it's all nice and quiet. cold temperatures this morning. some spots in the north bay into the 30s but it will be a touch warmer for the afternoon compared to yesterday. we have lots of sunshine in our weekend forecast and even through thanksgiving we are looking at some dry weather as we take a look at our highs today, mid-60s for the inland valleys and we're going to see some low 60s near the coastline. we'll take a look ahead to what we can expect coming up. mike, what can we expect just driving to work? well, a lot better view of the roadway than yesterday, kari. a few patches of fog but not like yesterday. these are the usual north bay suspects here. a look at your map, a smooth drive for the green sensors. it is cold so that will be an issue for folks on the freeway. zoom in over to highway 4 through concord this is where we see slowing and this crew for westbound highway 4 is scheduled to be picking up right now. looks like that's what they're doing. that's usually the cause of some

slowing just before everything clears up. getting to the bay bridge, send it right back to you, laura. all right, thank you very much, mike. breaking news we're following for you that morning firefighters at the scene of a san francisco high-rise fire, the crews now say injured five people. this started a little bit before 2:00 a.m. on davis court just off the embarcadero near the plaza. this is video that was posted online on citizen app. we know that flames burned several units on the 11th floor and the building was evacuated. some residents, we understand, have been allowed back inside. the fire has been knocked down. we know at least two people hurt will be okay. our cierra johnson is gathering more information. she will join us with a live report at the bottom of the hour. to our top story in less than 24 hours a new nighttime curfew starts for all counties in california's purple tier which includes all bay area counties except san francisco, san mateo and marin. this also covers about 95% of the population.

>> so the curfew goes into effect until tomorrow night. everyone will be told to stay home between 10:00 p.m. and 5:00 a.m. with a few exceptions. the curfew will remain in place for the next month. bay area restaurants this morning are scrambling a lot more than just eggs. they're scrambling to find ways to adjust to the curfew. >> "today in the bay's" sharon katsuda is live for us in downtown walnut creek. how are the struggling business owners coping with all of this? >> reporter: yes, marcus and laura -- what timing, the street cleaner is behind us. you can see just behind me there's a lot of outdoor dining areas. this weekend it was packed with people getting indoors that had to shut down because we're in the purple tier now and starting tomorrow night there is a curfew this is, of course, in response to covid numbers and struggled to maintain something of a nightlife and the curfew will

make it even tougher, theaters, bars and restaurants, businesses and customers will have to adapt. >> on the weekends we were allowed to extend until midnight and we were busy right up until that time. we were happy with that extension while we had it. >> about to curb some type of spread from the nightlife. i believe so. >> reporter: they are trying to survive with no indoor seating and a curfew from 10:00 p.m. to 5:00 a.m. starting tomorrow night to december 21st. those in the red tier don't have to follow the purple tier curfew yet but some of the areas are complaining saying the curfew isn't fair to those areas with smaller populations.

now the few remaining bay area counties that are still in the red tier say they, of course, will comply and as far as law enforcement, law enforcement says they will focus more on education than citations. reporting live, i'm sharon katsuda, "today in the bay." >> all right, thanks so much, sharon. the u.s. and parts of california seeing record numbers of covid cases. nationwide yesterday more than 185,000 new cases were confirmed. that in itself is a single day record. california recorded its fourth highest numbers more than 11,000 new cases. the highest one-day total since august. >> president-elect joe biden's transition to power focuses on delaware today where he plans to sit down with house speaker nancy pelosi and senate minority leader chuck schumer. meanwhile president trump has a meeting of his own with republican legislative leaders from michigan. as "today in the bay's" alex

giuliani continuing to push an unproven conspiracy of voter fraud. >> they made significant mistakes, like all crooks do, and we caught them. >> reporter: giuliani refusing to give reporters evidence to back up his claims that have been falling flat in the courts. the campaign withdrawing a lawsuit in michigan just yesterday. republican senators now weighing in. ben sass saying, quote, wild press conferences erode public trust, adding we are a nation of laws not tweets. senator mitt romney accusing the president of resorting to, quote, overt pressure on state and local officials to subvert the will of the people. in washington, alice barr, nbc news. happening today georgia plans to officially certify its elections results two and a half weeks after election day. and mere hours after the state last night confirmed joe biden won the election there. that's confirmed by a complete hand count which gave biden 12,000 vote margin.

a statement saying georgia included the legal in its counts and plans to pursue all legal options. new details as more people are working from home. federal immigration officers are apparently making home visits to h 1b visa holders as they adjust to the pandemic. homeland security agents have been emailing h1b visa holders to set up meetings. at least two people were not contacted before immigration officers showed up at their homes with questions. as part of its deal to emerge from bankruptcy pg&e agreed to regionalize its territories, and that, of course, is a complicated process. the state utilities commission will hold a virtual work shshop how the process is going to work.

