emergency brake on reopening. in cities like los angeles that means indoor settings like dining rooms, gyms and movie theaters must now close to the public. >> in iowa, a new mask mandate takes effect today, while in chicago, a sweeping stay-at-home advisory. residents urged to only leave their home for work, for school and for essential needs. >> and in philadelphia, there are new limits on restaurants and gyms, including a ban on indoor dining. >> we have complete coverage on all of this. we'll start with nbc's sam brock who's in miami where those rollbacks are happening all across america. hey, sam. >> reporter: hoda, savannah, good morning. mayors and governors dropping the hammer on restrictions they hope will save lives. the president-elect is urging a smooth transition to prevent more fatalities. the testing center behind me will be opening in a little while. we'll see long lines here and all over the u.s. as infection rates are rising, in some places dramatically. communities across the country besieged by covid this morning

are moving backwards. more than a dozen states watching deaths from the virus climb 75% in two weeks. this as the president-elect warns conditions will only get worse without a peaceful transfer. >> more people may die if we don't coordinate. if we have to wait until january 20th to start that planning, it puts us behind, over a month, month and a half. >> reporter: on the state level, leaders trying to pick up the slack. >> it actually took my breath away. we are in the midst of the worst weeks of this pandemic. >> reporter: michigan's governor clamping down on bars, restaurants and everyday life, as california moves almost every county into its highest risk tier. >> this is simply the fastest increase california has seen. >> reporter: new mexico and oregon have launched multi-week shutdowns or freezes, which some have openly defied. one local oregon commissioner posting my family will celebrate thanksgiving with as many family and friends as i can find. governor brown is wrong to order

otherwise. that declaration leveled against a portrait of pain. in el paso, volunteer inmates carry bodies to mobile morgues, and new numbers reveal more than a million kids have already been infected. >> we've never seen this kind of community spread of a disease in children since before we had vaccines for things like measles and polio. >> reporter: families young and old. >> i'm sorry. >> reporter: heaving in heartache. evonia and emily lost their father to covid in florida where restrictions are few and far between. >> be grateful that you have not been touched by this monster of covid. one day we will go back to a normal life but those people who have been affected will never go back to a normal life. >> reporter: and as many families grieve right now, others just want to know where their loved ones can go for care. according to the covid tracking project, the number of hospitalizations for covid-19 is now at 73,000.

that is markedly higher than it was record levels at the end of last week, pushing hospitals and health care systems right now to the brink. hoda, back to you. >> sam brock for us in miami. sam, thank you. that's the bad news. let's get to some good news on the vaccine front after moderna announced its vaccine candidate is nearly 95% effective. the question on everybody's minds now is how long will it take for it to get to the public? nbc national correspondent miguel almaguer has that part of the story. miguel, good morning. >> reporter: savannah, good morning. the cdc advisory team is getting together to make determinations about the vaccine. officials say the virus numbers are exploding all across the nation, but finally, some good signs of hope. this morning, two vaccines ahead of schedule and more effective than scientists ever thought they would be. moderna and pfizer could roll out 70 million doses worldwide in the coming weeks. >> these are early days. this is about as good as one

could hope to see. >> reporter: both vaccines require two doses. here in the u.s. officials say a little more than 20 million people could get their first shot before the end of the year. here's what we know so far. while states will decide how to roll out the vaccine, the national academy of medicine makes these recommendations. phase 1a includes high-risk americans like health care workers and first responders, and there's currently not enough doses for them. phase 1b covers those with underlying medical conditions and seniors living in group settings like nursing homes. phase 2 covers critical workers like those in the food supply system, teachers, and those over 65. phase three includes most young adults and children. phase four protects everyone else. both vaccines need fda emergency authorization. details and dates remain unclear. moderna's vaccine, for example, was not tested on children.

