fire. crews now say injured five people. it started a little before 2:00 a.m. on davis court just off the embarcadero near the plaza. this is video posted online on the citizens app. flames burned several units on the 11th floor. some people live there and have thousand been allowed back inside. we know at least two of the five people hurt will be okay. we'll have a live report at the bottom of the hour. in less than 24 hours a new nighttime curfew starts for all counties in california's purple tier, which includes all bay area counties except san francisco, san mateo and marin. the curfew covers nearly 95% of the state's population. >> laura, that clock is ticking. the curfew goes into effect tomorrow night. about this? this is a big change. >> reporter: well, marcus and laura, yes, it's hard to keep up with all of the changes. last weekend here it was packed, people eating indoors and outdoors and now indoor dining has shut down because we're in the purple tier and now the curfew starts this weekend, tomorrow. this is, of course, in response to covid numbers rising throughout the state. the bay area is maintaining a nightlife and the curfew will make it tougher. they will have to adapt. >> on the weekends we were allowed until 11:00 and we were happy with the extension while we had it. >> some type of spread from the nightlife, i believe so. >> reporter: many streets were blocked off to help restaurants survive with outdoor seating all summer long. now it's a lot colder and

businesses are trying to survive with no indoor seating and a curfew that goes from 10:00 p.m. to 5:00 a.m. starting tomorrow night through december 21st. reactions are mixed. san mateo county, marin and san francisco are in the red tier so don't have to follow the curfew yet but some of the rural counties in the purple tier areas are complaining saying the curfew isn't fair to those areas with smaller populations. we've talked to law enforcement and they're saying they will focus more on educating people rather than handing out citations. reporting live in downtown walnut creek, i'm sharon katsuda, "today in the bay." >> sharon, before you go, you're out in the community talking to people, can you give us a sense how they're feeling as they head into the week, thinking about new restrictions, thanksgiving? so much on people's minds. >> reporter: absolutely. well, on a personal level, myself, my family just told me they're canceling thanksgiving plans because they want us to

all stay safe. i just got that text this morning. last night i told my daughter, you know there's a curfew in effect starting this weekend, and she's a teenager. you're joking, right? so a lot of people trying to ada adapt. a gentleman says he unders and feels for the businesses, though. i just checked the drive-ins that's been so popular this whole past summer. my daughter getting back late from the drive-in shows. and the show time here still says midnight one of the movies starting. that's for saturday night. obviously they're going to have to adjust because of the curfew. a lot of adjustment. a lot of people just learning about the curfew. >> i was explaining to my 11-year-old son last night. what's a curfew? you'll know now. thanks a lot, sharon. 6:03. business does not stop on president-elect joe biden's birthday. he and vice president-elect

in. ben sass saying, quote, wild press conferences erode public trust. adding, we are a nation of laws, not tweets. senator mitt romney accusing the president of resorting to, quote, overt pressure on state and local officials to subvert the will of the people. the biden and trump teams appear to agree on one thing. the president-elect telling a bipartisan group of governors yesterday that he does not support a national shutdown because each region is different. vice president pence delivering the same message taat tha at th task force briefing. alice barr, nbc news. one of the big players in the race for a vaccine making news as it tries to expand its clinical trials. all new this morning pfizer today will ask the fda for emergency use authorization on its covid vaccine. this comes as testing in the golden state is up just days before the thanksgiving holiday. johnson is here to explain pfizer's ties to the latest trials focused here in the bay area. >> reporter: good morning. yes, exactly. those trials are taking place in two cities but right now we're in week two of the pharmaceutical companies providing updates on where they stand and local company, kaiser, is the layest. they say they're extending their testing of the vaccine and includes 12 to 15-year-olds. right now the company trials include 16 and 17-year-olds at locations in sacramento and santa clara and the overall goal to enroll 2,000 adolescents to test the vaccine. now this update from kaiser comes just days after pfizer announced they have completed phase three testing and as you mentioned have plans to submit to the fda for approval and also reveals that their drug is 95% effective versus that 90% efficacy rate they previously released. this week drug maker moderna

provided updates on their vaccine creation explaining theirs, too, is at 95%. and as those companies continue to research vaccines folks here in california continue to receive covid testing in record numbers. now the number of covid-19 dying not particular tests in california have reached more than $21.5 million. that's 130,000 test increase from the prior day. the rate positive tests over the last 14 days currently stands at 15%. so there's a lot to continue to follow both in that race for a vaccine as well as testing as well as what will happen when folks return from thanksgiving. hopefully everyone is staying put. after thanksgiving in the weeks that follow we're definitely going to follow both the cases and the testing and we now inch closer to christmas. live in san francisco, cierra johnson for "today in the bay."

