a very good wednesday morning to you. thank you for joining us. >> we're halfway there through the workweek, the day before thanksgiving. mike has a look at the commute. first that forecast. meteorologist kari hall has been tracking that. how is it looking, kari? it looks pretty good. we are all quiet across the bay area. we started out with cool temperatures and patches of fog particularly in the north bay. a live look in dublin, it will be cooler but comfortable for the middle of the day. we do have some cool mornings ahead. the dry weather does continue. we'll talk about that in the forecast coming up. mike, how is it looking driving through some of those foggy areas? >> yes, folks might have trouble looking around them. the bay bridge for a reference,

very light traffic flow. the note as we look at the north bay 29 to highway 1 up to healdsbu healdsburg, that's that warm amber blob where the fog has registered. lower visibility there. really no slowing on this map. back to you. president-elect joe biden is preparing to receive his first classified intelligence briefing. he will dmrieliver a message to. this, of course, is following his exclusive one-on-one sitdown with lester holt. come up today in his thanksgiving message. president-elect biden expected to speak to america. we are told about the sacrifices people have made especially with covid and so many other things going on. so many things came up in the interview about policy changes he wants to make on climate, get kids back in school, about a number of things including national security and how he believes the united states should be relating with leaders around the world especially our allies. >> i've spoken with over 20 world leaders and they all are literally very pleased and excited america will reassert its role in the world and be a coalition builder. >> reporter: meantime president trump is talking about the stock market. did you see the numbers

yesterday? the dow exceeding 30,000. president trump pretty excited about that and taking credit for it. >> never been broken, that number. that's a sacred number, 30,000. nobody thought they would ever see it. >> reporter: now back to the biden interview, now that the doors have been opened, meetings scheduled, they've touched base talking foreign policy. the goal for the first 100 days in office he wants to get kids back in school, roll back the trump climate policy and come up with a comprehensive immigration bill to get to capitol hill within the first 100 days. >> getting to work on day one. thank you, tracie. the president-elect continues to make history when it comes to 2020 popular vote. he is now the first presidential candidate to ever receive more

than 80 million votes and his lead is likely to increase in the coming days with 2.5 million ballots still to be counted. president trump's nearly 74 million are the second highest amount in u.s. history. it's 5:04. the cdc may be ready to cut down the recommended 14-day self-quarantine. it comes with the u.s. seeing its highest death rate in months. there have been 12.5 million confirmed cases. california is seeing record numbers. the state confirmed 15,000 with hospitalizations up more than 80% over the past two weeks. at the same time the cdc is finalizing plans to shorten the quarantine for possible exposure. it may become ten days or a week due to better testing and the fact symptoms come on within four to five days of exposure. >> four more counties are in the purple tier bringing the total

to 45 counties. san francisco, san mateo and marin are all still in the red tiers. san francisco health leaders are anticipating a move into the purple tier and may reach that threshold by sunday. a slide would mean more rollbacks following the statewide curfew. that would mean sf restaurants would have to shut down at 10:00 p.m. for so many families making it in the bay involves serious challenges, demand is said to be skyrocketing due to the pandemic. and it is really hitting home as we approach tomorrow's holiday. bob redell joins us live in oakland where one food bank is giving out meals later this morning. good morning, bob. >> reporter: the alameda county food bank will distribute around 1,000 meals at this location here in oakland in what's been

described as an emergency distribution. to give you a sense how many more people are needing food this year this food bank has added 28 distribution sites since the pandemic began. north of here the san francisco marin food bank is serving almost 60,000 families per week, almost twice as many as a year ago. the same people who lost jobs during the shelter in place order. >> it's full of the gear crossing guards would use. this was a week after the schools closed. a crossing guard who no longer has a job. >> reporter: in the tenderloin neighborhood glide memorial church expects to serve 2,600 meals tomorrow morning. there will be -- there will not be a celebration inside the

tree lighting ceremony. it is virtual and gets under way at 6:15 tonight. >> it's hard to believe the holidays are here. >> here and things are different but, you know what, we have to find the greatness in what is happening. meteorologist kari hall is tracking it. take in some sunshine. i promise you it will help you feel better. a look at the fog especially in the north bay as we are seeing the lowest visibility around napa, santa rosa and novato. once that clears out, we will have a very pleasant day. highs reaching into the low 60s and it will be slightly cooler than yesterday. we'll talk about a few changes. mike, are you seeing any changes for the morning commute?

