we're going to sonoma county. i believe they're still open. right now at 4:30 it different decision making on strict new rules. the growing confusion as some roll out new covid restrictions and others hold off on making any changes. also coronavirus and the classroom. getting your kids back to school safely. this as all new data shows bay area students are slipping behind while learning at home. plus, surf's up. the coast gets hammered with waves. a warning for anyone heading to the beach. meteorologist kari hall is tracking how long these

"today in the bay" starts right now. a very good tuesday morning. i'm laura garcia. >> and i'm marcus washington. we'll get to that commute. first, let's start with meteorologist kari hall and a look at the forecast today. kari? and we are starting out with some cool temperatures again this morning. it's going to be a warm afternoon. very much like yesterday with all the sunshine. just not as windy. we're going to have to watch out for that especially late tomorrow evening and the rest of the week is looking cooler but dry as we head back into the 60s and 70s for parts of the bay area. mike, any issues for early morning commuters? kari, we'll take a quick look at the golden gate bridge. sometimes we have fog there but this morning it's a clear view of the span and everything is moving fine. as far as this live shot goes. the map shows you where i've

circled on the left side a little slowing. there are crews in the area. we will double-check to see if anything else is going on as far as lane closures. so far everything should be just fine there as well as the rest of the bay. i'll update you about the east bay coming up. we begin with more on the covid crisis and the race for a vaccine. the rollout of the uk's covid vaccine under way. the first person in the country injected was a woman who turns 91 next week. the country is the first in the western world to approve pfizer's covid-19 vaccine candidate. the first vaccines for california are expected to arrive next week. but experts say don't let your guard down. the governor says he expects more than 2 million doses to arrive this month but the first shipment is only 327,000. experts say members of the general public should not expect to have access for several months. the second quarter of next year and that's assuming that

there are no logistical holdups, no manufacturing holdups. >> experts say there will be challenges getting everyone to roll up their sleeves twice, but if people don't like the side effects and they can skip the second dose, they may not be protected. marin enacts tight new covid restrictions including a full stay-at-home order. it will remain in effect through january 4th. people last night were trying to get one last dinner in before all restaurants go all takeout. we spoke to one diner who referred to it as the last supper. one couple ate sunday night in contra costa and then decided to look elsewhere as long as there still were options. >> and then we remembered marin was not shut down. as soon as we realized that, our faces lit up like christmas trees and here we are. >> we're going to sonoma county.

i believe they're still open. >> sonoma county is in a holding pattern but it would face the same shutdown if the entire region falls down that threshold of available icu beds. more than half of the bay area reporting record breaking numbers. no laughing matter here. napa and so lano counties addin more than 300 cases. 633 in san mateo county. in the east bay 570 plus in contra costa county. more than 1,400 in santa clara county. it's our first time one of our counties has topped that 1,000 mark. happening today in the south bay do-it-yourself covid testing is all happening at emanuel baptist church in san jose. people do a self-administered nasal swab. it's sent to a lab with results in a few days. the site will be open seven days a week. it opens at 11:00 a.m.

the other testing site in the south bay, head to santa clara county's website. happening today that ongoing battle between santa clara county and the south bay church will once again hit a courtroom today. a contempt of court hearing will take place for pastor of calvary chapel of san jose. he would be arrested at that time if his church continues to hole gatherings that goes against the county's covid orders. an attorney says it has been fined nearly $800,000 for defying those orders. a follow-up on a plan to put california students back in the classroom. phil ting of san francisco schools in the red, orange and yellow tiers would need to design a plan to reopen campus. schools would have two weeks to do so starting march 1st. it can be a plan of in-person and distance learning. some students at least on paper appear to be doing okay this year.

