temperatures even before you get out of bed and head out for work this morning. we will have some upper 30s and low 40s for most of us. but take a look at ukiah. we're just one degree above freezing and only a couple degrees above freezing in morgan hill. so, as we go into the rest of today after this cold start, it is going to warm up. you may have to get through some light, patchy fog. overall visibility is looking pretty good. for the morning commute, have you seen any problems popping up, vi,aney? >> yes, we're still seeing a couple areas of concern near the 58 area near flynn. there is debris across the lane seeing traffic hazard from an earlier crash. notice some slowing there and just as i was coming out to do this report, a new crash that popped up near the sunnyvale area. i'll definitely check in on that. a quick check of your rthbnond times 880 marina boulevard to broadway nine minutes. i'll have another look in just a

few minutes. let's go back to marcus. you know what, multiple developments in developing headlines this morningor f you. as soon as today, we may see more statewide covid restrictions. cierra johnson following that for us and we begin with tracie potts with major news out of washington and the new stimulus deal that may be getting close. the big question, is there another stimulus debt coming? >> not necessarily a stimulus. they're trying to distinguish here in washington, marcus, between stimulus a big deal and relief which is being deprived as sort of a down payment on a stimulus that may come after joe biden is in office. bottom line, still working on it. take a look at this, though. democrats and republicans together have come up with a compromise if you have unemployment insurance and put another $300 a week in your pocket. it would also provide $160 billion for state and local governments. the paycheck protection program

would be extended. the small business loans and there would also be money to help out transit and airlines, which have been hard hit by this economic crisis. bottom line, democrats and republicans are still trying to come up with a compromise that everyone will sign off on. >> finally this week we're seeing cracks starting to form in the democratic leader's stone wall. >> an effort to jump start serious negotiations. >> so that's where they are now. they jump started negotiations. they are talking, they've been talking for months but now trying to get this done by the end of the year. meantime, we are also looking at what president-elect biden is doing today. he is set to have that presidential daily brief, that confidential intelligence briefing that he gets every morning and then later he's meeting with transition advisors. laura, marcus. >> tracie potts, live from washington, thanks for the very latest there. 6:03 right now.

back home state leeaders say we may have new statewide restrictions in place and it could be hammered out as soon as today. live look in los angeles. the skyline there. that city joining the county and ordering people to shelter at home. "today in the bay" cierra johnson joins us live. let's talk about what we could potentially be in for in the next few weeks. >> goodern moi morning. we're not exactly sure the state leaders have not made mention of it but governor gavin newsom alluded to a lot of restrictions taking place in the near future and also made a lot of mention of los angeles. so, what exactly is happening there? well, to start with, they got rid of outdoor dining last week in the city of los angeles. actually issued a modified stay-at-home order wednesday and echoes what the county issued on monday. the city order bans gatherings of people outside of immediate households with some exceptions like religious service and

protest. governor newsom hosted a conference call with members of various cabinets wednesday to work out details of what could be more restrictions. a representative with the national federation of independent businesses was on that call with the governor and tells nbc bay area we should expect an announcement in a day or so for businesses already working to adapt to changes after entering the purple tier, this is yet another hurdle they are bracing to clear. one business owner we spoke with has kept a gym open after being ordered to close to make a stand. he's unsure how long his business is able to survive. take a listen. i can't afford to pay $1,000 or $2,000 fine every single day. there is a point at which i will probably have to close my doors. >> and it isn't just the leaders at the state level. here locally in san francisco, mayor london breed has also mentioned l.a. in her conversation with predicting future restrictions. saying what is happening in l.a. in terms of the outdoor dining

ban is not off the table here in san francisco. at the city and state level we're expecting more restrictions. it's only a matter of time before those are made. we're live in san francisco, cierra johnson. with bay area hospitals p s bracing for a post-thanksgiving surge. it will be a long holiday season. joy is slowly being replaced with dread. they're bracing for the coming impacts from thanksgiving get togethers and extensive travel and some fear it's just the beginning. >> holiday parties even though there shouldn't be holiday parties and that's going to cause another surge. and then christmas is going to cause another surge. and then new year's eve and new year's day will cause another surge on top of all these surges. >> uc doctor john shwartzberg says he believes the only way to stop the spread now is to make sure that people don't gather. bay area infections just

