"today in the bay" continues right now. and our storm ranger busy yet again today tracking more rain. wet weather moving through the bay area right now as you take a look at all that green this wednesday morning. i'm laura garcia. >> and i'm marcus washington. we want to talk about the roads. we'll get to that in a bit with mike inouye. first that rain with meteorologist kari hall tracking it. how is it looking? it's looking really great to see the rain moving through and it will mostly be throughout the morning when we see the showers passing by. a lot of the heavier rain into parts of the peninsula. we're going to continue to watch this throughout the morning. how is it looking for the commute? >> kari, we still have a traffic alert. out of san francisco, as marked on the map, near the fremont exit.

one of your last san francisco exits. the left lanes are still blocked. chp trying to get a crew to run the traffic break so they can clear that big rig from the roadway. wet roadways continue like san leandro. a crash south 880 in the middle lanes. we're watching that and the green highlighting showing damp roadways. be careful. it is slick out there. back to you, laura. thank you very much. breaking news from pfizer on this covid vaccine. they plan to submit vaccine for approval within days and just finished phase three testing and is said to be 95% effective. pfizer adds effective for older people and has no serious side effects. the company expects to make 50 million dose this is year and more than 1 billion by the end of 2021.

last week pfizer initially said its vaccine was 90% effective. on monday moderna said its vaccine was nearly 95% effective. pfizer's vaccine needs to be stored in extremely cold temperatures. here is perspective on the size of california's recent surge in covid cases. i want to you take a look at this. back on october 1st we saw nearly 3,600 cases there. the latest state numbers, nearly 8,800. now that's an increase of nearly 150%. los angeles county has imposed a curfew to slow the spread. could the bay area be next? "today in the bay's" bob redell joins us live. bob, you have new information about how much indoor dining is inntributing to the spike cases. >> reporter: correct. good morning to you, laura. a recent study shows full-service restaurants pose the greatest risk for infection. but first about that curfew.

no indication yet the bay area will impose another curfew like we saw earlier this year. los angeles' curfew goes into effect this friday night from 10:00 to 6:00 the next morning for nonessential workers. dr. anthony fauci, sits on the president's coronavirus task force, spoke virtually while receiving an award from san jose state university. here are his thoughts on governor newsom's idea of perhaps implementing a curfew in other parts of the state. >> sometimes when you're dealing with a seriousness of a situation right now, i leave it up to the good judgment of the leaders of your states and cities to make that. if they make that decision, i certainly think the basis upon which it is sound, i would back that. >> reporter: stanford scientists, this was a study published in the journal "nature" found new infections are linked to public places.

full-service restaurants are the riskiest because they're more crowded and people stay longer. the study found those locations to be three times as risky as fitness centers, the next riskiest location. adults who tested positive were twice as likely to have eaten inside a restaurant compared to those who came back negative. an infectious disease physician says it's crucial people do all they can to slow the spread in the next couple of weeks. wear a mask and keep your social distance. >> and if everybody started doing what they needed to do and stuck with it and were consistent with it all the time starting from now, in a month there would be very few cases. >> reporter: california is in its steepest spike of cases yet. people are urged to not have big thanksgiving gatherings next week f. you are, they ask you keep it outdoors. bob redell, "today in the bay."

bob, thank you. turning now to the transition turmoil on capitol hill. a live look this morning at the white house. president trump has fired his top election security official chris krebs. >> the news came on twitter but was expected. krebs said the president's claims of election fraud are not true. "today in the bay's" tracie potts has more from washington and reaction and a look at president-elect joe biden's plan. >> reporter: the trump administration official who called this the most secure election in american history found out on twitter he's been fired. top u.s. election security official chris krebs started the rumor control blog debunking president trump's baseless claims of fraud. >> i do have confidence that the vote is secure, the results will be secure. >> reporter: the president called him highly inaccurate. krebs tweeted honor to serve, we

