seeing it move in further to the north. mike, any issues for drivers heading out to work this morning? yeah, kari, on the nimitz we have it maybe once a week and on friday the 13th looking at the coliseum camera where northbound is jammed solid from about 66 and hitting the brakes. maybe the slower drive there as you travel north past the coliseum. at the bay bridge is just fine and no other surprises for folks out on the road. back to you. >> thank you very much. 6:01. arizona after days of counting the projected winner is expected to be joe biden. in the meantime in georgia a recount is under way.

all votes will be counted by hand. biden leads president trump there by just over 14,000 votes. >> we haven't heard from the president in eight days? >> reporter: right. but he has been on twitter making unsubstantiated claims about the election. we have, however, heard from republicans, a few, not many, agreeing joe biden is the winner here but more are now saying president trump needs to cooperate with the biden transition while they're waiting on the results to be certified. nbc news called arizona for president-elect joe biden overnight. there's growing pressure from republicans for biden to get classified intelligence briefings. >> i do think they're going to have to work that out in very short order. >> does it strike you as a risk to security?

with more than 18,000 deaths. we're getting new numbers on the people most impacted by the virus. the state health department finds latin-x make up 60% of confirmed cases three times more than whites as 18% asians and blacks each make up less than 6%. live to the golden gate bridge, money is drying up quickly. "today in the bay's" cierra johnson joins us live. two big questions we have to talk about how many jobs are possibly on the line now and ultimately how this could trickle down to drivers. >> reporter: yes, good morning. we'll get to those numbers in a second. it could be as much as a $2 increase for drivers going over the bridge. just to explain to you how bad the situation is for the golden gate district, they say they're at a shortfall of $48 million since the beginning of a pandemic. that's a ton of money and right

now they're looking for ways to make it up. they're going to hold a meeting at 9:00 to explore three options. now the first option would be eliminating positions, 205 jobs in as many as 146 layoffs. the second would be to avoid those layoffs and consider a temporary $2 toll hike on the golden gate bridge. the third option a temporary $1.25 toll hike but then a one day a week unpaid furlough for employees affected by the potential layoffs and just to give you another idea, another perspective, golden gate district has lost on the pandemic $2 million lost each week with the combination of bridge tolls and transit fares each week and although some folks may be getting back to work and you can see the traffic has picked up over the last couple of weeks, they say ridership for buses down 75% and ferries down as much as 96%. you also have to keep in mind

there aren't as many tourists. 9:00 this morning the leaders will explore those three options i just broke down for you to figure out a way to make up millions and millions of dollars they lost during the pandemic. we're live in marin county, cierra johnson for "today in the bay." >> affecting a lot of us. thanks, cierra. if you live or smoke in san francisco, a new proposal may make you want to burn a little bit more. the city is considering a ban on people smoking or vaping to tobacco, even cannabis in their apartments. the impact of second-hand smoke, it would exempt people with medical marijuana cards. the full board will consider the proposal december 1st. and if you still need to do any business at the dmv and live in walnut creek, this is literally the time is ticking for you right now. today the branch located

downtown on broadway closes permanently. the lease is expiring and is not being renewed. the dmv did not say why but it announces it will make a temporary branch permanent. so now pleasanton will have two dmv offices. king tides are back. we have some video to show you from a previous king tide event in the north bay. take it easy on the roads out there as flooding in parts of marin county is expected as well as embarcadero and ocean beach in san francisco. the low lying coastal areas as well. you have to be careful about these king tides as well. i guess it's the pull of the moon, right, kari? yeah. we see the alignment of the sun, moon and earth causing those natural phenomenon to happen with very high tides especially for this time of year during the winter we start to see it happening. and so it could flood in some of

those areas where we typically see the flooding along the coastline as well as some of the low lying areas even across parts of the peninsula. just watch out for that sunday and monday morning. we are also going to see some rain moving through and will be tracking that. i have another update in a few minutes. what's the update on the morning commute? kari, i've been staring at this camera right here. you see how lit up it is. let me show it to you full screen, across from the oakland coliseum northbound 880. it looks horrible right now with the taillights jammed up. for those who have been watching the last half hour it's better than before. there's movement. the map shows you the speed sensors right near the 29th street closures have gone to green. i think they have finally cleared the crews from the area. we should have recovery heading up to the bay bridge toll plaza which will mean more slowing at the toll plaza itself. so far no metering lights and no problems. the maze moves nicely as you can expect the rest of the bay looking really good. back to you.

