the metering lights on. typically the week before thanksgiving we see more traffic flow hitting on the roads, folks trying to get the last week of work in. this is not a typical year. the backup at the toll plaza. we'll see how that shapes out for today, tomorrow, thursday. we'll see the volume. so far it's holding up easy for contra costa county and the rest of the bay. back to you. thank you very much, mike. we have complete live team coverage. cierra, i want to talk about this map showing the color tier again and most of our counties in the most restrictive tier, the purple. >> reporter: all except three

counties are in the purple tier and i want to break down what that means whether you live in the county or do not. take a look at the list of counties on -- the list of items on your screen. this is the restrictions for the counties in purple. items on the left are businesses required to operate outside. they include restaurants, wineries, gyms, museums, zoos, card rooms and places of worship. those items on the right side can continue indoors. malls and retail shops can continue inside but at 25% capacity. beauty shops, barber shops and other personal care services can remain inside as long as you're following the appropriate protocols. keep in mind all of this is a minimum. some counties are able to do additional restrictions. that's exactly what happened in san francisco. they've already ended indoor dining. but as it stands now for those counties in red, wineries and card rooms for those three counties must stay outdoors. again, that's for the counties

in red. churches, movie theaters are allowed to remain inside at a reduced capacity. now it is important to note that schools are kind of in their own category. schools that are open can stay open. schools that have not opened are not allowed to reopen. it's a lot of information. we have it nicely broken down for you on our website but, again, do what can you to slow the spread and help us get out of the tier. we're essentially going backwards. a lot to remember but it is online. we're live in petaluma, cierra johnson, "today in the bay." >> thank you. so let's talk about testing now. bob redell, some counties are seeing a lot of it and some including where you are in concord asking people to get tested. >> reporter: correct, laura and marcus. contra costa health services is launching today a testing before turkey campaign here at this covid-19 testing site and other

locations. this is to encourage families to get tested before gathering next week with other people for thanksgiving meals. contra costa, alameda, santa clara, napa and solano counties are going back into the purple tier, the most restrictive tier of reopening because covid-19 cases have increased too much in these areas. under purple and red tiers you're supposed to only celebrate with your family unless you do it outdoors, then no more than three families. contra costa county understands families might ignore this guidance, hence the testing before turkey campaign launching this morning. even if you do adhere to the guidelines of three families outdoors, the state recommends gatherings should be kept short and high-risk individuals should not attend. covid likes to interact when people are close, likes it when we take off our masks. all of these things of higher risk activity we see in small,

private gatherings with things we know and miss. >> reporter: in san francisco that city will open up a new free covid-19 testing site at the farmers market after sf shut down the site. "the examiner" reports the city decided to move to the new location to better reach people who live in the southeastern part of the city. reporting live, bob redell, "today in the bay." testing sites in southern california meantime are said to be overwhelmed and staying open longer. take a look at this, a scene last night at dodger stadium, one we've seen a lot lately. no baseball game. just rows and rows of cars and people waiting to get tested. the "l.a. times" says many people are guesting tested ahead of the holidays in order to be around groups of people to party. l.a. county health leaders are weighing new possible restrictions including a curfew on businesses to help reverse the surge.

>> no surprise there, laura. more than 11 million americans have now tested positive for the virus and positivity rates are soaring. california just broke its single day record reporting more than 13,000 cases. the pandemic also taking a toll on children, more than 1 million in the u.s. have been infected since the outbreak began. and happening today for you, the country's top infectious disease doct doctor, dr. fauci will accept the 2020 hearst foundation national award for professional excellence in crisis communication. the san jose state journalism voted unanimously for dr. fauci following this afternoon's online ceremony dr. fauci will answer questions from students. as counties are rolling back on those restrictions, a storm is rolling in. let's take a live look at tahoe city where highway 89 and highway 28 intersect.