>> it will be interesting if people heed the warning. cierra all bundled up. it's a cold start to our morning but what a beautiful sight. a live look at the golden gate bridge all clear, clear enough to see the span and the cars traveling over it there. the clear skies means it's a little chilly start. kari has a look at our forecast for today. now that we've lifted that blanket of fog, it feels cool, like someone taking the sheets off the bed. we will see our morning commute starting out with clear skies and cooler temperatures in the low 40s here through the tri-valley but all the sunshine will also help warm us up for this afternoon and it's going to be nice. most of us will reach into the mid-60s. we will talk about the dry weather that extends into next week coming up. mike, driving around once again, a little bit easier this

morning. yeah, you can see where you're driving. we couldn't see that in some spots yesterday. we can see this, the bay bridge toll plaza, the backup. it has held steady for about 15 minutes, in the middle lanes and off the overcrossing and now holding right there for those middle lanes. now look at the map that shows the only slowing right there at the incline but also the breakdown for b.a.r.t. an equipment problem for one train. a major delay and another delay reported on the antioch line for police activity. check b.a.r.t.'s website for that schedule and the update there. we're looking at a smooth drive for the rest of your commute. concord slows, a typical pattern after an earlier crash cleared southbound 880 and in the backup for maybe a disabled vehicle right around whipple. back to you. >> thanks, mike. up next, we have a story that may leave you in disbelief. it involved something we all do every day. you've probably already done it

good friday morning. we are now 40 minutes away from sun rise and if you're planning to get up and go for a run this morning in san jose expect it to be clear and temperatures that will start out in the mid-40s and nice and warm afternoon ahead. you can probably go for a runt any point todayt's i going to be comfortable. we'll get a look at our weekend forecast around the bay area coming up in a few minimum. and clear is the on operative word. the taillights heading south. there is a delay coming out of hayward and union city, though. we'll talk about the earlier crash and disabled vehicle for the nimitz.

well, good morning and a very happy friday to you as well. stocks look like they'll end the week on a down note. let's take you out to the futures board. things could change, of course. futures calling for a lower open at 6:30. stocks mildly higher yesterday. we do expect pfizer and biontech for approval. that should happen this morning. from a business standpoint pfizer stock was down slightly but has moved higher this morning in pretrading. it hasn't even hit its 52-week high. not clear how much pfizer will profit. let's face it, that's not the biggest concern. a reminder it may be many months before the average american can get a dose of this pfizer vaccine. here is the same message from the man responsible for that vaccine. >> in march and april next year and ideally a better controlled situation next year.

>> i don't want to make this the coronavirus bummer segment but let's keep at keeping at being safe. pfizer made the announcement about this new vaccine on november 9th. you remember the stock market went absolutely crazy. since that announcement, november 9th, 10,953 americans have died. nearly 11,000 people who saw the news about the vaccine are not with us today. nothing but good news from here on out for me. president trump will sign more orders to lower prescription drug prices today. the final piece of an effort he started in july. there will be two new rules. one limiting the amount of money the middle men get when negotiating deals and another that will peg the price the government is willing to pay for some drugs -- of some drugs for what other countries pay for it. we were talking about people's activities while they are cooped up at home. we were translating that into

profits for companies. the latest is williams sonoma, the san francisco company says revenues rose 22% compared to this time last year as people took up cooking as a new hobby perhaps. i have to admit i got myself a machine i almost never use and a wok which i use all the time. it's great. >> well, you crack me up when you say cooking is a new hobby. it's because we can't go to restaurants. we have families to feed. >> i've been doing more cooking, too. >> yeah, it's my hobby, as a mom. >> yes, i have kids to feed as well but when you're doing fun stuff, that's a hobby. >> scott, another thing that we were hearing this morning, it's about emails and it could be matters of worsening the climate change. okay, so here i find it hard to believe, talk to me about evidence behind this. >> this is being passed around, ironically, by email and the

idea a study in great britain said if you reply to an email you're using up electricity, right, and you are, so doan just say thanks or okay, save a couple emails a day and i wrote down some of the numbers here, the uk could save 16,000 tons of carbon dioxide, prevent it from going into the air. we're about five times the size. i did some back of the envelope math and literally used an envelope that would save us about 82,000 tons if you just once a day didn't say, okay, on your email. didn't reply. but in perspective, the amount of stuff that we put into the air comes out to 0.001%. you could probably save the planet in other ways. >> so the next time someone says did you get my email i can say, well, i'm doing my part.

