc's kelly o'donnell is at the white house this morning. kelly, good morning. >> reporter: good morning, peter. someone who has emphasized winning as central to his political identity is now forced to wait and watch as those early leads that he had in some key states faded in favor of joe biden. the trump campaign and the president insisting there is still time and reason to fight. election melancholy. for candidate trump on twitter. i had such a big lead in all these states late into election night, only to see the leads

miraculously disappear as the days went by. perhaps these leads will return as our legal proceedings move forward. president trump, who stayed out of public view friday, tried to steer perceptions and buy himself time. joe biden should not wrongfully claim the office of the president. i could make that claim also. well, he did, making this false claim in the wee hours wednesday. frankly, we did win this election. >> reporter: not so. the counting continues. president trump also tried to set a new clock, claiming on twitter legal proceedings are just now beginning. although the president had predicted litigation was likely, the campaign scrambled to organize and fund its defense. trump advisor david bossi, who is not a lawyer, tapped to lead the effort. >> and that's why donald trump is going to get re-elected because every single one of you is here to fight for him. >> reporter: with former

campaign manager corey lewandowski trying to keep alive a belief that trump can come back. >> are there enough votes to overturn the current deficit? you bet they are. >> reporter: the trump campaign issued a statement friday in the president's name but not really his voice, taking a more lofty approach. this is no longer about any single election, this is about the integrity of our entire election process. top republicans like mitch mcconnell did not side with the president's claims of election fraud. >> you're going to have contests, you're going to have court decisions. that's how we settle these kinds of disputes in this country. >> reporter: and there is another serious count that is happening here at the white house and that's the number of covid cases. now, white house chief of staff mark meadows and some campaign aides have tested positive for coronavirus. we have often seen mark meadows traveling and right at the side of the president. they were together around the

country in the final campaign stops and meadows was inside the east wing on the overnight tuesday into wednesday election party, often seen not wearing a mask. peter, kristen. >> mark meadows one of hundreds of thousands of americans to test positive for the virus this last week alone. kelly o'donnell at the white house, thank you. to pennsylvania now with 20 electoral votes that could biden at the top. stephanie gosk is in philadelphia with the very latest there. a very busy day in philadelphia. stephanie, good morning. >> reporter: yeah, another really busy day, kristen, good morning to you. you know, the votes here in pennsylvania keep trickling in. the latest last night at 10:00, thousands of votes out of allegheny county adding to the total pushing joe biden's lead up to close to 30,000. but you know there are still over 100,000 uncounted ballots out there. they are a mix of mail-in ballots and provisional ballots,

including a group of 29,000 mail-in ballots in allegheny county. these ballots were delayed. they didn't start counting them until 5:00 on friday because they were originally misprinted and then became part of a legal battle. then there are these provisional ballots. unlike the mail-in ballots that are breaking in a certain direction, we don't know which way these ballots will go. by our estimate there's no official count. there are more than 80,000 of these, which is an unusually high number of provisional ballots. these are issued when there's some question about a voter's eligibility. they have to go through them one by one. they'll be looking for things including whether or not the voter tried to vote twice. that can be a slow process. we don't know how long that's going to take. meanwhile, leaders in this state for both political parties are pushing back on accusations of fraud, and we are hearing that same mantra over and over again here. calm and patience. guys, back to you. >> all right, two important words right now.

stephanie gosk in philadelphia, thank you. so from pennsylvania let's go to georgia right now where the race is so close that the republican secretary of state has said there will be a recount. nbc's blayne alexander is in atlanta this morning. blayne, good morning. >> reporter: peter, good morning to you. you know, if joe biden does hold on to this lead, it will be the first time since 1992 that a democrat has turned this state blue during a presidential election. but we may not know who won the state of georgia until sometime around thanksgiving, possibly even later. that's because the state is almost certainly helded for a recount. you know, we talk about these thin margins and this is beyond razor thin. joe biden is in the lead by just 0.1%. there are only about 7,200 votes that separate him from president trump, a lead that we saw grow overnight. but there are still thousands of ballots that still need to be counted, many of them provisional ballots, so we could see that lead or that margin change tnat any time. let's talk about what this