cold and more snow on the way. it could be a little bit of a challenge. so make sure you check restrictions before you head out. this storm headed our way as well. certainly some rain and we have storm ranger out and kari is tracking all of that for us. how are we looking? it's great to see this rain moving in and snow for parts of the sierra. all quiet here. as we go through how much snow we may see for the sierra there's the potential of getting anywhere from 13 inches of snow around tahoe city and south lake tahoe up to 21 inches in kirkwood as well as kingvale. it's good we'll get this ahead of the weekend. we should see the roads clearing by friday into saturday if

right now at 6:10 a live look outside in san jose. a beautiful sun rise as we start out on this tuesday morning. we know we're getting ready for some rain and we'll start to see it moving in at about 1:00 this afternoon. getting heavier by 4:00 and temperatures today are only reaching to the low 60s. we'll get a look at our microclimates and talk about how much rain to expect coming up in a few minutes. all right. get those wiper blades in order then. we're looking over here to free month. this is southbound 880 with the headlights moving at speed. a new crash in san jose. we do have a backup at the toll plaza. the metering lights turned on just before 6:00. 15 minutes. you see movement. that's a good sign.

we'll show you the approach coming up. well, good morning. a very happy tuesday to you as well. the heads of facebook and twitter will be back before a congressional hearing today. mark zuckerberg, jack dorsey will be there to answer questions about how they handled social media posts during the election. the two will appear before the senate judiciary committee. now in the past this has been more about senators making statements than getting answers. conservatives accuse facebook and twitter of quashing their messages. others criticized twitter for being weak and ineffective with corrections like this one placed on president trump's claim he won the election. he didn't. some are calling for twitter to take a stronger stand than just adding a blue line of factual information at the bottom. amazon today will launch its online pharmacy. in fact, it's already up and running. we've been anticipating this for quite some time but it went live this morning. a lot of people already get their pharmaceuticals by mail-in

prescriptions but amazon is adding a price comparison that may help you pay less. wall street got rowdy yesterday as investors celebrated the news of a second effective vaccine against covid though yesterday we saw several states shut down large swaths of their economy again as we enter what appears to be a second serious wave. futures are down this morning. shares in tesla jumped 13% after the announcement tesla will be added to the s&p 500 index. some institutional investors are required by rules of their funds to buy shares in companies on the s&p. so demand for tesla stock should go up and thus the price will jump , too. the dow jones which runs the index hasn't said what company will kick off the index. now we have 501 on the s&p 500 and you can't do that. the jump in the stock price

netted elon musk an extra $15 billion yesterday. that makes him the world's third richest person overtaking mark zuckerberg. between tesla and spacex stock musk has gained $90 billion this year. speaking of spacex late last night the spacex dragon capsule carrying four astronauts docked at the international space station on sunday. this is the second manned mission for spacex. marcus and laura, they now have seven people on the international space station but only six beds. so one person has to sleep in the capsule. >> scott, before you go, i know the crew coming back to earth, wove some time before that happens. there are new rules before they even return here, right? >> new rules for us back here on earth because you remember when the first one landed the manned space capsule boaters in florida just surrounded the thing.

there were rules against it back then as well. this time a ten-mile exclusion zone and you bet the coast guard is going to enforce that. honestly, i think last time the coast guard just didn't expect that people would approach a space capsule. have some common sense, right? you put the astronauts in danger and there are toxic chemicals, even the helicopter crews back off until those have dissipated. >> right. it's not like going out to mccovey cove hoping to catch a fly ball. you've got to get away. >> the leave the astronauts alone. >> good advice. >> thanks, scott. many are now rethinking their thanksgiving plans with california pushing for a two-week quarantine period and counties sliding back. good news for you. all airlines are waving ticket change fees but canceling that nonrefundable ticket doesn't mean you'll get your money back. most major airlines including american, delta, united, southwest all want to give you a

