"today in the bay" starts right now. a very good monday morning. thank you for joining us. i'm laura garcia. >> and i'm marcus washington. mike is keeping an eye on the roads we have around the bay area. first, let's get a look at the weather today with meteorologist kari hall. it is cold outside. yeah. we're going to see more of these cold mornings over the next several days. it does warm up and shapes up to be a nice day with all of that sunshine. we're still looking at some dry weather and some gusty winds. i don't have to change this bottom line. still no rain in the forecast through the rest of the week. as we start out the door this morning, we're seeing some spots dipping below freezing. we'll be watching those numbers go down even further. we'll talk more about that in a few minutes. mike, how is it looking getting out the door for the early morning commute? kari, i'm trying not to play favorites but all of the roadways look good except for a couple incidents. one was major closing down

highway 24. two lanes are affected by debris and by a crash. maybe a light pole down eastbound as you're approaching oak hill. keep that in mind if you're traveling to the walnut creek interchange. across oakland to san francisco, though, that bay bridge is clear, as is the rest of contra costa county. breaking news for you this morning, moderna says that it is filing today for an emergency use authorization of its covid-19 vaccine with the fda. the drug maker says that its coronavirus vaccine is 94% effective with no serious safety concerns. the fda vaccine committee is expected to review that data by december 17th after emergency use authorization is granted moderna will start distributing vaccines immediately. the company says it expects to have 20 million doses available by the end of 2020 and up to a billion doses in 2021. new restrictions are in place throughout the bay area as the surge of cases continues to

grow during the thanksgiving holiday. take a look statewide. 6.1% of people getting tested for the virus are testing positive. l.a. county's positivity rate a bit higher than the state average. it's at 6.8%. here in the bay area the positivity rate stands at 3% in santa clara and alameda counties. marin county is the only bay area county still in the red tier, a bit smaller population wise. the positivity rate there stands at 1.5%. santa clara county is among those instituting the most severe restrictions the county's health director is comparing the covid crisis to a train about to derail. among the new restrictions marianne favro reports there are many questions how it will be enforced. >> reporter: as part of this new quarantine order san jose international must now post the information and also give each arriving passenger a copy of the order letting them know that they are required to quarantine

for 14 days. this is the last group of travelers arriving at sjc who will not be asked to quarantine, but at midnight that all changes. that's when a new travel order goes into effect in santa clara county requiring people who travel more than 150 miles from the county to quarantine for 14 days. travelers have mixed feelings about the restriction. >> for most people that doesn't really -- that won't really fly with their lifestyle. i could work from home, but some people may not be able to work from home, so i don't know if they're going to miss out on income. >> i think it's a good idea with the numbers picking up. >> reporter: there are exceptions such as people who perform essential government function. it's not clear if the county will be tracking whether people actually quarantine, but the county is notifying travelers of the policy.

>> we're requiring transit facilities where people may be coming from greater -- for example, the airport or train stations to affirmatively provide the quarantine information. >> reporter: not only is the airport required to post this sign about the quarantine order, but it must give a copy of the directive to arriving passengers with new covid cases increasing exponentially and regular hospital beds expected to fill up by december 3rd, the county is also cracking down on businesses. issuing at least 76 fines last week. no grace period for covid violations. most of the violations were for failing to submit a revised covid-19 business plan. we reached out to santa clara county health department to find out the specifics on how they're going to enforce the new quarantine order, but they did not provide any details. what we do know is this new order applies not just to people

living in santa clara county but anyone who visits here for more than 150 miles away. in san jose, marianne favro, nbc bay area news. the san francisco 49ers are scrambling after contact sports were banned for three weeks. the next two home games at levi's are now off the table. this includes practices as well. mostert talked about trying to roll with the punches. >> it's been a struggle not having my little family -- sorry if i get emotional. i miss him so much. >> they are upset how they found out about the ban while flying to l.a. from the county news conference just like everyone else.