fine. today it will start at 30,046. investors pleased with the presidential transition under way and janet yellen chosen as the next treasury secretary. president trump congratulated everyone on the stock market and said the number 30,000 was, in his words, sacred. in truth there is nothing special or magical other than it's a nice big, round number, like a ten-year wedding anniversary or centennial. now the president does like to take credit and while you can argue, it's doubled since he was first elected president. you know what else is on its way up, home prices. case-shiller says prices rose in nearly every market they measure, nearly 7%. phoenix, seattle and san diego led the way.

houses in the san francisco metropolitan statistical area rose 6% for that year. notice i didn't say the san francisco bay area. case-shiller defines it the way the american census does. the san francisco/oakland part. they split off the peninsula and the south bay which case-shiller for whatever reason doesn't measure. mccormick spieses is buying chol chol cholulua. it's made in mexico but owned by a private equity firm that is based in connecticut which for my money connecticut is the least spicy state there is. the name of the holding company selling the spicy liquid, can you guess what it is? the holding company? >> hot sauce? i don't know. >> it's the spicy liquid company. >> it is? >> i kid you not. >> they went to a meeting, what are we going to call this spicy

>> king me. i remember that from the cosby show. king me, king me, king me. maybe something else is your game. it should be nice across the bay area the next couple of days, kari? nice and cool. cool this morning, a look at where we are as people are getting up and heading out the door. napa, it's 36 degrees. mostly upper 40s and low 50s for most of the rest of the bay area. if you're going to be heading out to the park today getting some sunshine and enjoying the time with the kids out of school, in walnut creek we'll start out with upper 40s but you'll need the jacket throughout the day even when the sun breaks out and we'll see our temperatures getting milder into the afternoon reaching into the low 60s. along the coastline we are going to see some mostly cloudy skies early this morning.

then sunshine the rest of the bay. we'll reach into the upper 50s here. a heads-up, a high surf advisory in effect for all of the coastline and we could have some pretty big breakers today. good for the surfers but for regular people it's going to be very dangerous to be near the coastline today. we could see some breakers up to 24 feet today and coming in every 17 to 19 seconds so watch out for that. a lot of our northwest facing beaches will have the highest waves. and that's all because we're going to see the winds picking up today. at times our winds gusting up to 25 miles per hour along the coastline in san francisco. tomorrow it's going to be even windier, so when you factor in the fact we'll only make it into the 60s and those winds will at times gust up to 30 miles per hour, going to make it feel a lot cooler. if you're planning on having thanksgiving outside you'll want to hold on to that tablecloth because we'll have gusty winds.

antioch will see temperatures reaching into the mid-60s during the middle of the day tomorrow. mike, how is it looking right now as a lot of people are heading out the door? folks are able to get where they're going because of lighter traffic. in the south bay, 680 atteberyessa, a new crash reported. up into the left on the screen and no problems in either direction there or for most of the rest of the bay. it's a smooth flow of traffic all around. lighter volume overall. kari and i have shown you live cameras around the bay. there's fog in the north bay. that's what you watch from vallejo up to sebastopol and healdsburg. do be careful. back to you. >> reporter: maggots, mold, three very good reasons to replace it. one insurance company is telling fire survivors no. i'm chris chmura, nbc bay area responds next.