shot past 156,000 with more than 2,100 new cases yesterday. the only bay area county not in the purple tier, marin. did not report any infections this is due to technical difficulties. close to 2,000 people in the bay area have died. happening today, the grand opening for a new floating fire station turning heads in san francisco. fire station 35 is located on pier 22 just north of the bay bridge. the new station replaces the century old fire station along the embarcadero that will have three fire boats and rescue watercraft. we have a live look at the golden gate bridge this morning and if you're anywhere near the coastline today, certainly don't turn your back on the water. a persistent ocean swell is creating dangerous conditions making it right for large sneaker waves. don't be fooled, sometimes the big waves can be up to 30 minutes apart. but they are there. strong rip currents are also possible. meteorologist kari hall always tracking it for us.

never want to turn your back on the ocean, especially near ocean beach. >> yeah, and they call them sneaker waves because they really can sneak up on you and then come up a lot higher on the beach than some of the other waves have been and looking at some of the patterns that we've seen, we are watching these weather systems approaching that could push these high waves up on the beach today, especially for our west and northwest facing beaches. that goes until 4:00 today. that advisory. so, just be careful out there. if you will be along the coastline, weather wise we are ic looking at nice conditions as our temperatures reach the upper 50s with some sunshine. vianey heading out to work this morning, how is it looking for the commute? >> i had mentioned near sunnyvale that popped up and it looks like it is along northbound 101 and the right-hand shoulder is blocked and it is trying to cause just a little bit of slowing near that area. we also still have some debris across lanes along westbound 580

right now at 6:12, let's get a live look outside in san jose as we wake up to the sun rise, we are also starting out very chilly. let me show you how the day shapes up, though. it is going to be nice after a cool start we're heading into the mid 60s and make some plans to get outside. we'll talk about what's ahead in the weekend forecast as well as next week coming up in a few minutes. if the bay bridge is part of your morning commute, you may want to head out now. we are starting to notice

slowing westbound 80 towards the bay bridge 12 minutes. full traffic report coming up. and good morning and a very happy thursday to you, as well. more evidence that if you want to buy a holiday gift for somebody and do it online, you better get on it. u.p.s. is apparently limiting the number of packages it is allowing its drivers to pick up from big retailers like macy's. nike and the gap are two others. this according to "wall street journal" which talked to drivers. they say they've never seen shipping limits like this before. the fed has released its so-called beige book which is neither beige nor a book but does give us some anecdotal evidence of what is going on in the economy. we particularly care about district2 b 1ause that's the san francisco fed covering our fair city, of course. but also really the whole west coast region. one thing that jumped out at me, e rthort says some employers are having trouble finding workers because, quote, an

unusual uptick in voluntary employee attrition attributed to various reasons including changes in childcare needs, decisions to move out of state or fearing of contracting covid-19. shares in hewlett-packard enterprise after that company said it would move its headquarters out of san jose and to texas. it's going to keep its san jose campus. now hpe is not to be confused with hewlett-packard which is staying in palo alto. the other thing that was interesting in that fed report i was telling you about is it noted there is an enormous amount of hiring done by a company it didn't name, but said it was a large logistics company with a distribution firm, national presence. if you can figure out what this amazonian company is, please do let me know. now, as we have been reporting, coronavirus is now at the worst and most deadliest that it has ever been. more people in the hospital now

than during our spring lockdown. that may be inspiring the democrats to back down on their demands for a coronavirus relief bill. tracie was talking about this a smaller deal moving forward. as it appears pelosi and schumer want some relief for americans even if it's not as much as they hoped. marcus and laura, i want to show you this. a spreadsheet so big it slowed my computer down. just released by the federal government showing who got how much in the paycheck protection loans. you can sort it to see who in the bay area got big money. i'm not going to call out individual companies. i can say a bay area golf course got cash as did a consulting company on the peninsula. $1.3 million worth. you can look it up yourself. a lot of people noting big national chains, and the reason i'm not going to call out any bay area companies, i would only get to pick a few and so many it wouldn't be few just to name