the new county ban is also leaving san jose state's football team scrambling. they're still undefeated but they've had time the last two games canceled. they are in talks with the mountain west conference to come up with a backup plan. when i got out of bed i was looking for the robe. a cool start this morning. yes, and it makes it so hard to get out of bed when you know it's going to be cold. we have to do it. this will wake you up as you get ready to head out the door. we are back below freezing in the north bay and napa. 28 in ukiah. even in the tri-valley we're in the mid-30s. after the cold start we're going to have a nice day once again

carts on this one. consumers spend an estimated $9 billion online, up 22% from last year's record $7.4 billion. traffic in physical stores dropped by more than 50% as retailers try to limb crowds stopping door busters and deals and hours. many people are still likely shop in stores but may go midweek when they expect crowds to be smaller. americans are projected to do a lot of pointing and clicking as they hiber at home as the busiest online shopping day of the year. the surge will challenge retailers such as using their stores in fulfillment centers, uber, post mates and instacart and the good news is, marcus, you and i wear just about the same size. point and click and send some stuff my way. good to go. >> you know i've got your back, frank. you know i do. >> that's funny because i was thinking i bet you are both xl.

cold weather if you are going to plan to head out today i think waiting until later this morning and early in the afternoon is better for a hike through the east bay. check out our start in the mid-30s. then the upper 50s and low 60s as we get a look at our temperatures all around the bay area for today. we are going to head towards noon with temperatures near 60 degrees for all of our microclimates and will see some mild weather for the day. it starts out really cold and warms up for a couple of hours during the middle of the afternoon and cools down quickly. back to the upper 50s and back into the upper 30s and lower 40s. still not seeing any changes here. we are going to see cold front after cold front moving through. it makes our winds pick up but doesn't bring any rains. we are heading towards extreme

drought conditions that may also spell fire danger for the bay area. we are looking at some temperatures in the 60s and no changes here through the end of the week. how is it looking heading towards this morning? >> the speed sensors are looking great. we'll get lighter and lighter commutes. more traffic midday. southbound 880 approaching 92 there is a crash. we don't see any slowing. plenty of lanes getting by heading to the bridge. over here i'm circling the crash. just gave me the all-clear getting towards the bay bridge equally as smooth. thank you, mike. a fire burning at a paper packing plant.

firefighters say the burning cardboard was difficult to control but the fire is now out. no one was injured. the fire comes after another plan caught fire. now the most restrictive purple tier meaning they returned to tighter rules they hoped to avoid. broadway grill is one of many businesses returning. the restaurant hopes to get a parklet or tent soon. even that comes with challenges. >> the bigger issues are wintertime. if it's raining probably no business at all. we're hoping for some takeout. >> for retail shops holiday

shopping reaches its peak. >> it's not just the bay area seeing more restrictions. beginning today l.a. county urging people to stay at home as much as possible. this is over the next three weeks. just yesterday the county reported more than 5,000 new cases and 16 additional deaths. right now the total infection count more than 400,000. new restrictions meet all public and private gatherings with people who are not in the same household are prohibited. businesses are allowed to open just at small percentages of their occupancy. face coverings and social distancing is required at all times. health officials say putting a plug in the surge is paramount as so many health care workers are testing positive. >> can we keep the health care workforce well, well enough, and not overtaxed so they can continue to provide the very excellent care they're all providing right now. l.a. county banned all outdoor dining. we're about a month away

from the end of 2020. the word of the year, here is a hint. it's something we've all become way too familiar with. you can make your guesses now and we'll tell you if you're right straight ahead. first, pfizer's first batch of its covid-19 vaccines have arrived at chicago o'hare international airport. according to a source united airlines flew its first charted cargo flight from brussels, belgium, with the vaccine onboard t. remains unclear how many were onboard and when exactly that cargo shipment arrives. the vote tomorrow could determine who should get the first set of vaccines. ♪

the vaccine committee is expected to review as long as emergency use authorization is granted. moderna will be able to start distributing vaccines immediately. the company expects to have 20 million doses available by the end of 2020 and up to 1 billion doses next year. state health leaders fear the coming weeks may be overwhelming. on saturday a record 7,415 covid patients hospitalized. that's about three times the number and an increase of more than 5,000 patients. every county but marin now in the most restrictive purple tier. schools in marin are poised to make a bold move. for the first time in nine months some students are returning to the classroom. cierra johnson is live where i'm sure a lot of parents there really nervous about their kids going back to school. >> reporter: yes, good morning. today i
