to see covid cases rise at an alarming rate, a mass testing site closed today, workers are gearing up for another businey week. they were testing a pop up site where people could test themselves. the drop-in site is at the emanuel baptist church. they can self administer a nasal swab test. tuesday through friday, 11:00 a.m. to 5:30 p.m. >> another high profile member of the president's inner circle has tested positive for covid-19. this type, it's rudy giuliani. president trump announced that today, former new york mayor has criss-crossed the country pushing president's false claims of voter fraud. giuliani has not worn a mask at several of the events. the president tweeted, get better soon, rudy, we will carry on. giuliani is 76 years old, and

his condition is not yet clear. >> new tonight, california's attorney general could be joining the biden administration, he is biden's pick for secretary of health and human services. that pick comes as a congressional hispanic caucus puts pressure on biden to put latinos in leadership roles. he has a bigger profile when it comes to criminal justice, immigration and tax reform. if confirmed, he inherits a critical agency in the middle of a health crisis. he has served 12 terms as a congressman. >> people living in the north bay can breathe a sigh of relief, pg&e has cancelled the warning for potential power out acknowled edges edge -- the concern is far from over. we are tracking the gusty conditions and rob, we are understanding that we are expecting a red flag warning.

is that right? >> yeah, that officially gets under way at 11:00 tonight. that's the reason for the micro climate weather alert. as we get started. it has been extended longer during the day tomorrow through 5:00. peak wind gusts for the hills in the north bay, peaks above 3-4,000 feet could get the gusts 34-60 miles an hour. the red flag warning for the north bay. east bay and for the santa cruz mountains. notice the wind advisory, the exception to the rule here, san jose in to morgan hill. not as gusty. so, between now and sunrise, you see the areas of red and purple on the map. those are the stronger wind gusts, arriving around the bay area. so we have the rare, red flag warning. the third such warning we have seen in the last 15 years. it does not happen all that often. wind advisory for tomorrow and on the coast, a high suffer wrf

warning. a bit of everything coming our way. we could see waves as high as 25 feet. we will talk about this and the hour by hour timeline on the fire danger andthe wind coming up in the forecast in seven minutes. back to you. >> rob, thanks very much, an earthquake in mendocino county, it struck just after 7:00, a few miles west of lakeport. not that far from lake county. no reports of injuries or significant damage. people as far as napa feeling the earthquake. >> a chaoticing and deadly scene in the north bay. a car with four teenagers struck a light pole. leaving one teenager dead and three others injured. police say the car had been reported stolen out of mountain view. two of the juveniles in the car. they were boys and the other two were girls. police say one of the girls was pronounced dead at the scene. part of story road shut down

while officers investigated. >> two weeks after being stabbed in a deadly attack. one of them is back helping those in need. you may recall, two people were killed, three others injured at the grace baptist church near san jose state. one of those injured was win pham, a church volunteer and a city employee. today pham is back doing what he loves, helping the homeless. handed out meals to the homeless. pham gave a statement that reads i'm so grateful to be able to be back helping in the community. finding a lot of comfort in providing whatever support i can. and i invite others to join us in the time of great need. >> up next, gearing up how -- one of the country's biggest cities is preparing to roll out a covid vaccine. it's plan to get people vaccinated. >> a north bay business doing something good this holiday

clinics when people are home from work and school, sprad the messages in many languages, mare the same health teams as in local neighborhoods. >> what is next for you in the program? >> we want to take that work and build it out for the covid vaccine and mitigate the pandemic and get people back to work and feeling comfortable about society again. >> a commitment to building bridges for better health. >> well with, speaking of getting the vaccine out there after giving the pfizer vaccine, britain started to distribute it to hospitals. 800,000 doses will be available. first will be given tuesday to three different groups. people over 80 years of age, frontline health care workers and nurse homing staff and residents. the chief pharmacy said the first hospital to receive the vaccine was elated. >> it's justin credible. actually. obviously i cannot hold them in my hands, they are minus 70 degrees, but to know they are here and we are among the first

in the country to actually receive the vaccine and therefore the first in the world is just amazing. i'm so proud. >> britain ordered 40 million doses, each person requires two doses, so 20 million people will get the vaccine in the first round. all this week on nbc bay area, we are taking a close look at the race for a vaccine. we are answering all of your questions from how the covid vaccine is different from other vaccines and to who is paying for it. plus, is the bay area, really ready for the roll-out. that is all this week on nbc bay area, starting tomorrow morning on today in the bay. the ongoing court battle between santa clara county and a south bay church continues on tuesday. that's when a contempt of court hearing had will take place for the pastor of the calvary chapel of san jose. mike mcclure could be arrested at that time he and his church continue to hold indoor services for large gatherings that go against the county's covid health orders.