are kindles and those ring doorbells. i don't know if you are putting your christmas gift list together but now is the time. >> my list for me, yes. >> send it over. but not by email. or letter. >> shaking hands or anything like that. if you have a wish list of great weather today meteorologist kari hall is your santa. she's delivering that forecast. it starts out chilly. you want to bundle up like santa does. our temperatures dipping down to 36 degrees in napa. we are at 49 in livermore. san jose at 45. let's go first to the south bay, taking a look at our highs this afternoon. los gatos will reach 64 and 65

in morgan hill and mid-60s for the east bay with oakland today reaching 65. we'll see a high of 63 in livermore. and a breezy wind along the coastline but we're still making it into the low 60s here. san francisco up to 64 degrees at our north bay reaching up to 66 degrees in napa and 66 in novato. so we are going to have some normal weather but, unfortunately, there's no rain here. we are going to go through the next several days. storm systems passing to the north of us and just weakening before they can bring some rain to the bay area. and as we look at the trend even going into thanksgiving day we d do not see a drop of rain in the forecast. we need to put up that reminder we are in extreme drought for parts of the north bay. we're seeing it really up along parts of northern napa county as well as sonoma county, solano county, i should say. and then as we head to the other parts of the north bay near the coast we are in a severe drought

for the south bay. we are in a moderate drought. so with these drought conditions and no rain, we will have to, of course, be very careful with the amount of water we're using and we're looking at temperatures in the 60s. it warms up nicely. morning temperatures will be cold dropping down into the 30s. mike, you've been dropping the commute. any changes out there? yeah, changes for the better. we've been very busy although lighter traffic. let me explain. look at the map. we have recovering southbound 880 through union city. the crash at dakota cleared from fremont but then a disabled vehicle at whipple causing more slowing. across the bay 101 at wood side. the sensors are marked as closed. that just reopened. it was closed for about three minutes. a crash there. no major injuries but a moek motorcycle is involved. meanwhile, the bay bridge toll plaza does show an easy, lighter drive. it's been holding steady for about half an hour with this

as the countdown to thanksgiving continues, some grocery stores are changing the way they do business to limit panic buying. >> shoppers are just trying to prepare for turkey day. because of the pandemic the grocery is starting an after hours reservation system for the holiday season. on saturday 35 people will be allowed to shop after closing and reservations are filling up. medical experts say a reservation senior hours or delivery are all good options to lower your risk of exposure. >> i like that plan. new details for you that morning, a major book deal for the furry friends of president-elect joe biden. his german shepherds will get their own picture book, a long tradition at the white house. now it's called champ and major: first dogs. major will be the first rescue dog to be in the white house. that book will be released next year, the day before joe biden is sworn in as the next

yeah, and take a look at this beautiful sunrise that's about to get under way as we take a live look outside in the south bay, san jose now as you step out there it feels cool and we're going to have some chilly temperatures but actually a warmer afternoon. even going into thanksgiving week taking a look at high temperatures today expect it to reach into the mid-60s all around the bay area and we're going to see those 60s staying with us at least for the next several days up to 63 in livermore. we'll talk more about what's ahead in the forecast coming up in a few minimum. mike, you've been tracking a couple of friday morning issues on the roads. that's right, kari, one thing that's better is the view of and at the bay bridge toll plaza. low clouds and fog caused a lot of slowing and things are moving nicely with the minimal backup that built and held. it's smooth across the span, a

little bit of slowing. the other arrow shows you concord. that's what's tough and the equipment problem on b.a.r.t. out of the el cerrito station. that's a major delay. now minor delay on the peninsula after an earlier crash did clear at wood side. that's better news. back to you. all right. back to that breaking news we're following, an early morning fire sending people running for their lives in a san francisco high rise. >> cierra johnson is live this morning not far from embarcadero plaza. what are you hearing about the people who were actually injured? >> reporter: good morning. yes, out of those folks injured two of them were treated on the scene, a total of five people were injured in this fire. now all is cleared now. you wouldn't know anything happened unless you look at the building. that's because you can see that smoke and the singe on the building where the fire took place. as i mentioned fire trucks are gone. crews have left but that is what

we mains from the fire here at the gateway apartments. we're at davis and washington, to give you a locator of where we are. we do have video from what the scene looked like earlier coming from the citizens app. this is what crews saw when they first arrived on scene, that call coming before 2:00 this morning. we're told multiple residents were evacuated during the fire and several others were asked to shelter in place inside of the building. right now that fire that reached three alarms, as i mentioned, is knocked down. as you can imagine a very, very scary night for some of the folks that were involved living in this building. take a listen. >> i didn't think it was real until it was real. minimum layers on top of us to not get too cold. everything seems to be under control now.