did it right. the biden team says he should be commended for his service in protecting our elections not fired for telling the truth. krebs' firing comes as the trump administration continues to deny president-elect joe biden's classified briefings. >> there'so n reason not to be giving former vice president biden and senator harris the intelligence briefings. >> i'm unable to get the briefings ordinarily that would have come by now. >> reporter: the president's chief ally reassuring the public. >> we'll have an orderly transfer from this administration to the next one. what we all say about it is, frankly, irrelevant. >> reporter: biden also shut out of coronavirus planning. the latest report from the white house task force warns of aggressive, unrelenting, expanding broad community spread noting holiday gatherings could make things worse. tracie potts, nbc news. georgia is on track to finish its hand recount today and certify the results by

friday. two-counties have uncovered a few thousand extra votes that were tabulated. joe biden still leading by about 13,000. and it's 5:06 this morning and developing for you so far no update from san francisco police on the man shot by officers yesterday near the busy powell station. now this happened at about 5:00 p.m. near the cable car turnaround along market street. police say officers responded to a fight, a man involved in the fight refused to drop his knife. >> san francisco police officers deployed less lethal weapons also known as extended range impact weapons. a san francisco's sheriff's deputy was also on scene and deployed a taser. >> the man was taken to the hospital. we're still working to find out his condition. police and the d.a.'s office are investigating. today marks 42 years since the jonestown massacre and a memorial service is planned for tonight in oakland.

more than 900 americans died when people's temple cult leader jim jones ordered his followers to drink kool-aid and it was laced with cyanide. it follows the murders of five people at a nearby airstrip where bay area representative jackie speier barely escaped with her life. tonight's memorial takes place at evergreen cemetery with more than 400 victims are buried. it will also be shown online. contra costa county is boosting protection for business owners struggling to make it in the bay. an eviction ban set to expire this month. impacted by the pandemic also have protections locked in at least through january. new details on san francisco's long-term telecommuting plan. the goal was to require bay area employers have 60% of their employees work from home on any

one of the busy roadways for the morning commute and on 280 heavy rain approaching. over to east san jose and we're going to see the light rain continuing as it moves into the south bay. mike, how is that impacting the commute? you talked about wet roads, san leandro off 580, off 880 nearby wet roads and all lanes right now are blocked around davis street. it should be temporary as there's a crash and a disabled vehicle between marina and davis. that's a big jab and eastbound is your alternate. the wet roads are causing an issue and a broader view there's still the alert for the big rig crash around the fremont exit. i think that traffic break may

recovery there southbound 880 heading to davis street. again, you should see recovery out of oakland. east out of san francisco and into oakland we still have the crash blocking many lanes. eastbound 80 at fremont street exit. well, good morning. a very happy wednesday to you as well. markets look to push higher this morning after that news that laura brought you that pfizer said it had wrapped up its testing for its covid vaccine. the company says perhaps 50 million doses this year. that sounds like a lot but that would only be enough to vaccinate everyone in california and texas. we saw kamala harris return to the senate for the first time for the first time since she became vice president-elect. she was there to vote against the nomination of a controversial pick for the board of the federal reserve, judy shelton. shelton is opposed by many

democrats but lots of republicans and even current members of the fed for her unusual ideas about the economy and her opinion that the fed should be more lyle to the office of the president. harris' vote was enough to sink the nomination for now. the faa cleared the boeing 737 max to fly. pilots need to be trained. a bay area drone company has scored new funding. $50 million says it'll move much of its operations to bend, oregon. i spoke with the ceo who says less of a move, more of an expansion. one way or the other the high cost was a factor. >> the bay area is the most expensive market to live in. so bend is on average 25% che

peninsula. i wanted to zoom in on the east bay as we've seen some of the really heavy rain moving through san ramon, extending over back to san leandro and right on 580 some of the busy roadways we have as people head out for the commute. and then we've seen some heavy rain moving through los altos and approaching palo alto. through the santa cruz mountains where it is pouring right now, but that may affect the commute on 280. moving over to san jose, some light rain returning to the city right now, and that will be moving over to milpitas in the next few minutes. as we get a look at what's going on and the rain measured, high amounts for places like mt. tam, 4 inches of rain. over to santa rosa an inch of rain there. napa had half an inch of rain and 0.3 for san francisco. almost a quarter inch in the east san jose and alum rock. and then for scotts valley an inch and a half. almost an inch and a half for mt. diablo.