recount would look like. it would come after the state certifies the results of this election. the deadline for that is november fwen20th. the recount process would take about a week from start to finish so we're looking at possibly after thanksgiving. state election officials have said they will try to move that certification up to get that process started earlier, but again, no guarantees, guys. >> blayne alexander, thanks so much. the big question looming over all of this, will today be the day we finding out who the president of the united states will be. for that we go to chuck todd, moderator of "meet the press." thank you for being here early on a saturday. what's the answer? >> we have the cots and sleeping bags. i'm glad you didn't wake up lester and savannah. well, look, we'll start in pennsylvania. we're in a strange situation. we actually have a higher confidence that joe biden is going to hit 270 electoral votes than we have on which states are

the combination that gets him there. it's an unusual situation where you know -- you're far more certain of the outcome of the electoral college right now than each individual state, right? this is the todconundrum we've n in. the first reports out of allegheny county were heavier towards joe biden than we expected and his margin is creeping awfully close to 30,000. the reason that's an important number is we're going to get awfully close -- right now we're at exactly 0.5, one-half of 1%. as it depogoes outside of that, you're outside of recount territory. >> even with the provisional ballots? >> not necessarily. allegheny, we expect more volt to be added today. there's more vote by mail in philadelphia. so we know this lead on vote by mail will grow as the provisionals which take longer

will perhaps shrink it down. but at some point joe biden may have enough pad today where our best estimate on these provisionals will mean there's just no mathematical possibility -- it goes down. we're expecting at 9:00 this morning they'll start counting again. sometimes this morning we'll see what this first batch looks like but this next set of votes could put this in a mathematical situation that changes things there. so it is, again, the vote by mail and it turned out to be a higher number than we expected. >> for clarity, do we know how many provisional ballots are still out there in pennsylvania? >> so 55 of the 67 counties have reported what their provisionals are and it was just over 100,000. the question is how many more in 12 more counties. what we learned is in some of these smaller counties which have already gotten through their provisionals, they looked like election day vote, meaning the election day voters in pennsylvania obviously, it was

heavier to president trump. so will those provisionals look that way? that's something that we want to see how much is there. so, look, the bottom line is there may be enough pad where those provisionals and what happens there won't matter as much. the other thing to keep an eye on today, so that's this morning. as the morning gets later, we expect a couple more batches of votes to be counted both in maricopa county, we expect another -- in fact all of maricopa county is coming in today. >> which is phoenix. >> which is the phoenix area. as it's been coming in, president trump has not been getting the vote by the clip he's needed. he needs close to 60% if not now over. we could have a lot clearer picture today by the end of the day, but it's funny, it's always been right on the margin. we just can't get to our 99.5% certainty area. and then in nevada, there's also

a provisional situation here. we'd like to know what the election day, same-day voter registration party breakdown was in clark county. we know what it was every other day before that. we'd like to see that breakdown a little bit just to make sure there isn't some sort of election day tilt in the same-day voter registrations in clark county that we saw, for instance, in pennsylvania and in some other places. but this is getting closer to our 99.5% certainty level, but again, not there yet. but we do think it could get closer. it's really this morning, we've got some interesting places that could change the situation in pennsylvania. >> chuck, very quickly, level of confidence we might get a call within the next 24 hours. >> we're putting you on the spot. >> i'm giving you a big pad, 24 hours. >> as i've told my son, it's coming soon. sometimes you miss your due date by three or four days, but the due dates still come. >> chuck, fantastic, thank you so much.

president trump's legal team is threatening or has filed lawsuits over these election results. the u.s. supreme court has already weighed in now on one request from pennsylvania republicans. nbc's justice correspondent, our colleague pete williams, is in d.c. with more on that this morning. pete, what's the very latest. >> well, the pennsylvania republicans are fighting to keep the state from counting the mail ballots that came in between tuesday night and friday evening under that extended deadline that was ordered by a pennsylvania state court. the secretary of state had earlier ordered all those counties to keep the ballots separate because of pending lawsuits over that deadline. on friday state republicans told the supreme court that they couldn't tell if all the counties were obeying that, so they asked the court to order the secretary of state to tell the counties that again, and they also asked for an order that would block local election boards from counting those ballots in case the boards decide later they're invalid. late friday justice samuel alito did order election officials to