credit voucher that should be good for 12 to 24 months depending on the airline and when you purchase the ticket. >> maybe travel later. santa claus spotted on vacation ahead of the christmas season. he was seen playing in israel's dead sea. he rode a paddle boat to a spot where salt has piled up in a mushroom shape allowing him to stand in the middle of the lake. >> ho-ho-ho, merry christmas from the dead sea. this crazy situation with covid-19, come here to the dead sea and have a safe and relaxed time. >> my goodness that man is always so jolly. if you're thinking about hanging out with santa, letting the problems float away like he was in the big red suit, flights to israel from sfo going for $600

and supposedly you can fly out this friday. most people now are staying in once again. >> you probably can wear shorts. >> i always thought that was snow in the background. i guess it's just salt in the background. >> see, the more you know. >> now we know. >> we have water of a different kind heading our way. meteorologist kari hall has been tracking that rain coming in. we've been seeing it on all the mops there, kari. the rain inching closer and closer. yeah, we're really excited about getting this rain because it's not interrupting our weekend, and it's much needed. so we are going to see it moving from north to south and also going to come along with some much cooler temperatures and there's a pretty good amount of some moisture in the atmosphere for this cold front to tap into to bring us some much-needed rainfall especially for the north bay. as we track it with storm ranger, that's our mobile doppler radar, the red scan you're seeing right there not close enough to really be picked

up on storm ranger but we're making plans for the day. if you're home schooling and looking for the opportunity to get outside we are going to see some of the showers making it there by late morning. so if you can get outside a little bit sooner than that you may be able to beat the rain and take a break before we go into the off and on showers we'll see today. let's go through the time line. in the north bay we'll start to see the rain moving in. by about 10:00 to 11:00 and then as we go into the afternoon we start to see the rain pushing to the south. it won't be as heavy, we're still looking at a pretty good amount of rain here for the east bay as well as the peninsula. the south bay will get some light amounts of rain as this moves on through and then notice as we go into late tonight and early tomorrow there's still some activity and it may linger into tomorrow afternoon with a chance of some spotty showers that will come along with some cool temperatures. we'll be tracking that as we go into today. looking at how much rain to expect, most of us south of the

golden gate bridge will get anywhere from about a tenth to an inch of rain in the south bay, possibly up to over half inch of rain. but then as we go to the north bay there's going to be a little bit more in terms of rainfall totals as we look at parts like mill valley getting an inch and a quarter possibly and santa rosa a little bit closer to an inch of rain. as we go through this forecast temperature today reaching the low 60s and some low 60s for tomorrow but the rain breaking up a bit. then thursday we're all dry and as we go into the weekend we'll see the temperatures reaching into the low 60s. weekend plans outside are looking good but you'll need to wear a jacket and it's going to be chilly during the early morning hours for san francisco. expect mostly some upper 50s and low 60s. no major changes here as we look at temperatures over the next few days but we're coming down off the very warm temperatures we had yesterday. mike, a lot of people are getting ready to head out now. how is the commute looking? kari, my big concern right

now is avoiding a sneeze. we do have a crash in san jose and there is a car that went off the road, up a little embankment, sliding down a bit. north 101 i circled around tully. a little bit of slowing for the distraction. watch that slow lane move over to the left. it's green. no problem in the silicon valley. over the east bay a smooth drive as well. a live look out there westbound with the taillights here right around the drive. reports of metal in the roadway. some metal. i'll track that. you can use the dumbarton bridge to the south. a look at the bay bridge to the north where the metering lights are on and the backup at the toll plaza and this camera in emeryville does move around a little bit, guys. there is wind but chp and kari doesn't have any advisories. that's good. back to you. >> thank you, mike. up next this morning former

6:24 for you this morning. and developing now another person who sat on the breonna taylor grand jury case is speaking out. in that interview with the associated press that anonymous woman says she believes that investigation was incomplete. she also says that prosecutors wanted to give police a slap on the wrist and close up the case. the woman also believes there should have been more charges filed. she is the third grand juror to speak out about the case. new details a san jose protester seen being struck in the neck with a police baton will not receive charges he assaulted police officers. the incident got national attention after a photo went viral. police body camera footage was