looking at the sierra snowfall, we've also measured for the season a couple feet of snow and it's still coming down as that winter storm warning continues. here we're looking at the rain tapering off the next few hours but there still may be spotty rain through at least early in the afternoon. the rest of the day will be clearing out as we're still looking at some rain chances for parts of the north bay for early in the afternoon, but the rest of the forecast is all dry. mike, you've been tracking the traffic alert. sounds like it's clearing up. the traffic flow is clearing up. the alert is still there. we'll go with the flow right now. chp is busy and getting out of san francisco where we have this big rig involved crash blocking a majority on the lower deck. chp was running a traffic break and, again, the speed sensors just cleared a couple seconds ago. i think they have cleared that alert. meanwhile over in san leandro i've circled the crash 880 at davis street. that crash and a disabled vehicle both in the same area

testing lines as cases spike there. hundreds of cars waited outside in madison. starting today indoor gatherings around madison are banned and outdoor gatherings are limited to it ten people. new this morning the justice department charging seven people with stealing millions of dollars in covid relief funds. investigators say they bought luxury products including lamborghinis and porsches. the suspects from texas and illinois are being charged with wire fraud. all hail the queen. the beloved country music great dolly parton actually has a part in the race for a vaccine. >> so earlier this year parton donated $1 million to vanderbilt's medical center which helps fund moderna's vaccine development. the company revealed early results show its own vaccine is nearly 95% effective. and if dolly has anything to do with it that will make you smile. move on over, burgers and

>> and i'm marcus washington. when it rains, let's talk about it with meteorologist kari hall. sticking around longer? >> a little bit longer moving through the peninsula and as the rain continues to move through, we are adding up on the rainfall totals. the heaviest rain still moving through right along 580 and north as you move over to 680 through san ramon. we've seen pockets of heavy downpours but for the peninsula approaching palo alto and light rain that's moving through san jose. so we're also getting some additional rainfall totals here. chilly temperatures today and dry weather returns in the forecast. i'll have more on that coming up in a few minutes. mike, you've been tracking the traffic alert. kari, it continues over in san francisco, getting out on the lower deck of the bay bridge. we'll show you on the map it's eastbound 80, one of your last exits.

they will need a traffic break blocking the left lanes right now. expect some slowing as speeds have improved the last few minutes, though, getting on the lower deck eastbound. westbound the commute direction moves just fine. another crash in san leandro blocks lanes southbound at davis street. we'll check on the details and get more information. look at all the green highlighting. still slick roads around the bay. breaking news for you this morning, pfizer says results for its covid vaccine show it's actually 95% effective and not the 90% first announced last week. the drug company just finished phase three testing and plans to submit results within days for final fda approval. pfizer expects to make 50 million dose this is year and up to 1.3 billion doses by the end of 2021. you may remember on monday moderna said its vaccine is nearly 95% effective. unlike pfizer's vaccine it does not have to be stored in extremely cold temperatures.

as the covid surge continues testing becomes more and more critical to slow the spread. one east bay company says it has a new weapon to help in the battle. "today in the bay's" cierra johnson is live in emeryville to introduce us to a company whose test was given the green light. this could be big, cierra. >> reporter: good morning. yes, some good news for the emeryville-based company. it's lucira health and their rapid covid test was just given emergency approval by the fda. here is what you need to know about the test. the process is similar to a traditional test. you swab your nose, swirl that swab in a vial and place in a portable device. you are able to receive the results in 30 minutes. this test is considered rapid. the test is expected to cost $50 but there is a catch. you will need a prescription to get it and they're saying the

test should be available in the spring. so all of that very good news. alameda county begins their new restrictions today. alameda along with several other bay area counties are now in the purple tier which is the most restrictive. restaurants, wineries, places of worship and gyms are only allowed to operate outside. retail and malls are now capped at 25% capacity. also, any school that already has students doing in-person learning, they're allowed to continue that but no new schools are allowed to reopen in-person learning. so as we continue this fight against covid bank of america is partnering with the school of arts and culture to provide covid testing, free soap and free masks. this is happening in san jose from 1:00 to 7:00 at the school of arts and culture at mexican heritage plaza, again, in san jose. a lot happening in this fight but, of course, it's so important to remain vigilant. we're live in emeryville, cierra

