overall goal is to urge everyone to stay home as rates rise right now in the beginning of seeing the cases from the folks gathering in the thanksgiving holiday. according to what we've red they will look like at the beginning of the pandemic. three today, five tomorrow. alameda, marin, san francisco, contra costa and santa clara county. some of the biggest changes are from the restaurants. no more indoor or outdoor dining. they are limited to carryout and delivery only. retailers are allowed to have indoor business but they must offer it at no more than 20% capacity. what has been a roller coaster

any other vaccine ever administered. and now a live look outside. a little more than two weeks from christmas and we are in the midst of a red flag warning. "today in the bay's" bob redell is live for us in dublin. we have not had the rain, the wind coming our way, the makings of this red flag warning. >> reporter: good morning to you, marcus. i can feel a little breeze. normally the fire danger is past us at this point in the year. meteorologists are forecasting 40 to 60-mile-an-hour wind gusts in the upper elevations. in the east bay, parts of the peninsula and the santa cruz mountains, that red flag warning in effect until 5:00 tonight. humidity levels could drop down to 25% or 30% some time this morning. we've had little rain.

record dry fuels in the hills where i'm standing. all of that combined ingredients. two destructive fires. back up here in the bay area contra costa county fire keeping their fire stations fully staffed and men and women ready to deploy if there's a wildfire. >> although it's early december, the conditions are such the fire danger is just as high standing here today as in october and november which typically is considered the height of fire season. >> always in the back of my mind i wish it would rain. we need the rain. >> reporter: they are discouraging any outside burning, if you see smoke in the hills, assume the worst. call 911. bob redell, "today in the bay." here we go. meteorologist kari hall has been tracking those conditions for us throughout the morning. how soon will we see the wind

gusts come out? >> we've seen them for the past several hours and that red flag warning continues. one way to tell how windy it is, look at the temperatures. it's 60 degrees in napa and 30 degrees in ukiah. you can see the high wind gusts heating up because of those winds creating all of that warm air across the bay area. the very low humidity and fire danger in the north bay and the hills. it's still windy but we'll gradually see the winds calming down later this evening when that red flag warning will expire.

we have the high winds and high waves along the coast. we'll talk more about this coming up. mike, you've been watching the roads this morning and the wind advisory is up from chp. chp specifically called out the bay bridge. look, we even have our skycam out there. oakland, i saw this camera moving just a couple seconds ago. there you go. the wind is pushing it around. it's on the rooftops. we still have the wind out there affecting folks who are driving as well. a look at the sensors. the big view shows just like we saw everything is moving pretty much at speed. no major problem all around the map. out of the altamont pass and now that cutthrough heading over from 580. mike, it's 509 right now.

unemployment number can look good but it's not. shares in kodak today, you will recall the trump administration made a deal to loan kodak a whole lot of money so it could help in the manufacture of a vaccine. kodak botched the job of announcing it to the point it looked suspicious. several senators call for an investigation into whether the loan was legit. "the wall street journal" says it's seen the investigator's final report and they say everything was aboveboard. chic-fil-a said it's being mistreated by its chicken farmers, making chicken more expensive than it should be. england has changed its quarantine policies. you don't have to quarantine once you land if you're there for what the government considers a high value reason the ceo coming in. a look at the compensation of

the ceo of san mateo's snowflake. that is the ipo. the ceo has a deal with the company where he's paid the stock and makes $108 million, marcus and laura. you say to yourself $108 million? that is a lot. what would i do with $108 million a year. no, no, no, no. a month. >> wow. and that stock has done amazingly well. >> investors love him. >> there you go. >> it's more like a dime -- >> mind blown. >> take a look at this. how cool does this look? i have to tell you something that may make you sad if you were expecting it to come soon. a delay on the release of the ford bronco. the last time that ford actually built a bronco was 1996.

i never thought about that. ford says it's going to delay it to the 2021 launch until summer because of the pandemic-related problems with the supply chain. the 150,000 or so drivers who reserved the suv are expected to begin the process today that process has now been delayed until mid-january. >> your christmas present will be late this year, marcus. netflix says it has no plans to add a warning before the episodes of "the crown." they wanted to make sure it is known as a work of fiction. netflix responded saying it always presented "the crown" as a drama and feels no need to add a disclaimer. they've talked about it so much people probably know. >> i just finished the last season. it's good. >> oh, did you? >> i did, yeah. >> wow, you had a binge watch weekend then. >> i did.