breaking up into five regions, before fire season ramps up next year. and a harsh assessment from state auditors office may hit home for people trying to make it in the bay as the state's housing crisis five years ago that's when it was happening. one agency allowed nearly $3 billion in affordable housing money to slip through its fingers. the new audit finds california's debt limits allocation committee and the treasury department mismanaged $2.7 billion of bond capacity. eventually the bonds expired. that money could have been used to develop to build thousands of affordable housing unlts statewide. the report cites a lack of comprehensive plans to most effectively use affordable housing resources. the new audit finds -- >> hold on, one second. i think this is a story on the dam because new this morning it's now getting close to empty.

the santa clara county water district gave us the video saying it is now 7% full. the dam is being drained at a rate of about 200 acre feet per day. could be 3% full by mid-december if there's no significant rain. teams are getting ready it to do a massive earthquake retrofit on that. that's quite a lot of progress that they've made up there at anderson dam. in the meantime talking about no significant ran in the forecast there isn't for the next, what, seven days or so, kari? at least and we've been watching our reservoir levels drop as well. let me show you what it looks like at the rest of our reservoirs though that one has been drained on purpose. the other ones are very low because of the lack of rainfall. right now our south bay reservoir is only at 33% of historical average so very low water levels and no rain headed our way.

let's go around the bay as we are seeing temperatures and sunshine that will reach into the low 60s for today. mike, how is it looking right now for the commute? it looks like folks are going about 65, the limit, around much of the bay. we look at the green sensors, no major problems. the area where you expect and find the only nongreen is over here coming out of the altamont. your drive typical until you get to north flynn and then it's all clear. now it's a smooth drive getting down the east shore freeway. yesterday there were a lot of delays in the morning because of lower visibility this morning. to the bay bridge toll plaza where the roadway or the lanes are clear and actually so is the view. we can see emeryville where we couldn't yesterday. back to you. >> thank you very much. work to go stay open and protect customers. still ahead at 5:25 on "today in the bay" the extreme measures one new york city restaurant is now taking before allowing customers to dine in.

right now at 5:13 as you get ready to head out the door in parts of the east bay we are starting out at 40 degrees, a very chilly morning but it's all clear, no fog for you as you drive to work and we'll be in the mid-50s by 10:00, a nice warm-up for the afternoon. a look at our microclimates in the forecast coming up. kari, you're in the east bay the other side north bay into san francisco. the peninsula side, a quick look at the golden gate bridge shows what kari just said, no fog, at least not like yesterday here. we do have a little patchy fog north of san rafael but not a problem for drivers on that portion of 101. we're used to that. good morning and very happy friday to you as well. president trump today will sign orders to order lower prescription prices, the final piece of the effort he started

back in july. now there are going to be two new rules, one limiting the amount ofon m when negotiangti deals and another that will peg the price the government is willing to pay for some drugs to what other countries pay. meanwhile, his secretary of the treasury, steven mnuchin, is ending two programs to lend money to businesses to support them during the covid crisis. the emergency funds were designed to help prop up the economy and make the credit markets run more smoothly. the fed supplies the money, the white house handles the loans. now the white house says the system did its job and should be shut down. the fed absolutely disagrees and says it's the wrong move but can't do anything about it. talking about people's activities while cooped up at home translating into some profits for companies. williams sonoma says revenues rose 22% compared to this time last year as people took up

cooking as a new hobby perhaps. speaking of food, this came up on my iphone. it's kari and me back at the safeway when you could walk around without a mask. we were taking part in the annual food drive for bay area food banks stopping shoppers, asking them for a donation. we've been doing this for years. we tried to find some video of me doing this and were able to find six seconds of me. if i talk long enough you'll see this video loop, sure enough. we have six seconds. oodles of video of kris sanchez and the same for mike inouye. my favorite part the food drive which you took part in, too, and i know there's lots of video for you. johnson and johnson, the safeway i was working at, and handed over an envelope -- i mean a thick envelope full of cash they had raised at johnson and johnson. hand it had over as their donation. i'm sure they're doing it again this year. you have to do it yourself. you've been telling folks we're still doing this.