questions also remain over vaccinating pregnant women and infants. this morning what could be america's best shot at a return to life as we once knew it. the u.s. government hopes to distribute the vaccine free of charge to americans across the country. they may be able to get them at drug stores, savannah. >> thank you. let's bring in the dean at brown university school of public health. good morning. i do want to talk to you about this good news on the vaccine front. unfortunately, we are seeing from coast to coast a lot of states having to go backwards, implement some of these lockdown measures. we're not seeing and i don't think we will see this national one size fits all lockdown, but are states doing the right thing right now? >> good morning, and thank you for having me on. some states are. i was really pleased to see the governor of michigan lay out what i thought was a very sensible plan. i think california is moving in the right direction. you don't need a national

lockdown. what you need is targeted focused efforts on the things that we know really are spreading the disease. and it's good to see some states doing it and i wish other states would follow suit quickly. waiting is not a good strategy at this point. everybody needs to move fast. >> there's this feeling of helplessness because every single day the numbers just get worse. i mean, the positivity rate is going up, hospitalizations are going up, the deaths are going up. and it just feels like this forest fire that's raging out of control. is it just masks, that's it? masks and social distancing, that's all we can do? >> yeah, so first of all, we should not find ourselves in this position. like we're ten months into this pandemic. everybody knew this was coming. again, our federal government just didn't prepare in the last couple of months. it has decided to completely check out and that's why the whole country is aflame. certainly masks are going to help. certainly avoiding indoor gatherings, including, unfortunately, larger family gatherings at thanksgiving and

the holidays. and then i still think there's a lot more we can be doing on testing. the testing system is getting strained. we've got to make that better for people so we can figure out who is infected and who is not. >> can we just talk for a moment and get to brass tacks on thanksgiving. public health experts are saying don't do thanksgiving with your extended family, stay in your own household. and anecdotally i know a lot of families that are like we'll just have grandma and grandpa, brother and sister, we'll get tested, we can make it okay. is that right? can you make it okay? what is your fear about what's going to happen after thanksgiving if a lot well-meaning good-hearted people think i'll just tweak at the edges, i won't be irresponsible, i'm just going to tweak at the edges a little bit >> look, i totally understand the sentiment and thanksgiving is a holiday that we tend to, our family really enjoys and we tend to have an extended family gathering. we're not doing it this year because i don't know how to

tweak it enough to make it safe. and my elderly parents, for instance, who i usually see on thanksgiving, we're not going to see them because i want them around in 2021 and i can't figure out how to make it safe for them and for our family so i just think at this point we're so close to a vaccine rollout, this is not the time to start making bad choices. >> let's talk about the vaccines they do look really, really promising. both of them over-90% effective, at least in this early data, what is the implication of that, that kind of success in a vaccine? >> first of all, it is terrific news it's better than i was expecting and i love to be wrong in this direction when it turns out even better than i was expecting. what it means is that once vaccines are widely rolled out, late winter, early spring, it will make a dramatic difference on this pandemic look, it won't completely go away, but it will be so much better than it is now that we'll be able to get much of our lives back. >> we've just got to hang on thank you very much. we really appreciate it. thank you.

stunning allegations by georgia's republican secretary of state, brad raffensperger who told the "washington post" he had been pressured by fellow republicans, including south carolina senator lindsey graham, to question the validity of absentee ballots he said it's all in an effort to reverse president trump's loss in georgia he said he and his family are even getting death threats over it on monday nbc news asked him why he's calling out members of his own party. >> well, when people are out there making bold-faced lies you just have to call it out with facts. >> reporter: graham has denied that he applied pressure to georgia's secretary of state. >> i wanted to find out how you verify mail-in ballots in the future and that was the extent of the conversation >> reporter: now for his part president-elect biden is expected to make some key staffing announcements today, including congressman cedric richmond, who is expected to play a key advisory role inside the west wing.

we are going to see the showers moving from north to south. we'll be tracking it with storm ranger as it moves closer to northern sonoma county and then once again it fills in as it spreads across much of the rest of the bay area. as we take a look at the time line here we are at 10:00 seeing the rain pretty much covering the north bay and starting to move into napa shortly thereafter. san francisco will see the rain at 1:00 this afternoon into oakland as well as into the east bay and then going into the rest of the afternoon the heaviest rain starts to break up in just a bit and becomes more scattered and then the south bay into the evening as high winds will continue as well as much cooler temperatures. we may still see some spotty showers by early tomorrow morning.