we've been talking about the weather for you today. red flag warning, kari. we do have to be careful because the vegetation is so dry and we're getting the high winds. let's start out with the wind advisory that we have for all of the bay area and that hand shading which very much includes everybody at this point. our bay area hills and elevations above 1,000 feet where we could see the winds gust over 60 miles an hour for today and we're expecting the peak of those winds. and our vegetation is dry and basically like what we normally see in october. with the humidity lowering as we go into this morning we'll have to watch out for that and then

those winds are also causing the breakers, over 25 feet. it's dangerous to be there. we could see the rogue waves and sneaker waves along with the strong rip currents we'll be watching for for today. we'll be warmer in spots like santa rosa reaching 67. a fairly calm weather pattern not going to see any rain coming our way. it will be close up around portland and even far northern california some rain chances. a system that could move in for the middle of next week but still it's a dry week for us once again. this is slightly above normal. we'll have the cold mornings dropping back into the upper 30s in the valleys. checking out san francisco,

highs that will reach into the low 60s. a very slight rain chance mainly by monday. mike, you've been watching the commute and high winds may cause issues for the bridges. i've been watching the tough winds. we saw the shake for the camera in oakland. take a look at our fremont camera. right in the middle of our shot we often see that flag flapping around. it's pretty still. not a major problem. a good amount of traffic. on the map it says fremont in the lower corner. your typical slowing out of the altamont. no delays. again, the bay bridge is the only official advisory from chp with gusty winds. back to you. 5:21 right now. homes destroyed.

working hard in southern california to contain a wildfire burning near homes in orange county. it's called the bond fire, and it is now 55% contained. it's burned more than 7,300 acres and destroyed 30 homes and buildings. hundreds of people are under evacuation orders and told to stay with family or friends or in a hotel if they can find one. with few shelters open due to the pandemic. california may have paid as much as $400 million in jobless benefits. prison inmates. now they are narrowing the focus. the headline san diego county's district attorney is looking at $5 million in fraud.

the investigation is in its early stages. following a baseball season unlike any other. major league baseball and all 30 of the teams suing their insurance providers. the suit claims in part the teams lost billions of dollars playing without fans during the pandemic. the only games that had any fans came during the postseason. and those numbers were extremely limited. two weeks from tomorrow the warriors help tip off the nba season operating under strict health rules. this season the bubble is gone. players will have more freedom. they face social restrictions aimed at curbing possible covid threat including daily testing. >> that means prohibiting bars, restaurants and social gatherings and hanging out with friends and just hangers-on in each city, that's not going to be allowed by the league, by the players.

[laughing] that works. we are now mandating we are implementing a stay-at-home order for three weeks. right now at 5:30 shut down for a second time. new shelter in place restrictions now in place. it went into effect overnight. the growing impact on small businesses across the bay area. and struggling to make it in the bay with the clock ticking on the eviction ban what's being done to make sure that renters can protect themselves. plus, dry conditions, gusty winds and growing fire danger. meteorologist kari hall tracking it all including the area seeing the biggest threat. i'm laura garcia. >> and i'm marcus washington. we'll get to that commute in a bit. nbc bay area issuing that microclimate weather alert due to conditions in the bay area. to kari hall with that. and we're watching out for the high winds that have already been picking up in a lot of our mountains and looking at those gusts, close to 60 miles an hour this morning. that will continue for today. we'll have this wind advisory that will be with us with those low lying areas. we could see gusts up to 40 miles an hour today and 45 miles per hour. as we check out the coastline a high surf warning will be in effect. we'll talk about this coming up. mike, how is it looking getting out the door for the morning commute? kari, green sensors but, look, this just popped up right over here in the upper right corner of the map. that's the yellow highlighting, we're looking at gustier winds kicking up in the north bay, as kari was talking about.

we're talki ining about steel oe roadway. some sort of debris. there may be a flat tire. the rest of the bay moves very smoothly, though, marcus. back over now. five counties have started or are ready to start new restrictive covid guidelines. this is all before the region's icu bed capacity falls below 15%. some struggling restaurants may be unable to survive all of this. cierra johnson is live. this is to explain how the latest stay-at-home order will work. cierra? >> reporter: good morning, marcus. the latest stay-at-home order impacts the five counties and a lot of industries are really shutting down because of it. we're going to get to that in a moment. a business that is still open. even though humans can't be serviced at hair and nails, dogs can be groomed. that's the upside. the down side, these business