we are going to be very chilly as we are starting out with some 30s in parts of the north bay. make sure you're all bundled up for the start of the day and it's going to feel a lot more comfortable for the afternoon. let's head to the time line at 2:00, in dublin 63 degrees. 63 in mill valley and free mon at 62 degrees. mid-60s for the south bay. take it in. it's going to be beautiful as we enjoy some seasonable weather for this time in november and it's also going to be dry as we get a look at our forecast. tonight it's going to cool off. we're going to be in this dry pattern for the next several days. in fact, even as we start to see these storm systems moving into the pacific northwest, they dry out before they make it to the bay area. so we are going to stay very dry. nice to get some rain but, of course, this is also the time that some people will be going to visit family. of course they're not encouraging the large gatherings. we are going to see some

temperatures reaching into the mid-60s into early next week, so we'll be slightly cooler on wednesday. and if you're planning to have thanksgiving dinner outside 61 degrees for a high. morning temperatures will be very chilly with some low to mid-30s in our inland valleys. looking at san francisco expect those highs to reach into the low 60s and we're going to continue on this weather pattern. very quiet conditions. we'll see if we can get some rain. so it's dry and it's also clear, mike, for the morning commute. and it's also cold, kari. sometimes we see that, unfortunately, some folks don't have housing and keeping warm. that's often the case like over here on the map. northbound right around tully and story road reports of fire. i've marked that with a circle, the incident. we sometimes see some slowing. not this morning. even during the quarantine where we don't have as much of a

us a call 888-996-tips. have a great weekend. back to the pandemic, san diego county sheriff is now cracking down on businesses, not following covid restrictions. the department has a simple group of deputies dedicated to following up on complaints. violators first receive a warning and then moves to citations. san diego county has issued more than 50 cease and desist orders to businesses violating the health orders. new this morning instead of making a reservation to get food you have to get a covid test. that's a new strategy for one new york restaurant. starting next week the city winery will conduct a rapid test on every customer before they sit down to eat indoors. they say it's the first in the nation to do so but there is one catch, customers will have to pay $50 for the test. and then i guess wait for the results. this morning a grocery chain is apologizing after some poor phrasing in its latest

side, a crash that cleared within the last five minutes approaching 242 so there's a recovery there. construction there cleared as well. we're looking at the bay bridge toll plaza, also clear. back to you. >> thanks, mike. breaking news to tell you about this morning, flames forcing people from their apartments overnight in downtown san francisco in a high rise. cierra johnson is live in the financial district to tell us about what happened there. cierra, what's going on now? >> reporter: good morning, marcus. right now i can tell you several of those engines have left. only one remains. you saw all of those engines and the engine lights. if we pan up this is what i showed you, that smoke, that charred ash on the front of the building, the gateway apartment. five people have been injured and two of those injuries were treated on scene by paramedics.

we do have video captured early this morning by the citizens app. that's what crews saw when they arrived on scene. multiple residents were evacuated during this incident and some of the other residents were asked to shelter in place inside of the unit in the building. right now that fire we know has reached three alarms and has been knocked down but as you can imagine a very, very scary night for folks in this building. >> i was thinking it wasn't real until i realized it was real. and so we just have the minimum layers on top of us to not get too cold. everything seems to be under control now. >> reporter: we have learned from fire official there is were no sprinklers in the building but they're not required. the fire got a bit of a head start to spread into the other units. other than this this building is

up to code and all of the other safety features did work and back out here we're told the two injuries that were sustained by the residents that were treated on scene are in good condition. crews still working to determine which unit the fire started at and what the cause of the fire was. another engine just pulled up. i'm not sure if they will do more investigation but there is another engine on scene at the gateway apartments. we're live in san francisco. cierra johnson for "today in the bay." the covid crackdown is coming, affecting all bay area counties except san francisco, san mateo and marin. how are people feeling about it? shutdown, the curfew order didn't come as a complete surprise but it is still shocking to find ourselves in this position eight months after living with covid in our midst. let's talk about what this means for you. the limited stay-at-home order asks people to stay home between 10:00 at night and 5:00 in the morning and will remain in place through december 21st. the curfew order allows you to go to work if you are an essential work certificate. you can go to the grocery store. you can go out and walk the dog, get a little bit of fresh air and takeout or food from a drive-thru. the order does not allow you to gather with people who don't live in your home and asks that you not work or travel unless you are an essential worker or unless that work or travel is essential like going out and seeking medical treatment. we did get mixed reaction this morning. >> yeah, it's a good idea. they have to do something about this pandemic situation until

they find a cure with a vaccine. >> it's going to affect the businesses but it's better to be safe and for people to have their lives than somebody be sick and maybe not see them anymore. >> i don't agree with it. we have rights as americans. i just -- we're being treated like little kids, being conditioned to listen, and i don't feel it's right. >> reporter: that being said, he said he is going to abide by the order in the interests of keeping everybody safe and healthy. we did ask law enforcement how they're going to hand this will and san jose police say they're going to focus on education and not enforcement. you're not going to get a ticket if you're out and about, they will not stop you just for that reason. if you get stopped for something else they will remind you you're not supposed to be out between 10:00 at night and 5:00 in the morning. kris sanchez, "today in the bay." thanks, kris. here is an update on where the bay area stands on infections.