yoda along for the ride. >> watch, here it comes. in the corner. >> okay. i love that. a little passenger a little castaway. let's get to your headlines here at 7:30 hurricane iota barrelled into central america overnight, a category 4 storm coming ashore on nicaragua's caribbean coast, just 15 miles from where hurricane eta hit two weeks ago. officials are warning the 1-2 punch with high winds and heavy rainfall is saturating the soil and creating conditions for dangerous landslides and even more flooding. this is the first time on record that two major hurricanes made landfall in nicaragua in the very same season. as the coronavirus has swept through the country, a new generation is flocking into the health and sciences. public health programs across the country are seeing a big surge in enrollment and applications on average universities had a 20% increase in students who are applying to master's programs this fall. by the way, the demand has been

of trebek and the words "we will miss you, alex." >> he touched so many people. with thanksgiving fast approaching colleges are trying to figure out how to handle the holidays safely. there are concerns about students possibly traveling home and spreading the virus and questions about what to do when the holiday is over. nbc's stephanie gosk has more. hey, steph, good morning. >> reporter: hey, hoda, good morning. i'm outside a mandatory testing center here at nyu students at this school have been told if they go home for thanksgiving, they should probably stay because if they come back, they'll be facing a two-week quarantine and there are only ten days left to the semester that's just one school's approach to one of the most difficult covid dilemmas so far, what to do about thanksgiving. there seem to be as many plans to manage the thanksgiving holiday as there are schools coming up with them. from changing the semester calendar to going all remote after the holiday, to mandating tests before students leave. >> if a student comes to you

today and asks for advice on what to do for thanksgiving, what's the first thing that you say to that student? >> my advice would be to stay right here we love you, we'll take care of you. there's no need to go traveling right now. >> reporter: the fear that students will bring covid home without knowing they have it >> the only thing i'm concerned about is when i get there, i will be seeing my grandparents, and they are high risk, so that concerns me just a little bit. >> reporter: and there's a chance students bring the virus back to campus. >> i'm just -- i'm not comfortable taking a plane at this point in time. >> reporter: colleges and universities have been regular targets for covid. "the new york times" tracking covid on campuses found more than 250,000 cases and 80 deaths since last spring. scenes like this one worry administrators and health officials, a massive celebration after notre dame won a big game. the school is mandating students get tested before returning home for the break. among a number of schools taking that step. if the tests come back positive,

students will be told to stay. >> we want to make sure as you're sending students home, you're not adding to community spread so this is just a smart sensible policy. >> reporter: the american college health association has offered schools guidelines, discourage students from traveling home altogether, quarantine procedures are needed for students who travel back to campus anyone feeling ill should self-isolate and delay travel. some schools like syracuse and emory are ending their in-person semesters early. at boston university they are promising to get a bunch of turkeys and make it as nice as possible. >> we want to be good neighbors, good people in the society, and we want our students to also stay healthy. >> reporter: even if that means thanksgiving dinner to go in the dorm room. >> and, steph, testing obviously is super important, but it all comes down to resources, doesn't it >> reporter: yeah, it really does nyu has this testing facility here but not all schools have access to this

experts who's got some good answers for us this morning. hi, tom, good morning. >> hi, ladies, good morning. so the hotel and lodging association now says that 72% of americans are going to stay home, not travel over thanksgiving 69% staying home over the christmas holiday. but if you've already bought your ticket, what do you do? some people are now wrestling with that. should they go or heed the advice, stay safe and stay home. for many americans, thanksgiving tradition consists of family, turkey and travel. but now a surge of coronavirus nationwide has officials urging people to reconsider their travel plans >> people really should not travel for these holidays. >> things are getting worse and so those initial plans that you made several months ago, even several weeks ago, they may need to change. >> reporter: if you've already bought your plane ticket, the are waiving ticket change fees but cancelling your nonrefundable ticket doesn't mean you'll get your money back. instead, american, united,