>> reporter: we've heard from several people whose homes survived the czu fires. the flames got close enough to do damage but people aren't getting the insurance help they paid for. >> the first call i had from our agent was comforting. he said he'd gone through a fire and knew what we were going through. after that it's been a nightmare. >> reporter: several people told us their refrigerator got moldy during the evacuation and showed photos of maggots and ooze. but they refused to replace the refrigerators. tonight at 11:00 the stark difference of opinion. also, why some homeowners were told something unexpected to do dozens of loads of laundry. all that have and savvy advice whenever you file an insurance claim. if you have a consumer complaint that's stalled perhaps we can get it moving.

she's been talking about in the north bay. just a note for drivers up there. you see the speed sensors are showing green as well as the rest of the bay. no major slowing outside of that. back to you. >> all right, thanks, mike. to the pandemic and hospitalizations statewide have nearly doubled the past two weeks and in some cases leaving a shortage of beds. health leaders everywhere are trying to sound the alarm just as thanksgiving arrives. "today in the bay's" jackie ward is live for us in sunnyvale. i can imagine health officials want everybody to know something. what are they telling or asking from us? >> reporter: this is the message we've been hearing all along, stay home. health experts are saying that our actions as a society will determine how we all get through the surge the next couple of months. they're critical. the secretary of health for california says it is still not

too late to cancel your thanksgiving plans. he announced four more counties are in the most restrictive tier, the purple tier. san francisco is tightly holding on to its red tier status but expects to possibly be added to the purple tier by the end of this week. the state's surgeon general explains why it's critical we do not get together with people outside our households or covid social bubble this thanksgiving. >> in the first week of november we saw a 50% increase in our case rates for covid-19 in the state of california. we really are seeing a surge right now. we really want to encourage families to not have mingling, not have mixings. >> reporter: experts point to what happened in canada. infections and hospitalizations shot up after canadian

thanksgiving last month. now the toronto area is on lockdown. experts are mindful something like that can happen here which is why they're asking people, pleading for people to stay home. however, if you do leave your home, doctors recommend to keep practicing all those healthy habits. jackie ward, "today in the bay." here in the bay area the covid surge continues. another record breaking day in santa clara county. 512 new cases were confirmed. san mateo county 227. those are some of the highest numbers that we've seen in those counties to date and now muni is confirming one of its employees has died. since the start of the pandemic 90 sfmta employees tested positive for the virus. as muni points out as an agency

its covid positive rate is lower than san francisco as a whole. health leaders plan to give an update today starting at 10:00 this morning, a half hour before that free covid-19 testing will get under way. you must make an appointment first. >> if you're thinking about getting the covid test at sfo, think again because according to sf gate advanced reservations are booked through december 1st. walkup, day of travel testing is not available for the rest of the week. 179 of its employees have tested positive since the start of the pandemic. and the news comes as the highest number of people are flying this week. the tsa is saying it's doing everything they can to keep travelers safe. >> you're spacing out people and everybody must wear a mask in the airport. >> curb to curb.

>> between friday and monday the tsa says around 4 million people have passed through its checkpoints less than half the number from last year. starting tonight in los angeles and for the next three weeks a ban on indoor dining approaching 5,000 new infections per day. there was talk supervisors might take even more drastic action, a stay-at-home order like early in the pandemic. no action will be taken. we're tracking the number of covid cases in each county to see where things stand in your area head to our website. >> san jose police will talk later today about sunday's deadly stabbing at a downtown church. this happened at grace baptist church. two died, three were injured. one of the survivors was helping

diaper of her first child. i knew as i clutched my first born child that i was losing my second. harry and meghan stepped back from their roles as members of the royal family and moved to southern california. 5:43 right now. president-elect joe biden will finally get access to the president's top briefings. >> scott mcgrew, our current president doesn't always pay attention to it. the presidential daily briefing can be given verbally, through a book. president obama used an ipad. you are right. nbc has in the past reported president trump has not always taken his daily briefing. now the transition is officially under way it's been recognized by the general services administration, under way in that sense. biden can finally get access to the presidential daily briefing. >> do it on a regular basis.

