the vaccine committee is expected to review as long as emergency use authorization is granted. moderna will be able to start distributing vaccines immediately. the company expects to have 20 million doses available by the end of 2020 and up to 1 billion doses next year. state health leaders fear the coming weeks may be overwhelming. on saturday a record 7,415 covid patients hospitalized. that's about three times the number and an increase of more than 5,000 patients. every county but marin now in the most restrictive purple tier. schools in marin are poised to make a bold move. for the first time in nine months some students are returning to the classroom. cierra johnson is live where i'm sure a lot of parents there really nervous about their kids going back to school. >> reporter: yes, good morning. today is a big day at

elementary. marin county at this point in a category of its own with being in the red county surrounded by a lot of those other purple tier counties. we broke it down by numbers. 51 counties are in the purple category. just six in the red category. one lone county is in orange. these counties in purple, according to the state's covid website, represent nearly 40 million people in the state or 99.1% of the state's population really in a league of its own. pa rin marin stands out. in a letter to parents, the superintendent and the school principal emphasized that families are encouraged to quarantine when needed and some

of the school day will be a little different. drop-off and pickup, drivers are to meet at a designated gate and the drivers are to remain in their cars. some feel the district may be moving too fast. >> increase depression and other maladaptive behaviors. >> reporter: and in this district the high school is expected to reopen school in january. it is important to note for schools in purple tiers there's a chance that in-person learning may not resume. we will be keeping a close eye on what happens. thanksgiving was a big marker and in the weeks following we'll keep a close eye on those numbers for this district and for all of the counties in the bay area. a lot of information will be

>> reporter: president-elect biden has named a historic all-female communications team and is expected to announce his economic team this week. tracie potts, nbc news. in the meantime the president-elect's work took a bit of a detour over the weekend after he fractured his foot. his office says the accident happened saturday while biden was playing with his dog major. his doctor says a ct scan confirmed hairline fractures requiring the president-elect to wear a walking boot for several weeks. a day of mourning in the east bay for the oakland fire department. a virtual memorial will be held for the assistant chief. tragically he died two weeks ago from a heart attack at the age of just 42. he's survived by his wife and three sons.

the procession will travel to sacramento, his hometown. the struggle between landlords and renters trying to make it in the bay heats up this week in san francisco where supervisors tomorrow debate on a plan to better track housing inventory. it would ask landlords for rental information on the 230,000 rental units including rent rates and vacancies. it will provide crucial information to address housing affordability. property managers call it invasion of privacy. it will create a new level of bureaucracy to measure those expected to pass. even though you may not be able to go to the san francisco symphony in person there is now a way to listen from home. ♪ i wish i could play that. this is a sneak peek of the

few people realized how many things depend on aws. when it ran into trouble just before thanksgiving ring doorbells stopped working. people had trouble logging into their capital one bank accounts at home, netflix suffered outages. people couldn't get their roombas to start. amazon web services was down. it's back up and running now. wall street planned to hear moderna will file for emergency use of its coronavirus vaccine today. we'll get the jobs number tomorrow. this is the week tiktok is supposed to shut down if it doesn't sell itself to an american company. the new deadline is friday. they are saying they are having contacting american federal regulators about the issue. they seemed to have lost interest. and "the croods" was number one at the box office. there are some movie theaters open and the movie set a record

positive vaccine news sparked an initial sell-off. trending this morning one woman making history, one yard at a time. sarah fuller became the first woman to play in a major college football game when she kicked for vanderbilt university against missouri. she stepped in to help fill in for the loss of numerous players due to covid-19 because missouri beat vanderbilt 41-0 she only got on the field once. now that she's on the team she plans to stay there. good for her. trending this morning some armchair book detectives have an interesting case on their hands. a short story and 1,000 copies of his book. he left a single word in each book. together all 1,000 books will form a short story. people are now working together -- coming together on twitter to try to solve that puzzle.

oakland as well as hayward. if you are planning to spend some time outdoors and early in the afternoon when it feels nicer. you may be making plans to enjoy a little bit of fresh air. you may be home schooling today. and then all clear with those temperatures warming up today at lunch time. mostly near 60 degrees and reaching into the mid-60s for our inland valleys. still heading into this evening cooling down quickly with the winds picking up. e winds may become quite gusty and our low temperatures tomorrow coming back to the 30s. still looking at the cold fronts moving in and drying out. we are not going to see any rain. we've had high pressure blocking any chance of rain.

even towards sunday it's still looking dry and may not be until the middle of the month before we get a chance of rain. with the extreme drought conditions we do need some rain and we're not going to see it over the next seven days. the dry air causing those extreme temperatures where you have the very cold mornings and cools down once again. we don't have the humidity to regulate those temperatures. as we check out san francisco some low results going through the week. sunshine through the rest of the forecast. people need the heaters on in the car, right? exactly. if you're lucky enough to have a seat warmer probably turn that on, too. a look at the roadways and a smooth drive. nothing major to worry about. the bottom of the screen 237 eastbound, the crash did clear from the roadway.

