low 50s. we are feeling milder air but there will be more clouds moving in. no rain today but we are expecting some by friday as it looks to move out by saturday morning. as we go through the forecast we'll see our temperatures from the 40s and 50s to the upper 50s today. not much of a warm-up for the afternoon. we'll talk about that as the rain comes in. mike, how is it looking now for the morning commute? looking just fine as far as the speed sensors show. a couple issues as we take the maps, over on the right side coming out of the altamont pass there's a little slowing. we expect that. the arrow shows 84. both areas have speeds dipping down just into the 50s over the last couple of minutes. back up near the limit pretty much both places. we'll watch the commute early. i'm still watching in danville south 680 watching the diablo exit. back to you. all right, we'll make sure and check back with you.

5:00 right now. covid cases in a nationwide surge. this map shows much of the midwest covered in red meaning a widespread number of new cases. dark orange shows a significant surge. that's most of the east coast along with parts of texas which just hit 1 million cases. california a lighter orange but cases here are also on the rise. the cdc has put out its strongest guidance yet on mask wearing citing growing evidence a mask can help protect a person wearing it. the cdc says adopting universal mask wearing policies could help future -- help prevent future lockdowns. >> as san francisco struggles to get ahead of rising covid cases, leaders reopening rolling back plans. "today in the bay's" cierra johnson is live in san francisco to explain why the city is hardly alone here when it comes to new concerns and confusion,

cierra. >> reporter: yes, good morning. mayor london breed made that announcement she's pausing some of that reopening, and that includes halting the reopening of indoor learning for high schools that have not already opened. several districts look to figure out exactly what they're doing. now one bay area school in marin county halting on-campus learning because students aren't following covid-19 protocols off campus. branson has held in-person learning for about three weeks when they learn of a big party involving students. they have now suspended on-campus activity. the school is asking students to get tested to determine when the school can reopen. in livermore parents listened in to a school board meeting that included a report on the district's reopening plan. many said they're fed up with distance learning and ready for sunts to get back in class. so far school leaders have put together a task force with the hopes of getting elementary

students back in class first. for one the move is critical for not only their child's education but also their child's mental health. >> they need to be back in school. bottom line. they're getting robbed right now socially inept. they're educationally not getting what they need. they don't have enough instructional time. they're getting depressed. >> reporter: so far the district has sent out surveys to parents but time lines for reopenings have not been revealed, and this all comes as san francisco unified district are also looking to get students back into classrooms safely. at yesterday's board meeting they approved the reading to get pre-can to first graders by january 25th. so we do have some time in between but, of course this is all contingent on where things stand and whether or not those cases continue to rise. cierra johnson for "today in the

"today in the bay's" tracie potts is live for us in washington this morning. how many republicans are lining up behind the president? >> reporter: several, just a handful acknowledging joe biden's win, but several saying that the president essentially deserves his day in court over this election. we'll see president trump, as you noted for the first time in a few hours when he goes to arlington national cemetery for the annual veterans day ceremony there. but he is still tweeting even though we haven't seen him and a number of republicans are either supporting the president's bid to try to overturn the election results or they're just not talking about it at all.

uber eats. lyft's decision at a time there's more concern about eating at restaurants particularly indoors. a new study by researchers from stanford and northwestern university found indoor dining accounted for much of the transmission from stranger to stranger. >> a small number of destination places account for a very large proportion of the infections. >> the market will be open for business today despite the fact it's veterans day. banks and other institutions are mostly closed. we're continuing to see that pivot out of tech stocks. they call this a market rotation. the dow goes up, the nasdaq goes down. i put apple's stock price up there. the company showing off new laptops yesterday. also in the news the parent company behind tiktok says it will ask a court to suspend president trump's deadline to sell the company by later this

spoil her. 5:15. ring is recalling hundreds of thousands of its smart doorbell after the company received several reports of the devices catching fire. it affects second generation. one idea catching on at movie theaters across the country. amc renting out to private groups. now that idea has become so popular amc is expanding it nationally. the chain received 110,000 requests during a four-week trial. beyonce partnering with peloton to produce a series of streamed workouts featuring her music. the company also announced a joint effort with queen b to provide peloton memberships to students at ten historically

