this special edition of nbc bay area news. i'm anoushah rasta. >> and i'm terry mcsweeney. >> at the top of the list is the new travel quarantine, but four teams are also sidelined. >> fresh off their win today, the 49ers are scrambling to try to figure out where they're going to play their next home game. i'll tell you one thing. it won't be at home. let's start with our sports director anthony flores. anthony, what is going on? >> well, terry, the 49ers found out about the county's new regulation on the plane flying to los angeles. kyle shanahan called it disappointing saying his team and the franchise had been working hard to keep everyone safe and follow the rules. >> for us to be heading out here yesterday and the relationship we have them for all of our players and coaches and our wives to find that out while

we're get on a plane and no one to tell us, it was extremely disappointing. i got a lot of guys here who we can handle everything and we understand how big of a deal this virus is and that's why we're so committed. that's why we feel like we have done it as good as we can. >> it's been a struggle not having my little family -- sorry if i get a little emotional, but, you know, it's really tough. and i miss them so much. and it's a fight out here every day. you know, you're fighting for your life. i just want people to understand that. it is just not football players. it is the whole organization. it's everybody. >> boy, you can hear it in their voices. a lot of emotion going on with the 49ers. now, the team is working on a new game plan. they have not finalized where they're going to live, practice or play, but it's clear that leaving their families behind will not be easy. i spoke with 49ers insider from

nbc sports bay area to find out what the next three weeks are going to be like for the 49ers. >> what are the options for the team moving forward? >> well, they're looking at places out of state. arizona seems the most likely. dallas is another place that they could actually go and play games at. what really is upsetting to kyle shanahan and the rest of the crew is they found out as they were boarding their plane. no communication or discussion or how they could work around it. they just found out like the rest of us did via social media. >> you were at the game in los angeles. it was a big win for the 49ers. but how challenging is it going to be to focus on football the next three weeks? >> it is going to be a tough one. they have been very strict with their regime. they have been going to practice and going straight home. they haven't been able to travel the holidays. they weren't allowed to see

them. so now they might quarantine away from their families who normally would be with them in santa clara. now they have to go outside the county to practice. monday night is their next game. it gives them a few days to figure out where they're going to go. >> and you heard jennifer. the 49ers next game is next monday night. so that first order of business is finding a place to pctice by at least thursday. coming up later, head coach kyle shanahan on the challenge his team had to overcome to ghetet today's big win. it is typically one of the biggest travel days of the year. right here is a look for you. you can see plenty of people out on bay area roads tonight. some of them presumably heading back from thanksgiving travel. a new travel quarantine goes into effect in santa clara at midnight. but how will the county enforce

it. marianne continues our coverage from san jose international airport. >> reporter: airports are going to be a key component of this new order because they are now required to post signs and give arriving passengers information about the new requirement to quarantine for 14 days. as people return to santa clara county after thanksgiving holiday travel, for some, getting home seems a little more urgent. that's because a new travel order goes into effect at midnight. it will require people who travel more than 150 miles from the county to quarantine for 14 days. >> it is going to be tough on folks. i don't think that's a short-term type of situation. i hope it's worth its wait. >> there are some exceptions, such as people who perform an exceptional government function. but at this point it appears they will not be tracking whether people actually quarantine. instead, notifying travelers of the policy.

some travel eveers who need to travel for work wonder about what the impact will be. >> it was more crowded today. but for me, it's a business trip so i needed to do it. >> reporter: if you do head to the airport, you will find these signs posted reminding people they will have to quarantine for two weeks. >> and we're requiring transit facilities where people may be coming from outside, for example, the airport or train stations to affirmatively provide the quarantine information to those travelers so that they know upon arrival and to also provide notices to publicize that requirement. >> reporter: with regular hospital beds in the county expected to fill up by december 3rd, the county is also cracking down on businesses, issuing at least 75 fines for covid violations during the thanksgiving weekend. most of the violations were for failing to submit a revised

