"today in the bay" continues right now. good tuesday morning to you. i'm laura garcia. >> and i'm marcus washington. for anyone getting on the road anytime soon mike has you covered with a look at the commute. first, a look at the forecast for you today. a terrific tuesday for us. hopefully a terrific forecast, kari. yeah, we're not seeing all of the fog we had yesterday, and it's a cool start. we are going to have a really nice day. let's get a look at what to expect over the next several days with some afternoon sunshine. we are going to see a touch cooler weather moving in by thanksgiving and this weekend is looking pretty good as the dry and mild weather continues. here is a look at our highs quickly across the bay area some mid-60s for today in napa,

antioch, as well as morgan hill. a look at the rest of the forecast coming up. mike, how is it looking right now for the commute? looking great right now. we have a little different pattern for the week. golden gate bridge, no problems on the span. how very light the traffic flow is and as we look at the map i've circled the area where the sensors are slower heading towards the bridge. there's a crew that should be clearing right about now right on schedule so i think that should be short-lived. i'll double-check and let you know if anything is going on there. no slowing for oakland. i see changes in the tri-valley. we'll have that coming up. mike, thank you. president-elect biden's transition is now official with the green light from the trump administration to get to work. here is a live look at the white house. this is where, despite the new development, the president is not giving up his fight against the election results. >> "today in the bay's" tracie potts joins us with the very latest.

good morning, tracie. >> reporter: good morning, everyone. the president said he will continue to fight but will also now cooperate with the biden transition. they've lost time. they have 57 days to get ready to run this country. the pentagon overnight announced they will be working with the biden team. and here is a little bit of a civics lesson about how that happened. determining an apparent presidential winner opens the door to more than $7 million in government funds for the biden transition and allows them to coordinate with the federal government. general services director emily murphy insists her delayed decision was not political. and while president trump says for the first time he'll direct federal employees to comply, he added that legal challenges are moving full speed ahead, and he will never concede. >> the election was stolen and

some of those names from the obama administration. laura and marcus, we are told that the foreign service and the national security team will be announced today, the economic team likely announced early next week. >> all right. a lot of information coming out of the white house in washington. thanks, tracie, reporting live from washington. >> today on nbc"nbc nightly new lester hold will sit down with president-elect joe biden. the first enter view since clinching the presidency. nightly news begins at 5:30 right after nbc bay area news at 5:00. to the pandemic and california is reporting more than 8,000 new infections with 50 additional deaths. there have been 1.1 million cases and nearly 19,000 people have died. however, the deaths in the state are trending downward. the california hospital association says it's due to increased testing and better treatment. other health experts warn up to

30% of those diagnosed are experiencing long-term health consequences. along with the surge in cases growing demand for covid tests before the thanksgiving holiday. people just want to know if they're in the clear before they see family. "today in the bay's" bob redell is live in contra costa county looking at what's being done to meet that demand. a lot of people lined up, bob. >> reporter: good morning to you, marcus. contra costa county and what they're doing now they temporarily stopped administering flu shots so they can focus on testing people for covid-19 at drive-in test sites like the one behind me in san ramon. demand here is surging as people try to get tested before traveling or getting together for the thanksgiving holiday with their family and friends this upcoming thursday. contra costa county says covid tests are available for those who are symptomatic and for first responders. otherwise apointments are fully booked if you are asymptomatias.

nbc bay area checked with a local pharmacy here in the county when we said we were asymptomatic and could not get an appointment for a free test but you could get tested if you were willing to pay $139. we spoke with a woman who just returned from portland. she paid to get tested for the sake of her kids at home and mother who has leukemia. >> i haven't seen them since february, so i miss them a lot. i'm staying as safe as i can and they are, too. >> we're going to double mask up and a shield on. lots of hand sanitizer and just not really afraid. >> reporter: that couple you just heard from did not take a covid test before flying back home to phoenix but said they are being cautious. last week contra costa county before a turkey campaign encouraged people to get swabbed before thursday's holiday. again, as i mentioned demand is

