>> reporter: the president has suggested that maybe this news had been held back until after the election. again, no evidence of that. the president-elect, the biden transition team, is actually meeting with some of the drug makers this week to talk about these vaccines but what they're not doing is meeting with the trump team, the government officials, to talk about distributing the vaccine. developing it is one thing but getting it out to you, your neighborhood, your familiar si, your doctor's office a differently. that cooperation is not happening while the president continues to challenge the results and not direct his administration to work with the biden team. joe biden not getting intelligence briefs as the situation gets worse, we now

know more than 11 million people have contracted the virus. >> we are in a dangerous period, the most dangerous since 1918. >> we need to be talking to them as quickly as possible. it's great to have a vaccine but vaccines don't save lives. vaccinations save lives. >> reporter: we are now hearing that the trump team in pennsylvania, the legal challenge there, they're shifting a bit, dropping the claim that hundreds of thousands of ballots were process the while their people were not able to watch. that lawsuit will continue, but it will continue with other claims. this was one of the key claims and they've now back off. >> we'll hear from jackie ward about the struggling small businesses.

i want to talk about getting another stimulus bill. where are we on that? >> reporter: nowhere different than we were months ago when the talks broke up last summer. now we have the biden team putting pressure on mitch mcconnell to open up talks and move things along. it's not happening and tit will happen without the biden team. every time we get close to a deal, senator mcconnell says no. he has become the dr. no of covid just like he has been the dr. no of all the bills in the senate over the last several years. >> reporter: now it's

republicans who point fingers and say democrats are being unreasonable in terms of the amount and some of the things the country needs. again, we have co-vitt and the vaccine on one hand and the impact on the economy. that's what this money is about. >> that's what we'll talk about next here, the economic crisis at hand. jackie ward joins us with many bases saying they are not going to be able to survive if there's another round of closures. >> reporter: good morning, laura, this is where some of the strictest rules across the entire region will take effect starting tomorrow and gym owners are very frustrated because gyms starting tomorrow have to close their indoor operations as well as indoor dining and theater concessions and will have to stop to reduce the spike in

cases. many say they're being treated unfa unfairly without having the contact tracing data to prove the people going to the gym are helping the virus spread. they say they're tired of being blamed for part of the problem and look at fighting the county order tightening restrictions. >> basically we are working to find a lawyer to file an injust so we can stay open. >> we're going back into the red which should allow gyms to operate at 10% which is what we've been complying with. >> reporter: and the pandemic is forcing another beloved local business to shut down in san francisco, one of the world's first cross fit gyms held its last workout yesterday. they say loss of membership and limits placed upon them were just too difficult to overcome. an infection disease expert is

also criticizing the restriction process saying that it doesn't address where the actual catalysts are coming from. jackie ward, "today in the bay." >> thanks, jackie. now to the coronavirus by the numbers. a look by county yesterday. santa clara county led the way. the bay area has passed 130,000 confirmed cases. more than 80% of states are experiencing a surge with more than 11 million confirmed across the nation. governors are urging people to reconsider spending thanksgiving with people outside of their families. in michigan a new order will limit indoor residential gatherings to two people from two households. bars and restaurants can only open outdoors. washington state banning indoor dining. wisconsin's supreme court, there was an argument on the challenge of the state's mask mandate.

the governor issued that order in augment napa county has a message to residents as they deal with the recent surge. the county added more than 2,000 positive cases and while it's in the state's orange tier last week health leaders warn that could change when the state updates its guidelines tomorrow. they are urging residents to take more steps and take full advantage of testing. in san francisco testing capacity is near its limit. the embarcadero testing facility is fully booked two weeks out even though it can do 1,500 a day. now small neighborhood sites are stretching their limits. they are hoping to cut down on the backlog. let's switch things up and check out rockaway beach on a

beautiful sunday afternoon. the changes are coming. meteorologist kari hall. king tides and rain in the works later in the week. >> yes, we'll see some rain by tomorrow. late this morning the tides come up extremely high due to the alignment of the sun, moon and earth. the coastal flood warning continues until 2:00. right now we can see a lot of that light rain extending across the pacific northwest. a cold front that will be here tomorrow bringing us some rain mostly during the morning for the north bay. i'll talk more about the time line and how much rain you may see coming up in a few minutes.

