forecast. meteorologist kari hall has been tracking that. and we're starting out this morning with some fog in parts of the south bay as well as the north bay up around santa rosa so once we get through this fog we'll be clearing out. the rest of the week is looking dry with some mild temperatures. i want to show you what you'll feel today as we start out with some 30s and 40s. we'll reach into the mid-60s for a lot of our afternoon highs. looking ahead to the rest of the forecast coming up, mike, how is it looking right now for the commute? kari, our maps just put up this yellow here, the road weather index. a yellowish orange shot. our live camera shows a glow for some low clouds. look at the map, fremont on the right side and the yellow highlighting on the left side. both may be affected by the low clouds. no major problems, though, there's already slowing through livermore for 84. back to you. >> thanks, mike. some breaking news for you that morning.

police are still at the scene at a san jose church where at least two people have died in a stabbing. "today in the bay's" kris sanchez is live for us downtown. kris, have we heard anything about a suspect from police yet? >> reporter: you know, we've heard something about a suspect but not from police so we can't confirm there has been an arrest in the case but we do know it is still an active crime scene and the perimeter is pretty wide. the church where this happened is about two blocks behind me in the other direction. now what we know is that two people were stabbed to death at grace baptist church here in downtown san jose. we know several other people were also injured in the incident. police have not described to us the circumstances but we did talk with the pastor of grace baptist church. he tells us there was no service going on in that 8:00 hour last night when this all happened. he also confirmed the church sometimes shelters people who are homeless. but at this point we can't make

a connection. we haven't had an update from san jose police since last night. we do know they're still here on the scene and as soon as we can get information from the folks allowed to speak to us we will get that to you. in san jose, kris sanchez, "today in the bay." 5:03 right now. breaking news in the race for a covid-19 vaccine. new phase three results from oxford university show astrazeneca's vaccine candidate is 90% effective in preventing covid-19 with a full dose. while it's less than both pfizer and moderna's results which each company says is 935% effective. astrazeneca says its vaccine can be kept at refrigeration temperatures making it easier to store for many hospitals. and as for confirmed cases the u.s. surpassed 12 million

over the weekend, more than a quarter million people have died and in california the spike across the state continues. about 1.1 million confirmed cases. nearly 19,000 people have died. a surprise announcement from governor newsom. his entire family is now quarantining for 14 days after being exposed to the virus. last night he tweeted they've all tested negative but will follow guidance after three children were exposed to a chp officer who tested positive. newsom and his wife had no direct interaction, they say, with the officer. days ago one of the children was quarantined for possible exposure at school. the governor is also facing criticism after attending a birthday dinner at the french laundry restaurant that ignored state guidelines. moments ago we wrapped up a second night of statewide curfew for all purple tier counties. now the order started saturday night at 10:00 p.m. and lasts until 5:00 a.m. every day and

will continue at least through december 21st. an infection disease specialist hopes people will take this as a sign things are getting worse. >> right now the spread of the virus isn't as before in the wake of the pandemic. we are in an ominous situation. >> san francisco along with san mateo, marin counties remain in the slightly less restrictive tier, the red tier, but sources with the mayor's office tells "the chronicle" san francisco is likely to move into the purple tier as soon as tomorrow due to the ongoing surge. now to the presidential transition as two more late deciding states will begin certifying election results today as president trump asks for another recount. this as joe biden proeps to

the board is expected to finalize the cuts on december 8th to save an estimated $10 million and comes as the county deals with a $200 million shortfall. today the south bay sacred heart community service will help. the food bank is distributing thanksgiving food boxes at 9:00 a.m. preparing 4,300 boxed meals weighing in at 50 pounds and $100 worth of food. the thanksgiving spirit got some members revving their engines. on saturday the vetted corvette club of northern california cruised san jose dropping off thanksgiving meals to people who live in care homes. nice to see all the giving. you can help as well. help families in need this holiday season. the next time you're at a safeway, you can make a $10 donation right there at the counter. the money will go to local food

