improve around north flynn and the backups should ease a bit out of tracy. more traffic. that is typical as the crash clears. well, something we're all waiting for trying to find the right mix. drug company moderna says its vaccine is 94.5% effective against coronavirus. that makes it the second vaccine in the u.s. to have the highest success rate. in the trial 15,000 participants were given the vaccine and only five of them developed covid-19. moderna says no one developed serious side effects. they plan to apply to the fda for authorization of the vaccine soon after more safety data later this month. dr. anthony fauci was just on the "today" show. he says he's excited about the results. >> the data is striking, quite impressive.

direct his administration and the transition meetings are continuing to connect with the people they need to the president trump overnight tweeting that biden won. on twitter, about election fraud including early this morning tweeting that he won the election. the biden team, not only is the president-elect not getting access to intelligence briefings but the biden team can't talk with the government officials who are planning on how it will be distributed. this as we learn more than 11 million people have been infected with the virus. >> we are in a very dangerous period, the most dangerous public health period since 1918. >> we need to be talking to them as quickly as possible. it's great to have a vaccine but

vaccines don't save lives. vaccinations save lives. >> but, again, the fallout from the election seems to be blocking that right now and we've learned that in pennsylvania the trump campaign is dropping a key part of its lawsuit. not the whole lawsuit, but they are no longer alleging that hundreds of thousands were read without their people, without the trump campaign, having a chance to watch and oversee that process. the rest of the lawsuit continues and the hearing is scheduled on that tomorrow. marcus and laura? >> we're hoping no important information is lost in the transition. thank you. happening now, walnut creek police are working to identify people responsible for protests that in one case became violent over the weekend. they say members of a group assaulted at least one person, vandalized buildings and set small fires. so far no arrests. walnut creek police want your

help to identify people involved. to the pandemic a look at new bay area cases by county. yesterday santa clara county led the way. the bay area has passed 130,000 confirmed cases. in the meantime more than 80% of states are experiencing a surge in cases with more than 11 million confirmed across the nation. more bay area businesses going backwards in response to the current surge. in contra costa county indoor gyms, many of which only have been open again for just a couple of months. "today in the bay's" jackie ward is live for us this morning. jackie, what are people saying about this? i know the owners have to be frustrated. >> reporter: well, good morning to you, laura. they are absolutely frustrated. so here in contra costa county this is where the strictest regulations will be put back into place from the entire region really and gym owners are fighting back because gyms are once again having to close their indoor facilities along with some indoor dining and indoor

theater concessions will have to stop in an effort to reduce the spike in cases. many gym owners across the state say they're being treated unfairly with county health departments deciding to shut them down without having the contact tracing data to prove people going to the gym are helping spread the virus. the owner and general manager say they're tired of being blamed for being part of the problem and they're looking into fighting the county order that is tightening restrictions as contra costa returns to red again. >> we are working to find a lawyer to file an injunction so we can stay open. >> we're going back into the red which should allow gyms to operate at 10% which is what we've been complying with. >> reporter: the pandemic is forcing another beloved local business to shut down. one of the world's first cross fit gyms held its last workout yesterday. they say their overhead remains the same while their loss of membership and limits placed

upon them were too difficult to overcome. expert peter hong says he's will the criticizing this restriction process believing that it doesn't address where the action's catalysts are coming from. live, jackie ward i "today in the bay." >> it's important to know. napa county health leaders have a message to residents as they deal with the recent surge. the county added more than 2,000 positive cases. while it's in the state's orange tier health leaders warn that all could change for the state updates its guidelines tomorrow. they're urging residents to take more steps to prevent the spread and take full advantage of testing. in the city testing capacity is near its limit. "the sf examiner" reporting the embarcadero testing facility booked two weeks out though they can test 1,500 per day. now smaller neighborhoods sites are stretching their limits.

