a very good monday morning for you. i'm laura garcia. >> and i'm marcus washington. mike is keeping an eye on the road. first, that monday forecast. meteorologist kari hall has been tracking that. coming in today there was mist on my windshield. yes, we are seeing low clouds in some spots. the commute looks like it's already going. we are going to see temperatures starting out in the mid-40s here and staying in the mid-40s throughout much of the early morning hours. so make sure you grab a jacket before you head out. as we go into the rest of the day we are going to see those temperatures mostly in the mid-50s, but then as we go into this afternoon we're reaching into the mid-60s today. we are going to have a lot of sunshine and it will shape up to be a nice day. we'll talk about thanksgiving coming up. mike, any issues for the morning drive?

we'll talk about the maps and this popped up on the dumbarton bridge and this happens frequently in the morning for a couple of minutes, eastbound 84. a couple sources conflict with this information. again, it showed up so i want to make sure you know that's what i'm checking out. the approach to the bay bridge is just fine. there will be some mist out there. someone stabbed and killed two people. this happened in downtown. "today in the bay's" kris sanchez is live for us to explain what she's been able to find out. kris? >> reporter: hi there, marcus. not a lot going on right now.

there is a broad crime scene. we're about a block away from grace baptist church where this crime happened last night. what we know at this point is that two people were stabbed to death. several other people were stabbed and injured. police have not described to us the circumstances of that crime, but we did talk with the pastor of grace baptist church who tells us there was no service going on at the time during that 8:00 hour last night when all of this happened. he also confirmed that the church sometimes shelters people who are homeless, but at this point we can't make a connection between those two things. people who live in this neighborhood were asked to stay away because this was a crime scene. we do know they were out of their homes for hours last night. we also know that san jose police are not saying much about the investigation at this point. there was an erroneous tweet sent out by the mayor of san jose saying there had been an arrest but that was retracted, and we are trying to get to the

bottom of that as well. we will be asking questions this morning. when we get the answers we'll pass them along to you. in san jose, kris sanchez, "today in the bay." more breaking news in the race for a covid-19 vaccine. new phase three results from oxford university shows that a vaccine candidate has 70% effectiveness in preventing covid-19. researchers say the number may be as high as 90% when tweaking the doses. while it's less than both pfizer and moderna's vaccine results, which each company says is 95% effective, that company says its vaccine can be kept at refrigeration temperatures. that could make it easier to store for many hospitals. both pfizer and moderna's vaccines must be stored in much colder conditions. and the governor and his family are quarantining for 14 days after being exposed to the virus. the governor tweeted late last night that although the entire family has tested negative, they

will follow the guidance. this comes after three of newsom's children were exposed to a chp officer who tested positive for covid-19. newsom and his wife had no direct interaction with the officer but days ago we did learn one of newsom's children was quarantined for possible exposure. the governor is facing heavy criticism for his decision to attend birthday dinner as restrictions tighten around the state. as many bay area counties remain in the most restricted purple tier tonight marks night three. now that order started saturday night at 10:00 p.m. and will go on until 5:00 a.m. every day. an infectious disease specialist with uc san diego says he hopes that people really take the new curfew at least as a warning that things are getting bad. >> right now it wasn't as before

in the pandemic. we are in a very ominous situation. >> meanwhile, san francisco remains in the slightly less restrictive red tier but residents shouldn't keep their hopes up. officials with mayor london breed's office are telling "the chronicle" the county is likely to move into the purple tier this week due to the ongoing surge. l.a. county is following new restrictions following a massive surge in covid cases. beginning wednesday, dining of any kind, outdoor or indoor, at restaurants is prohibited in l.a. county. that also goes for bars and wineries. restaurants can only offer takeout, drive-through and delivery under the new order. it will be in effect for a minimum of three weeks. new details in the gun permit carry scandal. jeff rosen late they are morning will talk about the latest developments in the case. nbc bay area broke the latest

twist last friday when we learned the undersheriff was the fifth person to be indicted in the investigation. the probe centers around claims someone traded concealed weapons permits for donations to sheriff laura smith's re-election campaign in 2018. she's not been charged with any wrongdoing. in the meantime sung is now on administrative leave. three others have pleaded guilty and are cooperating with investigators. how the whole thing was uncovered at nbcbayarea.com. a follow-up, a key deadline for victims in the wildfires was just extended. victims must apply for fema assistance by december 11th. now this comes as another deadline looms for fire victims in sonoma county. they are urging residents to sign up for debris removal programs next month. contractors are expected to clear debris, ash, and hazardous

