right now at 5:00 breaking news, a fire burning in an east bay plant that produces toilet paper and other products. the smoke can be seen and smelled for miles. the latest on what is burning right now and a look at the damage. plus, president-elect joe biden and what he plans to focus on over the next days and the weeks ahead. plus the changes he'll make starting on day one. and it the latest signs of the growing covid concerns. a leading candidate in the search for a vaccine. first we have to talk about these cold temperatures this morning. it is a downright cold morning. it is and we've had to bundle up. some of us had to turn on the heaters this morning. some cool afternoons as well with a lot of sunshine. the rain has moved out. i'm watching these freeze warnings that we have in effect for parts of the north bay and frost advisories. so the plants need to be taken care of. mike, how is it looking for the commute? kari, it's looking great. we're looking at no problems on the big map as we showed you. the dumbarton bridge got wind advisories from chp saying they got gusty conditions overnight

an issue for folks driving over i-80. marcus you have an issue some of my drivers might see. breaking news, mike. this is a live look where firefighters are in the midst of battling a fire at the georgia pacific paper plant. crews are pulling out what they can. that thick cloud of smoke and you can see there the waterspout right there. smoke has cleared. new cardboard boxes is what's on fire. the structures are burning. there are no injuries reported. firefighters expect to be out there all day and the drivers may be able to see the smoke on the road or the glow from interstate 580 during that morning commute. bob redell will have more at the bottom of this hour.

the hard work begins for joe biden and kamala harris as they launch the presidential transition team. nbc projected biden's win in pennsylvania early friday. biden at more than nine more electoral votes than the 270 needed. the final votes are counted, biden continues to hold the lead over president trump in georgia and arizona. joe biden and vice president-elect kamala harris will lay out their transition strategy starting with what's easily the highest priority, the coronavirus pandemic. focused on coronavirus as we take a live look at the white house, the place where they are trying to prepare to get to. there are thousands of people, more than 4,000, identified for federal jobs in a biden administration, jobs mostly that do not need senate approval. and they've named co-chairs of the coronavirus advisory group for the president elected. they include a former fda commissioner and former u.s. surgeon general. it starts with a coronavirus briefing this morning. >> an announcement to the american people about how he's going to make good on these campaign promises. >> reporter: president-elect biden naming new members of his coronavirus task force making remarks on the virus and the economy, working on a plan to begin january 20th. >> that plan will be built on

bedrock science, constructed out of compassion, empathy and concern. >> reporter: meantime the trump campaign is promising a new round of lawsuits today challenging election results. in nevada they claim dead people voted and machines could not verify signatures. >> we pointed out that the voter rolls had a lot of improper voters, and we pointed out the signature verification process were not going to protect the system. >> reporter: president trump tweeting since when does the mainstream media call who our next president will be? certified results could take weeks. >> candidates have the ability to request a recount. we are preparing for that. >> reporter: some republicans are warning the president to tone down his language. >> when you say that the election was corrupt or stolen or rigged that's rhetoric that gets picked up around the world. >> reporter: republicans

the nation the cold weather could bring a spike as people start to gather indoors. you did hear us reporting that threshold that we hit over the last couple of days. santa clara county added 358 new covid cases and six more people died. >> two years since the deadliest wildfire in state history rebuilding has barely begun. the campfire destroyed the town of paradise destroying some 14,000 homes. at least 500 more families still living in rvs. paradise is included in pg&e's recent $13.5 billion wildfire settle ment. the first payments are expected to arrive before thanksgiving. if you're hoping for a sneak peek of the master plan, now is

president trump seems to have stopped getting involved in the effort. republicans and democrats still seem far apart on the issue. nancy pelosi pushing for a large encompassing bill. mitch mcconnell in the senate only willing to work with a smaller targeted bill. mcconnell and biden have a good working relationship or they have in the past. the thing biden has no control over is the budget. the government is running out of money and that will be congress' biggest priority. a look at the dow on the open and they are just crazy. investors are bananas over the news. there is a possible working vaccine. pfizer says it prevents infection in more than 90% of the cases.