that not a lot of work will get done this week. wall street works a shortened workweek with monday in full swing as we look at the futures calling for a rise on the open after more good news about vaccines from astrazeneca and oxford university. the dow will start the day at 29,263. the nasdaq and s&p 500 also lower friday as u.s. hospitalizations hit new records. we're running about one fatality a minute here in the united states. now one of the key differences between the new vaccine and the two that you've already heard about, the astrazeneca vaccine, is not mnra and the other two are. that gives us a look at two different ways of developing a vaccine. the more the better. guitar center is the latest large retail chain to file for bankruptcy. the stores will remain open as

friends and family so they know when to expect a package. the spirit of giving is in full force. this is outside of the studios in atlanta. over the weekend 5,000 families received holiday food bags, but others waited nearly 16 hours and then had to be turned away because they ran out of food. instead they received gift cards. perry has been stepping up to help many of those in need in the atlanta area since the pandemic. >> nice to see all the giving this time of year. children of the world can rest easy. santa claus will be coming to town this christmas. >> dr. anthony fauci is saying santa is exempt from the virus because he has a lot of immunity in him, innate immunity, even santa-bodies. norad is already saying to kids everywhere can still track santa on december 24th. however, there will be some

changes you need to know. not every child will be able to get through to a volunteer due to covid staffing. santa will be in full effect this year. >> for the good girls and boys. he can still leave them on the porch. keim your distance, santa. >> maybe not come in the house this year. i've been in for a long time. don't mess it up now. it's 5:18. time to get a look at the forecast for you. meteorologist kari hall has been tracking that. sprinkles throughout the bay area. kari? yeah, we're starting out with some low visibility and fog and it's making it mist in some spots. over to walnut creek and see what's going on as we look at the live camera. you can see the low clouds there.

we get closer to sun rise and then start to warm up just gradually as we head through late morning. take a look at the seven-day forecast at the bottom of the screen. a nice and dry week ahead. looking at temperatures that will reach into the low 60s for parts of the south bay, mid-60s for the valleys, which is about normal. as we go through the forecast we are seeing some storm systems but they weaken. and even as we go into the weekend we are going to continue on with some dry weather. let's check out how much rain we've measured and how that compares to where we normally are for this time. looking at the water year update we're looking nearly four inches of rain in santa rosa to catch up to normal. we're seeing the deficits run pretty big across the bay area with much of areas south of san francisco only measuring a tenth up to 0.3 of an inch of rain. when you compare that to where

we should be for this time, we've only made it up to 27% of normal in santa rosa. elsewhere we are seeing some teens and single digits for the percentages of how much rain we are measuring compared to the normal amount. so really dry here. and we're seeing more dry weather in the forecast. so at least for people who are going to be outside for thanksgiving, no worries about, but we do at this point really need some rain. and, mike, we're not seeing that but what are you seeing on the roads? a little bit of the mist and fog, kari. the road weather index takes kari's weather data and translates to road conditions anticipating what you might find. the roadways we do see along the coast the amber orange color highlighting there. and there are low clouds drifting throughout the south bay. no major problems. we do see some slowing kicking in early for 84 through livermore, pleasanton, down to

welcome back. 5:25 for you that morning. despite the cdc recommendation against traveling for thanksgiving u.s. airports were busy over the weekend. the tsa says the more than 2 million people passed through their checkpoints since friday, the highest since the steep decline and the second time in three days volume surpassed 1 million. if you're planning on head to go hawaii some major changes you need to know about. travelers need to have a negative covid test not just a pending one or will need to quarantine for 14 days when they arrive. the change comes after dozens participated in the pretesting program learned their results were positive upon arrival or a day or two later. also pack extra masks. the new statewide mandate only