"the mercury news" reports the man's attorney is exploring potential civil action against the city andhe police department. nearly four years after leaving the white house and right at the end of a polarizing presidential race, former president barack obama is publishing his memoir. the book "a promised land" is hitting stores today. it will be available in 19 languages. ahead of the release mr. obama is again sharing his favorite song list on twitter including music from the beatles to beyonce. taylor swift speaking out after music producer scooter braun sold her master recordings. braun sold the rights to her first six albums to shamrock holdings for more than $300 million. just one year after he obtained control. swift shared a statement writing in part she was hopeful for a partnership but called braun's participation a nonstarter.

swift is rerecording all of her old music. an amazing story of survival for one furry friend. this little cat here survived being on its own for months after the czu fire in santa cruz county. he jumped from the car, ran off as they were evacuating back in august. three mon laths later was found wandering an abandoned golf course. >> so glad the family got their cat back. that's nice. what's open and not open we'll go back to our top story as more covid restrictions begin across the bay area today. down to new mask rules. plus -- you can see the sky has cleared in san jose.

right now at 6:30, the bay area locking back down this morning as more covid restrictions go into place today. a sea of purple on the map right here showing many of our counties now in the most restrictive covid-19 tier. we're breaking down what it means for you and your family

before you start your day. "today in the bay" continues right now. and a good tuesday morning to you. i'm marcus washington. and i'm laura garcia. we'll check in with mike in just a little bit. he has a look at the roadways, but rain is on the way. kari has been tracking just how much we should expect. starting out in parts of the for the bay we have storm ranger powered up and ready to track the rain as it arrives. we do have a dry start to the morning but if you're planning to be out for several hours make sure you have the umbrella with you as we're just now start to go see the rain approaching parts of mendocino county. as we go through the time line we take it through 9:00 and it is showing the potential of very heavy rain especially as the first line of rain moves through and is coming along already with gusty winds. as our temperatures cool off we're going to see the waves of rain heading through noon into parts of the east bay and then to san francisco moving down the peninsula by early in the afternoon and the south bay will

see rain later on today as a line of showers kind of breaks up and becomes more scattered. still the potential of some pockets of heavy rain. we're tracking how much rain to expect and also how much sierra snow we'll get. more on that in a few minutes. mike, how is it looking right now for the commute? kari, we have two issues. let's take a look first to the san mateo bridge where westbound the taillight side, our commute direction. speed sensors do show a lot around the highrise, metal and concrete debris. the speeds have improved on our maps and they may have cleared the lanes after a lot of folks are slowing there. use the dumbarton bridge. an easy alternate. even further south a problem in san jose north 101 just approaching tully road, a crash on the approach. activity there and a lot of slowing. things are starting to improve a bit but still japd from capitol expressway.

the rest of the bay no other surprises. back to you. well, much of the bay area waking up to new covid restrictions. santa clara, alameda, contra costa, solano, napa and sonoma are now in the purple tier, the most restrictive tier. >> and there are a lot of people out there and this is a lot for people to digest. "today in the bay's" cierra johnson is live to break down what you can and cannot do. something we need to listen to because there's a lot. >> reporter: good morning. yes, many of these counties in the purple. we're standing in the safeway parking lot. grocery stores are not impacted by any of the changes. we do want to break down what's going on. take a look at your screen santa clara, alameda, contra costa, solano, napa and sonoma counties

are all in that most restrictive tier. we do have a graphic to break down what is and what has changed. the items on the left, business that is can operate outside include restaurants, wineries, gyms, museums, zoos, card rooms and places of worship. now some of the other items are still able to operate indoors like malls and retail shops but have to do so at 25% capacity. beauty and other personal care services can also remain inside as long as they are following the safety protocols. there are three counties right now that are in the red category. san mateo, san francisco and marin. now keep in mind these restrictions are the minimum required by the county and counties can still individually make changes. they've already ended that indoor dining. so as it stands now for those red counties wineries and card