those. i will post that data to twitter for you and you can sort it any way you want. >> be interesting to see what our friends and neighbors got. all right, thanks so much. >> exactly. it is 6:15 right now. a warning before you plan to book a flight and take your pet. e department of transportation is finally cracking down when it comes to animals on aircraft issuing a sweeping new set of rules. emotional support animals are no longer considered service animals. edly dogs diviinally train to do work or perform task for the benit of someone disabled will be allowed on passenger planes. one flight attendant union member calls it a win for everybody involved. >> this is a product of all the stakeholders coming together and looking for a solution that works so that we can continue to make sure that those who need a little assistance onboard can have it without other people taking advantage of this space and really fraudulently trying to bring animals onboard that put everyone at risk.

>> the "today" show will have a closer look at the changes ahead at 7:00 a.m. right after "today in the bay." now to a great video has a lot of people in upstate new york really just going, what was that? i want you to take a listen to this. did you hear that. take a look rat your screen right there. you see it. the meteor created a sonic boom. according to nasa it entered clocking 56,000 miles per hour. it actually broke up to 22 miles above earth. wow. >> that's interesting. i remember hearing sonic booms as a little girl. i grew up in central california. they were scary sounding. >> never heard one. i would have just been like, what was that? >> it's a big boom. >> boom, boom, boom. let's get a boom with that forecast for us right now.

meteorologist kari hall is tracking that for us. how is it looking out there? >> it's looking pretty good. let's talk about our high temperatures for today that are going to be so nice and comfortable and i'm waiting for that because we are starting out very cold. take a look at our highs for today. reaching 65 degrees in livermore. we'll even see some upper 60s today in san jose, as well as parts of the north bay and santa rosa, napa reaching 67. we are going to see some cold fronts moving in. that's what is kind of churning up the waves along the coastline. but look at what happens late saturday night into sunday when we see this system approaching and right now the models are putting down a slight chance of rain for the north bay. okay, any little bit of rain that we can get, we'll take it because it's been so dry. but it doesn't look like a lot. and then we go back to some dry weather. now, we'll be watching this system coming in because especially if we don't get any rain out of it, it will churn up some high winds and that could possibly give us a high fire

danger and we do not want that, especially as we head through the month of december. as we look at what some of the models are showing in terms of rain, well, once again, not a lot. just a few hundredths of an inch especially for the north bay and then that rain weakens as it continues to move to the south and east. as we go through the water year and the forecast and we've seen so far we've measured very little amounts of rain. we are at a deficit of 5 1/2 inches of rain for santa rosa and else where those deficits are pretty big. so, we've only gotten about 4% of the normal amount of rain in oakland and san jose still doing very bad. so we're looking at dry weather conditions through the forecast and we're watching for the potential of any rain going into the next couple of weeks. all right. viane, vianey, you have been watching the roads. anything new popping up? >> messy along 580, kari.

let's get an update on the sunnyvale crash. looks like everything is okay and it is now off to the shoulder. so aside from a little slowing, everything is okay. unfortunately, that earlier crash along westbound 580 where there was debris in the lane, it looks like now there is a second potentially unrelated crash right near that same area. definitely expect major slowing if you're driving into the bay. bridge drive time right now 14 minutes and take a live look at the bay bridge toll plaza. the metering lights are definitely on and how about we head over to 880 in oakland and, of course, the traffic is building as we inch closer to that 7:00 a.m. hour. i'll send it back to you. >> thanks, vianey. up next for you, flying may not be in your near future, but the infamous growing 737 max planes go inside a test next. marcus, this story certainly doesn't go away. feeling some of the limelight as 2020 nears an end.

minneapolis. fortunately, no one was hurt. well, big step forward for boeing in getting its troubled 737 max plane off the ground. >> for the first time, a demonstration flight to show off improvements to the updated plane. "today in the bay" tom costello has more on that. he was onboard one yesterday and has more. good morning from dfw airport here in dallas behind me a 737 max the plane grounded for 20 months and the just recertified the plane but must put in certain software fixes before they can fly the plane. we flew the max yesterday. we flew it from dallas to tulsa and back again. as part of an american airlines demonstration flight to prove that the plane is, in fact, safe. you can put your families onboard the plane. we went in depth at the maintenance center in tulsa to see the fixes they are putting into the plane and the confidence they have that the plane is safe to fly, even though the families of some of the people onboard that