that could lift stocks more than 5%. this is amazing news. norwegian air says its future is uncertain. it's flying 21 airplanes. it used to fly out of the bay area with really low fares. now concentrates on europe. and virgin hyper loop has successfully tested. they went about a third of a mile in a few seconds. that's how long the tube they were traveling in was built. this can get you to san francisco from l.a. in an hour. i push become on that. remember, high-speed rail was going to be about that fast or

>> it is cold. >> especially in our standards. it was great to see the active weather and a nice little change for us because it's been so warm. now it has cleared out and we're still seeing some storm systems further to the north. here is a look at our temperatures and where we're starting. we do have a frost advisory as we go into late morning and the afternoon we're not going to do a whole lot better here. we're going to make it into the 50s and a few spots reaching 60 degrees. a big change compared to early

last week as we go into this evening commute and problem the time heading out for a walk. only some mid-50s across the bay area. another chilly night not only tomorrow morning. as we go through the forecast we can looking at still some dry weather but we see a storm system arriving. the highest chances of rain and the most measurable rain will be in parts of the north bay. let me show you what the models are putting down now. this may change. a couple storm systems moving in. the rest of the bay measuring close to half an inch of rain.

we're not going to warm up much. staying in the 60s all throughout the rest of the week. mike, how is it looking for the morning commute? >> looking crisp and clear. a smooth drive and a nice flow of traffic with the green sensors taking you out 84. folks made their way out of the altamont pass and now are cutting down to 680. wind advisory through the altamont. a note for gusts out there. a little slowing and the arrow shows you a quick look there. over into san francisco. right back to you.

♪ this is jeopardy alex trebek, the iconic "gem did i" quiz show host for 37 years suddenly died yesterday. trebek died at the age of 80 surrounded by family and friends. 20 months after being diagnosed with pancreatic cancer. the news brought people together yesterday at his star on the hollywood walk of fame. visitors took photos. you see them placing flowers there. episodes will continue to air through christmas day. that was quite the show, marcus. let's turn back to our pandemic coverage. nursing home patients are being hit hard in 20 states where the cases are surging. cases up fourfold since may. california not among the hardest hit states.

i did want to show everybody else a big view of the bay. little blips of red. we'll talk slowing there as well. 5:32 and breaking news this morning, firefighters still at the scene of an overnight fire at an east bay paper plant. any idea how this started, bob? >> reporter: no idea from fire. what's burning are a bunch of cardboard boxes. you can see the smoke a couple hundred yards behind us around 10:40 last night. the exit off 880 near alvarado street and a look at what this looks like earlier.

they tell us they create the corrugated boxes you would use to pack fruits and vegetables. it's flammable material. what you heard behind me was a bulldozer the fire department had out here i presume to try to spread out the boxes or create some sort of fire break back there. the fire department expects to be out here most of the day. if you're driving through the san leandro area along 880 possibly even 580 this is something you might see through the morning and possibly into the afternoon. a heads-up if that's what it is. it's just cardboard boxes. no structures. everyone is okay. the plant was shut down last night so they will reopen sunday morning.

bob redell, "today in the bay." after becoming president elect joe biden will move forward with one of his top priorities. assembling a pandemic task force. local connections to this all-important team were just announced. cierra? >> reporter: while he was campaigning president elect joe biden said tackling covid would be one of the toughest battles his administration would have to face and he would do so with science and experts. several have come here from the bay area, ucsf. three local physicians named to the covid advisory board that will advise them. dr. kessler was named co-chair on the task force and is a professor of pediatric and

epidemiology and biostatistics. he was appointed by george h.w. bush and reappointed by bill clinton. other team members include dr. robert rodriguez. he was on the frontline in the emergency department and icu of trauma centers. and the ucsf school and was the founding director of the ryan white care act, and the office during the obama administration. local epidemiology experts say the next administration's task force is crucial and coordinating not only medical

students in the east bay are heading back to the classroom. three will welcome back a small group of students. the district says students will come back in groups of eight, middle and high schools can reopen if they have a safety plan ready. in alameda grades 7 through 12 were allowed to return today if they have safety plans in as well. nearly 60 have requests to reopen. it's up to schools to decide what dates they want to reopen classrooms. b.a.r.t. leaders briefed alameda county riders on new public safety measures including the expansion of the community ambassador program. the b.a.r.t. board recommended to have virtual hearings to cover service around fremont and haywood and it starts at 1:00 p.m. the agency have conducted similar programs. check out "derailed" all about things b.a.r.t.