owners here at marks well's pet bar opened in the midst of a pandemic. i guess the first question, from an emotional standpoint seeing businesses not able to reopen while you are. how do you feel for them and what is the down side of a business that is able to open while others are not? >> it's heartwrenching. it's such a tight knit community and these are our neighbors and friends. it hurts. you get this order and all the neighbors are coming, this place was packed. there's so much support behind them. we're able to stay open. we're going to have to offer things online quickly. and then other businesses to offer valet services where people can have contactless delivery so that people are

feeling to offer those services. >> reporter: i've seen so many businesses get innovative in how they've had to adapt and pivot. i guess if you could quickly mention what goes into thinking of those creative ways to generate revenue when you can't have as many people or your business model has changed from what you thought it would be? >> sure, things are easier than before to get online. it's easier to get that product online quickly. we still have to figure out the logistics and make sure it's not out of our band width and partnering. just trying to work with our other small business owners and what can we do to support and innovate and send business their way and have a synergy and symbiotic relationship. >> reporter: thank you for sharing that. business down the street, a

restaurant, restaurants in five counties will be no longer allowed to have indoor or outdoor dining that goes from family centers closed, zoos, museums -- marin, contra costa, santa clara and i'm forgetting one. i'll get back to you. business owners hit hard by the businesses. and online, a huge deal right now in the pandemic. a lot of that shopping has been online for christmas. small businesses seeing a big increase with online business, too. as you can see some businesses are open but businesses around the city are struggling because of this pandemic. cierra johnson for "today in the bay." >> you're so right across the bay area. our hearts go out to them. 5:35. take a look at this, california surpassing texas once again in its overall number of covid-19

cases. the state has more than 1.34 million confirmed infections with more than 30,000 added just yesterday. a third of the total is from l.a. county which added more than 10,000 new infections that is a new record. "the chronicle" putting the dire situation into perspective. one out of every ten californians tested for covid last week tested positive. >> for those struggling most to make it in the bay a new shelter at home order may provide what they need most. and a lot of those cases the time may be short-lived so right now groups like catholic charities are holding online forums to help people stay in their homes and know their rights.

too many families are facing challenges. these are families barely able to make -- to eke by a living. barely able to put food on their table and to pay their rent. >> some fear in march they may have an eviction tsunami when landlords can start taking delinquent tenants to court. happening today santa clara leaders plan on capping delivery fees. an ordinance to cap fees from third parties. supervisors will debate the cap tomorrow and vote on the plan as soon as next month. san francisco, santa clara and berkeley have set limits on delivery fees. some believe too many transit agencies operate in the bay area, and it's time to bring them all under one roof. today they have a chance to express it with the metropolitan transit commission as they hold the regular fare integrate task

force meeting. some argue that the pandemic is all the proof you need that the 27 transit systems should be overhauled with centralized scheduling, fair collection and revenue distribution. others say it's hardly that easy or even feasible. today's meeting will be held virtually. let's take a peek outside. if you want to get outside, maybe go to the coastline, get some fresh air, boy, don't turn your back on the water. the national weather service is warning hazardous conditions are expected today and tomorrow across the northern california coastline. swells could reach as high as 25 feet today. they're advising that if you do need to be near the coast today, be extra vigilant of your surroundings at all times. never turn your back to the water. we were talking about that last week but these are huge swells we're talking about, kari. we were seeing breakers over

25 feet and they can really sneak up on you, the reason they're called sneaker waves and it's hard for people not to go to the beach when the weather is this nice. let's check out ocean beach and our temperature trend today starts out cool but with all of this sunshine we'll make it into the low 60s today. we'll talk more about this as well as the fire danger coming up in a few minutes. mike, what are you seeing now for the morning commute? i'm seeing a little more of a commute showing up now over at the bay bridge toll plaza. we'll mention, also, chp overnight gave a note for the crossing spans. there may be gusty winds. keep that in mind, a smooth, easy drive. maybe a little brake tapping. the map doesn't show a problem. contra costa county we do have a new issue affecting folks from brent wood over in toward the rest of your commute. the rest of the bay shows a pretty light drive. back to you. kris? > >> reporter: this is an exciting week. later on the fda will consider that pfizer vaccine we've all

covid-19 vaccine. now the fda can consider pfizer's vaccine candidate, they tell us they're ready to vaccinate to get it within hours and as we wait for our turn, how it will be different from any vaccine we've gotten. kris sanchez is digging deep. >> reporter: for all the weirdness covid-19 has created from wearing masks on the daily to maintaining social distance it's looking like the experience being vaccinated will be ordinary for the population even if the development was extraordinarily fast. >> i trust him. >> i think the covid was

developed too quickly and under pressure. >> reporter: it could be summer before most of us in the general population are eligible to get a covid vaccine. the pfizer and moderna require two doses. immunity could take a month. t you might experience symptoms like muscle aches and fever. scientists say no worse than a shot for pneumonia. with symptoms that mimic covid itself most people need to stay home from work. mostly people say the protection will be worth it. >> ideally, yes. we want to go around freely. however, i'm going to be very cautious because i would like to understand exactly what i'm putting in my body.