ethiopian flight that say, no, it is not a safe plane to fly. we're going to take you onboard the max and show you what you can expect starting at the end of this year coming up on "today." >> thanks so much, tom. well, trending this morning. cue the creepy music. this is strange. a new third metal monolith has suddenly been located. this one on california's central coast. so, we've been talk about these for several days. follows the recent discovery of similar structures. one found in utah initially and then one in romania. i don't know what the connection is. both of them, though, later vanished. these are photos of the monolith atop pine mountain on the central coast. at least we believe that someone placed it there. i mean, come on, it was a human, right? yeah. i'm not kidding. photos have emerged of men taking one away. they dismantled it. why they're setting them up, we

about pfizer and moderna ones are in the headlines but more than a dozen in development around the world. but to save lives, people have to get the vaccine. and facebook is making a bold move to build that trust. "today in the bay" kris sanchez joining us with the work ahead on vaccinations. kris? >> well, hi, marcus. you heard me say before that in public health the saying is vaccines don't save people. vaccinations do. that means that people have to have enough trust that they get the vaccine in order to be protected and today facebook is taking some action to make sure people are not getting misinformation. take a look at this tweet that came out over the last half hour. facebook said we'll start removing false claims about the vaccines on facebook and on instagram that have been debunked by public health experts. the company goes on to say that this include false claims about the safety, efficacy and ingredients or side effects of those vaccines. now, this morning on "today" show bill gates talked about his

foundation and $70 million commitment towards vaccine development and distribution. he talked about finding out that the first vaccines up for emergency approval were more than 90% effective. >> that was absolutely at the high end of expectations. and the reduction of severe disease and the reduction of transmission although we don't know the numbers exactly. it looks like those are also extremely good. this is a great vaccine so it's great for covid and great for other vaccines, as well. >> the foundation has been involved with vaccine distribution for decades, so it's not just providing money, but providing infrastructure, as well, to make sure that vaccines are available in low and middle income countries not just countries like the u.s. gates says while the next few months look pretty grim, hope on the horizon if we can double down on our behavior. >> but, the tools both treatment tools like antibodies and some

of these amazing vaccines will start to roll out and by the spring those numbers will be big enough that certainly in the united states it will start to change the numbers dramatically. and, you know, we'll be headed back to normal. >> now the white house czar says that there should be enough vaccine to immunize 100 million americans by the end of february. that's enough for almost all at-risk people, including people with pre-existing conditions. the federal government says it's ready to ship the vaccines within 24 hours of fda approval. that's 6.4 doses of the pfizer vaccine and 12.5 million doses of the moderna vaccine. i should say 6.4 million doses of the pfizer vaccine. not just six. as we have reported, a week from today that the fda will consider that emergency use approval and we expect that we will have health care workers at the front of the line. the cdc said then and also

people who live in care facilities will be at the top priority. santa clara county, by the way, already submitted its distribution plan to the state as all counties are required to do. kris sanchez, "today in the bay." >> thanks, kris. another record number of cases are being reported in the u.s. more than 204,000 yesterday. and 2,777 deaths. that's also a one-day record. california reported more than 20,000 new cases. blowing past california's previous records. the worst it ever got during the summer surge was a peak of 12,000 in july. and with the increase, the cdc is encouraging people to avoid traveling for the upcoming holidays. we talked about it. if you must travel, you are advised to get tested before and after your trip. new for you this morning, we're learning a major anti-trust lawsuit may be filed against facebook within days. "today in the bay" bob redell is live outside the company's

headquarters in menlo park. bob, talk to us. what would this lawsuit claim? >> good morning to you, marcus. first of all, more than 40 states led by new york could file or join this lawsuit against facebook headquarter here behind me in menlo park as early as next week. this is according to the reuters news agency. not clear if the state of california would be involved in this. the suit would allege that facebook violated anti-trust laws when it brought smaller rivals like instagram and what's app at higher prices to stymie competition. as "new york times" reports facebook denied these allegations and points out it doesn't have a monopoly on the social media market when you consider other platforms like tiktok. the ftc leading this probe and allow the group of states as i mentioned to join in. reuters reports that the states are not expected to list what it is they want facebook to do to