really high and if you are asymptomatic most places you will have to pay for it on your own before the holiday. reporting live, bob redell, "today in the bay." sonoma county is reportedly putting a halt to school reopening applications. "the press democrat" reports the process was put on hold yesterday due to rising case numbers. sonoma county is in the purple tier. the decision does not affect nine private schools there. they've already been cleared to reopen. as cases do surge across the bay area, stanford university is taking new steps. starting january 4th all on campus employees must get tested twice a week. that includes faculty, staff, and post doctoral scholars. right now testing is being completed on a voluntary basis. the first two week of classes where students will also fully be online. a follow-up for you now, san jose authorities have yet to identify the two people who died in downtown church stabbing on sunday night.

three more people were injured. police say officers quickly responded to that attack and arrested the suspect. this happened at grace baptist church, which serves the homeless. the pastor says the attacker is known in the community and one of those victims is a shelter worker who was trying to intervene. but they say through all of this, this will not deter them from their work. >> we're dedicated to serving those individuals in the best way we possibly can. that's what we do. that's what we believe we've been called to do by god. this is our mission in a sense. >> there were no services going on at the time of that attack. the church usually shelters about 35 people. the injured victims are expected to survive. today crews plan to remove unstable sections of the seven story building that first caught fire saturday in berkeley. the building is under construction on university avenue. the street is still closed and the fire still not completely out. firefighters used drones to check for hot spots.

several nearby buildings will be evacuated while crews complete the clearance work. no word yet on a cause. more construction is coming to muni's twin peaks tunnel. starting monday crews are expected to begin a new round of upgrades and repairs. one of the biggest projects replacing the rocky bed beneath the tracks stabilizing the rail. the work is expected to run threw february. happening today the return of a bay area holiday tradition, but with a twist this year. the spca holiday window exhibit at macy's in san francisco will be virtual meaning that you will be looking at video monitors of those animals through the windows through january 3rd. that event usually finds new homes for some 300 dogs and cats each holiday season. >> always such a fun tradition to see the macy's window. now we can just do it in the comfort of our home. >> that's a great way to do it. >> it will look exactly like you're looking at now, the four

of us in little windows. >> adopt me. >> please. year we do the clear the shelters event. a little twist to it all. anybody going out looking at the monitors will need to take a coat or a sweater, right? yeah, it's going to be cool. we are going to have a cool start to our morning as we head over to walnut creek. we're not seeing the low clouds and the fog we saw yesterday and it's at 43 degrees. it's going to hold steady here in the low 40s for the next couple of hours. and then start to warm up by 10:00. we're already at 57 degrees. if you plan on heading out today getting some fresh air going for a hike expect it to stay in the 50s. it will be nice and sunny. we'll take a look at the rest of the microclimates coming up. mike, any issues for the morning commute? no surprises, kari.

there has been a woman's signature on our dollars since the '50s, two people signed our money. the treasury secretary and the u.s. treasurer. u.s. treasurers have been secretaries. let's look at where wall street is heading. clearing the way for biden's official transition getting things back to normal and investors like that, too. shares in tesla have been climbing since the company was selected to put its place in the s&p 500 that's made more money for elon musk. he is now the second richest person in the world. he's overtaken bill gates and second only to amazon's jeff bezos. musk's wealth is $128 billion. gates has less money because he donated billions to charity and

is helping to fund the certificate. for covid vaccine. and netflix says its limited series "the queens gambit" the most watched original series ever. los gatos-based company says the show about a young woman's battle with addiction while becoming the world chess champion is the most watched show in more than 60 countries. google certificate chls for how to play chess have hit a nine-year peak. i'm going to take a sip of coffee. it turns out, i've been watching and you have been, too, you don't need to know anything about chess to watch it. it is highly entertaining. >> i haven't started yet but it's on my list. i'm trying to get through the other queen, the crown. >> that's out, too, that's right. >> me, too. >> i used to play chess every day. so maybe it will bring back that habit. >> for sure.