start. yeah, it's not as cold as we've seen recently especially looking at these temperatures. right now in the 40s for parts of the north bay and some low 50s moving over to the east bay, san jose at 46 degrees. i want to show you the comparison between now and yesterday morning at this time. well, it is 22 degrees warmer in novato than yesterday. so, yes, it is definitely feeling a lot milder and we're back to some normal morning time temperatures but then we don't really warm up that much so we're going from the 50s to the upper 50s for highs. a few spots will reach into the low 60s like napa reaching 60 degrees. livermore 60. 62 today in morgan hill. and as we go through the forecast we're also going to see clouds today and a storm system moving in on friday. so this one looks to bring us some spotty showers, but it's not looking as heavy as we originally expected. let's go through the time line here. we're taking it through late

thursday into early friday morning and it's still not showing any rain. so the system has slowed down and it's looking drier. it's moving through late friday evening. and, for the most part, moves out by saturday morning, so we are going to have a dry saturday afternoon. looks to be a quick one and done shot of rain and it doesn't give us a lot of opportunity to give us a good soaking here. we're going to see in some spots south of the golden gate bridge anywhere from a tenth to a quarter inch of rain, maybe higher like ukiah and an inch of rain. for sierra snow it's looking decent. we could see up to a foot of snow in king veil but mostly about 4 to 8 inches of snow throughout the week. temperatures remaining chilly. upper 50s and low 60s. our chance of rain will be late friday into early saturday. mike, you've been watching the commute. how is it looking right now?

a few looks, subtle. much more traffic is flowing through this shot. still no backup. there are cars in all the lanes. for a while the last time we took a look some of the lanes were empty. over on the fremont exit it looks like crews have that well in hand so not a problem. no disturbance after 680 cleared at diablo. the danville crash. all lanes cleared in the southbound direction. a look at the rest of the map. one issue in the south bay, northbound 280 at the saratoga exit. no major problems but there is a crash that may be over there on the shoulder as folks take a look. chp should arrive shortly. back to you. all right, thank you very much, mike. growing concerns about new covid patients. next on "today in the bay" the new warning issued in two cities for people who celebrated joe

it is 5:24. back to our pandemic coverage. health leaders in philadelphia and los angeles are now recommending those who took part in post-elect protests or celebrations that they quarantine for at least 14 days. some health departments issued those warnings. philadelphia health leaders are also now recommending all residents stay away from anyone not in their household but distance and wear a mask. the former louisville police officer charged in the breonna taylor shooting is now being accused of sexual assault. in a new lawsuit a woman claims

brett hankison assaulted her while leaving a bar back in 2018. he's one of the three officers who fired weapons during the night taylor was killed, and he now faces a public endangerment charge. happening now, lingering impact in south florida from tropical storm eta. a live look from ft. myers we want to give you this morning. look at that. the rain still coming down in that area. there was a tropical storm warning still in effect. heavy flooding is still making it difficult for drivers out there. deputies near miami put up these warning signs along the roads. the high water flooded some of those farmlands and there are concerns about mango crops. new details this morning about a nest of invasive murder hornets found in washington state. at least 500 were found near the canadian border last month. experts say some of the queens had already taken flight. as a result a search is now

going on to find new nests. they are extremely aggressive and even can be deadly to humans. it's looking more and more like ak tess lori loughlin will spend christmas with her family. she is serving out her sentence in the college admission scandal. she is scheduled to leave prison on december 27th. because it falls on a sunday she should be eligible for release christmas eve. her husband is expected to begin one week from tomorrow. now to a follow yum on britney spears' battle for independence. the judge upheld her father's role in overseeing her finances. the pop star wanted her father removed from the role but the judge appointed a financial company to help oversee britney's estate. it began back in 2008 when she was having some mental struggles

thanking them. i'm laura garcia. >> and i'm marcus washington. mike keeping an eye on the roads. kari hall with a look at the forecast today. starting out cool again for us but still warmer. >> so it's helping us out quite a bit but you'll notice it doesn't warm up that much as we go into today so we are starting out with 40s and 50s and that's what we'll see for this afternoon, mostly 50s as the clouds roll in but we're not going to see any rain until about friday. a lot of that rain will be moving out on saturday ending during the morning. as we look at our high temperatures expect it to only reach 56 degrees in half moon bay and 63 today in gilroy. so we'll have a look at this and what's ahead coming up. mike, how is it looking for the commute? very good for drivers except for discovery bay. i want you to see if you can spot discovery bay. i guess if you live there you can, it's on the right side.