mike, how is it looking for the commute? >> it's looking slow for the tri-valley. a number of issues. on the screen south 680 it's jammed up. it is still a distraction and more traffic merges in than off the merge with 680. now the arrows show you the spots. you see where things build. things are complicated a bit but they are blocking one lane at most. so just a distraction. the bay bridge toll plaza does have the backup. the latest costco deal selling for near ly $18,000.

metering lights are on. good morning. a very happy monday to you as well. let's get right out to the futures board because it looks like another great day on the markets. wall street, the dow in particular, moving much higher on a round of good news about vaccines. we expect money to come out of tech and go into airlines. moderna says it's nearly 95% effective, and that is indeed wonderful news. do understand we're talking about long time lines on this. the co-inventor of the pfizer vaccine told the bbc he thinks if they can get their vaccine out in the next month or so life could return to normal worldwide perhaps in the winter of 2021 to 2022. the big countries that make up the asian pacific region signed the largest trade pact in

history over the weekend similar to the transpacific partnership we decided not to sign. ours didn't include china. theirs does. it's a big win for china. laura and marcus have been giving you the updates on the space capsule by spacex. president trump tweeting about the successful launch on sunday saying a great launch. nasa was a closed up disaster when we took over. now it's, again, the hottest, most advance the space center in the world by far. that's not true in a lot of ways. nasa has done amazing things before trump arrived including the missions of the spirit and rovers on mars. he claims his administration was responsible for the success of spacex's launch. it was george w. bush's program that created the public/private commercial spacecraft program

it's going to be a day to enjoy as we start out temperatures mostly in the 50s but look at where we are as we go into late morning and the afternoon. during the middle of november and we do see some changes ahead, of course. some rain will be moving in tomorrow. it will bring us more clouds. this is a fairly quick moving system so let's time it out for you as we go hour by hour. clouds increasing early tomorrow morning. by 10:00 that rain racing on through. some pockets may be quite heavy for parts of the north bay as it moves into the peninsula and parts of the east bay. that solid line of rain breaks up and becomes more scattered. here we are at 2:00 and seeing the rain clearing from the north bay but moving into part of the east bay and the south bay. we are looking at the

possibility of getting beneficial rain here. these are the systems that don't bring a lot of problems and don't weaken as much as last week. napa over half an inch of rain and we may see decent amounts of rainfall in the east bay. san jose up to a quarter inch of rain. that's the possibility there. up to 10 to 11 inches. 21 in king veil and kirkwood. that will be great for those resorts. the rest of the week clears out. sighs in the 60s throughout the week and more opportunities to get outside but just not as warm as it will be today. mike, how is it looking right now as a lot of commuters head out the door. >> exactly. so folks on the peninsula, first of all, a warning for you.

we usually have a light volume. 101 has been a problem just north of 92. word from chp is the lanes were temporarily blocked. all lanes. still says all lanes are blocked for the next couple minutes over there as you travel north. no major injuries. these vehicles did clear to the shoulder. that's the merge, things are still slow through the area. a new crash slows things down. that's a tough latitude. the bay bridge only has metering lights. back to you. >> thank you very much, mike. marcus, i don't think i could pull off this next one but how about some beer with your breakfast this morning?