>> reporter: there were no sprinklers so the fire was able to spread quicker than it typically was getting to other units. the building is up to code. the sprinklers weren't required when the building was constructed. all the other safety features did work. this is what they're seeing inside of the building and back live we're told the two individuals that were treated on scene are in good condition. we're still working to learn the condition of the three others. a very, very long night. we're happy they were able to get everyone out. county totals since the pandemic took hold, it amounts to 135,000 confirmed infections and more than 1,900 deaths and the

numbers now include an outbreak at golden gate fields. around 100 track employees have tested positive. golden gate fields says it's working with the berkeley health department to get a handle on the situation. the racetrack will be closed for the rest of the month. anderson dam now close to empty. the santa clara valley water district gave us this video saying it's about 7% full. the dam is being drained at a rate of about 1,200 feet per day equate to go about 98,000 olympic swimming pools every day. that's a lot. the reservoir could be 3% full by mid-december if there's no significant rain. teams are getting ready to do massive earthquake retrofit on that dam. they've had a good season so far. san jose state football team has been impacted by covid-19. the spartans game tomorrow in fresno is canceled. they have a covid outbreak within fresno state football team.

the game is declared a no contest and will not be rescheduled. the 4-0 spartans are off to their best start since 1955. here we go, ski resorts in tahoe are ready to welcome skiers and snowboarders. later today heavenly and north star will be the first to open while most of the state is under severe restrictions we've been talking about, ski resorts are getting the green light. they do have to follow strict guidelines including wearing a mask, no indoor food operations and i believe for most of the resort you should buy your tickets ahead of time. you can't just get them there. so plan ahead. everyone is talking about it, the coming curfews across the golden state. what you can and cannot do. >> it's coming whether you're ready or not for nearly 95% of the people who live here in california. and we have complete team coverage for you. what's closing and where and how. a lot of you are feeling about

right now at 6:39 as you get ready to head out to the tri-valley no fog and our live view in dublin is looking pretty good. it also feels cooler with our temperatures in the mid-40s and a nice warm-up with sunshine. we'll get a look ahead to the rest of our forecast in a few minutes. a live look at fremont, the nimitz freeway. headlights heading southbound getting a burst of traffic as crashes and other issues cleared from hayward down in toward fremont north of the dumbarton bridge. the nimitz is cleared here. we're talking about delays for folks on the rails coming out of the east bay as well.

now to our top story a new curfew is coming for all california counties in the purple tier. here in the bay area that means all but san francisco, san mateo and marin counties. statewide the curfew covers 94% of the population. >> and that clock is ticking. that curfew takes effect tomorrow night. the impact it's having on a lot of people. let's start with "today in the bay's" kris sanchez live for us in san jose. kris, talk to us about the reactions of people to this order. >> reporter: well, the governor had been talking about it and certainly people have been talking about it, too, but, still, when it happened shocking to find ourselves in this position now eight months after trying to do the right thing and eradicate covid from our community. so here is what we're talking about, the limited stay-at-home order will go into effect. it will remain in effect from 10:00 at night until 5:00 in the morning tomorrow through

december 21st. so what does that mean for you? the curfew order still allows you to go to work if you're an essential worker. you can still go to the grocery store and get out to walk the dog or get fresh air, get some exercise and pick up takeout or food from a drive-through. the order does not allow you to gather with people who are outside of your household, not even your bubble, and you cannot work or travel unless it is essential. reactions are mixed. >> it's a good idea. they have to do something until they fin adure with a vaccine. >> it's going to affect businesses but, you know, it's better to be safe and for people to have their lives than get sick and maybe not see them anymore. >> i don't agree with it. we have rights as americans. i just -- we're being treated like little kids, being conditioned to listen and i