covid-19 business plan. and this time there was no grace period. we reached out to santa clara county public health department to find out the specifics on how they're going to enforce this new quarantine order, but they did not provide any details. what we do know is that this new order applies not just to people living in santa clara county, but anyone who visits here for more than 150 miles away. from san jose, nbc bay area news. not just a travel mandate. santa clara county also has new rules on how many people can gather indoored at retail stores and indoor malls. it is now at just 10% capacity. in grocery stores and pharmacies 25% capacity. hotels only allowed open for essential travel and for people who need somewhere to stay. card rooms are also temporarily closed. there are now more confirmed

covid-19 patients in hospitals. remember july? statewide hospitalizations hit a peak. on july 31st, we did well after that. as of yesterday, more than 7,400 californians hospitalized with covid. not only is that a new high for the state but a dramatic jump for the 6,900 hospitalizations we had on friday, two days a ago. now hospitalizations here also on the rise. during the spike this summer, jumped up to 815. again, look at what we can do when we try. hospitalizations hitting a peak on the 21st and now on the 28th of november that number stands at 724. in san francisco, testing continued today. the latino task force provides the site. the goal here is to test underserved communities in the

city located at saint anthony's on golden gate avenue. it will be open tomorrow and on tuesday between 9:00 in the morning and 3:45 in the afternoon. okay. as cases surge, march ring county remains the only county not in the most restrictive tier. that's the purple tier. tomorrow some schools actually begin reopening. but not everyone is sure that the county should move forward with those plans. here's tom jenson in mill valley with the story. >> reporter: others pua glimmer normally during this latest covid surge. a manager says business owners, workers and customers here have done their best to help stop the spread of the coronavirus. >> everybody is trying to respect, you know, the six feet apart and the mask and

everything else. >> reporter: it is a big reason marin county has been able to avoid slipping back into the purple tier. the restaurant is hoping to expand soon. business is down significantly during the pandemic, and they want to avoid more restrictions. >> we're trying to open other areas in the restaurant so we can have another section for sale. we're making things happen. like on the alley way, that will be our next step for moving forward. >> reporter: others are hopeful but not as optimistic. >> realistically, it seems like we will be heading into purple. >> reporter: stephanie is one of a number of parents who are also concerned their school district is moving ahead too quickly with plans to open all elementary schools and mill valley middle school monday morning. >> i'm extremely worried. i think this is the worst time we could have started. >> reporter: but another parent says the pandemic and school

closures have caused an increase in mental health issues with students who missed the social connections with their peers. >> increased depression, anxiety, other maladaptive behaviors. >> reporter: the high school district here is expected to reopen schools in january. if there is a massive surge in cases after the holidays and the return to purple, what then? will any schools remain open after january? tance learning? in mill valley, nbc bay area news. every day since 1959 with the exception of christmas day, this pancake house has been there to welcome hungry customers. but all that changes tomorrow. the breakfast spot is closing its doors as the pandemic puts up hurdles it can't overcome. open through shutdowns in different tiers but they're say they're losing too much money.

with 52 days until the inauguration, the biden administration is working around the clock. today the president-elect and vice president-elect announced their all female communications team. today biden will get the daily briefing. but overshadowing those announcements, mr. biden was forced to take a trip to the doctor's office today after fracturing his foot. the accident happened yesterday while he was playing with his dog major. the doctor said it is a hairline fracture that will require mr.