vaccine nearly 95% effective. what's dr. anthony fauci saying this morning? >> reporter: good morning. dr. anthony fauci is saying this is indeed promising but not to let up on some of the practices we've been doing like washing our hand and practicing social distancing. the ceo of moderna calling this revelation a game changer in the fight against covid. as it stands there are two potential vaccines with high efficacy rates both in late stage trials. dr. anthony fauci was live about an hour ago on the "today" show. he says there is a chance there could be several vaccines from several drug makers given results we've already seen and discussed that dark winter we've been discussing for months and what we can do to protect

ourselves. >> i'm afraid it can be but we can do something about it, savannah. it's a very serious situation. we know that this covid fatigue, that people are tired of the restrictions but there are fundamental things that i've discussed with you many times, the physical distancing, the universal wearing of masks. if we do that we don't have to accept major surges. >> reporter: as you can imagine the update on another vaccine as the nation hits a milestone, the u.s. passed 11 million covid cases. many cities and states tighten restrictions. the goal to slow the spread. so where does the golden state stand? covid hospitalizations reached

more than 3,600 since saturday. that number reflects a surge the week before hospitalizations were closer to 2,900. that's a 27% increase week to week. the last time we hit numbers this high was back on september 1st. back to the two vaccines we've been discussing there are some big differences. one of the biggest, moderna, is how the temperature that you need to keep the vaccine safe. moderna at 36 to 46 degrees fahrenheit, a lot higher than the pfizer vaccine. moderna vaccine can be held in a standard refrigerator and doesn't require any special refrigeration. we're live in san francisco, cierra johnson for nbc bay area news. >> it's a rate to get it done

but get it done right. >> to the reopening of schools. kris sanchez, we know you and your husband have been making that decision yourselves. >> reporter: we had to decide what to do with our two daughters in san jose unified and had to make the choice by today. we are opting to keep them at home through the end the school year. of course they might like to go back to school. though we have a choice it's not a major choice. first off, the classes in san jose will be capped at 12 to 16 so that's actually less than half of the students they would ordinarily have and teachers and students have to remain in designated spaces. there will be priority placement for those with special needs or struggling with homeless learning or students in foster

care are at the front of the line as are those who have parents who are essential workers. in san francisco 20 city workers will inspect each classroom to see if they have functioning sinks, windows that open, furniture that can be moved and returning to in-person instruction. prioritizing those students from transitional kindergarten to first grade. they have to submit their plans in january. santa rosa schools are considering a late january return. two hybrid plans would have students on campus just a few times a week or just in the morning or just in the afternoon hours, but all of the 34r5mraj could be for naught if cases go

680 through sunol. a quick look at the peninsula shows you palo alto moving smoothly. northbound more slowing. follow the progress there as well. >> thank you, mike. poll workers in several states are testing positive for covid. the biggest outbreak is in kansas city where 28 people were infected. there's no way to determine if the cases are linked to election day. east bay voting advocates are sounding the alarm after an error caused 160 ballots no not be counted on election day. polls workers in oakland told voters their paper ballot was only a receipt that could be taken home. those voters who used an electronic device were incorrectly told to keep the digital record. the paper ballot needed to be turned in. 22 ballots have been recovered so far.

6:43. president trump's campaign has dropped one of its major ak zigzigs --izati accusations. >> they have removed the claim from lawsuits filed in federal court. we should point out the lawyers have acknowledged there were indeed observers at the vote count and they wanted to throw out as many as 600,000. this new suit would not affect enough votes to affect the outcome in pennsylvania or for the overall race. president trump seemed to acknowledge in a tweet that joe biden won that race but quickly followed it up with i concede nothing all caps and, all caps, i won the election. he did not.

bay and into the south bay. a lot of us are clearing out but there may be lingering showers. light rain may continue. as we look at how much rain we're going to see this definitely looks better than the system we had last week that brought us the light rain. we could see in parts of the bay area this model showing a little bit more rain with the potential of half to three-quarters of an inch of rain in the north bay and the sierra up to 21 inches of snow at some of our resorts. we have that quick moving rain and it's cool and dry. the 60s for highs which is about normal for this time of year. kari. i'm not going to show you sunrise but i'll show you sunrise colors.