rooms in those counties remain outdoors while movie theaters and places of worship and gyms are still able to operate inside but at a reduced capacity. now as it stands now 41 out of the 58 counties in this state are in that restrictive purple tier. according to governor gavin newsom this is the fastest increase we've seen since the beginning of the pandemic. each county is working to get those cases under control. take a listen. >> we have done this before. we can do it again. we really need every single person living and working in our county to take this extremely seriously. >> the most important thing as a community we can do is help get our children back to school. so we are really asking people, begging you, to double down on your efforts. >> reporter: schools that are open are allowed to remain open.

the schools that have not yet opened are required to stay closed for the time being. i know it's a lot to remember with the purple and the red and the changing of the tiers but we did break it down for you online. what businesses are allowed to be inside and outside we have that for you online as well. live in petaluma, cierra johnson for "today in the bay." >> thanks so much, cierra. 6:35. you may want to see what the rest of california looks like. 41 of 58 california counties are now in the purple tier. nearly 95% by population. 11 counties are in red. four in orange. only two in yell row. yellow. people should wear face coverings everywhere outside of their homes with only a few

exceptions. hand sanitizer and social distancing without a mask will not be enough. you don't have to wear a mass forecast you're alone in your car, working alone in your office or eating or drinking. new protections to help business owners struggling to make it in the bay. they are seeking eviction protections. supervisors will debate extending the eviction ban for small business tenants in commercial buildings now set to expire at the end of the month. san francisco supervisors are weighing a similar extension and considering a new grace period for repaying back rent to march of 2023. and b.a.r.t. leaders will vote on a new belt tightening measure. the agency, of course, getting hit hard by plummeting ridership. directors will consider offering an early retirement buyout plan to lower the workforce as much as 40%. they are also talking about scaling back weekend service.

if it falls short b.a.r.t. leaders tell "the chronicle" they may start a possible layoffs. the central subway hitting another red line. it will now start transporting people through chinatown in the spring of 2022. the latest delay is blamed on the pandemic and other problems. large construction crews had to quarantine after three outbreaks and equipment and materials have been delayed because of restrictions. hundreds if not thousands lining up for a food bank drive-through outside of dallas. the turnout seems to grow more and more every week. right now in the bay area 1.5 million people are using a food bank each month.

right now at 6:41 the rain on storm ranger now moving into mendocino county and we'll see the rest of the bay area getting the rain as it continues to move in with much cooler temperatures and some high winds. it's going to be chilly tomorrow as that rain lingers. the rest of the week looks better. we'll talk about the time line of the rain coming up in the forecast. and, folks, your time line has gotten longer for that san mateo bridge. look at the westbound commute, slow from the toll plaza. the map shows you the speed sensors improved at the high rise. that debris may have been cleared from lanes. dumbarton bridge still a great alternate. north 101 through san jose.

joe biden is talking, though, about how he thinks the lack of coordination is dangerous. >> getting the vaccine and a vaccination are two different things. the sooner this transition would be smoothly -- but that is not happening right now. we talked about that with pfizer and moderna saying they have one ready for emergency approval. but the whole planning process of making sure everybody can get the shot, how do they get it from moderna and pfizer to your doctor in your neighborhood has to happen months in advance as it does with the flu vaccine every year. this much more urgent, and that is where the biden transition team is not talking.

