now. >> a very good now thursday morning to you, thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. we're starting out with fog in some parts of the bay area. kari hall is tracking that for us. kari, i saw a little bit coming in this morning. >> the visibility cut down in some spots down to zero. looking good here in downtown san jose and that fog will cause a lot of problems for the morning commute, especially in the north bay and then the sunshine returns this afternoon and there is no rain in the forecast. let's get to that visibility right now as we look at livermore down to zero and only a quarter mile visibility in novato and half mile visibility in santa rosa. we'll talk more about this coming up. mike, how is it looking for the commute? >> kari, that advisory those numbers we'll show with that camera. the golden gate bridge an easy drive as far as the volume of traffic but the fog advisory

from chp as we talk about fog impeding the view of the bridge itself. there goes a car able to go normally. the fog shows you farther and yellow highlighting and a crash on 780 and we'll detail that coming into vallejo and we'll track it. back to you. >> thank you very much. breaking new developments overnight in the search for a covid-19 vaccine. astrazeneca says that phase two trials with the vaccine it is working on with oxford university are safe and create an immune response from the virus, including in older adults over the age of 70. now, this is important as that age group tends to see the most severe cases of covid-19. and those infections can lead to death. the testing does not assess the vaccine's efficacy, something its phase three trials are currently trying to confirm. the progress is very much needed here in california. the state has more than 1

million cases. nearly 10,000 new covid cases were added. the positivity rate is also rising. the seven-day average is at 5.3%. and we are now one week from thanksgiving and many americans rushing out to get the covid test ahead of the holidays, including up and down california. the past few weeks we've been watching people in those long lines at dodger stadium down in l.a. and they have really been working trying to get those tests before the holidays. the cdc says that thanksgiving gatherings are a high risk so many people are taking precaution ahead of time. doctors say it's ideal to get tested two days before thanksgiving, but the high volume of tests could cause problems. >> there's a lot of lag between testing and resulting and there will be presumably a lag between when you get the test and when you meet with your family members. >> doctors say even with a negative test, you should still wear a mask and keep your distance. b.a.r.t. leaders are meeting today to try to figure out how

to close a $33 million budget deficit because they are saying they have fewer riders. it includes voting on possible early retirement buyout plans that may actually lower the work force as much as 40%. another option is weekend service cuts. everything is on the table, including the possibility of additional layoffs. well, a former trash company executive is due to make his first appearance in court next week. this is in connection to the public works scandal that rocks san francisco city hall. federal prosecutors charged paul. a former public works director. a community relations manager until this summer and in one case accused of sending nuru $20,000 to increase city fees. the company issued a statement saying it has not been charged in any wrongdoing. san jose leaders are taking

critical steps in the police department reforms that they're looking for. the "mercury news" reports that committees yesterday approved mayor sam liccardo's plan to begin negotiations with police about proposed department changes. it may eventually include having the conduct allegations reviewed outse the department. before any of the proposed changes happen, the police officer's union will still have to approve. well, new video to show you and just another reminder to take it slow on the roads this morning. take a look at this. so chp sharing this video. this is from a nearby car's d h dashcam. that driver distracted and launching into the air. this is in modesto. the driver did walk away with minor injuries. time now to take a look at the forecast for today. that rain cleared out of the area and now, kari, we're hoping for a nice day ahead.

right now at 4:40, we're dealing with some low visibility in the trivalley, as well as the north bay. some spots visibility is at zero. once we get past this fog, we clear out and we'll have a nice and cool day. i'll talk more about that and the forecast coming up in a few minutes. yeah, kari. that fog, that zero visibility registering over in the dublin area off of 580 is the concern. let's look at the dublin camera where we can see what we can see. not that far from the freeway for the rooftop camera. that is tough getting to 580 even tougher and roads coming out of brentwood and discovery bay and very dark and very tough to see this morning. be careful folks as we look at the golden gate bridge chp gives an advisory for that bridge and you can see why hard to see.