right now at 6:13 as you get ready to head out in the north bay for the commute we're starting out in most of the north bay dry with more clouds moving in but by about 10:00 or 11:00 the rain moves in. we'll be tracking this for the rest of your day around the bay area coming up in a few minutes. and for that commute, yes,

they've cleared. caltrans says all crews at 29th, no, we're not asking yet. this will mean more folks at the bay bridge toll plaza but, no, there are no metering lights at the toll plaza. it's friday. traffic light out of the maze. well, good morning and a very happy friday the 13th to you. you've seen the graph showing the covid transmissions. some are vertical lines straight up. the pandemic out of control in some parts of the country. more than 27,000 americans who were around last friday are not around now. "the wall street journal" says several large grocery chains are, therefore, planning to restrict certain items so you can only buy a few. some smaller grocery stores still do this. a holdover from last spring. antiseptics are most commonly restricted, paper towels and eggs as well. wall street continues to sink a bit as investors worried about the spread, not enough to erase the big upward moves earlier as

pfizer and others said they were closer to a vaccine. mortgage rates are ticking up a bit as well but so, too, are house prices. the national association of realtors says for the first time since the 1980s, in fact 1980 itself, all prices in major marks that it is studying are up at the same time. nationally the median american home rose 12% over the year to $313,000. tiktok's deadline to sell to an american company or face shutdowns came and went yesterday. it's still ticking. a federal judge has delayed the government's demand tiktok sell itself. elon musk may or may not have covid. he complained on twitter he has taken a test four times and tested positive twice, negative twice. some of his twitter followers who seem to have medical experience suggest he's taking the wrong time of test. one twitter follower saying rocket science hard, biology

6:16 for you that morning. and new for you many people are turning to the internet to do their shopping during the pandemic, but one new study finds more americans are needing help to do so. bloomberg reports in september more than 1 million u.s. households use food stamps to buy groceries online. a report suggests the majority of those households are using s.n.a.p. benefits to shop at amazon and walmart. so the clock is ticking for the irs to track down millions of people who haven't received their stimulus checks. in september the irs sent letters to some 9 million people who potentially missed out on the $1,200 check. irs volunteers are ramping up outreach operations to try to track down homeless who qualified to receive that money. the deadline ends next weekend. it's time to get a look at the forecast for you today. meteorologist kari hall has been tracking those temperatures for us. it looks like the sunrise behind

you. rain is still coming our way. yes, so this is a look at our south bay sunrise, more clouds through the north bay, but we are going to see a lot of changes as the day goes along. we will start to see the rain moving from north to south and we're start to go see some of those light showers moving in to the far north bay. as we get a closer look we can see where we have the green. some of those light and spotty showers coming through for parts of the north bay. but then we're looking at some slightly heavier rain for the north bay and about lunch time moving into parts of northern napa and sonoma counties and then making its way into san francisco at about 3:00 to 4:00, parts of the peninsula and east bay at about 5:00 and then later this evening after sunset we should see a little bit of the light rain in the south bay. then as we go into early tomorrow morning the rain has cleared and we are all good for the rest of the weekend, but we are only looking at some light

amounts of rain here in the forecast with some of our models putting down about a tenth to a quarter inch of rain and for the north bay a little bit heavier as the rain lingers longer up to half an inch of rain. for the sierra snowfall totals that could reach into most of the lower elevations about 3 to 5 inches but some of our upper elevations up to 10 inches of snow. so that may be enough to make those roads very slick and we're going to continue to watch that. but overall as you make weekend plans today will be the day to watch as we'll see the scattered showers moving through tomorrow as well as sunday. we're looking at milder temperatures. check out monday. we're up to the low 70s but then another round of rain possibly some heavier rain moving in between next tuesday and wednesday. i'll be tracking all of that for you. getting out the door you're looking at the east bay. any other issues? >> changes for the better. the live cameras have helped us

track this. oakland camera northbound 880 at the coliseum things were jammed up with taillights up past the high rise just about back at the speed, maybe 55 through this area. that means a lot more folks up to the bay bridge toll plaza. the live camera shows you no backup, no problem, no metering lights. the person with the switch did not turn the switch on. i do not have that power but i do have the power to show you more sensors as we look on our maps. on the san francisco side of the bay bridge there is a lot of slowing on the decline. that volume and that slowing may indicate that those metering lights will be turned on shortly. also friday indicates we will have lighter flow of traffic and that is what we see, guys, around the bay. back to you. >> thanks, mike. >> thank you, mike. you have to see it to believe it. take a look at this. take a look. coming up here this gator was seen -- it looks like something from a movie.

it's spreading from north to south across the bay area. so much needed but it looks like a fairly weak storm so light showers. we're starting to see that in parts of the north bay as we track it on storm ranger. rain continues to spread from north to south. as we go into late morning and into the afternoon for the north bay and the rest of the bay area seeing it during the afternoon to evening hours. so we'll talk more about how much you may measure where you live coming up in a few minutes. mike, how is it looking right now for the commute? well, kari, if you're trying to leave oakland and get through oakland very fortunate for you. back at speed for the nimitz. take a look at the maps, earlier problems in the construction zone picking up right about 6:00. for the last 45 minutes things were slow. we've had at speed through oakland and now the bay bridge sees more traffic flow, more slowing in the san francisco side but not enough yet to make the metering lights turned on yet. look at that.