san francisco unified tells "the examiner" the teachers are giving out more as though they say it could be due to grade letters not administered during the spring semester. happening today santa clara county leaders deliberate capping food delivery fees, they cap from third party companies like uber eats and doordash. there's no cap amount just yet. the vote could come as soon as next month. san francisco, santa clara and berkeley have set limits on delivery fees. things are changing soon for one group struggling in the bay. the question is how soon. are beach dwellers living on the beach may learn what's in store. once the election results are certified it's only a matter of time before the ban is enforced. today councilmembers will start weighing how and when to enforce the new restrictions which may come in a matter of days, weeks or even perhaps months. the high surf warning continues today.

how it looked yesterday in pacifica. some waves were 20 feet. safety boats and perhaps even big wave watchers are likely to be there today. i would say from a great distance. what are they in for as they head out there? it will be dangerous again today because we're still looking at the high waves turning up along the coast, so the dangerous surf and high surf warnings continue today. 'we see the breakers. it's going to be warm again today so i know that will be the draw for a lot of people to go watch those waves. you do need to be careful and also keep an eye on everyone around you. we are going to see the sneaker waves popping up as well. we'll be watching out for that and talk about the warm weather in the forecast.

and a good morning to you. here we go on this terrific tuesday, as i like to call it. a live look at the golden gate bridge. not too many cars on the road. i'm sure that will change throughout the day. mike will keep his eye on it for us. first the forecast today. i know yesterday a very windy day, kari. how is today shaping up for us? it's not going to be as windy, but we'll keep the warmth in some parts of the bay area so another nice one. a lot of sunshine. let's first head to the south bay to look at our high temperatures for this afternoon and not bad but just keep in mind that normal for this time of year in san jose is 59 degrees. so we are way above normal and near record yesterday. we're looking at highs reaching up to 72 degrees in gilroy. as we move over to the east bay expect a high of 71 degrees in antioch. 70 today in danville and fremont

reaching 69 degrees. some upper 60s in palo alto and along the coastline today with san francisco reaching up to 67 in the mission district and the north bay highs up to 73 in ukiah. napa today will reach up to 70 degrees. so we're looking at warm weather but what about the rain? we know it's been so dry. take a look at some of these numbers and how much we've measured for a water year. we are doing so bad right now, only 4% of the normal amount of rain has been measured in san jose and oakland. only 10% in san francisco and livermore. santa rosa has only had 19% of the normal amount of rain, so the past couple of months have been so dry. so let's look to see what the climate prediction center is saying about our outlook. temperatures will be above average. we're still looking at some warm weather to continue, but as far as rainfall we could see a change in our pattern that could open up the door for some more rain to come in and possibly

some above average rainfall. so it looks good as we get closer to christmas, maybe santa will bring us some rain because we do really need it at this point. as we look at the week ahead, we are going to see a storm system moving in, and by sunday it looks like it will bring us at least some spotty showers. it doesn't look like a big storm but it will bring us a chance of some rain for parts of the north bay and that may continue into monday. we do still have some dry weather for the next couple of days. it will cool off so we're going from the low 70s today to the low 60s by the end of the week. more clouds moving in on saturday and later on sunday we're looking at our next chance of rain. and as folks get ready to head out the door, mike, how is it looking for the commute? >> i just pictured in my head that little wish list there, santa asking a little kid, what do you want for christmas? rain. hey, you never know. new christmas special. let's get out on the roadways, folks, where we're not getting

month. the biden team has already pledged to reinstate daca when he takes office next month. new details this morning, police chief in sacramento condemning protests in the city after things turned violent. since the election demonstrators from both sides were out pushing through barriers, vandalizing downtown. this past weekend three officers were hurt by objects being thrown, lasers pointed in their eyes. the chief says he sent out over 150 officers to try to keep the peace. he says the protests are unjustified criminal behavior. an increased presence will be at the capitol every single weekend. the northern california child is now the first child in the state to die from flu this year. that child from placer county. the child had underlying health conditions but did not have covid-19. health leaders say as covid cases are rising flu cases are low. 4:50 right now. benched. next on "today in the bay," the two car yors players who tested