well, here we go on this thursday morning. taking a live look out in san francisco. looks like the lights are all out but we're bringing the sunshine this morning. 4:46 for you this morning. and, of course, we were talking about the rain earlier this week. that has moved out. so, kari, what are we looking at today? >> this morning the issue is fog. some of us are barely able to see past the headlights as you head to work this morning. once that moves out, we're in for a nice day. the wide view of the weather system that passed by way off to the east and clouds to the west of us. but that will just roll in and out throughout this morning. as you make plans and you are in san jose and head out for a jog. temperatures in the upper 40s so you will at least need long sleeves and then the rest of the day it gradually warms up as we

see the sun peeking out from behind those clouds this afternoon. let's get a look at all our highs because it will be a little cool for us reaching 60 degrees in milpitas and south county up to 63 in gilroy and 62 for a high in concord and also 62 today in oakland. right along the coastline, we'll see that fog linger a little bit longer for the afternoon reaching to 58 in half moon and san francisco also in the upper 50s today while the north bay highs will reach into the low 60s this afternoon. nova novato. looking ahead, it stays dry. even though there will be some weather systems passing to our north, the bay area looks to remain dry into the weekend as well as early next week and even looking ahead to thanksgiving. we're not going to see any rain here but if you're traveling north, expect some rain across parts of the pacific northwest. as we look at our forecast here, well, it's just going to clear

out and we're going to have a nice, quiet weather pattern. more of the same weather each and every day. but, unfortunately, no more rain coming our way and chilly mornings dropping down into the mid 30s with highs reaching into the low to mid 60s and even into next week, we're, once again, looking at sunshine in the forecast with san francisco mainly reaching into the low 60s. mike, we've been monitoring the fog, how's it looking right now? any problems popping up? >> you know, no problems reported but clearly i've heard friends from the trivalley coming out of brentwood and 580 very tough to see, kari, you talked about zero visibility there. look at our maps and the yellow blob and that's where we have dense fog through the north bay, as well. keep that in mind out of vallejo over towards petaluma and down towards san rafael. but freeway, highway 101 moves very smoothly right now. a nice drive coming through most of the area as far as the speeds

are concerned but lower those speeds. trivalley will have a lot of fog. our fremont camera does show even down closer to tesla the fog in the background. be careful. >> thank you very much, mike. pandemic is approaching crisis levels in l.a. county. just yesterday health officials confirmed more than 3,900 new cases. the highest since the summer surge. if the trend continues and cases rise to 4,500 per day the county is threatening to impose a three-week lockdown and curfew. ahead of the holidays, long lines at testing sites are persisting. starting tomorrow new regulations planned to limit outdoor capacity in restaurants and shut them down at 10:00 p.m. restaurants will also see capacity limitation. the people that go will be able to access some parts of california adventure park, rides

will be open, but those who attend will take in some of the heights inside the anaheim theme park for the first time since march. the area decorated for the holidays and covid-19 safety measures are in place for those guests to visit safely. there is no timeline for disneyland or other california theme parks to reopen. san diego county health leaders have given out over 30 cease and desist letters to businesses holding indoor operations. earlier this month the county will back into the most restrictive tier. one business owner said she didn't have any cases linked to her studio and she thought it was okay to continue classes indoors. the letter from the county was a reality check. >> we know that this business is important to so many people and we don't want to see our business go anywhere else that may be outside. we would hate to shut down permanently. >> health leaders say if businesses don't comply with the warning letters, they could face

criminal prosecution and 1,000 fines. despite the economic turmoil, california has an unexpected windfall. this is at the end of the year. so, the state's budget analysts say that there is a surprise $26 billion additional dollars in the cou the, which should knock a big chunk out of the current $54 billion budget deficit. meanwhile, when it comes to city budget a new state assessment finds nine are at the highest risk for serious financial distress due to heavy debt loads. richmond and neighboring elcerito are among them. that study ranks the fiscal health of 453 cities. new for you this morning, if you feel like you need a fresh start during the pandemic, consider this. new research from the european intelligence unit put paris, hong kong and zurich as the most expensive cities worldwide to live in 2020.

by later today the sunshine returns and the it remains in the forecast. not going to see any more rain in the foreseeable future. as we get a look at what's going on right now, we have a quarter mile visibility through the trivalley over towards hayward as well as napa this morning. so, we'll be continuing to watch that. mike, how's it looking for the commute? >> kari, exactly what you're warning about. the early commute and the fog combining over here near our dublin camera. the glow of lights coming over towards us right around tasahara. that will show you where the camera is located right by the arrow and the dense fog will catch you coming through livermore and towards sunol highway 84. in the backup there, we also have a crash at north and those are all areas with heavier commute right now supposed to make the way into the area with dense fog. fog advisory for the golden gate bridge does exist and we'll