a new testing site at the farmers market is expected to reopen today. this is to hopefully cut down on some of the backlog. more renters struggling to make it in the bay struggling with mounting debt. california makes up almost one-fourpt one one-fourth of the rental debt. by the end of the year california renters may have to pay back nearly $2 billion in rent. it amounts to around a quarter million renters who are behind in their rent statewide. king tides are back in the bay area. take a look at this. it led to scenes of flooding in low lying coastal areas. king tides happen when the sun and the moon align to force stronger gravitational pull that will stick around through tomorrow at least. right, kari? today is the last day of the king tides and coastal flood

advisories through 2:00 today. high tide at 11:26 this morning and so all of those coastal trails and roadways will have to be watched and as we've seen the past couple of days. we're watching a storm system approaching from the north. it will bring us a quick round of rain for tomorrow afternoon. a time line on that coming up. >> looking better or normal as far as the patterns go. take a look at the maps and we see mostly green, as you would expect 5:08 in the morning, folks getting on the roadway have no problems except for the alat this month.

right now at 5:12 as you get ready to head out the door in the east bay, temperatures very normal for this time of year, mostly the upper 40s and a cool start. a very warm afternoon with sunshine. tomorrow with the afternoon commute pretty soggy. we'll talk about that in the forecast coming up.

it was a hot start for a vehicle fire in the east bay. no injuries but 580 was jammed up. it's now clear. dublin looks like we're at a normal volume of traffic. a good burst earlier. we'll track the bay bridge coming up. a very happy monday to you as well. right out to the futures. wall stre wall street on the vaccine candidate is almost 95% effective. that is wonderful nouse. if they can get their vaccine out in the next few months life

areas like portland approaching seattle this is all a part of the cold front that will be quickly moving south and dipping into the bay area bringing us more seasonable temperatures. as it does so it will bring us some gusty winds tomorrow and then we'll start to see some of the rain moving in by late morning in parts of the north bay. where you see the yellows and oranges indicate heavier rain and we're mostly going to see that in the north bay as it moves into the rest of the bay area during the afternoon. most of us will only see light showers. tomorrow afternoon into the evening and for the evening commute, may be pretty wet but we are going to see the rain tapering off. for the most part some of the heaviest rain will be out of here. a quarter to half an inch of rain.

and then for the sierra the snow as we could see a couple of feet in some spots. 10 to 11 feet. some of our resorts could get a great amount of snow up to 20 to 21 inches. after that we just dry out and temperatures remaining in the 60s for the rest of the week and that dry weather continues even into the weekend. >> looks pretty good. a couple spots where a slight adjustment is going on. the car fire, the pickup truck, no injuries and that's the important part. the slowing was jammed up. it's now eased up to its normal commute. the arrows show you where the

a tiny arkansas town about 50 miles west of memphis, several people were injured and rescuers had to save a woman buried underneath the debris. turning back to the pandemic michigan's government is urging to spend thanksgiving with people outside their families. indoor residential gatherings from two households. bars and restaurants can only open outdoors. wisconsin's supreme court will hear arguments on the mask mandate. poll workers in several states are testing positive for covid following the election. the biggest outbreak in kansas city. this is where we saw 28 people who were infected but health leaders say there is no way to determine if that surge is definitely linked to election day.

>> and i'm marcus washington. we'll get to your roads in a bit with mike inouye. first, meteorologist kari hall and a look at the forecast today. another day of sunshine and highs into the mid-70s. feeling more like summer but that all comes to an end tomorrow when a cold front moves through. rain from north to south as we go into the day tomorrow. more seasonable weather with near normal temperatures and we're tracking that rain now seeing it well to the north of us. i'll have the time line coming up. mike, what's the time line getting to work this morning? >> might add on a couple minutes. to a wide look, we see a steady flow of traffic and we're used to seeing this amount of headlights. from time to time might be a few

"today in the bay's" cierra johnson is live for us with reaction from america's top doctor, dr. anthony fauci. >> reporter: moderna ceo is calling the findings a game changer. there are two potential vaccines from two separate drug makers, both with high efficacy rates, both in late phase trials. dr. anthony fauci live speaking with savannah moments ago on the "today" show. he says there is a chance there could be several vaccines from several drug makers available given the results released so far. what we can do as a society to expect throughout the remainder of the year.