i'm circling it here at highway 4 at old river road -- or crossing right before the bridge there's a crash reported. only one lane in each direction. it will cause some slowing but no slowing to the bay bridge. the travel times are great for the east shore freeway. back to you. >> thank you, mike. the new biden administration has strong words for facebook for allowing the spread of misinformation about the election. "today in the bay's" bob redell is live outside of facebook headquarters in menlo park. what could this mean long term? this is not the first time we've heard claims like this. >> reporter: correct, marcus. good morning to you. president-elect biden, just like president trump, supports revoking section 230 of the communication decency act which protects social media platforms like facebook behind me here at headquarters in menlo park from lawsuits over the content posted by users. what happened earlier this week and over the past several days doesn't help facebook's case to

keep section 230 intact when president-elect biden takes office. for a brief time after last week's election, facebook allowed groups for conspiracy theorists who think the election was stolen. there's no evidence of such a thing happening. facebook took down the group after there was pressure put on them. biden's deputy press secretary tweeted this earlier this week. if you thought disnafgs informa was a problem, look how it's shredding the fabric of our democracy in the days after. look at what's happened in the past week. this is bill russo. he went on to write we knew this would happen. we pleaded with facebook for over a year to be serious about these problems. they have not. our democracy is on the line. we need answers. now it would take an act of congress to remove section 230, not clear if president-elect biden would have the votes to make that happen.

the "san francisco chronicle" reports facebook says it has enacted measures to reduce the spread of misinformation and has put in place the largest third-party fact checking network of any platform and it's made sure fewer users see false information and are alerted to it when they do. reporting live in menlo park, bob redell, "today in the bay." thank you, bob. 5:34. california now approaching 1 million covid cases including more than 125,000 confirmed bay area cases. people are reeling from news rollbacks may be coming just as the thanksgiving holiday is approaching. "today in the bay's" kris sanchez joins us live with some of the numbers we need to be watching. good morning, kris. >> reporter: a lot of folks will say this isn't happening where i am. just because it's not happening where you are doesn't mean it's not happening. the surge is remarkable, 61% on average for all of the bay area in just the last two weeks.

i want to show you a map so you can find your own county. i am in santa clara county. the rate went up by more than 50%. napa and santa cruz spiked by more than 200%. san francisco, alameda, solano counties surged by more than 100%. now san francisco, contra costa and santa cruz are restricting indoor dining again and workouts again and pausing the reopening of schools and bay area health leaders bay area wide are urging people to wear masks. the cdc just said increasing the proportion of people who wear masks by just 15% could prevent the need for lockdowns and cut economic losses of up to $1 trillion. even if you're not worried about your health, worry about the economy. cases and positivity rate, hospitalizations are all up. the only bright spot is that deaths are still decreasing. people are still sick and they're going to the hospital

but they are surviving. health leaders are pointing to our last most recent holiday, halloween as the cautionary tale for upcoming holiday thanksgiving. governor newsom said yesterday some of the people sick now likely got covid at small gatherings just two weeks ago. contact tracing suggests restaurants and houses of worship are sources of spread. now since the start of the pandemic the bay area was credited with doing so many things right and stemming the spread early on, and now it just appears that perhaps what the governor says is true we've just let our guard down. kris sanchez, "today in the bay." and we know this affects so many businesses as well. we have new details. palo alto leaders have agreed to keep downtown street closures in place at least through next memorial day. we're talking about the area around university and california avenues. according to the palo alto weekly the pandemic having a huge impact on businesses there like it is in so many other bay

area cities. at least 50 retail sites have closed over the past eight months. the vacancy rate is at 20%. the city of oakland has closed its legal chapter resulting from the deadly ghostship warehouse fire. councilmembers signed off on a settlement with 12 former tenants without admitting any fault. the deal provides $400,000 to tenants who lost property and suffered emotional distress. the city previously settled with the families of 32 of the 36 families who died in the fire. one person who was severely injured. a follow-up now as a controversial black lives matter mural is no more. according to palo alto online city crews removed it in front of city hall yesterday. city leaders say the mural was always intended to be temporary. palo alto is planning a more permanent black lives matter display in front of city hall. it ignited controversy for some as it showed a fugitive radical who once helped kill a state