>> i get my flu shot annually. it's not my style. there are a lot of elderly people in my life and i work with people. i want to protect myself. more importantly my family. >> reporter: at this point it's not clear whether we'll need a covid vaccine every year or for those of you who recovered from covid how long you're protected from getting it again which is why a ucsf epidemiologist tells us that convincing the public to get vaccinated is the only way out of this pandemic. >> the vaccines aren't going to save anybody. vaccination is. so having the vaccine means nothing unless people get it. we're going to have to get well in excess of 75% of people vaccinated in order to stop transmission. >> reporter: and you hear a lot about that herd immunity and that is going to take a long time. so by the time it's fair game for those of us in the general population to get our vaccine we will likely get it at our health care provider's office, doctor's

office, the county health department and eventually just at the pharmacy or the grocery store where you get your regular flu vaccine. in san jose, kris sanchez, "today in the bay." >> kris, thank you. it's 5:46. president-elect biden's choice to lead the fight against coronavirus is our own attorney general. >> scott mcgrew, we saw xavier becerra is the top pick to run health and human services. that's a surprise. >> it really is. it's really surprising. some of us thought he might be the next attorney general of the united states but the early word is that biden wants him running hhs. now you could argue that becerra doesn't have much background in medicine. he's a lawyer, not a doctor, but he's been at the forefront of defending obamacare leading lawsuits protecting californians' health care in court. becerra would be the person in charge of overall charge of the cdc, the national institutes for health and other agencies that are fighting the pandemic. earlier, a powerful cadre of

professionals wrote a letter to biden urging him to appoint a doctor or other highly qualified director to that position but that apparently is not to be. biden will make a formal announcement tomorrow. dr. deborah birx was on "meet the press" where she said the pandemic will be the worst thing the united states has ever faced. not the worst pandemic, the worst thing the nation has ever faced. historians can debate that in the future some nears from now, certainly the civil war took more lives at least so far. but today is pearl harbor day, 2,403 americans died in that day that will live in infamy. 2,563 americans died of covid friday. president trump was in georgia over the weekend where he talked about the election that he says he won. and for a time discussed how much he likes cucumbers. he's walking a fine line telling supporters not to trust the democratic process while still

encouraging them to go out and vote in two senate elections that determines who controls the senate. one of the republican heads of georgia's elections office. do you believe that the president is doing damage for the republican party in georgia by continuing to stir this pot? >> yes. >> do you think it could cost loeffler and perdue their senate races? >> yes. when he and his lawyers and even his former lawyer are literally saying don't vote. it's mixed messaging, confusing. if you're telling people don't trust the election system, why would they bother? we have that and two debates to talk about. this is loeffler, a senate debate. this is loeffler versus her opponent republican kelly loeffler and her opponent the reverend on the right there. loeffler refused three times to acknowledge biden won the presidential election. in the other race the current senator failed to show up. david perdue's podium was empty

you. >> like an old pair of shoes. >> it is. i was wrapping christmas presents over the week, marcus. thanks for bringing those vibes on friday. that was great. >> do what i can. let's get to the forecast because we are talking about the high fire danger and something we have to keep an eye on today especially in the north bay where the vegetation is very dry and this is also where we're seeing some of those high wind gusts and some of our upper elevations we could see the winds up to 60 miles per hour. we are seeing the vegetation dry, like what we see in october and we haven't had a lot of rain here. the hupt will continue to lower this morning as we start to see the high winds make it down into some of the valleys. looking at wind speed forecast

starting out this morning with gusty winds and continuing through 11:00. napa with 34-mile-per-hour gusts and still pretty high even as we go into early in the afternoon but calming down by 5:00 when the red flag warning will be allowed to expire. as we look at what's going on around the bay area let's head to palo alto. kids are home schooling. temperatures in the mid-50s. if they want to take the breaks before or after home schooling, it will be nice as we get the warmer temperatures and sunshine. we do see a lot of dry weather. notice all the storm systems to our north. we're missing out on all of that because high pressure is blocking it and keeping it to the north. in the meantime we are going to have another drive one.