>> we can do something about it. yes, it's a very serious situation. we know that this covid fatigue that people are just tired of the kinds of restrictions but there are fundamental things that we talk about all the time that i've discussied, the physical distancing, the universal wearing of masking, the staying away from crowds. if we do that uniformly throughout the country we don't have to accept major surges. >> reporter: and this update comes at a crucial time as the nation hits another unfortunate milestone. the u.s. has now passed 11 million cases and this comes when states and cities tighten restrictions. where does the golden state stand? reached more than 3,600 on saturday. that number reflect the surge in

cases. the week before the hospitalizations were closer to 2,900. if you do the math a 27% increase from week to week. the last time hospitals hit these types of numbers was back on september 1st. and speaking of dr. anthony fauci, the nation's top infectious disease expert. he was honored by san jose state university. he received a 2020 national award. the faculty praised him for his trustworthy and reliable information, for delivering that information in the midst of a pandemic for months now. congratulations to dr. fauci. things looking up in terms of vaccines. we'll continue to bring any updates with any of those late phase trials as they become available. live in san francisco, cierra johnson for "today in the bay." >> it sounds great, thank you. in total three counties will tighten restrictions tomorrow. while it's not yet official you may want to make it four.

solano county health leaders say today they will announce a move back into the purple tier. santa clara and marin won't move back into the red tier but new restrictions start tomorrow halting indoor dining in both counties. also bars and nightclubs will close. gyms will have to operate at 10% capacity. as the bay area stares down the latest surge in cases this is decision day for families of nearly 30,000 san jose unified students. parents have to decide whether to request in-person instruction or continue distance learning from home. >> reporter: as you well know my family is a san jose unified family. we decided to keep our daughters home for more distance learning through the spring. when we say there's a choice, there really isn't a lot of choice because things are so

limited. i want to show you the restrictions so you can see what i'm talking about. classes are capped at 12 to 16 students per class depending on the grade. teachers and students have to remain in designated spaces so they're not moving around freely. there will be priority placement for students who have special needs or who are really struggling with that distance learning. students who have at least one parent or guardian who is an essential worker also will get priority placement. starting today in san francisco 20 city workers will inspect each and every classroom to see if they have things like functioning sinks and window that is open, furniture that can be moved. tomorrow a trustee will talk about returning to in-person instruction starting january 25th. prioritizing students from transitional kindergarten to first grade and students with special needs. middle school and high school have to submit plans in january.

santa rosa schools are considering a late january return for their youngest students. two hybrid plans under consideration would have students on campus a few times a week or just in the morning or just in the afternoon hours splitting up classes. all of this planning could really be for naught as everything changes when the covid cases start to go up again. i'd love to know what's happening in your district with students in your life whether they're your kids, grandkids. i would love to know that. let's take the conversation over to facebook and on to twitter. kris sanchez, "today in the bay." >> a big decision for a lot of families, kris. thank you. fares won't be going up at the golden gate bridge. the tough decision that will end with nearly 150 employees being laid off. they take effect in january. drivers are not using the bridge as much as they were in the past.

they raised the tolls at the bridge as much as $2. those cuts will help cover a projected budget shortfall of close to $50 million. chesa boudin needs help. the district attorney's office is severely short staffed. he is asking mayor london breed to allow him to hire more prosecutors to keep up with caseloads when it comes to criminal cases. the city departments are in a hiring freeze and have been so ever since revenues took a nose dive in the spring. across the bay in oakland, libby schaaf is trying to make it easier for more teachers to make it more attractive. this morning she will announce a new housing pilot program. that will provide affordable housing to teachers in their residency year. the goal here is meant to help oakland better recruit and

retain experienced teachers. >> a chance to get out and about. rain is in the mix. we are going to see rain moving in tomorrow afternoon. i want to take you to what's happening with hurricane iota moving closer to central america. it is really unusual to see a category 4 hurricane in the middle of november that moves closer to nicaragua and honduras. this is something that is devastating to that area. our time line in a few mincutes. mike, how is it looking? we're looking at changes. i told now backup at the bay bridge but a live shot and we

we will again have to watch out for coastal flooding as this warning continues along the coastline with king tides today. that warning continues until 2:00 as we'll see high tides today at 11:26. i'll be watching this and the incoming storm in the forecast coming up in a few minutes.