johnson for "today in the bay." >> thank you. doctors say within the next few weeks it will be critical in slowing the spread of covid surge across the bay area. 12% of cases will become hospitalizations within the next three weeks and there are concerns that the health care system could be overwhelmed. santa clara county hospitals have 87 covid patients in mid october. now 151. in san francisco a similar trend on october 18th. 17 covid patients were hospitalized. now there are 39. an infectious disease expert at stanford says luckily hospitals are not overwhelmed the same way we're seeing in other states. >> we have capacity now. we have medications. we have ppe. but things can change very quickly. >> now she says if everyone wore a mask and practiced social distancing there would be fewer cases in about a month. new this morning another

small but critical step in getting san francisco students back into the classroom. board members yesterday signed off on a time line for a planned january 25th return date. even if things go well between now and then only the youngest elementary school students would return right away. of course recent rollbacks due to the surge in cases is putting everything in limbo. the situation now the same across the bay area. most schools that have not yet reopened now have to press pause. according to "the press democrat" the latest developments may have an impact when santa rosa school leaders vote on their return plans next month. the vta suddenly putting the brakes on plans to cut commuter lines. instead it plans to put out more service in just a matter of weeks. the agency yesterday announced too many passengers are skipping crowded buses for potential health risks. to accommodate those lines more buses will be added. the vta does tell "the mercury news" it's still dealing with long-term budget problems that will likely be addressed further

down the road. thanksgiving is a holiday all about tradition, but what does that mean in a year unlike any other? our public health leaders are asking us to limit our interactions so that we hit the supermarkets to see what people are planning to do. that's what we did. "today in the bay's" kris sanchez is joining us live from san jose. kris, what did you find out? >> reporter: well, i can tell that you overwhelmingly people said they were going to listen to that expert advice of staying home and keeping things small but they were very interested in having that traditional thanksgiving meal. >> i would say 25% of it, chicken rather than turkey. and on standby squash and broccoli. >> we just got our turkey but we're going to stay home just the two of us and make all of the massive amounts of food i usually do but eat it just the two of us. >> we're doing what's responsible and we're going to

try to distance ourselves from each other. and if we're not eating we're going to wear a mask. that's the rule. >> reporter: when the governor moved several areas back into the restrictive purple tiers, he reiterated that advice and shut down a number of indoor dining options. safeway told us they're seeing more people shopping early for the holiday meals at home but they say they're ready for that. >> over the past few months we've been building up supply to meet the increased need during the holiday season. you can find your traditional staples as well as fresh ingredients. >> reporter: some things to keep in mind if you are ordering a premade meal from a market like safeway or a restaurant make sure you order early so they don't run out and if you're hoping for curbside delivery plan ahead. at target alone demand for curbside service is up 700%. folks did say there's one bright spot of not having that big

were up by 19% in october. the average price for a home in the bay area hit just over a million dollars which is up by 17% from last year. and condo sales are also up by more than 3%. we've been looking at the rain. storm ranger busy looking at the skies and so is meteorologist kari hall. how are we looking? >> we are seeing the rain moving through. that's our storm ranger. a lot of the rain has shifted over to parts of the east bay as well as the south bay. now we are going to see the spotty showers continuing for the next couple of hours but really winding down for most of us, only some additional light rain expected in some spots especially for the north bay. here we are at 11:30 and we are still seeing some downpours in parts of the north bay while other areas are dry and we'll see that moving out later today. cooler, dry weather. we'll talk more about that in a few minutes. mike, how is it looking with the

wet roads and the commute? kari, let's just show folks because we have a camera -- we have many cameras but the one i will show you is at the bay bridge toll plaza, slick roadways. a very nice, light volume building up a bit. we'll see the brakes tapping in the middle lanes first if everything goes according to pattern. the map shows that you westbound indeed does show a little bit of slowing on the sensors into san francisco but i've circled the alert getting out of city. we still have that traffic alert for lanes on your left. getting to the span, meanwhile, in san leandro a number of incidents. one is still going on southbound 880 at davis. the slow lane is still blocked by a crash. there was an earlier disabled vehicle. another crash and rain slicked roadways for 880 and 580. overall things are moving smoothly. the slowing that started in san jose. we'll show that to you shortly. back to you. >> thanks, mike.