more than 135,000 confirmed cases and more than 1,900 deaths. the numbers include a new outbreak in golden gate field. about 100 employees there tested positive. golden gate field says it is cooperating with the berkeley health department. the racetrack will remain closed for the rest of the month. pfizer today says that the fda, they're asking them for an emergency use authorization on the covid vaccine. earlier this week the company clarified its vaccine is nearly 9 95% in adults. it has focused on people over age of 18. kaiser in santa clara is one of the select group of hospitals testing it in young people, ages 16 and 17 and soon it will expand further to kids as young as 12. now they set the goal to test some 2,000 teens and tweens. kaiser plans to pro-individual an update on the testing later today. and new this morning for you

the fda is granting emergency use of eli lilly's arthritis drug to combat the covid outbreak. the oral medication would be used in conjunction with remdesivir, this is to treat patients. the approval was based on a trial that showed a one-day reduction in recovery time for those treated with the combination. well, it's a big undertaking to help those struggling in the bay to make it amid a pandemic. sacred heart community service continues its series of thanksgiving food distribution events in san jose today. volunteers are expected to help out an estimated 4,000 people this holiday season. if you're able to help you can do it for all these families in need. the next time you're at a safeway store make a $10 donation. the money will go to local food banks. it runs through late december. 5:38 for you right now and today is the day skiers and snowboarders have been waiting for, heavenly and north star are

set to open today. and, kari, it looks like it's all systems go despite the pandemic. this week they actually got a lot of snow. yeah, i'm sure they'll be taking extra precautions to keep the skiers safe. i'm happy because once the resorts open i get snowfall reports. i don't get any until the resorts open and we're going to see a lot of that snow that's not only made but also the snow that we got from mother nature staying on the ground because it's been cold. a mostly sunny week, those high temperatures will be in the 40s and morning temperatures will dip back into the mid-20s. we are going to see cold weather there and some highs in the 60s here in the bay area. we'll get a look at all of our microclimates coming up. mike, how is the commute looking? a much better look at the commute as well, kari, because it's not like the fog we had yesterday. a clear view from our drivers and as we look the sensors show

legislators to talk with him at the white house. now to be clear, we don't know why the invitation was made or what they're going to discuss, but it is the legislature that appoints the electors who then actually vote for the president. the president's lawyers have not given up on trying to block votes from being certified. in a very strange press conference at gop headquarters in washington they advanced a theory that communists, black lives matter and the long dead dictator hugo chavez were part of a plot to change trump votes into biden reports. reporters demanded even a scrap of proof and got this. >> your question is fundamentally flawed when you're asking where is the evidence. you clearly don't understand the legal process. what we have asked for in the court is to not have the certification of false results. and so to say, hold on a minute, we have evidence that we will present to the court, we haven't

>> i love that. all right. it is 5:49 for you that morning. a look at that forecast before you step outside today, kari. waking up this morning, nice and cool. i've been looking at your forecast this week and i think i'm going to like today's weather. yeah, you should make some plans to get outside. it's going to be much nicer this afternoon and that's what we're doing in between home schooling. let's head to san mateo as we check out our backyard forecast. it's going to be a cool start but then as we go into the rest of the day starts to feel better. we're looking at sunshine, which will make us feel warmer. highs reaching into the low 60s. as we go to the south bay we're checking out our highs reaching up to 67 in gilroy. los gatos can expect a high of 64 degrees. we're also looking at about 64 today in walnut creek while oakland will see a high of 65 and then for the coastline we're in the low 60s here, too, with palo alto reaching 64. san francisco up to 64.

the north bay highs reaching up to 66 degrees today in napa. all of this sunshine we're enjoying it but, unfortunately, this dry weather just goes on and on in the forecast. now normally we like the dry weather for thanksgiving travel but a lot of us won't even be travel this year so it would be nice to get some rain but we will continue into next week with high pressure setting up and we are also now in an extreme drought for parts of the north bay where we have the orange. that's the severe drought and some of the lighter colors indicating a moderate drought for the south bay and parts of the peninsula. so just keeping that in back of mind as we go no a stretch of some dry weather, looking at mid-60s today. no changes in our high temperatures and morning temperatures that will dip back into the upper 30s for much of inland areas while san francisco looking at sunshine and highs in the low 60s. mike, how is it looking right now for the morning commute? well, kari, we don't like

fire. crews now say injured five people. it started a little before 2:00 a.m. on davis court just off the embarcadero near the plaza. this is video posted online on the citizens app. flames burned several units on the 11th floor. some people live there and have thousand been allowed back inside. we know at least two of the five people hurt will be okay. we'll have a live report at the bottom of the hour. in less than 24 hours a new nighttime curfew starts for all counties in california's purple tier, which includes all bay area counties except san francisco, san mateo and marin. the curfew covers nearly 95% of the state's population. >> laura, that clock is ticking. the curfew goes into effect tomorrow night.