we've had a lot of changes. a slower drive in a couple of spots. two of them on your commute, we'll sort them out and how that affects your drive into the bay area as well. thanks, kari and mike. president trump's campaign has dropped one of its major accusations about the election. >> complaining its observers will not give the proper view of the vote counting in pennsylvania. >> that's right. trump's lawyers have removed the claim from the lawsuit it filed in federal court. we should point out they have acknowledged in the past there were observers at the vote count. they wanted the court to throw out as many as 600,000 votes. this new suit would not affect enough votes to affect the outcome in the state or for that

matter the overall race as well. president trump followed up a tweet with an you a caps i concede nothing and i won the election. he did not. joe biden's incoming white house chief of staff found some of the positives on "meet the press." >> if the president is prepped to recognize that reality, donald trump's twitter feed doesn't make joe biden president or not president. the american people did that. >> we do expect to learn more about covid. a catastrophic holiday season. a progress out of a new coronavirus stimulus. senate minority leader chuck schumer. >> i have spoken with speaker pelosi last week and he believes we need a strong covid response as we do. >> the current president agrees with schumer on that wanting a stimulus bill.

the house has already passed a bill with mitch mcconnell and the senate. mcconnell not moving any of the stimulus talk forward. we will update you on what's happening in washington including the very important covid news about a new vaccine, a second one. you can find me on twitter. an error caused 160 ballots to not be counted on election day. poll workers at mill college campus in oakland told voters their paper ballot was only a receipt that could be taken home. they were told it kept a digital record. the paper ballot needed to be turned in. to the pandemic and a spike in covid cases sparking talk of

more safety measures. a peak not seen since mid-july. close to 7,000 on saturday and sunday. younger people there are driving the surge while older people are suffering the most deaths. health leaders are talking about putting restrictions in effect. they are certain it will fall back to the most restrictive tier come tuesday. the new restrictions went into effect at midnight on saturday and many businesses such as restaurants are now only able to operate outdoors. customers say they have mixed feelings. >> it's hard for people who have been out of work for a long time especially these malls. >> police are cracking down on enforcing the restrictions and

making sure businesses are following the new rules. uc davis health leaders have ordered some students to quarantine after a student there tests positive on the coronavirus. "the chronicle" is reporting the school learned a fraternity host add party with nearly 20 people violating the county health orders. the next day a student at the party tested positive. they were then sent home to self-isolate. the only good news for the 49ers they're finally entering their bye week. they can refresh and recharge. they managed to get off to a decent start but, hey, they won 27-13. this marks the niners' third straight loss as they fall 4-6 on the season. >> ouch. >> ouch indeed. 5:48 this morning. the people's choice awards were held last night.

nice one. we will have warm wer and are looking forward to rain. let's talk about the temperatures as you get ready to head out the door. 40s. look at san jose. we're seeing mostly 40s to start out with a cool morning as you make your drive to work across the east bay. a cool morning commute. temperatures heading into the 70s. we'll see our temperatures warm today before this cold front comes in. you can see all of the green there, mostly some light rain and a fairly quick moving system. not too heavy and we are seeing them come at a regular clip. tomorrow morning the hour by hour outlook showing yellows and

oranges but knots how it becomes broken up. this is during tomorrow afternoon so the system is expected to weaken but not as much as it did last friday where we were hoping for some rain and only got a little bit. as we go from tuesday night into early wednesday morning. then we look at how much rain, at least a quarter to half an inch of rain. nice to see decent amounts of rain here as well as sierra snow. at least a foot of snow for upper elevations. up to 21 inches of snow. mike, how is it looking for the commute? it's looking a little bit

different for the eastern side of the bay, i should say east of the main waterway. the toll plaza did back up and as the map will show you there's slowing at the toll plaza and up the incline. east of there through contra costa county no major issues on this portion of the map. as we move the map down a lot of activity here. another two crashes but the interchange is already clear. some slowing there and back farther near isabel. a crash 680 just after the merge with 84. that's more slowing down through fremont out of sunol as well. the rest of the bay, that's lighter than typical. back to you. >> thanks, mike. happening now for you looking more and more like fans will be in the stands for next year's rescheduled olympics.

the fire chief tony says it will help detect, monitor and respond to wildfires. >> more renters are struggling with mounting debt. california makes up about one-fourth of the detonation wide. the federal reserve bank says california renters may have to pay back nearly $2 billion in trent, a quarter million renters who are behind on their rent statewide. recovery efforts in the north bay, this is to salvage a sinking barge and protect water ways. this started sinking in the p petaluma river. crews put up oil spill barriers. this is a way to keep the barge out of the water. investigators still haven't determined were it started sinking.