remedy the alleged harm caused by their anti-trust behavior. google being taken to court. cnbc reports the national labors relation board filed a complaint against google and its parent company alphabet for spying illegally on its employees and firing employees in retaliation for them trying to unionize and for blocking employees from sharing work grievances with each other using general work tools like e-mail. in a statement google defended themselves and they strongly support the rights of their employees, the rights to open discussions and respectful debate. and that they're proud of their culture and committed to defending it against the individuals who try to deliberately undermine it. reporting live here in menlo park, bob redell, "today in the bay." happening now for you, nearly 90,000 people in southern california have their power shut off this morning because of dangerous fire conditions. take a look at this. the strong winds are fuelling

the small brush fire in san diego forcing nearly 200 people out of their homes. firefighters say that the winds could quickly make that fire uncontrollable. here in northern california, the incoming winds could create a dangerous mix for the bay area this weekend. that wind could also create a critical fire condition throughout the area. 6:38. new details this morning. another earthquake just shook central nevada about 30 minutes ago. the 3.2 quake is the latest in the swarm of quakes rattling mina 150 miles southeast of r o reno. 144 earthquakes have shaken areas as far away as the nevada border. seismologists say the largest quake was a 5.1. it is 6:38 right now. how did the census count go? coming up next, the three bay area counties that outdid all the others in terms of how

right now at 6:41. let's get a live view out there checking out walnut creek and our start to the day that is all clear and we're not seeing much in the way of any dense fog but temperatures are chilly. we're in the upper 30s headed for the low 60s around lunchtime. we'll talk about what is ahead in the forecast and also a couple things i'm concerned about coming up in a few minutes. let's take a look at some of the bridge drive times. westbound 580 towards the richmond bridge. nine minutes. and metering lights are on at westbound 80 towards the bay bridge 13 minutes and westbound 92 towards the san mateo bridge 16 minutes. full report coming up. laura? >> thanks. new this morning three bay area counties are getting props from the census bureau for making things easy on census counters. san mateo, santa clara and contra costa led and that meant

less door-to-door knocking. the state average was slightly less than 70%. well, nearly 4 million people in the bay area voted in the 2020 election. that's according to new data. eight of the nine bay area counties finalized their election results yesterday. the largest turn dout in terms numbers santa clara county. that amounts to nearly 85% of registered voters. in washington, congress my e be inching towards the coronavirus relief bill. >> but one smaller than democrats really hope for, scott. >> it is smaller. good morning to you, marcus. democratic leadership seems to realize less help for the american people is better than no help for the american people. pelosi and schumer say they are working with republicans on a $908 billion bill that is less than half of the $2.2 trillion bill they had been insisting on.

mcconnell never wanted to mince words said cracks appeared in the wall. not clear, though, if the president will sign any deal that congress may make. the senate, meanwhile, is moving forward with the defense authorization bill, even though president trump said he would veto it if lawmakers didn't tack on a change in rules for internet companies. that has nothing to do with the armed forces. lawmakers are not doing that. he also said he would veto it if it included a plan to change the name of military bases named after confederate generals. it still does. so, we'll see if the president is bluffing. the president released a facebook video where he speaks from the white house and says the american election system is rigged. republican elections officials say he's wrong. his side has presented no evidence and even his attorney general disagrees with him. among the many falsehoods in the video, president trump pointed out to what he called

vote dumps in several states. that changed his chances of winning that state. precinct returns coming in from big cities. for instance, in michigan, a sudden spike for biden has the very democratic city of detroit turned in its numbers. here's the president with a timeline of michigan precincts reporting. >> here's what is normal. and all of a sudden, look at that. this is normal. normal. look. even here. normal. and then, boom, all of a sudden. >> yeah, that's detroit. michigan republicans are holding hearings about that vote. trump's lawyer rudy giuliani was there. he brought people who wrote affidavits saying they suspected fraud. here's a woman who said that she was a contractor for dominion voting systems speaking with lawmakers. >> my question is, why, we're not seeing the poll book off by 30,000 votes. that's not the case. >> what did you guys take it and