an attorney for the church said that it's been fined nearly 800,000 for defying the orders. santa clara county said that it's trying protect people from getting covid. the church argues a recent supreme court decision bars restrictions on religious services. >> the farmer's market in mountain view continues to be a hot spot this sunday. much like grocery stores, farmer's markets are allowed to stay open in the shut down. at the mountain view market, right there at the cal train station, we saw most everyone wearing masks. >> before the new restrictions, some people got some holiday shopping in. nbc bay area reports if from the east bay. >> in downtown walnut creek, there's some signs of the holidays. sean maxwell came out and considered up coming covid restrictions. >> ultimately, and so, my husband and i came out today to make sure that we were able to get shopping in and do our last sort of outdoor dining experience. >> still, their overall holiday

shopping plans have changed. >> now, it's like, well, are we going to have to do most of our shopping online? there's just a lot of uncertainty of what is going to happen. >> five bay area counties decided to move ahead and implementing the regional stay-at-home order, amid the surge, the new restrictions are expected until early january. >> today, somewhat yesterday, deferently. we were busy downtown yet. >> downtown, they notice an uptick in people out. retail will stay open at slightly less capacity and they are trying remain optimistic. >> i kind of feel like i need to be optimistic. and with the christmas season, people still need to shop. and i think, as long as we can communicate to people that they can shop and be safe. >> they say, i'm almost done with my christmas shopping. >> reporter: this man started earlier this year and is already wrapping it up. but decided to show some local support too. >> definitely, done the most online shopping that i haver

downtown martinez to take, the response has been overwhelming in people's donations and people taking coats. >> it was an opportunity for us to give back. it's a rough time for everyone in general, and certainly, it's cold, and the jackets were just, they are something that the community just loves and they are responding to it. >> one act of random kindness can create a tidal wave and it's the most beautiful thing. >> the women have given away hundreds of jackets and they continue to take in more coats at least twice before christmas. this year been an specially difficult one for everyone. even more so in the holidays. now more than ever, organizations across the bay area are ramping up the efforts to help those struggling in the tough times. we have put together a list of resources where you can get the

reason for the micro climate weather alert are the changes that we are seeing in the hill tops and mountains. including mount diablo wind gusts. a calmer view as we drop in to san francisco, we continue to see hazy skies. currently in the mid 50s around san francisco, we are not going to see a lot of wind until sunrise tomorrow morning. w -- in san jose. we are seeing temperatures also in the 40s. so, as we head to tomorrow. we have numbers in the 30s and 40s to start off the morning. morgan hill one of the chillier spots and afternoon temperatures tomorrow, if it was not for the wind and the fire danger. this was probably the weather story of the day. we could see mid 70s tomorrow. around sonoma, and santa rosa, thanks to the don't sloping warming affect of the off shore breeze. near 70 and san francisco and

oakland will be close to 70 tomorrow. what is not good is what is happening in terms of the waves. wave heights could be as high as 25 feet. it's a warning. it's a larng northwest swell, heading to the coast from 9:00 a.m. to 5:00 p.m. tomorrow. use caution, it will be the largest waves we have seen in months arriving on the coastline tomorrow. now the big topic is the big fire danger. this should be the peak event in terms of gusts from 30-45 miles an hour. notice how most of the north bay, the diablo range, you had see the windy conditions. by 5:00, the numbers start to back down, that's around the time the are red flag warning should is expire. peak winds from sunrise through lunchtime. and then, by 5:00, you begin to see the wind speeds coming down to the evening. look at the humidity difference from today. today we had the fog and low

clouds. a different story tomorrow. no sign of low clouds instead of humaned numbers in the rain endanger. the rain is starting to get a little bit closer, that's looking more promising as we head towards next weekend. for now, we are watching two periods of of north wind, we are getting it a bit tonight in to monday. we will see another round coming in on thursday. at this point, perhaps not quite as strong for mountains, really two off shore wind events look at saturday and sunday, could we see a break in the pattern? obviously more clouds coming up tonight at 9:45, we will take a closer look at what the weather models are suggesting could be, at least to the north bay, rain chances are coming back, again, a look at that coming up. >> all right, rob, thanks so. we will check in with you then. still ahead a christmas tradition in a east bay neighborhood is coming to an end, next year, it will live on in a new home.

fremont. now to a story we first told you about. an owl that was rescued is back in the wild tonight. that is good news. you may remember a man driving in livermore and spotted an owl that was stuck on a barbed wire fence, he asked people for help on social media. and some people saw the post, drove to the area with supplies and they got that little had owl free. it was taken to be nursed back to full health. that owl was released back in the woild, yild, you see it the thanks to a lot of people that helped along the way. >> what a shot, yeah. >> up next at 9:30, hospitals are filling up fast, the warning tonight from san francisco health officials about a available capacity and what it means if you get sick. >> also, an army of logistics

a dire situation their san francisco, hospital beds are filling up fast and the hospitals are about to run out of room. the city's health officials say in 20 days there will be no icu beds available. >> that's not the only concern. san francisco hospitals are running out of acute care space as well. take a look at this. this graph shows you the total number of patients acute care and icu in the city. the latest numbers as of friday, 117. >> it's not just san francisco,

