four years in the military. >> right now at 4:30, dealt another setback. the rolling reopening rollbacks across the bay area due to a spike in covid-19 cases and the growing concerns about a second spike this winter. plus, another cold start across the bay area. here's a live look outside in san jose and oakland for you that morning. meteorologist kari hall is always tracking when you'll need to break out that umbrella. oh, no. we'll talk about it. we need the rain. good morning to you. happy veterans day as well. i'm laura garcia. >> and i'm marcus washington. of course mike is keeping an eye on the roads for thus morning. let's talk about it, kari, when is the rain coming back? >> well, it looks like it'll be here by friday. we do have longer of dry weather across the bay area. also still very chilly as you head out the door. more clouds moving in today will keep the temperatures more steady. the rain coming in by friday and looks to wrap up earlier than we originally thought and moving out by saturday morning. here is what you're feeling as you head out the door. not as cold as the past couple of days. a lot more 50s across the bay area. a look at all of our microclimates coming up. mike, how is it looking for the early morning commute? looking great, kari. it's probably going to be cold out there. as we look at the maps the contra costa county down to alameda county drive southbound

680 at diablo road reports of a crash blocking your fast lane with activity also on the right shoulder. so both sides of the freeway as you're traveling south through danville. no slowing shows up, no major injuries. crews arriving. the rest of the bay, including the toll plaza just fine. back to you. >> all right, mike, thank you. more restrictions across the bay area as health officials deal with a surge in covid-19 cases. contra costa county now regressing back to the red tier from the orange tier under the state's reopening guidelines. now in another move that may impact your weekend dining plans, starting friday at midnight indoor dining will no longer be allowed in san francisco. that news comes as stanford and northwestern researchers published a study that finds full service restaurants and coffee centers are infection hot spots. >> and the combination of being in a place high density and staying there a long time will put you at risk.

>> the study goes on to say that reopening with reduced density is an effective way to slow the spread. some san francisco restaurant owners say they have to lay off employees if restrictions continue. meanwhi meanwhile, according to "the press democrat" sonoma county is appealing for more reopenings citing a broader pool of covid-19 testing. sonoma is the only county in the bay area still in the state's most restrictive purple tier. san francisco schools are honing in on a time line to bring students back to the classroom. board members have circled january 25th on their calendars. in a resolution presented yesterday when a first round of elementary school students would come back. it's still unclear if schools will follow a daily or hybrid model. schools are supposed to have their dates more in place but december 8th. the city of observiakland h closed its legal chapter from the deadly ghostship warehouse

fire. councilmembers signed off on a settlement without admitting to any fault. that deal provides $400,000 to tenants who lost property and suffered emotional distress. the city previously settled with 32 of the 36 family members who died in the family and one person severely injured. a follow-up as a controversial black lives matter mural is no more. according to palo alto online city crews removed it from in front of palo alto city hall yesterday. city leaders say the mural was always intended to be temp rather. palo alto is planning a more permanent display in front of city hul. the mural ignited controversy for some as it showed a fugitive radical who once helped kill a person who they believe was wrongfully convicted. >> jessica aguirre and i continue to host conversations about race in america. you can watch all of our previous specials on our website. go to

nbcbayarea.com/raceinamerica. despite the pandemic there are multiple events happening today paying tribute to those who have served our country. as i mentioned at the top of the newscast it's veterans day, about 200 veterans are expected to participate at fisherman's wharf. the ceremony will be streamed virtually at 11:00. at byron park an honorary roll call will be held to honor the community veterans at 2:00 p.m. and will be streamed also virtually. new for you this morning this veterans day we want to introduce you to a local group using man's best friend to help the men and women who gave they are all for our country. operation freedom paws pairs rescue dogs with veterans suffering from ptsd or other kinds of injuries. for 48 weeks that man or woman learned how to train their dog into a personal service animal

level of gratitude for all the veterans and family who have served in the military. we have a lot of virtual events. some people will be going to commemorate some of the people who have also lost their lives due to serving their country, and so we are going to have our temperatures this morning starting out in the low 50s in the east bay, and we're going to see those temperatures remaining steady in the 50s even into the afternoon. here's a look at all of our high temperatures around the bay area as we are heading into the low 60s in oakland. we'll see a high of 60 in napa and 59 today in palo alto. mike, you've been watching the commute. any new issues popping up? >> an adjustment on a crash i'm watching and the bay bridge has a report for chp, i guess, talking about winds. a wind advisory, i think they might be shivering because it's chilly. the breezy, gusty conditions overnight at times, keep that in mind. again, no surprises there.

right now at 4:40 time to get up and get moving, get out the door. a look at the view right now coming through dublin on 580. the morning commute starting out cool with mostly some 40s here and we'll drop down to about 44 degrees around sunrise and a slow warm-up today. you will notice more clouds and the rain won't be far behind. we'll talk more about that in the forecast coming up. all right, kari, watching out for that timing. out there on the roadways everything is dry so far. an easy drive. 101, good spacing between the cars northbound with the headlights north of 680. no major problems. another live look.