just a little brake tapping in those middle lanes starting to see some slowdown as you approach the toll plaza. back to you. all right, thanks so much, mike. well, here we go again. happening today new covid restrictions are going back in place as cases continue to spike across the bay area. let's get straight to our live team coverage this morning. >> "today in the bay's" cierra johnson is tracking the testing. let's start with thom jensen in concord with the limits and closures. >> reporter: good morning, yes. this couldn't come at a worst time for business here in concord and around the bay area. trying to get back on their financial feet after the initial shutdown and then the reopening. this surge in the coronavirus is really forcing the hands of health officials and here in contra costa county starting today that means new restrictions will be going into

place, indoor retail stores and malls now must reduce occupancy to 50% or 100 people, which ever is less. grocery stores can remain at full capacity as they have been but food courts also having to cut back to 25% capacity along with colleges and trade schools, office work must now once again be done remotely and indoor entertainment like bowling, live theater and others must close starting today. tighter restrictions go into effect, also, in san francisco starting at midnight. indoor dining will be suspended and that affects all venues serving food or drinks not just those labelled as restaurants, indoor theaters allow just 25% of capacity at maximum or 50 people, which ever is less. the same rules apply to gyms and fitness centers. a lot of uncertainty facing

that could work to store the vaccine when the vaccines become available. they announce they look to acquire more freezers to store those vaccines and this week making news announcing they've developed a test that could check for both covid-19 and the flu both type a and b. these tests are rapid meaning you would have results available after 20 minutes. developers say this test will change how testing is done in emergency or urgent care settings because it can be done to the person right at their bedside. so as you can imagine this test coming at a very crucial time as we are still in the midst of the pandemic and through cases and situations will continue to ramp up as we get deeper into flu season. good news there coming out of uc davis and the fight to keep everyone healthy. we're live in marin county, cierra johnson for "today in the bay." >> stay healthy. thanks so much. are and as the need grows for help families can get food they

see the rain developing by late this morning. we're starting out with some clouds and i think we'll start to see those showers moving into santa rosa at 10:00 but overall for most of your north bay commute looking dry. we'll get a look at the time line coming up in a few mince. at the bay bridge toll plaza it's a little slow up the incline but no problem. there's no backup at the bay bridge. meanwhile the richmond san rafael bridge looks more crowded. about six lanes here of traffic. the other one at the bay bridge has almost 20. about the same amount of cars. fremont's school board late last night narrow ly with the police department. one mrofpolice officer was assi to each of the high schools.

a task force started looking into the idea of redirecting that money. a week and a half after election day we have results in a very close race. it limits the tax assessment loophole and would assist people who lost their homes in a natural disaster. it will ease the supply shortage of homes in places like the bay area. nbc news projects joe biden has won the state of arizona. >> that leaves georgia, north carolina yet to be called. north carolina leans towards president trump. it might be more accurate mathematically to say there's no way president trump can win arizona. arizona is worth 11 electoral votes.

it doesn't matter that biden won arizona or that trump may win north carolina. it's not going to affect who is on the capitol steps in january. georgia matters as far as the two senate races go there. if democrats win those races in the senate then they would create a 50/50 tie with republicans and democrats. if you recall from civics class it would be vice president harris who would be the tiebreaker. president trump without any proof and a report said the election was the most secure in history. the cyber security and infrastructure security agency is part of the department of

homeland security. it says there is no evidence that any voting system deleted or lost votes, changed votes or was in any way compromised. let's pause and give some thanks to cyber security experts who know foreign actors were attacking our databases but we were able to prevent them from damaging the purity of the election. former president barack obama will be on "60 minutes" sunday. cbs sent us a clip. >> they appear to be motivated in part because the president doesn't like to lose. and never admits loss. i'm more troubled by the fact other republican officials who clearly know better are going along with this. are humoring him in this fashion. it is one more step in

drive. seven out of ten americans say they plan to stay home. health leaders tracking the spread of covid says even then there is a covid risk. >> we can say that in this event will covid be there or not? and in many places in the country there is a greater than 50% chance so there is a likelihood, a high likelihood, greater than chance that covid will be at that event. >> reporter: bay area public health leaders are recommending quarantine for anyone who travels or gathers with people outside their households and, laura, you mentioned that l.a. leaders, also city of chicago leaders, issued stay-at-home advisories. here are the guidelines. you heard it before. celebrate with just the people in your household. if you are hosting, keep it small, take it outside, ask your guests to wear masks, keep