keep the ballots separate. democrats say they were already doing that, but he did not block the state from counting them. he asked for a response from the state by 2:00 this afternoon. and then in state lawsuits in pennsylvania, the republicans are suing to stop the counting of any provisional ballots that were cast to let voters fix mistakes on filling out mail-in ballots. even if all these republican efforts succeed, it doesn't appear based on the numbers so far that it would affect enough votes to take away the biden lead in pennsylvania. and there are no other lawsuits, peter, now pending in any other battleground state that would have a significant effect on the vote count either. >> pete williams in d.c. today. pete, thank you very much. and of course it's not just the race for the presidency hanging in the balance, the senate is up for grabs as well. control of congress will determine how much gets done in washington over the next couple of years. nbc's garrett haake joins us from washington with the very latest on this angle. garrett, good morning. good to see you. >> reporter: hey, kristen, good

morning. there are still four senate seats without declared winners. two are expected to go to republicans, two others are expected to go to runoffs which means whenever we're done with this presidential race the center of the political world will swing south to georgia. this morning georgia is the battlefield in the fight for control of the u.s. senate. both senate races there headed for january runoffs in a state where the presidential race remains too close to call. >> georgia is the heart of the change that's coming to america. >> reporter: republicans are likely to hold on to 50 seats. after record-breakingly expensive efforts to unseat senator susan collins, lindsey graham and majority leader mitch mcconnell among others fell far short. >> we have not yet actually secured the majority. that will be determined in georgia. >> reporter: democrats need jon ossoff and reverend warnock to win. >> listen, georgia is changing. it is the battleground state. >> reporter: two democratic

seats in georgia would set the senate at 50-50 and kamala harris casting the tie-breaking vote should she become vice president. across the capitol, the house remains in democratic control but with republicans picking up seven seats, leaving nancy pelosi, who is seeking re-election as house speaker, with a smaller majority. >> what does that tell you about what the american people want from their congress? >> we've lost some battles, but we won the war. we have the gavel. >> reporter: democrats lost some prominent members in districts carried by the president, including max rose in new york and donna shalala in florida. house republicans pleased that most of their new members will be women. >> we'll set a record for the most women ever in the republican party. >> reporter: guys, get this, the new congress is set to get sworn in on january 3rd but that runoff in georgia won't be held until the 5th, which means we won't know the balance of power in the new congress until perhaps the second week of the new year. >> unbelievable. garrett haake, thank you so much. >> if you don't minding, i'm going to hand out some name

made to arrest the subject and move the crowd back. that's what happened. that's what you saw in the video. >> this was not supposed to be about -- against the police. this is against him. for four years he has done nothing but torment the poor neighbors. >> the man who hung the mannequin faces no charges. out in san francisco, there's a mural with a message. activists used chalk and paint brushes to write the words, count every vote. this is on montgomery street. the location is near the bank of america building that president trump partially owns. demonstrators also are denouncing a san francisco law firm that they say is helping with the president's legal challenge to the election. at 5:58, coming up this morning on "today in the bay," who is counting all these remaining ballots? we'll take you to the tremendous amount of pressure that election workers are under as the nation watches and waits for the results.

those provisional ballots that are still being counted today. good morning. >> reporter: peter, good morning. according to the secretary of state, at least 100,000 provisional ballots in the state of pennsylvania, this number is higher than usual. why is that? well, it actually comes back to those absentee ballots. there are voters who requested a mail-in ballot but changed their minds, wanted to go vote in person. these rules vary by state. here in pennsylvania, here's what you had to bring to the polls with you if you wanted to bring in person instead. you had to bring the absentee ballot, the secrecy sleeve, the voter declaration envelope in which you should have sent your absentee ballot, and the envelope in which all of these materials came to you. you had to bring all of this to the polls. none of this could have any sort of markings on them. if you did that, the election worker could then officially spoil your absentee ballot and give you a regular ballot. but if you forgot any part of this or maybe you started to

fill out this absentee ballot and then changed your mind, in that case you would get a provisional ballot. you can imagine all of these pieces hard to remember. and for election workers, counting these takes longer. the whole point is to prevention fraud ensuring nobody can vote twice. so here we are waiting on the edge of our seats for results out of pennsylvania. peter. >> dasha burns, good explainer on all of that. a lot of pieces to remember. you can imagine why so many folks with need that provisional ballot there. thank you very much. >> it was good to see that in person, that was helpful. well, we are expecting to get new numbers in nevada where six electoral votes are up for grabs. jo ling kent is in las vegas with the very latest there. jo, good morning to you. >> reporter: hey, kristen, good morning to you. that's right, biden's lead here is widening. 124,000 votes left to count statewide. now here in clark county, the majority of the counting is right here.

