"today in the bay" starts right now. good thursday morning to you, thank you for joining us. i'm laura garcia. >> i'm marcus washington. we'll get to mike with a look at the roads but start with the forecast. another cold start to the day. >> another cold start. take a look at these numbers that we're seeing right now in parts of the north bay and inland east bay as well as the south county where we have a lot of 30s as you get ready to head out the door. you're probably already feeling that right now even just trying to get out of bed. as you make your way to work, we're seeing the east bay temperatures in the 30s or low 40s and hold steady for a few hours and then start to warm up with a lot of sunshine as we go into today as we eventually make it into the mid and upper 60s, another nice afternoon. it's been so dry, we'll talk about that and how much rain we need catch up to normal. that's coming up in a few minutes.

vianey, how is it looking as early commuters head out the door? >> so far overnight crashes have cleared but i did see one pop up and this one is if you're commuting in from the tracy area, a fender bender in through the 205. let's take a look at the trivalley drive time. so far i haven't been seeing this from 680 you're looking at 19 minutes. southbound 680 about 11 minutes and westbound 84 to 680 only eight minutes. i'll have another look at your traffic coming up in just a few minutes. back to you. >> thanks, vianey. we'll start with the vaccine and someone at the forefront is talking exclusively. drugmakers and nonprofits to ensure a vaccine is available for everyone. gates tells the "today" show sannah guthrie that even though it looks grim right now he's hopeful that it will get better. >> but the tools both treatment

tools like antibodies and some of these amazing vaccines will start to roll out and by t spring those numbers will be big enough that certainly in the united states it will start to change the numbers dramatically. and, you know, we'll be headed back to normal. >> white house leaders now believe the u.s. should be able to vaccinate aunro 100 million people by the d of fruary. well, that's good because another record number of covid-19 cases is being reported in the united states. more than 204,000 cases were reported and the numbers show a grim update as 2,777 deaths were reported. the most ever reported in a single day. here in california more than 20,000 new cases were confirmed yesterday. that blows away the state's previous record. during the july surge, the state hit a peak of 12,000 daily cases. amid the increase of cases, the cdc is urging people to avoid

traveling for the upcoming holidays. health officials say if you must travel, you should get tested before and after your trip. this morning, there are now more than 100,000 covid patients in hospitals across the u.s. bay area leaders are keeping a close eye on hospital capacity. san francisco about 30% at capacity with its beds available and in the south bay where hospitals are seeing the most patients since april, it's less than 20%. the regional medical center says that patients say they're now shorter than before and most symptoms are not as severe. >> we anticipated this and i think they are a little bit more prepared so we can more accommodate them. >> they cite two reasons for the shorter stay. the staff has a sense of what treatment best work. cases sky rocket in southern california, a big legal battle playing out over outdoor dining ban.

asking the county to clarify why its ban ordered two weeks ago should go beyond state guidelines and explain how outdoor dining is adding to the overall case count. pasadena and beverly hills have already voted to defy that ban. now, it comes as city leaders approve a new stay-at-home order like the one already in place county wide. bans gatherings outside immediate households. new overnight a cliffside rescue along highway 1 south of devils slide. calling it a high angle rescue of someone who fell over the side. this all unfolded late last night. firefighters say the victim is now in stable condition at a nearby hospital. we don't know what injuries they suffered. well, happening now for you, nearly 90,000 people in southern california have their power shut off this morning. and it's all because of dangerous fire conditions. take a look at this right here. strong winds are fueling small brush fires in san diego forcing

nearly 200 people out of their homes and firefighters say winds could quickly make it fire uncontrollable. here in northern california, the incoming winds could create a dangerous mix for the bay area this weekend. the wind could create a critical fire condition for a lot of people. meteorologist kari hall, we have a question for you right here. could that red flag warning, is that coming our way? >> well, it is possible, but we'll have to wait until we get a little bit closer sunday into monday before we can get a definite answer because right now we're still seeing the models going back and forth on how close that area of low pressure will be for us as we go through the wind forecast, it shows the wind speeds in miles per hour between late sunday night into early monday morning. we may in some spots see some of those high winds picking up, but we also need very low humidity to go along with that in order to have a red flag warning. so, we'll have to monitor that as we go towards the end of the weekend and early next week. as of now, we're going to see some calm winds and some very

dry conditions over the next few days. vianey, people are getting ready to head out on the roads, how is it looking for the commute? >> it's still looking clear when it comes to the roads, kari. you were talking about the winds. i'm sure once the winds when they do make their impact, of course, as you know, that impacts some of the bridges and you have to be careful when driving on the bridges. for now we're doing good. green on our map means no slow downs or accidents to report at this hour. let's get a quick look at some of those drive times. northbound 101 from highway 85. you're looking at 20 minutes. northbound 280 and only eight minutes. again, no major accidents to report. you're good to drink that coffee at home for just a couple more minutes. laura? >> there you go. good advice. 4:37 right now. dealing with all the new fallout. still ahead on "today in the bay" the new action state lawmakers are requesting as the fraud scandal explodes within california's employment