the time is 5:43 f. you're in san jose you're probably hearing the rain hitting the roof as we get another round of some showers coming through. we desperately need it because yesterday we didn't get so much in the city. so we'll be talking about how much rain we've all measured in the forecast coming up. kari, i just noticed the same thing on our cameras in san jose. 101 northbound, a live look shows you the rain on the roadway, rain on the lens, slick conditions and blurry for your windshield.

wet pavement over there. an issue for your activity and slowing activity because those metering lights getting ready to turn on slowing on the incline, marcus. >> thanks, mike. it didn't take long for jurors to reach a verdict in the trial of the accused norcal rapist. this morning that verdict will be read. 60-year-old roy charles waller from benicia is accused in a series of attacks between 1991 and 2006 in six counties including three right here in the bay area. now authorities arrested waller with the help of dna evidence. his trial took place in sacramento and jurors only received that case yesterday and had a verdict within hours. governor newsom hasn't tipped his hand on who will fill kamala harris seat. harris is the only black woman senator, and some believe newsom should consider that in his decision bringing the east bay barbara lee to mind. others argue california is 40% latino but never had a latino senator suggesting he should

in pennsylvania yesterday. an associated press reporter called his performance rusty. giuliani argued votes in pennsylvania were fraudulent, but the judge reminded him the lawsuit trump brought in federal court does not include allegations of voter fraud. there's a separate case in pennsylvania, a state supreme court case, that a panel of judges ruling 5-2 to throw that one out. one judge who voted in the dissent against the dismissal wasn't even on the president's side saying the case was misguided from the start. we're watching all of these cases. there's a lot to keep track of. we are talking about it on twitter. you can find me @scottmcgrew. all right. thanks so much, scott. state health experts warn against unnecessary travel during the pandemic, l.a.x. is rolling out on site testing for travelers at three terminals. the new program is set to open next month. passengers will be swabbed with a test turned over to an on site rapid testing lab.

storm ranger tracking it as we see the heavier rain. i wanted to zoom in to show you what it's like before you head out the door especially around san ramon. notice the yellows and the reds there that indicates some heavy rain. it's been sitting on 680 and staying north of 580 for now. as we move to the south bay the rain returning here, moving into santa clara as well as milpitas and mostly in downtown san jose some light rain moving to east san jose, moving through alum rock and evergreen. we're watching that for you. let's talk about how much rain we've already measured in mt. tam nearly 4 inches of rain. that was a pretty good soaking there. in santa rosa over an inch. napa, half an inch. 0.3 in san francisco. almost a quarter inch of rain around the alum rock area. over to scotts valley an inch and a half there. a little over an inch in mt. diablo, berkeley hills over three-quarters of an inch there. morgan hill nearing half an inch

and a quarter inch in livermore. so we're still looking out for a chance of some spotty showers throughout the morning. overall the trend will be for that rain to taper off. some cloudy skies and still a chance of some showers especially for the north bay. most of the bay area will stay dry and look how cool it will be only reaching the upper 50s and low 60s behind the cold front that moves through and still will be breezy. our forecast shows that we're going to have some dry weather. no more rain headed our way and it even looks dry leading into thanksgiving. mike, you've been tracking the wet roads this morning and the impact on the commute. that's right. now we're seeing the commute sorting itself out. you can barely see the pavement because all lanes have filled in over the last five minutes alone. that's a slower drive westbound. now that's better news for eastbound, though.

welcome back to you. 5:57 this morning. and here is something you don't see. launching off successfully but then it nose dives into the ground. the european space agency said the rocket had problems eight minutes after liftoff. officials say the wrong cabling and human error is likely to blame. the rocket was taking two european satellites into orbit. contra costa county is boosting protections for business owners struggling to make it in the bay. supervisors voted to extend an eviction ban set to expire at the end of this month. small business tenants are now protected until the end of january. renters in contra costa county impacted have protections locked in at least through january.