free throw month where t fremont, we salute all the veterans who have defended that flag. laura? thanks, mike. it's 4:41 right now. the recent surge in coronavirus cases is a lot more severe in southern california. in fact, its two largest counties are now at square one on health restrictions -- rather, on tier one. san diego county at the extreme lower left slid back into the purple tier joining l.a. county which never left the lowest level. l.a.'s case count has been well documented. san diego's rate has been on a more recent climb reaching nearly 900 for every 100,000. this means restaurants are back to outdoor dining only and bars and nightclubs must close. those new rules take effect on friday night. >> google is adding more information. when users search for hotels or vacation rentals they can see details about safety precautions

and a good morning to you. dark and early for you. 4:45 right now as we take a live look out on to walnut creek there. oh, yeah. a nice start to the day. very early start to the day. thanks so much for joining us this morning. and, kari, let's talk about the forecast. we've been dealing with the cold temperatures, it's sticking around again, right? yeah, we are seeing slightly milder air this morning. now that more clouds have moved in these clouds are going to hang around with us throughout today but not bring us any rain. we are looking at our san jose forecast starting out at 47 degrees, so you do still definitely need a jacket. and even as we go into the rest of today. the seven-day forecast at the bottom of the screen as we take a look at what to expect throughout the day and just a few peeks of sun every now and then, by 3:00 temperatures reaching the maximum of about 60 to 61 degrees. gilroy a high of 63 today and

bear going to see mostly some upper 50s for much of the east bay with martinez reaching 58 degrees and 61 in oakland. heading to the coastline and daly city, half moon bay, some mid-50s there. mid-50s in san francisco for today. and for the north bay expect those highs reaching up to about 60 in napa and in sonoma. so as we go through the forecast we've been talking about rain. here's the clouds that will stretch in today. that will not bring us any rain but we're going to be tracking another system that will be moving in by the end of the week, and this will bring us those spotty showers starting late on thursday mostly for the coastline. the model is not picking up on a lot of this rain up until about friday and it shows it coming in kind of quick, one and done, between friday afternoon and early saturday morning. and then we'll start to see our skies clearing out by saturday afternoon. sunday is also looking pretty dry. so we are looking at lower amounts of rainfall most likely. some of the models backing off

on how much rain we'll see. spots like san jose may only see a tenth of an inch of rain, but it will be closer to possibly an inch for ukiah. there will be a wide range in how much rain we get and our temperatures will stay fairly low over the next several days. we'll be watching out for more showers early next week. mike, any new things popping up for issues driving to work this morning? >> no, kari, pretty much the same as the last few minutes ago when we gave the report. a shift in contra costa county. let's look at your map. i marked the bay bridge with the arrow, the commute direction with most of the traffic heading into the city over the course of the next few hours. a little advisory, chp said it was gusty on the span. that's their note. no major issues. on the right side of the screen i circled south 680 just past diablo, the exit there. the crash, the slow lane is blocked because they did move vehicles out of the fast lane. watch the activity. no major problem. the rest of the bay, the speed

sensors look great. a little blip there 580 out of the altamont. dublin shows, marcus, these cars no problem for the freeway. there are plenty of lanes. back to you. >> i like the sound of that. thank you, mike. a new coast guard tells inspectors to look closely for lithium batteries on vessels in the wake of the ntsb releasing its findings on last year's deadly dive boat fire. investigators never pinpointed exactly what the cause was for the fire, a charging lithium battery has been suspected. proposition 15 is headed for defeat. the state's biggest real estate tax proposal in more than four decades only getting about 48% support. the proposition would have re-assessed taxes on commercial properties. owners would have had to pay taxes on the property's current value and not the sale price.

as of yesterday there are still about 1.5 million mail-in ballots left to count. the proposition would need two-thirds to approve it to close the current deficit. a three-member state commission has unanimously confirmed the first openly gay member of the california supreme court. governor newsom nominated justice martin jenkins last month. he fills a vacancy left by the august retirement of justice chin. the term ends in 2022. after that justice jenkins will stand unopposed for confirmation on a statewide ballot. well, there is a new push to decriminalize psychedelic drugs in california. state senator scott wiener says it has helped treat ptsd and depression. voters in oregon and washington, d.c., voted to decriminalize psychedelics. a shocking discovery for a couple after looking outside to

find their car in a sinkhole. take a look at that. so the owner parked in front of the home in los angeles and then yesterday morning, well, the ground gave way. that van was half in the hole, half out, but totally just destroyed. the water department says the sinkhole formed after a water main installed nearly 90 years ago failed. u.p.s. is easing strict rules on appearance including facial hair and allowing natural black hair styles such as afros and braids. the changes were announced on an internal website as part of an effort to celebrate diversity and comes after u.p.s. hired its first female ceo. two years ago u.p.s. paid nearly $5 million to settle a racial discrimination lawsuit over the ban on beards and hair length. an incredible hole in one. teeing up the must-watch moment

low 50s. we are feeling milder air but there will be more clouds moving in. no rain today but we are expecting some by friday as it looks to move out by saturday morning. as we go through the forecast we'll see our temperatures from the 40s and 50s to the upper 50s today. not much of a warm-up for the afternoon. we'll talk about that as the rain comes in. mike, how is it looking now for the morning commute? looking just fine as far as the speed sensors show. a couple issues as we take the maps, over on the right side coming out of the altamont pass there's a little slowing. we expect that. the arrow shows 84. both areas have speeds dipping down just into the 50s over the last couple of minutes. back up near the limit pretty much both places. we'll watch the commute early. i'm still watching in danville south 680 watching the diablo exit. back to you. all right, we'll make sure