it's 54,000 ballots that are left to count in terms of mail-in ballots. the registrar tells me that he hopes to finish that count by sunday. after that they're going to do 60,000 provisional ballot counting. that's going to include that critical same-day registration that chuck was talking about earlier. now, as for the speed of the count here, i know a lot of people have been criticizing nevada for it. i've been pressing the registrar here in clark county about that exactly and he says there's no way to speed this process up. they have to be able to use their machines to scan and then also they have the element of human review. so as for when we're going to get some results here, they say they're going to release two more tranches of votes today, and they actually have until november 12th to count all of the ballots. and then the 16th to canvass and have that official number, but six very critical electoral votes here, guys. >> jo, thank you so much. from nevada to another

battleground state now, arizona. let's turn to morgan chesky who is in phoenix for us this morning, still undecided there. morgan, good morning. >> reporter: yeah, kristen, good morning to you. in just a few hours poll volunteers will be back inside maricopa county elections department where we are expecting a significant batch of ballots to be delivered at 9:00 a.m. local time. it's going to be about 70,000 that could really dictate the fate of this state and decide whether it goes to president trump or joe biden. this has been the scene of protests now since election day. a growing number of people following the president's tweets and words coming out here demanding transparency, that every vote be counted, and calling for a fair election. this all while observers watching from every political party on the inside of this building. in the meantime, this could be the first time in decades democrats turn this state. we've already seen that in the fact that mark kelly winning the senate seat here in arizona and

the gap between joe biden and the president, 29,861 votes. should the president hope to close that gap or surpass joe biden, he would need to get about 60% of these 70,000 ballots that we'll be seeing in just a few hours. we'll send it back to you. >> high anticipation. morgan chesky, thank you. to all of our reporters, great whip-around. >> a lot of people trying to clear their minds today. it's been a long week hoping to get outside. dylan has a pretty good forecast for most of the country. >> for most of the country it certainly is. we're looking at temperatures well above average thanks to this big ridge in the jetstream except for the western third in the country where temperatures are running 10 to 15 degrees below average. san francisco only 59 today, eugene, oregon, 50 degrees. on the other side of that where that ridge is, we have temperatures likely to tie or break records today. the record in green bay is 68. we should hit 71 degrees. going into tomorrow, we're still

looking for mid to upper 70s across the upper peninsula of michigan. also back towards binghamton, new york, will likely break a record with a high of 69 degrees tomorrow. but it's short lived. look at minneapolis, monday you go from 66 down to 35 for a high on tuesday. wednesday only 41. chicago, it takes until wednesday to cool down. cincinnati will cool down by wednesday as well, but going >> and we did have a couple of showers that passed through thanks to that cold front and we are off to a very chilly start. we have got storm ranger up and scanning some areas of light drizzle expected in san francisco. we're starting off in the 40s and by 1:00 only the low 50s, 60s. a very cool afternoon. 57 degrees in san jose by 1:00 and we'll see the low 50s by the remainder of the weekend. >> and that's your latest

for coronavirus as the u.s. reports yet another all-time high with more than 126,000 new infections on friday. will it now be joe biden who's in charge of the pandemic response as he clings to those slim leads in key states? and could the race be called today? the country is anxiously awaiting an answer. today, saturday, november 7th, 2020. good morning, welcome back to "today" on this saturday morning. it has now been four days since election day. we move into election weekend and we still don't have a president-elect. >> that's right. joe biden's lead does seem to be growing, so here is where it all stands right now at this hour. in pennsylvania with 96% of the vote in, vice president biden is leading by about 28,000 votes. a victory in pennsylvania with its 20 electoral votes would put biden over the top. >> so let's whip you around now to nevada. the former vice president there also holding on to his lead by nearly 23,000 votes. in arizona, the former vice

president ahead by more than 29,000 votes. and now to georgia where the republican secretary of state there has already said that there will be a recount because this race is so close. biden holding on to the lead by just over 7,000 votes. his lead grew overnight by 2,800 votes. >> and that means the electoral college count stands where it's been since wednesday. joe biden with 253, donald trump with 214. mr. biden addressed the country last night in a late-night speech saying, quote, we have to remain calm, patient, let the process work out as we count all the votes. >> our team is covering all of it from around the country. we want to begin with geoff bennett. he is at the biden campaign headquarters in wilmington, delaware. geoff, good morning. >> reporter: hey, peter, good morning. joe biden says he's certain of a resounding victory over president trump once all the votes are counted given his expanded lead in battleground states. you see the map right there. here's a bit more of what joe biden had to say last night.