since the certification or what you call -- they've been very forthcoming offering all access and we're going to be starting those on a regular basis. >> biden says he wants to be up to speed on day one and knowing what's going on with our military and our enemies is critical to that. it's easy to forget biden was, until yesterday, technically an unemployed civilian with no access to secrets. vice president-elect kamala harris knew more than he did because as senator she sits on the senate intelligence committee but it would have been illegal for her to pass the secrets on to joe biden. is your rounding himself with experienced people who have been in government before. we noted janet yellen yesterday. you saw what that announcement did to the stock market and former secretary of state john kerry as the new head of the fight against climate change. president-elect biden says that

will be a cabinet level position. now what is and is not cabinet level is up to the individual presidents. there are specific cabinet positions like secretary of defense. but kerry's position will not be one of those. so that could change. america has added cabinet members. secretary of homeland security, for instance, after the 9/11 attacks. president trump has been tweeting a lot particularly things on newsmax, much disprovable through a simple google search. in wisconsin someone has to be indefinitely confined in order to vote absentee. the wisconsin voting site says under wisconsin law voters do not need a reason or excuse such as being out of town on election day to vote absentee. any voter who prefers to vote by absentee ballot may request one. we're hearing but have not confirmed that president trump will travel to pennsylvania today to attend a republican

johnson diving deeper into the changing shopping habits of so many. she joins us live. tell us what they should be keeping in mind, cierra? >> reporter: good morning. well, after the year we've had a lot of people are maybe completely bypassing thanksgiving and getting a head start on that shopping. christmas a very big time for consumers to get out there, but how are their habits changing? a lot of people's plans are changing. experts believe people's shopping habits will change. by breaking things down according to the data gathering group nearly half of all shoppers will primarily shop online. a quarter will do so in person and while 30% will do a little bit of both. now that we know how they are shopping are they changing how much they spend? nearly 40% of consumers plan to cut back on their holiday spending and with many major retailers including target, best

buy, dick's sporting goods announcing they will not be opening on thanksgiving. we reached out to nbc senior business correspondent stephanie ruhle for insight into where we can expect shoppers to spend their money. take a listen. this is a completely different year in how we're living our lives so what we're asking for and what we're giving are very different. we're all home or close to home. so think about all the clothing gifts. not a lot of party dresses. more sweats, comfy sweaters, and while we will be outside it's more like our backyard. expect to see outside heaters, maybe fire pits. >> reporter: and stephanie says with so many people inside expect to see more people inside, more games and subscription services. this could be make or break. they rely on the small business

the temperatures reaching into the mid-60s. a cool start not only here but all across the bay area. the dry weather continues in the forecast. the only thing i'm watching is a chance of rain, a slight chance of light rain on monday in parts of the north bay. the rest of the bay area looks pretty dry. how is it looking for the morning commute, mike? as you would expect this week and every year it's lighter especially on the wednesday before thanksgiving and during the quarantine. there's a little bit of slowing across the area. that yellow highlighting is where kari is talking about the lower visibility. no problems on the roadways, just take it easy. chp has their traditional maximum enforcement period. we're under curfew as well as covid safety in general.

outside of bare bottle brewing. police are investigating. the pandemic having a major impact on sexual misconduct cases at college campuses. stanford posting its latest title ix report. over the school yearening in june the school had 187 reports of sexual misconduct. 92 fewer than the year prior. there were eight disciplinary actions. a new federal ruling is giving more leeway to drivers when it comes to what goes on in their car. a judge says california cannot enforce a ban on vanity license plates the state considers offensive saying it violates free speech. it comes after five californians sued including a gay oakland man who wanted the plate with the word queer. the judge did leave room for the dmv to ban plates considered profa profane, obscene or contain hate speech. right now at 6:00