biden to wear a walking boot for several weeks. meanwhile, wisconsin finished a recount confirming president-elect biden's victory in that battleground state. president trump did pick up an additional 45 votes in dane county, which includes the city of madison, state capital. milwaukee county reported its results on friday, giving biden an extra 132 votes. altogether, the recount barely changed biden's margin of more than 120,000 votes. this afternoon, president trump left camp david, returned to the white house. three of his grandchildren as well as ivanka trump and jared kushner were with him. >> who will get the coronavirus vaccine first? what a decision to make. initial supplies of the covid-19 vaccine are limited. experts have proposed giving the vaccine to health workers first as well as workers in other industries or those with medical

conditions. dr. anthony fauci said nursing home patients and nursing home staff should be expected to be vaccinated reasonably soon. but children will take longer. >> it's going to take months. when you have a situation like a new vaccine you want to make sure because children as well as pregnant women are vulnerable. so before you put it into the children, you're going to want to make sure you have a degree of efficacy and safety that is established in an adult population. >> pfizer is close to getting emergency use. as we mention tonight, nearly the entire bay area is back in the most restrictive tier. that means renewed restrictions including those for retail and for restaurants. nbc bay area's christie smith spoke with businesses about how they plan to handle the roules.

>> we have noticed a drop in businesses. >> at broadway grill, they're adjusting to the new restrict n restrictio restrictions. now they can only offer outdoor dining. >> you obviously have an issue, and i wouldn't want to, you know, make my business priority over people's safety. however, obviously for us, it's very bad situation. >> reporter: the restaurant is working to get a tent allowed soon. it's been a challenging year amid the pandemic. >> the biggest challenges will be it's wintertime. so if it's raining, it is probably going to be no business at all. and basically we're hoping for some takeout. >> these two came to dine outside and tried to offer support. >> when it's safe, i have been eating out a lot. i do want to try to keep the economy going when it is appropriate and safe. >> reporter: they weren't

surprised to hear about the rollbacks as covid cases spike. for retail shops the indoor capacity is being reduced. >> i understand what the county is doing and the state. i'm all for it. it's a safety issue. you know, we need to watch. as a public, we need to be careful and come ploy with mandates. >> reporter: john says they will cope and manage the changes for their customer's safety. still, the timing of this is not easy. >> it is the most difficult time right now with the purple tier because this is my busiest month out of the whole year. >> reporter: christie smith, nbc bay area news. this week a church will be back in court fighting to hold large indoor services. as we previously reported, the chapel in san jose continuously denied the county's orders welcoming hundreds of people inside for services. last month the court ruling said that the church must listen to

the county and comply with its order. another hearing is set for tuesday to determine if those restrictions will continue. the county issued hundreds of thousands of fines against the church. >> the holiday lights are shining bright tonight, just like they have for the past 41 years since 1977. t because of the pandemic, this year the floats are parked at the rancho shopping center. so instead of the floats driving by, people drove by. very 2020. >> you know who the photographer was in that video right there? >> i don't. >> i believe it is our own raj. >> wow. he did a great job. very steady hand there. >> he really did. he's going to take all of our jobs soon. rob joining us now. what a spectacular night with a spectacular parade there. >> yeah. it was nice to be able to see

that without the windshield wipers going. but the fact of not seeing rain is the big part of the story. now with december just around the corner, the dry weather continues. be watching that over the next seven days. maybe see air quality issues. but tonight our focus is on the cloud cover. we'll talk more about the number of lunar eclipse you might be able to see after midnight in just a minute. let's take you outside to the chilly temperatures. you are already getting close to the upper 30s. napa down to 30 degrees. you see 50 in san jose. here we go. hour by hour, midnight, those are thin, high clouds passing by the bay area. if you are on twitter, a halo around the moon. you want to see the moon tonight. it is not only a full moon, but we have this lunar eclipse. think of it as a fainter version of the total lunar eclipse we might be used to. a brief darkening of the moon

around 1:30 in the morning. head outside. you might be able to see that again. the peak of this will be 1:32 in the morning. 30s and 40s. patchy low clouds making a comeback to the host. if for the afternoon, more sun. despite the 30s to start the morning, temperatures rebounding pretty well with mid to upper 60s inland. but on the topic of rain, you see the high clouds passing the bay area. not rain producing clouds. and very likely from this weekend to the next, storms approach as they approach the bay area. thursday might be our best chance. you see how that fizzles on approach. there you go. december 6th still dry. a very dry looking seven-day forecast. temperatures trending a little warmer toward mid-week. hazy skies. and some may build up in terms of air pollution problems for some of our inland valleys. we'll be watching that tuesday