not coming from the sky. take a look at the temperatures, on 3 degrees. it feels like that. we're going from the single digits in the sierras to 30s here in the bay area as we are starting out at 34 degrees in hayward. bundle up. mike, how is it looking for the morning commute? >> we have a lot of slowing, highway 4, the traffic break behind me. the connector from martinez heading over to the area in the skyway, you have to clear the gravel from the roadway. there's a crash 980 approaching the maze but not a major. a backup forming. we'll show that to you coming up.

thank you, kari and mike. just a few more than 70 days until the inauguration of a new president. >> president-elect joe biden has a lot of work ahead of him. >> a lot of work. all incoming presidents do, marcus. this is from secretary of state to deputy undersecretary of agriculture for food safety. the u.s. ambassador to bolivia needs to be staffed. president trump didn't fill many of those slots during his entire presidency. we don't have and haven't had an ambassador to bolivia. the smooth transition from one administration to another is not just good for the united states, it's the law. president trump had to appoint someone just in case he lost, which he did. because he's not accepting that makes no difference.

enterpri enterprise. >> they don't decide the election. the call for joe biden -- oh, my goodness. all of the networks. wow. all of the networks. we have to forget about the law. judges don't count. all of the networks, oh, the networks. the networks thought biden would win by 10%. gee, what happened? >> this is similar to a tweet from the president. since when does the lame stream media call who our next president will be? we've all learned a lot in the last two weeks. if you're using the verb to call as a judgment or prediction, the media, the mainstream media, has been calling elections for decades. to determine or decide the media doesn't do that. the votes do. you can make your own judgment. the election results are published on websites by states.

you can go over the raw numbers in states that have finished voting and determine whether trump or biden won that state for yourself f. a state is not done counting, look at the raw count and make your own judgment as well. kari hall says it will be sunny and cool today. the data she uses, bare mettic pressure, wind speed, are publicly available. you can make your own decision on that as well. giuliani said the trump administration and the trump campaign would file a lawsuit in pennsylvania. we haven't seen it. the campaign also had a press conference in nevada promising a lawsuit that was never filed. and we've seen several suits fail to go forward and judges ruled evidence was not compelling enough or didn't exist. this was a hearing in michigan last week, aired on zoom because of the coronavirus. as these attempts fail more world leaders are offering congratulations to the new president-elect. >> i join other nations and say on behalf of the australian government and people that i

that window opened november 1st and remains open through the end of january. experts advise with the pandemic and flu season under way it is critical to get health insurance. they also advise everything before december 15th that starts at 9:00 a.m. southern california health leaders fear l.a. county is moving into the dreaded second wave of covid cases. new infections rose 2,200 with two new deaths. yesterday marked the fifth straight day l.a. county reported more than 1,500 cases. fortunately now the number of hospitalizations is still down from the peak in july. >> as doctors contink the dodge celebrate their win, having to deal with a covid outbreak affecting at least nine employees. the identities have not been released. but as you may recall the dodgers third baseman was removed during the game for

>> looks like we -- can't hear, okay. there we go. to kari with a look at the forecast. >> let's start out with our forecast. even before you head out the door this is what it feels like as we get this day started. one degree above freezing and then later today it's going to still be a cool day as we reach into the upper 50s and low 60s. this is the kind of weather we have over the weekend. we'll reach up to 60 in oakland and in palo alto and 61 degrees in antioch. all right, let's check out what's going on around the region as we'll still see spotty showers moving in farther to the north. we're going to stay dry throughout the week but will be tracking more storm systems coming in by the end of the week between thursday and friday.

another round moving in on saturday. and it does look like with that weekend storm we will have some better rain chances here. more widespread than we had this past weekend. this will change as we go through the week. getting over an inch of rain in parts of the for the bay and the rest of the bay area south of the golden gate bridge getting about a half an inch of rain. as we look at the sierra they're also going to get more snow. we know this happened over the week. we are looking at the possibility of getting up to 18 inches of snow in some of the upper elevations like kingvale. now the next two weeks, we can do that, just an outlook that gives us an overall idea what to expect. the climate prediction center is saying we are looking at above average rainfall here in the bay area and also cooler than normal