seen the past couple of days except for around the napa area. take a look at the visibility down to three-quarters of a mile. we do see some light fog around santa rosa as well. we may have the fog in parts of the north bay. mostly clear in the south bay. high temperatures reaching into the low 60s in spots like cupertino and some mid-60s for the south county for morgan hill and gilroy and we'll see a high of 65 in antioch today. oakland reaching 63 degrees and some mid-60s for the peninsula and palo alto up to 64. san francisco mostly stays in the upper 50s. in the north bay expect a high of 64 degrees in sonoma. we are seeing more of the same weather, a very quiet weather pattern here, and we're seeing still some active weather across the pacific northwest with a few of the storms moving in. here the storms reach the bay area the rain just dries up. we have had decent amounts of snowfall and we were talking

about some of the ski resorts opening today. that's a live look at squaw creek resort there and it's very nice but a cool morning. let's take a look at our snowfall totals we've had so far this season. we've had up to 40 inches of snow at sierra and tahoe. it's been decent but we could use a lot more and we'll see still some dry weather in the forecast. it is slightly cooler heading to thanksgiving here in the bay area. mike, any issues popping up now for the morning commute? we have a little change here and also what i've been watching out for in the east bay let's take folks out and make the map bigger. we're going to look over on the right side of the screen where we do see a smooth flow of traffic but also that little shift in the altamont and 84 coming to livermore. nothing dramatic there. over here watching 880 southbound heading down to 23rd.

welcome back. 5:26. happening now the search is on for four maine fishermen after their boat sank off the coast of massachusetts early yesterday morning. the coast guard says the 82-foot fishing vessel sank off provincetown. an empty life raft and debris is all that has been found. a live look in las vegas and today new restrictions take effect in nevada due to the unprecedented surge in cases. nevada's governor ordering a three-week pause that includes stricter mask guidelines and stronger limits on gatherings. private gatherings are limited to fewer than ten people, no

"today in the bay" continues right now. good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike will talk about the commute in a bit. first let's look at the forecast today. meteorologist kari hall has been tracking that. kari? it's nice and clear. a live look outside at san jose. a lot of sunshine today, some seasonable temperatures slightly cooler in times for thanksgiving, staying dry and mild with our high temperatures today reaching into the mid-60s. this is the kind of weather we'll see throughout the forecast. we'll talk about what else is going on around the state as

well as for thanksgiving coming up in a few minutes. mike, how is it looking getting to work this morning? it's looking great for almost everybody. let's look at the tri-valley and talk about the changes there. great for the altamont pass. slowing for 580 and the speed sensors are getting better going from red to orange over there and then the tri-valley a smooth flow as folks are coming through 84. much less congestion and that's a better drive. a look at the bay bridge toll plaza but no one is tapping the brakes. that's great news right now. back to you, marcus. later today bay area counties will learn where they fit in the state's newest covid assessment and the clock may be ticking for at least two of the counties now outside the most restrictive purple tier. cierra johnson is live. it's all about the numbers so what are they saying? >> reporter: good morning. we've been looking at the numbers all day and i can tell

you san mateo and san francisco are approaching that gray area where they may enter from red to purple. three of the counties in the bay area, san mateo, san francisco and marin, are in red. so looking at covid dashboards, the latest numbers reveal 70 new cases in san francisco, which brings the total number of cases to just over 14,000. and in terms of testing the four-day average is at 2.3% for positivity. that is about half a percent up from two weeks ago. san mateo was also seeing increases with the recorded 250 cases well above the 105 seven-day average. if they are downgraded to purple, operations for things like movie theaters, houses of worship, museums and gyms would require to shut down within 24 hours and the curfew 10:00 p.m.