allows for just a few exceptions. so this new video this morning for you showing a florida man rescuing his puppy from the jaws of an alligator. he said that he was enjoying a beautiful fall day outside with his dog gunner when he heard the cry from the pup. the alligator in their backyard pond had gunner in its grips. look at that. well, you can see right there he walked away with only a few cuts and gunner is doing just fine. doing great, he says. the gator was removed from the property. >> wow. >> who recorded that? that's the question. trending for you that morning a new warning for people in canada. salt, cars and moose don't mix. >> officials are telling people heading to alberta's jasper national park to avoid allowing moose to lick the salt that sticks to cars from driving on winter roads. now the moose are drawn to the salt. they usually find it in lakes. officials fear the moose may get used to being around cars which

we are seeing some fog this morning and that's really going to impact a lot of people heading out and driving around the bay area especially in the north bay where we've seen visibility drop down to a quarter of a mile. elsewhere visibility is pretty low but that fog is drifting around. we're watching out for that. then once it clears out we're in for a nice and sunny day, seasonable temperatures in the low to mid-60s for afternoon highs. we'll talk about what's ahead in the forecast coming up. mike, what's going on right now with the commute? warning folks they may encounsellor fog. chp gave an advisory of maybe gusty winds but lift that had advisory. now you see the clouds lowering to the deck, so that may be a factor. the map shows you no problems for speeds there westbound as your commute direction and clearing a bit along the coast where it was registering on our road weather index. back to you, laura. thank you very much. we are staying on top of

breaking news this morning. a san jose church is now a crime scene after someone stabbed and killed two people. it happened in the neighborhood downtown. "today in the bay's" kris sanchez joins us live with the very latest details. kris? >> reporter: hi there, laura. this is about two blocks away from grace baptist church where this happened. to give you some perspective we're not too far off the campus of san jose state and not too far from downtown. what we know at this point is the two people who were stabbed died there at grace baptist church last night. police have not described to us the circumstances of what happened but we did talk with the pastor of grace baptist church. he tells us there was no service going on in the 8:00 hour last night when the stabbing happened. he confirmed the church sometimes shelters people. at this point we cannot make the connection between the two. we were asked to stay away from

"today in the bay's" bob redell is live for us in pleasanton. bob, all of this comes with the governor and his family now on their own two-week quarantine. >> reporter: correct. good morning to you, marcus. after three of governor newsom's children were exposed with chp officer who tested positive for covid-19, the governor's entire family has since tested negative but the governor tweeted last night that he, his wife, and his children will follow guidance and quarantine for 14 days. newsom and his wife did not have direct interaction with the officer, by the way. last week was difficult politically for the governor after he was heavily criticized for his decision to attend a

birthday dinner at the french laundry restaurant in wine country as restrictions tightened around the state. as you mentioned this past saturday the curfew ordered for other parts of the state went into effect from 10:00 at night until 5:00 in the morning every day through december 21st to limit the amount of people getting together to socialize and drink so they don't spread the coronavirus. nbc bay area reached out to some restaurants in walnut creek. most stopped just before 9:00 so customers could have enough time to dine and leave. one restaurant owner said he closed early because there were no customers. he figures the curfew kept people home and the weather didn't help either. >> plus it's cold. we closed last night at 8:30 which is really unheard of for us on a saturday night. normally we would be open until 10:00. >> going to keep everyone safe and i feel like nobody is really doing anything after 10:00 p.m. anyways.

>> reporter: six of the nine bay areas are in the purple tier. san francisco, marin, and mateo are not. but expect to turn purple sometime this week. bob redell, "today in the bay." thanks, bob. l.a. county is facing some new restrictions following a massive surge in covid cases. starting wednesday dining of any kind outdoor or indoor at restaurants is prohibited. it also goes for bars and wineries. restaurants can only offer takeout, drive-through and delivery under the new order. and it will be in effect for minimum of three weeks. a follow-up and a key deadline for the summer wildfire. victims must now apply for fema assistance by december 11th. it comes as another deadline looms in sonoma county. they are urged to sign up early for debris removal programs.