family, but they are worried about what will happen next. >> america's hospitals are pushed to the brink. here's nbc's blaine alexander. >> reporter: tonight millions of americans are taking to the skies or the streets headed home after thanksgiving travel, something health officials pleaded with the public not to do. because of that travel, we are likely headed into the worst phase of the pandemic. >> what we expect as we go into december that we might see a surge super imposed upon that surge that we're already in. >> reporter: over the past week, tsa processed more than seven million passengers, less than half what we saw last year, but by far the busiest stretch since the pandemic. >> keep your masks on. be respectful of others. you will be fine. >> reporter: and while we have weathered holiday surges before,

with the u.s. now topping 13 million cases, experts fear this will be much worse. we're entering this post-thanksgiving surge with three, four and ten times as much disease across the country. and that's what worries us the most. >> reporter: all as americans continue to disregard health warnings. in denver, the mayor who urged his residents to skip holiday travel is now apologizing after taking a flight to see his family. >> it was hypocritical. it was a mistake i regret. >> reporter: all of it dealing blow after blow to a health care system stretched to the limit. >> if things don't turn around quickly, we're going to have a situation with capacity not only of hospital capacity but staff. >> we're exhausting all efforts, doing everything we can and just still cannot save everyone. for this virologist, it is

beyond frustrating. >> it is sad and it's difficult to watch. so i think the next couple of months will see the darkest and weakest we've seen yet in this pandemic. >> reporter: that was blaine alexander reporting. beginning tomorrow l.a. county is urging people to stay home as much as possible. the county is calling it safer at home restrictions. all public and private gatherings of people not in a household are prohibited. church services and protests are allowed since they are constitutionally protected. businesses are allowed to be open just a small percentage of their occupancy. earlier this week, l.a. county banned all outdoor dining. part of the reason for these new restrictions is the positivity rate. 6.1% of people getting tested for the virus are testing positive. l.a. county's positivity rate is

higher than that state average. it is 6.8%. the number is higher in san bernardino county, which is 13.9%. here in the bay area, the positivity rate stands at 3%. marin county is the only bay area county still in that red tier. it is a bit smaller population rate. the positivity rate there stands at 1.5%. there are countless examples of how small businesses here at the bay area and across the country are hit hard by this pandemic. they're struggling to keep the doors open. each decision plays a huge role in whether they can stay open. we spoke with one business owner who moved her boutique online back in june, and now her business is 50/50 in terms of online versus in person. she's pleasantly surprised that business surpassed her expectations. >> there is a bit of relief that

this holiday weekend did so well. i'm hopeful that the rest of the season goes well. nonetheless, every decision i make is with a bit of trepidation. i'm not able to just relax and, you know, make business decisions the way i used to before. >> santa clara county had teams out this weekend to customers who were not following health guidelines. this week the council expected to discuss expanding its natural gas ban. the city wants to move towards a renewable energy future. it is proposing no natural gas. the council will take up the issue on tuesday. they will be exempt from the ban if it goes in effect. up next, stepping up to help small businesses. how salesforce plans to help shops in san francisco even

a big week for dreamforce coming up from the ceo of salesforce. the popular event a free month long event online this year. started in november and of course it is all virtual because of covid. you're looking at video from last year's event. totally different time. >> uh-huh. >> among those joining for wednesday's keynote address will be the governor and the ceo of at&t as well as the ceo of bentley motors. zoom is having a boom year, to put it mildly as you can imagine. sales growth is expected to top 300% for a second straight period tomorrow. the dramatic rise in distance learning and remote work this year has translated to huge profits. but investors are starting to look passed the pandemic. the company's stock started to sell off after positive vaccine

news this month. there is a new campaign tonight designed to lure high paid workers to hawaii. in other words to live there. a group of hawaii leaders launched a campaign today promoting the islands as an ideal spot to work remotely. a lot of companies offering people to work from any spot. it will be cubicle versus kawai. i think cubicle is losing. hawaii's economy relies heavily on tourism. workers with extra income could bolster the economy. still ahead, an nfl quarterback apologizing tonight. the decision he and several other players made that put he and the team in a real bad place today.