delta, jetblue, southwest and alaska will give you a credit voucher. that voucher could be good for 12 to 24 months depending on the airline and when you bought the ticket, but the airlines will hold on to your money. >> airlines definitely need cash right now. not everyone uses a voucher. people forget about them, people don't use them it's all-around better for airlines to hold on to your money. >> reporter: the biggest airlines which have lost more than $20 billion the past two quarters have been looking to the traditional holiday rush to help their business. southwest the latest airline to stop blocking middle seats starting december 1st, making room for more passengers according to a recent survey, travelers are most concerned about air travel, specifically catching covid from other passengers while flying. for those looking to cancel hotel reservations along with their flights, experts say flexible change and cancellation policies are now offered by most major chains for new and existing bookings. >> and we are really excited to spend time together. >> reporter: liz and her family

haven't seen her in-laws since last christmas she cancelled their travel plans on monday. >> i know that my children want to hug their grandparents and have -- not have to have these fears around them. i was getting increasingly worried, so i actually feel relieved now knowing that i'm not taking this risk. >> reporter: a difficult decision, but one she says is worth it to protect the ones she loves. >> tom, for those still considering traveling, walk through some of the risk factors that they should take into account and how they could keep themselves safe. >> reporter: yeah, so we talked to the experts and kind of put up a checklist here, so let's talk through these as you make this decision. number one, are you going to be visiting anybody with a vulnerability or are you vulnerable in other words, anybody who's older or may have pre-existing conditions, diabetes, obesity, heart disease, any of those factors that could put you at an increased risk of having covid or contracting covid are you coming from, driving through or going to a hot spot think about that that's a lot of hot spots.

from, through or to. and if so, you may have to quarantine when you arrive, according to local county health officials, and you may have to take a test. so consider all of those factors as you're going through this decision are you driving or are you flying listen, they both carry risks, right? if you're driving, you're safe and contained inside a vehicle but you're going to have to make stops chances are along the way, so think through how you make those stops, the restroom break, whatever if you're flying, listen, being on a plane most studies indicate is pretty safe, but you have to go through an airport, maybe get on a parking tram or some sort of a subway in order to get to your rental car. all of those are tighter spaces and the risk increases in those spaces and lastly, consider your group size if you're going to go to family in the south and everybody can sit outside and have a big turkey dinner outside barbecue style, great if you're in the northeast, though, is it going to be more difficult when you're inside and it's colder to maintain six feet of separation?

consecutive storm to undergo rapid intensification. the storm is now a category 1 as it moves across nicaragua and central america. winds are still at 85 miles per hour the storm total is 20 to 30 inches, so really just a devastating storm to impact this area we are already watching yet another storm too. there is a 40% chance in the next five days that as thi disturbance moves into some ideal conditions, it could also strengthen into perhaps a named storm. that storm now would be kappa. we have good morning. i'm meteorologist kari hall. as we take a look at the incoming rain for the bay area, we are going to see those showers spreading in and we'll be tracking it with storm ranger as it right now approaches the far northern sonoma coast and we're going to see it spreading from north to south for today. as we go through our forecast some of that heavy rain and high winds will continue bringing in much cooler temperatures. by tomorrow we still have

a biopsy finding i had a more aggressive form of prostate cancer fortunately we caught it early. >> the cancer appears somewhat limited or confined to the prostate because it's more aggressive, we wanted to treat it we settled on removing the prostate. >> last monday i checked int memorial sloan kettering's josie robinson surgery center to have my prostate and several lymph nodes removed. it was a five-hour surgery and i'm told it went well. i was back home with debra and nick is very next day. the day after that i was back out and walking. >> make sure you get your prostate checked get that psa test. >> my cancer surgeon, dr. vincent laudone telling us the initial results look helpful >> the prognosis based on how the surgery went and based on his pathology report, everything looks very favorable we would say that al has no evidence of any cancer, but we will continue to monitor him for