don't feel it's right. >> reporter: that being said he said he is going to abide by that curfew order. now we did ask law enforcement how they are going to handle this and they say they will be focused on education and not on enforcement. if they see you out and about during the hours you're not supposed to be out they will talk to you about it but you should not expect that you will be issued a citation. >> sharon katsuda joins us live in downtown walnut creek this morning. sharon, this is yet another blow to businesses. my heart goes out to them. >> reporter: it sure is, laura. when you drive around here you see how the businesses have adapted. there are tents going up because they want to prevent the rain from falling on outdoor diners along with keeping the warmth in but then you see a lot of customers, a lot of businesses around here that are just trying to make do with this new curfew that's supposed to start tomorrow this is, of course, in response to covid numbers rising

kris, you're out there able to talk with people all the time as you're reporting. what do you think the general feeling is with all these new restrictions and the holidays coming as well? sharon, let's start with you. >> reporter: i think there's a lot of uncertainty for sure, but fortunately i'm hearing people want to comply. looking at a lot of businesses online they're still saying open until 10:00 when at the same time they told us they will have to adjust their hours as far as serving people because they need to get people home by 10:00. it's an adjustment period. >> definitely an adjustment for those of us who haven't had a curfew in years. but, kris, how about you, what are you picking up on out there? >> reporter: yeah, i'm happy to be in bed by 9:30. i think that in my circle i have kids that are 12 years old and 14 years old so they're not in the super social drive mode at

senate minority leader chuck schumer. this will happen in wilmington, delaware, to discuss his transition and over at the white house president trump is focused on reversing the election results. he's going to meet with michigan gop leaders to discuss the results of the race he lost there. george joj recounted their votes and the outcome is the say. joe biden won the state. >> and scott mcgrew, georgia now a blue state, will certify those results today. that's right. and then pennsylvania and michigan on monday. the president, who lost the election, really running out of options in his attempts to stop joe biden from coming into the white house. as you mentioned the latest, the most controversial he's invited those republicans from michigan's legislature to the white house. now, to be clear, we don't know why the invitation was made or what they'll discuss. but it is the legislature that appoints the electors who then actually vote for the president.

the president's lawyers have not given up on trying to block the votes from being certified. in a very strange press conference in washington, they advanced a theory that communists, black lives matter, and the long dead venezuelan dictator hugo chavez were part of a plot to change trump votes into biden votes. reporters demanded even a scrap of proof and got this. >> your question is fundamentally flawed. you clearly don't understand the legal process. what we have asked for in the court is to not have the certification of false results. we have evidence that we will present to the courts. we haven't had the opportunity yet to present that to the court. we're giving you an overview and a preview of what we've discovered but no court yet has had that opportunity.

year. as we go through the forecast watching the weather systems passing by moving through the pacific northwest and every time one reaches close to the bay area it looks like it just weakens. that rain dries up. even as we go into thanksgiving we are not going to see a drop of rain moving into the bay area. we're basically on repeat. highs reaching into the 60s. mike, how is it look iing now f the commute? out to the bay bridge toll plaza where metering lights were turned on. we will look at b.a.r.t. system as well. we have delays for the b.a.r.t. system out of the el cerrito system. they are offering mutual aid on 72 and 7. over to berkeley a major delay out of el cerrito.

one last look at the breaking news we've been following, the fire at a san francisco high rise. >> cierra, talk to us about what you're hearing about those injured.

>> reporter: the two individuals treated on scene are in good condition. total of five people were injured in this situation. at the gateway apartments there aren't any fire trucks on scene. they have since left but we have video from the citizens app to break down what firefighters saw when they arrived on scene at 2:00. multiple residents were evacuated. some others were asked to stay in their unit in the building while they were fighting the flames. right now the fire, we know, three alarms. it's completely knocked down with crews having left the scene and right now we're being told the two individuals that were treated on scene are in good condition. five people total were injured. crews are still determining what started the fire but we do know some of the units inside the building are uninhabitable. live near the gateway apartments, cierra johnson for

"today in the bay." hopefully those people get some aid and a place to go. thank you, cierra. friday morning and it looks like the coast is clear when it comes to the weather department, too. let's take a peek outside this morning. clear skies, not like the fog that we had yesterday kind of endeveloping a lot of areas of the bay area. this is a live look at downtown san jose. the sun's arrival. when we go on air at 4:30 in the morning it's pretty dark out there. but it is such a treat to see the sunrise every morning, don't you think, team? >> oh, yeah. kicking off a friday and the weekend in a good way. nice temperatures, too, kari. yeah, so yesterday morning we had the fog and this morning it is all clear. it's like someone has taken the blanket off the bay area. it feels cold they are morning and we're going to see those temperatures today warming up nicely under all of that sunshine reaching into the mid-60s for the inland areas. and as we go into the weekend and next week, the holiday week