already odd football season. the denver broncos played today without a quarterback. how can you do that? the answer is not very well. one of the quarterbacks tested positive for coronavirus. starting quarterback drew lock apologized for the entire group today admitting they let their masking slip. and by the way, broncos running back played quarterback today against the saints. they got slaughtered. they completed one pass in the entire game. it was one pass. and the broncos lost 31-3. let's take a live look at sfo where travelers headed to the hawaii islands will have to quarantine to two weeks. that forces all travelers to kauai to quarantine for 14 days even if they are coming from

other parts of hawaii. to bypass the quarantine, but this new rule goes into effect on wednesday. if you got to be quarantined somewhere, hawaii is not a bad place to start. rob has spent a fair amount of time there. rob? >> yeah. you know, and that would be a good place to be for most of the year. pleasant conditions there. here we don't have any rain. instead we have high pressure. we'll explain that in our full forecast when we come right back.

we may begin to see some issues with that, along with our wintertime spare the air alert. it tends to act like a lid over the bay area. it traps that wind condition. you might have noticed the time today. hazy skies in a few spots. we might begin to see more of this as we see the calm wind days. that warm, sinking air tends to lower the pollution. in fact, we're beginning to see those numbers pop in the forecast for tomorrow. getting closer to 101 on the scale. that would be good enough for a wintertime spare the air alert. so you have asthma or other respiratory issues, you want to keep an eye on that the next two days as the winds are light. smoke pollution in the air also helps for patchy fog to provide a surface with that at night

that allows fog to form. it will be tough because we haven't had a lot of rain. still, no rain in the short term forecast. san jose down to 50 degrees. we'll take you to livermore. similar temperatures in the mid-40s. san francisco, high clouds in the post of the fog. 54 and speaking of that high cloud forecast, why we care about it from midnight to let's say 1:42 in the morning is we got a lunar eclipse. this is the outer edge making for a faint shadowing effect on the moon. it is not like the total lunar eclipse we sometimes get. this is more subtle. but the week will be at 1:42 in the morning between the high clouds. so when you don't have a lot of cloud cover, the mornings tend to be cold. 40s bay side and oakland in san

francisco. as we have been seeing, the afternoons very nice. mid-60s inland. low 60s for san francisco and oakland. but we shouldn't be seeing this type of weather this time of year. this really is the end, we're approaching the end of the season approaching december. this gold line is about how much rain we have seen this month around the bay area. that's about 20% of average. so here's the backdrop. the draught still expansive across california. we have clouds moving through with these storms approaching the west coast. high pressure continues to weaken them. so we try to go out to ten days to find any rain. through the first week of december all the way through december 9th, there you go, hardly anything across california. so the pattern obviously is holding strong. the two week outlock for now, it's full of bad news, i'm sorry, but there you go. most of the long range models keeping things dry through december 13th and 14th.

welcome back. i'm anthony flores. it has been a roller coaster ride of emotions the last 42 hours for the 49ers from being forced out of their facility to a thrilling victory to get back in the playoff picture. deebo samuel and several players returning from injury. another running back rumbles into the end zone to give the niners a 7-3 lead. now the defense forced three turnovers in the first half. jared goff is picked off. and look at the big man go. he takes it 27 yards for the touchdown. now, the niners were dominating this game in the third quarter. then aaron donald happen. he forces the fumble. scoops it and scores. part of a 17-0 run by the rams. they would grab the lead. there was a score tied late in