trees. there are more transportation options for those who make less money. riders with clipper start cards will get discount affairs at more transit agencies. that's why a pilot program gives discounts to riders on muni, b.a.r.t., cal train as well as golden gate transit and ferry. clipper start holders will have 50% fare discounts on san francisco bay ferry, sonoma, marin. that program for adults whose household incomes is below $52,000 a year. here we go monday morning. i hope everybody had a great, restful weekend. it could be a short one for a lot of folks with thanksgiving around the corner. what are we looking like weatherwise, kari? it's going to be all quiet here. we're not looking at any major changes. we've had some fog to deal with this morning, and i wanted to show you the current visibility in spots in the north bay, santa rosa down to quarter mile visibility but we're not used to

seeing some of the fog in san jose and we've seen visibility near the airport at about two and a half miles but it may be lower in some spots. we are going to have to watch out for that and our temperatures today will reach into the low 60s. we will get some sunshine this afternoon. mike, how is it looking for the drive? it's looki ining like good for folks heading east. going over to fremont and newark there was a lot of slowing showing up on one set of sensors. i double-checked the number of other sources. that's okay so no problem getting back from east palo alto over there. the rest of the bay shows a nice, smooth drive as far as the speed sensors go. the only thing is a crash over in oakland, actually a disabled vehicle, 580, away from the bay bridge. a view of 880 itself shows the glow marcus was talking about and kari mentioned that, so we'll check other spots coming up. back to you. sounds good. we'll check back with you. still ahead on "today in the

week. a little bit of mist we're seeing now especially over the south bay as well as around santa rosa as we see our temperatures starting out cool as we go into the day we're going to see it gradually warming up. i will take you through the time line and show you what to expect as we head to noon today and mostly some 50s but reaching into the low 60s for afternoon highs. a few spots will reach into the mid-60s but notice how fast it cools down even around sunset. we'll be dropping back into the upper 50s and then another cool night as we'll see a lot of 40s. i want to show you how much rain we've measured and how that compares to what we normally are at this time and usually we're seeing our first good atmospheric river but we haven't had that yet. they are looking sad here in terms of how much rain we've measured and the deficit of santa rosa doing the best, almost half an inch of rain but

still lacking over 3 inches of rain. we are only in some spots at 6% of the normal amount of rain and we'll have below average rainfall and temperatures will be average or slightly cooler. we are going to have this cool and dry weather continuing as we go into the next several days and that's what our seven day reflects. we will keep the seasonable temperatures even going into thanksgiving with highs in the lower 60s. no rain in sight. mike, how is it looking now for the commute? kari, like you said, no rain but some mist. let's take a look at the san mateo bridge where we often see a completely clear view. this morning there is some glow and the headlights from the peninsula may encounter mist on the high rise, both directions would because the high rise is from both directions.

84 the dumbarton bridge below it. a vehicle cleared from east 580 away from the bay bridge. the bay bridge, our view from emeryville is very clear. can you see the clouds in the distance. no problem for drivers. back to you. thank you very much, mike this is interesting. san francisco political icon willie brown is a very busy man. we know that. a lot of it has to do with filling the senate seat of kamala harris. in an article posted in the "l.a. times" brown says governor newsom should appoint himself to the seat. he says the job has more upside than a governor's job which gets termed out after eight years. he also says if newsom selects anyone else to replace harris it should be a black woman. politico is reporting as soon as today brown will help launch a campaign to ensure another black

woman fills the seat. he tells politico loning to representative barbara lee, karen bass and maxine waters. also san francisco mayor london breed and holly mitchell. politico also cites sources who say the governor may be leaning towards secretary of state alex padilla. now back to our pandemic coverage. take a look at the scene in southern california on the first night of the new curfew. dozens of protesters gathered saturday night to defy that curfew. police say they won't enforce the curfew but if gatherings get violent they will intervene. it is expected to last at least one month. due to the surge in covid-19 cas cases starting today many fall 2020 classes initially held face-to-face will be online.