now we head to washington where president trump did not appear in public on friday choosing instead to vent his frustration on twitter, questioning the integrity of the election and the counting of the votes. nbc's kelly o'donnell is at the white house with that part of our coverage. kelly, good morning to you. >> reporter: good morning, kristen. we've seen how president trump often dominates events by talking. but instead he has remained mostly out of public view this week, lamenting on twitter that his once big lead in certain key battleground states has fallen to a joe biden advantage. president trump even claiming that biden should not claim the presidency. but of course it's the vote counting that will determine the outcome and the trump campaign is also saying there are reasons to fight and contest the process through litigation. a political advisor who is not a lawyer has been tapped to organize the various efforts to challenge results and seek recounts. the trump campaign is also raising money for its defense in this part of the process. aides say the president at this point wants to keep up the fight. now, separately, president trump had said on the campaign trail

that covid would not be discussed much after the election. but that is not true either. there are new cases even now right around the president, with chief of staff mark meadows testing positive along with some campaign aides. we've come to see meadows frequently does not wear a mask and he was inside at the indoor election night event here with a few hundred guests. kristen, peter. >> kelly o'donnell at the white house. thank you, kelly. >> so the question a lot of folks are waking up with is will we find out today who the next president of the united states will be? nbc's political director, moderator of "meet the press" chuck todd is here with us. we were able to wake him up in his sleeping bag this morning. you've been going nonstop also. do we call this today? >> we have a higher confidence that joe biden is going to get to 270 electoral votes than which combination of states gets him to the 270 electoral votes. so, look, obviously if -- we're

waiting on some additional vote out of allegheny county in pittsburgh, pennsylvania. the vote by mail numbers that came out of there yesterday have been at a larger clip for biden than our models had anticipated, so if we see that same thing as allegheny continues to report this morning, we could start to get into some thresholds that make us a lot more comfortable in characterizing pennsylvania, because it could push joe biden's lead outside of the recount -- automatic recount margin so that even if the provisionals put it back in there, we'll still get to a situation where even in a recount it's unlikely that the lead would change. so what would that mean? well, it's pretty simple. one state does it, puts him at 273. it wouldn't matter, even though we know we're going to get some new vote out of maricopa today. the president has to win at about a 60% to 61% clip of remaining ballots yet. it's not totally out of the question, which is why we have continued not to be able to get to a 99.5% certainty rate.

and then of course we are going to get some more vote out of clark county, las vegas, some vote by mail there. if it continues -- and that's where joe biden's lead has continued to grow, it's basically doubled yesterday as we got some stuff. it could grow even more and that could put us in a situation where it is a lot. so nevada and pennsylvania are more bullish on us being able -- yesterday i would have said nevada and arizona. but again the allegheny numbers came into a point that i think -- look, we feel like we're going to be able to get some more certainty in nevada at least in our models and pennsylvania, maybe arizona, but we're less certain there. >> chuck, just to help people understand for the folks who thought we would have a president-elect at this point. what is the reason that it is taking this long? is it primarily the provisional ballots? >> no. part of it is, number one, it's just simply -- let's just take pennsylvania as an example. when the republican legislature decided to not allow the state

to process these absentee ballots the way the state of florida does, the way the state of north carolina does, so that you could have a vote -- you could process those ballots before election day and essentially have the vote count together. combine that with the president's decision to basically dump on the idea of mail-in voting, so he encourages his supporters to do it on election day. and joe biden's supporters end up doing a lot more vote by mail. so it really does wreak havoc on models. everybody is saying are you being hesitant because of donald trump? no. it's because we've never had an election like this where our models are designed based on assuming that the vote is going to come in, in sort of an equal basis. but we had all of this election day vote. then you have all of the vote by mail vote. so it just wreaks a little bit of havoc, so for anybody that ever messes in this world of modeling, you know, if you're taking your data and not combining it, sort of one-siding it, you can get this.