tell me about that moment when you learned that it wasn't anywhere but there >> well, i was with deborah and nick it was like -- it was this great relief look, we're not out of the woods as we'll hear from dr. laudone, but for a first start, this is terrific this is terrific news. but i'm going to be up for, as a lot of people who deal and live with cancer, up for lifelong testing to make sure this doesn't come back. >> i'm glad you mentioned your doctor because he's with us now. dr. vincent laudone from vincent memorial cancer center, can we just say thank you thank you for taking such good care of our precious friend, al, who we think is a national treasure i'm sure you do now too now that you know him so what is -- his prognosis sounds really, really good, so what does he need to know going forward and what would the message that you want to share with others because al has been courageous letting everyone know

about this because he does want to help others. >> yes i mean as we all know, al is a great guy and he was also a great patient. as you saw, he was doing all the things that he could to help himself get better i think he really just wants to get back to work because i think he misses all of you but al's surgery went well as you heard in the tape, his pathology -- when we do cancer surgery, all the tissue that we remove goes down to the pathologist where it gets looked at so we have a better idea of the true nature and extent of the cancer and in al's case, things seem confined to the prostate so that gives him an excellent prognosis. but still we need to continue to monitor him. and so he is up for lifelong monitoring to make sure the cancer doesn't come back. >> dr. laudone, thank you. did you realize how many people love you, man? >> i truly didn't. you don't hear about this until you're dead. so it's kind of a moot point and by the way, i just want to give a shoutout to the folks at

year so i thought this would be a good time for me to put some fun stuff out for people and to enjoy it myself, so we're having a holly dolly christmas this year. >> we really are walking down memory lane i got to see a copy of your book "song teller." it is so cool. it's a coffee table book, it's pictures and words it's just a beautiful tribute to your life in music every time i read this stat, i just can't believe it, that you've written 3,000 songs in your life. and you've only recorded 450 of them >> well, i've got -- i write all the time, so people ask me how many i have and i say i've got thousands, i don't have any idea i've got 3,000 songs and maybe three good ones is basically when i say when i talk about that but i've been doing this all my life a lot of people are interested in how you write songs so this book just talks about where i was at the time emotionally, what made me write the songs, and, you know, just the stories behind it. it was really very involved.

it took several days to do it. it's out on audio also with my voice. but it just talks about my life in song and i'm a songwriter and a story teller, so song teller seemed to be the right name for it. >> we're looking at baby pictures of you and it's so much fun to see tell me if this is true. we heard that elvis heard one of your famous songs "i will always love you." he heard it and he said or his people said, dolly, we want to record that song, and you said no is that true >> well, it was a little more involved than that he actually had it worked up and they already was planning to do it in nashville the next morning. and so i had been told they were doing it i was so excited and the night before colonel tom parker, his manager, called and said you know, we don't record any songs with elvis unless we have publishing or at least half the publishing at that time that was my most important song and it broke my heart because it had nothing to do with elvis. i'm sure he was as disappointed

as i was, but i couldn't let them have the publishing on it so i had to say no to that but i always wished i had heard elvis sing it. but he did love the song and i was appreciative of that. >> i love reading about how you come up with songs, how you get to these stories, the backstory. and i read that you think that "jolene" and "i will always love you" could have been written on the same day a good day, i might add. >> a great day >> yeah, i would say so. actually we think that because when we were looking through all of my old cassettes trying to put those out on hard drives and just save them before they got destroyed, both those songs were on the same cassette usually since i write so often, if it wasn't the same day, it was during that period of time, no more than a week probably but both those songs were on the same album, the "jolene" album because i did write them around the same time, but i did not know that they were written at the same time.

so that was a good -- that was a good night if they were written the same night or the same week, yeah >> dolly, you've got a new cd out. you've got tons of duets some with your family, i love that your brother is on one of them one of them is with a brother of ours, jimmy fallon we're excited. is it true you may be singing that song for us around christmastime? >> yes, i'm actually singing with jimmy, i think, on the rockefeller -- do you have that on your network? the rockefeller show >> yes, we do. >> anyway, i'm doing the video with him on that i love him to death. so i think he did a wonderful job. i did have a lot of other artists on it. like you said, my brother, randy, i wrote a song called "you are my christmas. he was our christmas baby. i had billy ray cyrus, miley cyrus, willie nelson, michael buble. we had all kinds of wonderful people on this holly dolly christmas album. we were all looking for something to do while we were locked down.