30s again as we warm up and upper 6 0s and it's going to bea beautiful afternoon. we'll get a look ahead to see if we see any rain in the forecast coming up in few minutes. and the roads are looking good. quick check of those bridge drive times westbound 580 towards the richmond bridge. you're looking at about eight minutes and westbound 80 to bay bridge eight minutes and standing in your way towards the san mateo bridge only 12 minutes. full traffic report coming up. wall street looks set for a mostly mixed open this morning. stocks little changed on wednesday. investors tracking developments in washington on a possible stimulus bill. and, of course, big news in the vaccine front after the uk gave emergency approval to a shot from pfizer. the fda is expected to make a determination on that vaccine and one from moderna later on this month. the latest report on jobless claims and the number of

americans filing for unemployment. u.p.s. imposed shipping limits to manage the surge this online season. the "wall street journal" told drivers to not pick up some packages on monday stretching delivery networks to their limit. it is a temporary measure which some drivers say they have not seen ever. a u.p.s. spokesman says the company will pick up packages from customers once more space becomes available. 7/eleven is offering customers a new contactless way to pay. people can securely load funds when they check out including cash. funds must be loaded at the register. the app also supports debit and credit cards and apple and google pay, as well as 7-eleven prepaid gift cards. your cnbc morning business

the bay bridge to san francisco. that's just beautiful there. puts you in the christmas spirit. looks like christmas lights this morning. are you all in the spirit? >> look at this. it's marcus and the ladies this morning. >> oh, i like that group. marcus and the ladies. we're getting it done right. get your morning news, weather and your drive tonight. okay, look. >> nice. speaking of the weather. >> impressive. >> let's get a look at that forecast for us today, kari. >> i think people are going to be jamming to that on the way to work this morning. let's get a look at our high temperatures for today. we're going to have a lot of sunshine and it's going to be a beautiful day. we're just starting out cool. here's a look at our high temperatures for this afternoon as we reach into the mid 60s. we'll see a high of 65 in livermore. 68 degrees in morgan hill and some upper 60s for spots like santa rosa as we reach up to 67

degrees. as we make plans and maybe you're heading to the beach, but i wanted to give you a heads up. between now and 4:00 this afternoon, we will have some high breakers that still continue as we get this long period swells coming up towards the coast. if you are an inexperienced boater, not a good day to get out there. also for the surfers, we have some dangerous conditions for our west, northwest facing beaches like ocean beach and montera state beach. you do have to be really careful out there today because we're seeing the rip currents and sneaker waves. the weather systems approaching and that's what is churning up those waves. as we go through the forecast and into the weekend, it is showing a slight chance of north bay rain. if we get that, not a lot of rain and just kind of falls apart as it moves into the rest of the bay area and may also kick up some winds and that's why we're looking at the potential of a high fire danger going towards early next week and back to some more dry weather. looking at our early runs of the

computer models and how much rain they're putting down here. only a few hundredths of an inch and that would put some humidity on a lot of our dry areas as we need, check this out, all right. santa rosa, we need over 5 1/2 inches of rain to catch up to normal for our water year. and we're seeing these really high deficits because we haven't really measured that rain. so, in san jose we've only gotten about 5% of our normal amount of rain at this point. and we are only seeing those very slight rain chances in the forecast. so that's the reason why we will have to watch out for that high fire danger early next week. at least, viane, i, things are calm as people get ready to head out for work. >> things are looking pretty calm, kari. but i do have an update. chp right now did provide an update about that crash that i had mentioned earlier in the trivalley. if we head over towards 580 around eastbound flin area road. there is a number one lane

blocked and a crash involving two vehicles and they're still at the scene. this could start to cause some delays as we inch in towards the 5:00 a.m. hour. taking a look right now at some of the trivalley drive times and the westbound doesn't seem to be impacted at all. from grant line road to 680. from 580 to vargas road 11 minutes. laura? >> all right, thank you very much, vianey. we're turning pack to the pandemic. a member of governor newsom's staff tested positive. spokesman says the unidentified staff member has not been around the governor or his family. the newsoms are in quarantine after one of his children was exposed to someone who later tested positive. it looks like the most recent conversation with the employee development department and the controversy, i should say, may be the final straw for state lawmakers. now calling for special hearings at the state capital.

it comes amidst recent validations jobless claims. this is where they were filed on behalf of locked up inmates. republican state senator jim nielson tells "mercury news" $400 million were paid out on more than 20,000 inmate claims. the special task force looking into widespread fraud and the edd was audited. but everyone in sacramento pretty much agrees that this takes it to a whole new level. dozens of nba players now in isolation after testing positive for covid-19. the league says as players prepare for the upcoming season nearly 50 out of 546 tested positive or just under 10%. right now the league is still in its abbreviated off season and the nba expects the positivity rate to go down once players return due to strict league protocols. this morning for you the 49ers resting comfortably in their new home away from home. the team is now at the renaissance hotel in phoenix.

a special guest. vianey in for mike this morning. keeping us up to date on what is happening on the roads. start with meteorologist kari hall with a look at the forecast for today. how is it looking for us? >> starting out cold, marcus. we're going to see our temperatures in spots like walnut creek right at about 40 degrees as you head out the door. we go from 40 down to the upper 30s around sunrise and then we start to warm up. but it will actually be a slightly warmer afternoon as we reach into the mid to upper 60s for today and we'll see the high temperatures feeling very nice with oakland reaching 64. 67 in napa, as well as santa rosa and in san jose. morgan hill reaching 68 degrees. now, we are going to see more weather like this, but a few changes and some things we're monitoring. more on that coming up in the forecast. vianey, what are you watching for the morning commute? >> well, the majority of the bay area is doing okay, but i am seeing some slowing whether you're traveling from tracy into

the bay area or to tracy and that's because of an earlier crash along eastbound 580 that crews are working to clear right now involving two vehicles. caused a little bit of delays through there. let's take a look at how the rest of the bay area is doing. east bay drive times northbound 880 from marina boulevard to broadway ten minutes and westbound 580 from estudillo avenue to grand avenue eight minutes. looking good out there. laura. >> back here in california despde desperate ways to slow the tide of infections. the purple tier counties simply just aren't cutting it. cierra johnson live in san francisco and does this mean we should brace for more action? >> that's exactly what it means. throughout the week governor gavin newsom says more needs to