to 5:00 a.m. would go into effect two days after that tier change. now we could learn more about those numbers as the department of health is holding that virtual covid update at noon today so only a matter of hours before we can tell whether or not those counties will, in fact, be downgraded. live in san francisco, cierra johnson for "today in the bay." >> thanks so much. more detailed cases are climbing so high in southern california l.a. county leaders are on the verge of issuing a new stay-at-home order. here is a live look, in fact. the county is averaging 4,500 new cases per day. a decision may come as soon as today when supervisors there meet and when it comes with a new travel order taking effect tomorrow recommending anyone arriving in l.a. county to self-quarantine for 14 days. ahead of thursday, 35% believe gathering for the

holidays is worth catching or spreading covid-19. about two-thirds of parents say they plan to ask their guests to maintain social distancing as much as possible. nearly nine in ten parents say they would ask family members with symptoms to stay at home. >> our coverage continues online where we're tracking the number in every county to see where things stand in your area. head to our website, nbcbayarea.com. 5:35 this morning and happening today a community meeting in response to an sfpd shooting one week ago that left a suspect critically injured. this happened on market near the powell street station. police say officers responded to a fight and one man involved in the fight refused to drop his knife. officers first used a taser on the man before firing live rounds. during the virtual town hall they say they will share that body camera video. two teenagers are recovering after a stabbing in free month. it happened last night.

at last check one is in stable condition but suffering major injuries. the other is expected to be okay. police are still trying to figure out what led up to that stabbing. >> general motors is suddenly switching gears by switching sides over clean air emissions. the company has announced it will no longer support the trump administration in its efforts to loosen clean air standards. instead it's siding with california and leading environmental groups. gm also asked other automakers to join them in switching sides which toyota now says it is considering. analysts say this may just be a matter of backing the winning team with joe biden taking office in january. this week more tahoe ski resorts opened. squaw valley and alpine meadows opened today. on friday the sugar bowl, heavenly, north star were the first to open last week n. most cases you'll have to book your lift passes with major restrictions on the slopes.

make sure you check ahead because a lot of these lift tickets are already selling out, kari. so what about snow, though, in the forecast. any plans? no snow in the forecast. we've had a little bit over the past couple of weeks but, of course, we could use more this is a live look at the cold temperatures and that live view that we're seeing right now at the resort at squaw creek. it is beautiful. and so far we've had up to 40 inches of snow at sierra at tahoe. other areas have had over two feet of snow which is decent but at this point we are normally seeing a lot more snow. i don't see anything in the forecast. no bay area rain. we'll talk about that in a few minimum. mike, how is it looking with this dry morning commute? well, it's looking great as far as those conditions go because the roadways are dry, no spinouts reported. we'll take you out to the maps and we don't see any real

good tuesday morning. at 5:41 slightly lower visibility as the fog rolls into the tri-valley. a look at this live view in dublin. and drifting around parts of the

bay area with cold temperatures, starting out in the low 40s. we will see some sunshine today. we will talk about that and the forecast coming up in a few minute. a view of the bay bridge toll plaza. we see fewer headlights and no brake lights. again, we'll see how it affects the tri-valley coming up. president-elect joe biden will get the things he needs to prepare for the white house. emily murphy, most people never heard of before this, she herself says she wished to remain behind the scenes but as administrator of the general services administration it's her job to open up the funds and give the go-ahead for an incoming president to begin the

transition. she's been hesitating all this time because donald trump never conceded. murphy finally made her decision after concluding trump's court battles are all ending in defeat. she herself thinks the rules give her far too power writing i strongly urge congress to consider amendments to the general services act that gives her the decision to make. she also added she had not been under any pressure to delay the transition writing i was never directly or indirectly pressured by any executive branch official including those who worked at the white house. murphy's decision funds biden's transition but, more importantly, clears the way for trump officials to talk to biden officials about classified information. perhaps, most importantly, about the plans to fight coronavirus and some day distribute a vaccine. under normal circumstances the outgoing president gives the incoming president as much information as quickly as possible. the exception to that was during