welcome back to you. 5:23 this morning. and developing right now authorities in mississippi are investigating the shoot-out at a biker bar that happened early yesterday in rural mississippi about 75 miles north of jackson. at least 11 people there were shot. amazingly all of them survived. authorities recovered guns and stolen property. they're still working on announcing arrests. and a manson family member serving life in prison will not go anywhere anytime soon. governor newsom blocked the release for the fourth time. the parole board and governor newsom reversed the decision saying she still posed a danger. she helped kill an l.a. grocer and his wife. governor brown and newsom have each blocked her release twice. supreme court justices may shift political power and billions of dollars away from

states with large immigrant populations. the trump administration wants to send congress a census report that excludes undocumented immigrants. the court will decide if the president has the authority to do that. at stake is any doled out by population including congressional seats and more than a trillion dollars in grants. basketball fans can make their calendar, make it set and mark it with a date now. that has been set to induct the late great nba star kobe bryant into the basketball hall of fame. that event was supposed to happen in august. in the spring it was pushed back. the new date is now may 13th. one of nine 2020 inductees. others include longtime stars kevin garnett and tim duncan along with wnba star tameka catchings. production resumes on "jeopardy" today.

a very good monday morning. i'm laura garcia. >> and i'm marcus washington. first let's start out with the cold start to this morning. meteorologist kari hall has a look. is it going to warm up today? yes. we are going to warm up today but we are starting out below freezing in some of our inland valleys and we'll have at times gusty winds picking up. our weather stays dry and we don't have any rain in the forecast through the next several days. looking at current temperatures in the 20s and 30s in some of our inland valleys and some 40s for parts of the inner bay and peninsula. a look at what to expect as the day goes on. mike, any issues for the morning commute? >> maybe issues. i don't know changes. a feel for the volume which is starting to build in san francisco out of oakland.

following the thanksgiving holiday. 6.1% of people getting tested are testing positive. 6.8% here in the bay area, the positivity rate stands at 3%. marin county the only bay area county in the red tier is smaller population wise but stands at 1.5%. it's a new day in santa clara county which has the most severe covid restrictions in the bay area. it could impact you even if you don't live in this county. "today in the bay's" kris sanchez with really the biggest change a quarantine order for travelers coming into this county. >> reporter: people who live here, people coming here for work. as of today there is a

quarantine order in effect. that means if you live or work here in this county and you travel 150 miles or more by air, by train, by car, doesn't matter how you get here, you will be required to quarantine for 14 days upon return. north of clear lake or east of sacramento. except for health care workers and essential government workers. the hotels will be open for those essential travelers and for people who need to isolate or quarantine but that's it. a temporary ban on contact sports and with all of the covid cases spiking around the bay area reaction is mixed. >> for most people that doesn't really -- that won't really fly with their lifestyle. some people might not be able to work from home. i don't know if they'll miss out on income. >> i think it's a good idea.

with the numbers ticking up. >> reporter: santa clara county might be the most strict in the bay area but san francisco and san mateo counties went into the purple tooeier. no more indoor dining, fewer people in stores at what should be one of the busiest times of year for retailers. we've heard counties saying they are starting to issue citations, cracking down on businesses not following code restrictions. the education period has been eight months going and at this point everybody should know what the rules are. >> kris, thank you. a live look at levi's stadium. the san francisco 49ers are scrambling to make serious adjustments after santa clara county's latest health restrictions banning contact sports for three weeks. the next two home games are off

online this past friday jumped almost 22% compared with last year. that was the second largest online spending ever. and today could become the largest. cnbc reports that today, cyber monday, could see a 10.8 billion dollars in sales which would be about 15% to 35% more than last year. the owner of a clothing boutique in willow glen is hoping to catch some of that action today. since the shelter in place began she has moved a lot of her business online where she is making half of her sales as opposed to nothing before the pandemic. black friday was close to last year's. she feels her online presence will help her business weather the new covid restrictions we've been reporting on just put into place in santa clara county. >> there's a bit of relief that

l.a. county is urging people to stay at home as much as possible over the next three weeks. county recorded 16 additional deaths. those new restrictions mean all public and private gatherings for those not in a household are prohibited. a small percentage of their occupancy. face coverings and social distancing still required at all times and health officials say they're putting a plug in the surge is really paramount as many health care workers are now testing positive. >> can we keep the health care workforce well, well enough, and not overtaxed so they can continue to provide the very excellent care they're all providing right now. >> and just last week l.a. county banned all outdoor dining.

a look at the forecast. a cold start today, kari. you can make some ice cream outside with these temperatures this morning. we've had freezing temperatures. over the weekend we put up our christmas decorations and i posted a couple of pictures on social media. i'm loving laura's decorations right now so maybe you want to check out her page, too. i'm @karihallweather on twitter as well as instagram. how cold it is this morning. it makes it so hard to get out of bed when you know it's going to be so cold in the house. we've had temperatures dipping below freezing and mostly 40s we're seeing for the bay and along the coastline and then we're going to see our high temperatures today reaching for the mid-60s. it's going to shape up to be a nice one f. you're planning to head outside enjoying fresh air maybe after home schooling the kids we will reach into the

mid-60s in the east bay and we're going to see some highs up to 68 degrees in santa rosa. but most of us in the mid-60s from the south bay over toward oakland reaching 62 degrees. going through the week no changes here. we see these cold fronts approaching, the rain just dries up before it gets here. we're at times going to have gusty winds so we do have the concern of some higher winds as we go through the week with all of this dry weather. we'll have to watch out for fire conditions. and, yes, we're still talking about that in december because we don't have any rain and we don't see any in the forecast through the next week. mike, how is it looking right now for the commute? it's looking pretty good but the build is there. i did get word of a fender-bender around the metering lights but no metering lights just yet. the arrow on our map does show you that same area, slowing