contractors are expected to clear debris, ash and hazardous trees. the deadline is december 15th. starting today those who make less money, those riders with clipper start cards, qualify for discounted fares at six more bay area transit agencies. the pilot program gives discounts to riders on muni, b.a.r.t., cal train as well as golden gate transit and ferry. clipper start holders will receive 50% discounts on san francisco's bay ferry, north bay smart trains and marin transit. that program is limited to adults whose households' annual income falls below $52,000. it is 5:37 on your monday morning. hoping for a nice week whether you're staying home for the thanksgiving holiday or maybe going into the lifg room. we'll check your forecast with meteorologist kari hall. we are going to have some nice weather. we are starting out with some

spots getting fog. all clear through the tri-valley. a lot of people already up and out the door. if you're heading out soon expect you may be driving through some fog at times as you make it around the bay. now we're seeing temperatures starting out in the upper 40s, and it's a cool start, but we are going to see it clearing out, sunshine and highs in the 60s in the forecast for us today. we'll talk about what's ahead for the rest of the week coming up in a few minutes. how is it looking right now driving through some of those slow spots that we normally see? seeing the low clouds drift across, the san jose camera, to the north of what we typically look at. traffic going away with the taillights heading north and we see the clouds, the low clouds in the distance so you may encount they're in patches. the road weather index you do see the speeds and kari is talking about the typical slowing, north 101 where we see the slowing is going on there.

5:42 right now. president-elect joe biden will pick more of his cabinet this week. >> and, scott mcgrew, it sounds like he has a new secretary of state. >> he does. that's the most prestigious position, marcus, outside of maybe attorney general. it's our understanding that the president-elect has chosen antony blinken to be the next u.s. secretary of state. not a name most people have heard but he's well thought of and was biden's national security adviser. both pennsylvania and michigan certified their votes today and in georgia the trump campaign has asked for a recount of the recount. over the weekend a strange development in the legal team representing donald trump. two members, rudy giuliani and jenna ellis said sydney powell, there in the middle, was not

part of their legal team despite earlier calling her part of the, quote, elite strike force. and appearing with her where she made allegations the election had been stolen by a team of conspirators that included venezuelans and an algorithm that switched trump votes to biden votes. as usual the team offered no proof of that. en asked for proof one of the lawyers said that's not how the legal system works. but then powl took it a step further over the weekend accusing the republican governor and the republican secretary of state in georgia of being part of the conspiracy. >> georgia is probably going to be the first state i'm going to blow up and the secretary of state need to go with it. they're in on the scam. >> now we can't say for certain

brown says governor newsom should appoint himself to the seat. he says the job has more upside than a governor's job which gets termed out after eight years. if newsom selects anyone else to replace harris it should be a black woman. in the meantime politico is reporting as soon as today brown will help launch a campaign to ensure another black woman fills the seat. he tells politico his leading choices are representative barbara lee, karen bass and maxine waters. also san francisco mayor london breed and state senator holly mitchell. politico also cites sources to say the governor may be leaning toward secretary of state alex padilla. turning to sports, the niners coming off their bye week with plenty of uncertainty. it's about who is healthy enough to play. the team has nine players on the covid list. the latest two defensive linemen d.j. jones and willis were both added yesterday. being on the list does not mean

it's the third straight year she's won that award. other big winners doja cat took home wins for best new artist and country duo dan and shay best country song "10,000 hours" featuring justin bieber. a lot of fun. a little music to get you moving this morning. >> need a little music to get the day going. hey, sway side to side. if you want to get moving maybe you could open the door and some of that cool weather will make you go, ooh, it's time to get up. yeah, that will wake you up especially in the north bay. we've had temperatures there starting in the upper 30s and so as we're going into the next several days we're going to have these cool mornings, at times some fog moving by. let's take the time line into late morning and into the lunch hour, in the upper 50s for much of the bay area only reaching into the low to mid-60s this afternoon but that's about normal heading into the