hospitalizations are up too, you see here on november 1st. 86 patients have been hospitalized with the virus. that number has been climbing and climbing and climbing. look where we are now, 333 patients hospitalized with the virus, that is the most the bay area. hospitals are full. tonight, 16% of all beds are available. >> our rising hospitalization rates are one of the big reasons for the new shelter at home order. in can ka, toronto, is already is in week two of the four-week lockdown, i spoke with a family about what restrictions in canada have been like. >> ruth, thank you for joining us on the program. i understand that you are in toron toronto, right now, in canada, and toronto is a under a lock down. i was hoping you could tell us how the lock down in who toront

tame the same or different than the bay area orders? >> one thing i that thought was great, on the city's website, it tells you everything that is okay in the lockdown. they said child care was a okay. and that was a big deal in san francisco, people were not sure if having a nanny over was okay. and they recommend going grocery shopping once a week, and staying home as much as possible. how does it compare to san francisco? >> my husband and i were amazed, they started the lockdown when they were getting a thousand cases a week and i feel like there's not an american city that was lockdown at 1,000 cases a week. we were impressed. >> talk to me a little bit about

your mask project? >> sure, so, in march, i on a whim because usa stone masks.com, and then, i started sewing masks and selling them and the demand spiked in march and april, and we are getting orders like crazy, i think at that point the chinese manufacturers overseas had stopped. so i got friends to help me and it's, the demand has gone down now that chie -- that chinese manufacturing is back up. >> you mentioned you bought it on a whim, what does that mean? >> i looked it up to see if the domain was availableand it was, for like $9 a year. so, i was like, yeah, maybe i will start a business. >> so, you know, i guess, why

was it important for you to sort of jump in, during that time and kind of take on that project? >> right are, so, i have always been a n erd about manufacturin and it fascinates me how stuff is made at scale. and i had a project called the leave me alone sweater that randomly went viral. i made one for myself and posted it on internet and it went viral. and i was like, i have to do figure out how to make them at scale so in the year since, i had been figuring out how to find a pattern, a factory and fabric and so, i just happened to have the skills when the time ga came and i was like, might as well do something. >> and there was a crazy demand for masks during that time. and everyone sort of scrambling to get one. or make one. or whatever the case may be. >> right, right. >> and all right will, well, thanks so much tore taking time out of your day.

kids in here. >> eugene jackson is on the staff at live in peace. a group that started out as a violence prevention program. but it shifted in to so much more. there's the bike workshop for project based learning. the jim, for fitness of body and mind. and educational programs that executive director healther sterns longwood has send 70 students to college degrees. starting in march, covid restrictions meant they could not provide many of the services, while more pressing needs suddenly arose. >> the it was immediate, the county shut down march 16th. they, people had already lost their jobs. i mean, that day, you know, kids are like, yeah, my mom is not working. >> i have been familiar with the community for a long time. >> howard is a democratic political consultant who has long volunteered for live in peace. he said the nonprofit knew it

needed to pivot, but how? they turned to their clients for the answer. >> we said, what do you need, what scares you? what do you need most? and the answer was resounding. rent relief. >> reporter: so they did something they have never traditionally done. went out and raised money to help pay people's rents the original goal was $100,000. to date, they have raised more than $2.3 million. that is enough to pay the rent for 372 families, for three months at a time. >> the total, more than double live in peace's annual budget. they created learning pod force students like these kids who needed a place for remote learning. >> well, at home, i'm in a family at seven, it's hard to focus at home, i have little siblings and they are doing their classes too. it's a success story? a year that sadly has seen too few of them.

11:00-5:00 tomorrow morning. wind gusts will be highest in the north bay and mountains will see the wind gusts from 45-60. and a closer look at the hour by hour in a moment and because of the winds especially from the higher elevation. the wind advisory will start at 11:00 tonight, to 11:00 a.m. in the morning. if there's good news, it's not as long lasting or not quite as strong as we have seen earlier this fall and in fact, if you have san jose, you may not notice a lot of the wind, here is a location that is not in the wind advisory. 48 degrees, we will begin to see more wind as we get in the morning. calm in walnut creek. and atop mount diablo, we are seeing gusts up to 35 miles an hour and livermore, 45 degrees, the tri-valley will see more win approaching sunrise. we begin the day with 30s and 40s and this is probably the headline, december temperatures in the mid 70s, around santa rosa and sonoma. close to 70 in san francisco and

san jose, and across the east bay valleys. the reason the temperatures are warm, is strong high pressure and the off shore winds that is helping to dry out the air and warm it up. so, on the coast, what we are also watching is the high surf warning. breakers that could be as high as 25 feet during the day tomorrow. 9:00 a.m. to 5:00 p.m. monday. unfortunately that is from storms that are bringing big surf and no rain. here is a look at the wind hour by hour. by 5:00 the wind speed should start to come down. notice how the south bay, we start the day off, concord and san jose, 40-20 mile an hour gusts by 5:00 in the evening we begin to see those wind speeds coming down. which should be the time that the red flag warnings expire around the bay area. keep in mind, wednesday and thursday. no rain in the forecast. you can see more north wind later this week and the rain is trying to get closer to the bay area. look at next sunday. starting to look better. we look at the ten--day outlook,