the bush/gore election which was held up by the supreme court. the delay in getting the information to the eventual winner, george w. bush, was cited in the 9/11 report as part of the reason america was so unprepared. president trump says the fight is not over tweeting what does gsa being allowed to preliminarily work with the democrats have to do with continuing to pursue our various causes on what will go down as the most corrupt election in american political history? things are moving full speed ahead. so, too, is the process. michigan has certified its election with joe biden as the winner. georgia, which joe biden won, has acknowledged president trump can't have a recount. >> there's no specific evidence brought to us if anybody has done anything wrong and, again, both parties have the opportunity to view this in real time when it was being done. >> president trump chooses the

national turkey between, between corn and cob, a job president obama didn't like and president carter refused to do. as we showed you yesterday a lot of twitter users noted a turkey pardon from a few years ago sounds particularly interesting now. >> the winner of this vote was decided by a fair and open election conducted on the white house website. this was a fair election. unfortunately, refused to concede and demanded a recount and i will tell you we've come to a conclusion, i'm sorry to tell you the result did not change. >> we'll find out today whether corn or cob is the national turkey. both of them get pardoned, for the record. you can follow that on twitter. i'm @scottmcgrew. >> what cracks me up most are the names. corn and cob.

senator dianne feinstein plans to step down from the senate judiciary committee. she's currently the highest ranking democrat. feinstein is not elaborating about the exact reason why but says she plans to focus on climate change. this follows criticism of the way she handled justice amy coney barrett's confirmation hearing. to the pandemic and as scientists work on a vaccine that's safe and effective, the question is will people be willing to get one and how will that happen? >> "today in the bay's" kris sanchez is live for us in san jose and, kris, let's start here at home. what is the plan rolling out that vaccine? >> reporter: there's a saying vaccinations don't save lives, vaccines do. it doesn't matter if there's a shot. you have to get one. that's why the work to create this distribution web is so critically important. now that we know we could see our first vaccine get fda emergency approval within the next couple of weeks. let me show you what the governor said just yesterday.

he's working on a plan for the state to put 2.4 million health care workers at the front of the line vofollowed by vulnerable populations, people who are medically vulnerable. the state already has existing infrastructure. think about it, the state does distribute millions of doses of routine vaccinations every year like for the flu. even though widespread distribution is still months away, the clock is ticking because the fda is considering emergency approval for that pfizer vaccine on december 10th. as you likely novak seens by moderna and astrazeneca are close behind. the astrazeneca one seems to be more shelf stable so perhaps the one you and i will get as regular joes. having and getting a vaccine are two different things. nurses may be at the front of the line but only a third of them say they will get that vaccine for sure according to

we are seeing low visibility in some spots. we've seen that throughout the morning and started to see the fog drifting into the tri-valley as well. watch out as you drive to work this morning. going for a hike it will start out cloudy but by 9:00 we're start to go see the skies part and we'll see the clear skies throughout the day with our high temperatures reaching into the upper 50s here right along the immediate coastline. some spots inland will be slightly warmer, up to 64 in livermore and in martinez. santa rosa today up to 64 degrees and reaching 60 degrees in san francisco. but we are looking at a very dry forecast even though there will be some rain very close by especially on wednesday with the cold front passing but even going into the weekend. still no changes as we have a high area of low pressure that

welcome back. 5:57. you're watching "today in the bay." and here is a live look in las vegas this morning. today new restrictions take effect in nevada due to the unprecedented surge in covid cases there. nevada's governor issuing a three-week pause that includes stricter mass guidelines and stronger limits on gatherings. private gatherings are limited to fewer than ten people and no more than two households and only less than 50 people are allowed to gather outdoors. casinos must also limit capacity to 25%. some new yorkers are taking extreme measures to make sure they're cleared from covid-19 ahead of thanksgiving as lines are getting longer. some are paying up to $80 an hour for people to stand in line for them. sites are offering up freelancers and it comes despite new travel warnings issued by new york ahead of thanksgiving. another legal challenge to california's covid health