>> tracie, thank you for that. one of the members of the president trump administration is part of the coronavirus team as well. they have been rebuffed by stanford. scott mcgrew continues our coverage here. scott? good morning to you. it's scott atlas you're talking about, part of the hoover institution, marcus. he was definitely one of the people who was saying rise up in michigan against the governor. that governor is limiting social gatherings and limiting restrictions as the coronavirus is out of control there. president trump has spoken out against michigan's governor, gretchen whitmer, and a group of far-right militia members were caught planning to kidnap her. as for stanford he has said of scott atlas we believe in the importance of strictly following the guideline of local and state health authorities. dr. atlas has expressed views that are inconsistent with the

university's approach in response to the pandemic. lawsuits filed by voters designed to help president trump in the ballot counting process have been dropped by the litigants with no explanation. as we reported yesterday trump's campaign backed off some of the accusations it was making in a pennsylvania lawsuit and amounted that lawsuit. president trump says there has been no change, no amendment, but you can read the amended lawsuit online and depp side for yourself. white house insiders tell nbc president trump's pushing to open leases in the arctic reserves so that oil companies can start drilling there pushing for the nomination of judy shelton in the middle on the federal reserve. many republicans don't say she's a good fit and he's told the pentagon he wants to cut u.s. troop numbers bringing the u.s. troops home, of course, is

we don't want people to get in the panic mode once again. >> reporter: yeah. certainly a lot of people blame the media for the panic buying that happened in march. people are restocking here at this safeway in san jose. we were at a trader joe's yesterday and the supplies seemed to be okay. this is spotty and likely what you saw right after the announcement first came out, laura. i can tell you that nbc crews did find some sparse shelves at local grocers once the restrictions were reinstated. unlike back in march where it was a free-for-all stores really quickly put limits in place so everybody can try to find some of what they need. expect that as you head out and expect stricter limits on capacity in counties now in the purple tier. alameda, contra costa nashgs pa,

santa cruz and solano here in the bay area, marin, san mateo in the more limited capacity red tier. in portland, oregon, things were difficult and retailers say the timing is tough. with people stalking up to stay put and stocking up for thanksgiving. the supply chain is strong. >> our supply chain is strong. buying up everything can you get your hands on hurts everybody and there's no necessity of it right now. >> reporter: so we do know the stores are working hard to make sure supply is there and available to everybody but, remember, too, the mask requirement got a lot more strict as well. put it on in the car before you head in.

approaches from the north, we are mostly dry as we track the rain with storm ranger. it's already starting to rain along the coastline in mendocino county, approaching ukiah right now. take a look at the sun rise over fa fairfield. it is gorgeous. red sky morning, sailors take warning, the old saying. that means rain is approaching and that's definitely true as we go through the time line here looking at about 9:30, 10:00 we're seeing much of the north bay covered with rain. we see the red approaching napa at that time where we could see some really heavy downpours. we're watching out for that he is fegsly for the north bay but we're not looking for as much as it moves into the east bay and approaching san francisco. 3:00 we're seeing the moderate rain moving into the east bay. a lot of the lighter showers moving into the south bay for the afternoon.

there will still be rain chances as we go into tonight and early tomorrow. we're still seeing spotty showers tomorrow at noon so we will add up on that much-needed rainfall with the few lingering showers in the forecast. how much rain we will see, most of us looking at a tenth to a quarter inch for areas south of san francisco. then when we zoom in on the north bay i want to take you into tomorrow where we're looking at pretty decent rainfall totals here. the possibility of an inch and a quarter in mill valley, at least half an inch of rain and as we go through the forecast the rain moving out but temperatures staying cool so we're making a big transition here. that's the reason we're getting the high winds and expecting the rain later on this morning. mike, that wind may have people having a tight grip on the steering wheel. we've had no reports

must move outdoors. on the right businesses that can continue. three bay area counties in the red tier. most can operate indoors but no indoor dining. >> health leaders are asking all of us to limit the number of people at thanksgiving dinner. to bob redell in concord. contra costa county is urging people to get tested before thanksgiving. >> reporter: correct. contra costa health services is launching this morning a testing before turkey campaign here at its test site and other locations throughout the county. this is to encourage families to get tested before they gather next week for their thanksgiving meal. the state says that the counties in the purple or red tier of reopening you're supposed to celebrate with only your family unless you do it outdoors. then no more than three families. contra costa county understands families might ignore the