"about 200 veterans are expected to participate. the ceremony will be streamed virtually at 11:00 this morning. at byron park a veterans roll call and happy hour will be held that starts at 2:00 p.m. it will also be streamed virtually. lots of celebrations for our

forecast. i'll be listening for that. the roadways are looking pretty good. some schools and businesses are on holiday as we look at our view of fremont. that flag, we salute those who defended it. no delays, laura. just in to our newsroom a deadly accident involving a benicia police officer who police say struck and killed a man on east 2nd street at 2:00 in the morning. no word how it happened. the officer was not responding to a call. now the description of the man who died is very vague. he's said to be a white male in his 30s or 40s. the chp is investigating. inspectors look closer to storage of lithium batteries

onboard small vessels which adds it comes in the wake of the ntsb releasing findings on last year's deadly dive boat fire. investigators never pinpointed the exact cause of the fire they have been suspected. president trump makes his first public appearance since the election. >> scott mcgrew, the outgoing president and the incoming president elect will be recognizing veterans day today. president trump will be at arlington national cemetery today. we saw biden yesterday as he made various announcements and reacted to what appears to be a win, what will be a win in the supreme court over the affordable care act. they did not agree obamacare had to be struck down because of the removal of the individual mandate. we're also watching the shake-up at the pentagon.

trump's fourth secretary of defense is out. mark esper differed with the president on many things. the true end of the relationship came after esper voiced regret that he had taken part in trump's walk across lafayette park for a photo-op with the bible. esper is not the only one out this week. the president has installed anthony tata for undersecretary for defense policy. there were past statements about president obama. tata called president obama a terrorist. he says he regrets the statement and no longer agrees with it. and president trump has replaced the undersecretary of defense, a former navy admiral, with a former aide to michael flynn. other news the republican governor of massachusetts this morning is the latest to say it's time for president trump to concede the race. >> i believe in many of the

psychedelic drugs in california. they say drugs have helped treat ptsd and depression. voters in oregon and washington have done so. the recent surge in coronavirus cases more severe in southern california. san diego county is at the extreme lower left slid back into the purple tier. joining l.a. county which never left the lowest level. l.a.'s case count has been well documented. san diego's rate has been on a more recent climb reaching 900 for every 100,000. this means restaurants are back to outdoor dining only and bars and nightclubs must close starting friday. a shocking discovery for a southern california couple after looking outside of their home only to see their car in a sinkhole.

the owners parked in front of their house in los angeles and yesterday morning the ground gave way. take a look here. half of it in and half of it out, but it was totaled. the water department says the sinkhole was formed after a water main installed nearly 90 years ago failed. two kayakers in the waters off avila beach near san luis obispo. a humpback whale overturned it. the whale nearly swallowed them. it happened a while back am we can tell you with certainty the kayakers were okay, which is the good news. can you imagine the whale of a tale they had to tell after that? >> if we could run that back again. look at that. >> isn't it amazing? >> will never go kayaking again.

and so we're tracking the clouds starting to roll on in and then the next system that will be dropping in is coming on friday and that looks to bring us a quick shot of some rain. now, unfortunately, the models are backing off on how much rain we're going to see and some of the heaviest will be far north across northern california and then it weakens as it moves into the bay area. we're looking at that and possibly another shot of some rain going into the middle of next week, by next tuesday and wednesday we will have another chance. for the end of the week into the week most of us get about a quarter inch of rain for the south bay. you can see how it fades out in terms of the rainfall ats as it moves from north to south. ukiah close to an inch of rain. we'll be watching out for that. as we go through the forecast we are going to have cool temperatures continuing. the weekend is looking mostly dry as the scattered showers

move out by saturday morning. sunday is looking dry. more rain by next tuesday. mike, anything new popping up on the morning commute? >> we had a little slowing, kari, at the bottom of the map as we take a look at the speed sensors. this is indicating a lighter volume of traffic. there is a crash but it's over on the shoulder, 101 northbound. that is your commute direction which typically would start some slowing right now. discovery bay, basically closed at old river. i have two reports of the same crash, two different locations. one near discovery boulevard. i think it is east of the river. so do use caution, traffic from stockton is getting turned back to tracy and they have to find another way around that getting back probably over to the altamont pass. everything else looks pretty smooth. look at this live shot. we're talking lighter holiday traffic because even though there's not commuters for school we have workers who sometimes take the day off when the kids

death of george floyd and complaints about how long it took to make that footage public. the vote means the city council can now order the release of footage even over the objection of police. a follow-up in san francisco supervisors have voted to move forward with a natural gas ban for all new construction, residential and nonresidential projects will have to have all electric power starting next year. that ordinance does not apply to existing buildings. san jose has a similar rule. a live look for you at sfo and new for you this morning san francisco city supervisors just approving a plan requiring some airport employees to have affordable help care plans for employees. it follows years of organizing by airport workers and union leaders to get them to expand coverage options. happening today south san francisco's city hall building is turning 100.