weaken. check out the red scan there, that's storm ranger and we have it parked on san bruno mountain. a high level of detail. this rain will not be pouring very hard. we're looking at light showers moving through parts of the north bay, hit or miss. as we go into late morning we're going to start to see more coverage of this rain in parts of the north bay. we see the yellows and reds indicates slightly heavier rain at 1:00 this afternoon. the rest of the bay area still dry. up until about time for the evening compute we'll see that rain moving up into parts of the east bay, the peninsula and moving past san francisco and approaching the south bay. as it moves in, don't expect a lot of rain out of this. it will be after sunset as it continues to move on through and clear out by early tomorrow morning. if you're making outdoor plans for the weekend expect it to be mostly sunny, clear for tomorrow as well as sunday and we could see in some of those rainfall

buckets around the bay area anywhere from about a tenth to a quarter of an inch of rain, a little bit higher in parts of the north bay where the rain lingers longer up to almost half an inch in mill valley. for sierra snow if you're going to the sierras this weekend the roads will be slick. we have winter weather advisories and looking at about 3 to 6 inches of snow and possibly up to 10 inches for higher elevations. as we go through the forecast we're making plans for a nice weekend but we still do need a lot of rain and we're going to have another chance of getting some showers by next tuesday and wednesday. until then those temperatures milder and we could reach up to near 70 degrees by early next week. mike, how is it looking right now for the morning commute? looks like folks are in friday mode. we do have cars coming through. the metering lights are not on right now because there's no need for them.

to recover. now that being pulled from them starting today in contra costa county. indoor retail stores and malls must reduce occupancy to 50% or 100 people, which ever is less. grocery stores can remain at full capacity but food courts have to cut back to 25% and along with colleges and trade schools and office work has to be done remotely. indoor entertainment like bowling, live theater and others must close. also in san francisco tighter restrictions will go into effect starting at midnight. that includes indoor dining which will be suspended for now and affects all venues not just those labelled restaurants. indoor theaters allow just 25% capacity or maximum of 50 people, the same rules apply to gyms and fitness centers. people just now beginning to get

back on their financial feet but now they're starting to look towards 2021 with the new restrictions and the hopes of a vaccine not far away. thom jensen, "today in the bay." >> thank you, thom. live to the golden gate bridge coming face-to-face with pandemic realities, money is drying up quickly. cierra johnson, two big questions. we have to talk about how many jobs possibly could be on the line here and how this ultimately could cost drivers. >> reporter: yes, good morning. well, that's the tough decision. leaders here have to decide because they're dealing with a $48 million shortfall due to the pandemic, like so many other businesses. they need to figure out a way to make up that money and they're meeting this morning to weigh their options. the first option eliminating positions within the district including 205 jobs including 146

layoffs. the second option would be to avoid those layoffs but consider a temporary $2 toll hike and the third option would be a combination of both $1.25 toll hike and one day a week unpaid furlough for employees impacted by that potential layoff and just to give you an idea how much money was lost during this pandemic there was a $2 million per week loss because of those bridges, tolls, and transit fares, ferries down 96%. buses down 75%. this morning tough decisions to ma make. cierra johnson for "today in the bay." california has surpassed 1 million confirmed cases with more than 18,000 deaths. we're getting new numbers on the people most impacted by the virus. the state health department

finds latin-x make up about 60% of confirmed cases. three times more than whites at 18%. asians and blacks make up less than 6%. if you still need to do any business at the walnut creek dmv time is literally ticking for you. happening today the branch located downtown closes permanently. the lease was not renewed and the dmv did not say why but it has been announced a temporary pleasanton branch will become permanent. pleasanton now has two dmv offices. king tides return to the bay area today. here is video from a previous king tide event in the north bay. take it easy on the roads out there as flooding is possible in parts of marin county as well as along the embarcadero and social beach and wherever you find low lying coastal areas along the peninsula. kari is keeping her eye on that and also this incoming rain headed our way.

yes, so we are going to be watching out for king tides on sunday and monday morning. for today it's all about the rain that will quickly move from north to south. the rest of the weekend is looking dry. you can track it on nbc bay area app, get a look at storm ranger and get aletter as rain approaches your location. you can also zoom in to where you live. we'll be tracking that throughout the day. mike, what are you tracking for the commute? i was tracking the slowdown. at the limit at the coliseum. no backup at the bay bridge toll plaza so we'll move up to the richmond bridge. there's a little slowing for some of these folks as they make their way to the north bay without delays and they're going to see that sunrise there just like the rest of the week for us in the rear-view mirror. >> you have to look for the positive. a nice start to our friday the 13th that will do it for us.