do something crazy to it? >> i'm just saying, the numbers are not off by 30,000 votes. >> i know what i saw. i know what i saw. and i signed something saying that if i'm wrong, i can go to prison. did you? >> okay. >> let me -- >> again, the question here. >> now, the woman is alleging that the same ballot, the same batch of ballots were run through a counting system over and over and over. she says 100,000 times. now, the republican lawmaker you heard there questioning her points out if that were true, the number of votes and the number of voters would be wildly divergent but they're not. now, that same woman who made those allegations made those allegations as part of a trump lawsuit, as well, in michigan. a judge threw her allegations out saying they were not credible. nbc's hallie jackson asked the white house if bill barr's job is safe now that the attorney general says there was no widespread voter fraud. the white house press secretary said if president trump has

"today in the bay" cierra johnson live in san francisco. cierra, what are we in for in the next few weeks? >> well, we' should know what w are in for the next few weeks and the next couple days. throughout the week, no secret governor gavin newsom has said that changes need to happen in the bay area and throughout the state to bring these numbers down and we showed the skyline. he's referenced los angeles a few times this week and maybe what we should do to reduce those numbers. so, what exactly is happening in los angeles?

well, on top of ending that outdoor dining, the city of los angeles issued a modified stay-at-home order on wednesday that echoes the one the county issued on monday. now, that city order bans gatherings of people outside of your immediate household with some exceptions such as religious service and protests. governor newsom hosted a conference call with members of several cabinets wednesday to work out details on what could be those restrictions. a representative with the national federation of independent businesses was on that call and he tells i s nbc area we should expect an announcement in a day or two. of course, that meeting was held yesterday. some businesses already working to adapt to changes from entering the purple tier. this is another hurdle that they're getting ready to clear. one business owner says we speak with him and he said his gym has remained open and he is hoping to make a stand and he's unsure how long his business is able to survive. take a listen. >> i can't afford to pay a $1,000 or $2,000 fine every single day. a point at which i'll probably

far we've already had 3,600 acres burned. this is what we were concerned about with those high santa ana winds that kicked up yesterday evening. so, as of right now, we don't have any containment. that's something we'll continue to monitor here in the bay area as we will also potentially have a high fire danger and it's really sad that we're still talking about this during the month of december where we're usually starting to get some rain. as we start out this morning here in the bay area, we are feeling some chilly temperatures, but we also had some high winds picking up along the coastline. if you're heading to the beach today, watch out for the potential of some sneaker waves and rip currents, especially with some of our west, northwest facing beaches today. ocean beach will be really dangerous for today. and so as we are also going to have some mild weather across the bay area, we're looking at temperatures that will head into the mid 60s again. this is very much like the past few days and the weather we've had as we're slightly above normal for this time of year. we will see some changes as we go into the weekend.

we're watching, once again, for the potential of some high winds and also some models are putting down a slight chance of rain between late saturday night and early sunday morning. hopefully we can at least get a little bit of rain out of that, but we do go back to a dry weather pattern as we go towards the end of the week and we do need a lot of rain to catch up to normal. but right now, the models are putting down only a few hundredths of an inch of rain with that system coming in late saturday night. vianey, you have been watching the morning commute. how is it looking right now as people get ready to head out the door? >> still a little busy if you're driving in from tracy especially on westbound 580. clearing from anarli e crash and aside from that a couple fender benders and here's one spot where it is building the bay bridge toll plaza because the metering lights are on and you can see here bumper to bumper at this point. definitely going out and head out early and, of course, drive safe. i'll send it back to you. >> all right, thanks, vianey.

"today in the bay" kris sanchez is live with those details. kris. >> well, good morning to you both. the vaccine will only work if people agree to get vaccinated and that's why facebook is going to crack down on misinformation. in the last hour, the company tweeted we'll start removing false claims about the vaccines on facebook and instagram debunked by public health experts include false claims about the safety, efficacy or side effects of the vaccine. the white house covid czar said enough vaccine to vaccinate 100 million by end of february. that includes 6.4 million doses of the pfizer vaccine, 12.5 million doses of the moderna vaccine and the fda is meeting one week from today. >> thanks, kris. the grand opening for a new floating fire station in san francisco. take a look at this. crews worked all night to set up the new fire station 35.