thanksgiving week and we'll only see the 60s for a couple of hours before it starts to cool down. we're taking it to sunset right about 5:00, dropping back into the 50s. we'll start out tomorrow morning once again in the 40s and a few spots in the 30s. now it's dry all weeklong so i wanted to show you how much rain we've measured and how that compares to normal. we look at santa rosa where we've gotten over an inch of rain, close to an inch and a half, but we're still lacking almost 4 inches of rain to catch up to normal and we're doing even worse elsewhere. we've only measured about a tenth to 0.3 from oakland to san francisco, livermore to san jose. sohen you compare that to the amount that we should be measuring, we're only at 6% of the normal amount in san jose and oakland and in santa rosa we're only at about 27% of normal. so it's going to be very dry. hopefully we get some rain in here, but the outlook for the next couple of weeks shows below average rainfall and near normal

temperatures. this will continue the next couple of weeks before we see things changing here. if you're planning to be outside, looks fairly quiet. thanksgiving we'll see temperatures reaching into the low 60s but those morning temperatures are going to be cold, and we could even have some mornings near freezing especially by the end of the week. getting out on the roads we've are had some issues with fog. how is the commute rolling? so far, kari, no problems reported because of the fog but we are warning folks because it is drifting around including our south bay cameras. let's look at the map. in the south bay i've circled north 101. the typical slowing north of 680 but the exclamation point is the scene where kris sanchez reports about the overnight stabbing. two people are dead as a result. they are just off the campus of san jose state. follow that story with kris later on. traffic wise, avoid that intersection. avoid the intersection of

welcome back. it's 5:54. protesters set fire inside the congressional building and clashed with right police in guatemala after the government slashed spending on education and health services. still smoldering in berkeley. there is near shattuck. they were in the middle of being built. nearby homes and buildings had to be evacuated. many lost power. >> huge flames coming out and then it goes down and goes up again. >> investigators still have not determined the cause. this week is a good week to say thanks and giving back.

the need at food banks is so great. >> it really is, laura. many americans just like neighbors need help. >> reporter: we've been tracking the covid numbers here and frankly they're concerning. we know over the last two weeks they're up 140% and in certain cases patients have had to wait up to 24 hours to get a room inside these hospitals. that's not the only impact, on the economic sidelines are only growing at food bank after food bank all across the country. in the bay area in particular donations aren't just being asked in the form of food but funding and volunteers simply to keep up with the influx of people showing up at the food banks for the very first time as this pandemic only gets worse. we'll send it back to you in the bay area. >> you can help this holiday season. the next time you go to safeway

of following new rules? we're tracking it all as the third hour of "today in the bay" starts right now. the third hour because we've been up and on since 4:30 this morning. thanks so much. i'm laura garcia. >> and i'm marcus washington. first that monday forecast. a foggy start this morning, kari. yes, and it's giving us some drizzle in parts of the bay area. low visibility in the north bay. the south bay you can see the low clouds. once that clears out we are going to see our weather on repeat with dry weather all throughout the week and some mild temperatures as we take a look at our highs expected to reach into the low 60s in the south bay. some mid-60s for inland valleys and some spots reaching even up to 66 degrees in santa rosa today.

we'll talk about this as we go deeper into our holiday week. mike, we've been watching the fog. has it caused any issues on the roads? >> hasn't caused an issue but it's still out there. the warning for folks on the south bay where last week we did have problems with fog. you just have your metering light on. it's a lighter build but that did have metering lights turned on. middle lanes and off the 880 overcrossing as we look at the map, 880 itself has no problems. a look at a smooth drive. we do have a crash in fremont and also an issue in the south bay but you are going to take over for that breaking news. >> that's right. straight to downtown san jose this morning and to "today in the bay's" kris sanchez for that breaking news we're following. >> not something you expect to hear first thing in the morning but what have you been able to

find out? >> reporter: san jose police put out their first update on the situation for the morning and only mentions road closures, no status update in terms of the investigation. two people were stabbed to death and others injured not far from the san jose state campus. we do know that police have not described the circumstances of this crime but we talked with the pastor of grace baptist church who tells us there were no services going on in the 8:00 hour last night when the stabbing happened. he confirmed the church sometimes shelters people who are homeless but stip we can't connect the two. people who live in the neighborhood were asked to stay away for hours and the crime scene tape certainly is still up. we can tell you that south 10th and south 11th streets from east san fernando t
