mike, how is it looking for the commute? it's looking great. chp made a note there may be a little fog at the golden gate bridge. the live camera didn't show it and our maps it doesn't show up there on the left side of the screen. it shows up on the right side in rio vista in the north bay. we'll keep tracking things and i'll let you know about any other updates chp reports on that situation. no real situations for traffic. you're at the limit including for the freeways through silicon valley. i do mark out something on the bottom right portion, the hazard screen on city streets, that's the news that may affect you on those city streets. laura will handle that. that's right. it's new overnight, mike. violence on the streets of san jose. police are investigating a shooting on center road near monterey road just west of 101. we've reached out to police who say a man was shot but they have not yet released his condition. a live look at the scene. several police cars still there as this investigation overnight continues.

tom vilsack returning as agriculture secretary, and congresswoman marcia fudge to head housing and urban development. biden just named his health team, backing a promise to vaccinate 100 million americans in his first 100 days. >> the work ahead will not be easy but we know what needs to be done. >> if authorized tens of millions of vaccine doses will be available this month and we'll get it distributed very quickly. >> reporter: but the white house coronavirus task force warns it will be late spring before we see a significant drop in cases and deaths. on capitol hill still no agreement on covid financial relief. the white house pitched deep cuts to unemployment. democrats rejected that. senator bernie sanders wants to add $300 billion for stimulus checks. and senate leader mitch mcconnell suggests dropping everything. lawmakers disagree on to pass a smaller bill before christmas. >> we're going to be confronted with another request after the first of the year.

we'll live to fight those another day. >> senator mcconnell has put the jobs of firefighters, ambulance workers, sanitation officers, police officers, in jeopardy. >> reporter: lawmakers are expected to prevent a government shutdown for one more week. but they are getting something done. defense spending passed the house in such large numbers that it may be veto proof. enough votes to override a threat threatened presidential veto. back to you. >> a lot of people are hoping for that relief. thank you. a critical day tomorrow for the pfizer vaccine. that's when the fda will approve or deny its use here in the u.s. pfizer gets the green light. bay area medical teams anticipate that first vaccine and the first vaccinations to happen next week. the fda says that data concludes the vaccine is 50% effective. this is after the first shot and

95% after the second. dose also have to be stored in special freezers at minus 94 degrees fahrenheit. sonoma county chief medical officer hoping there is high demand for the vaccine and wants people to know it is safe. >> we also know the importance of being able to convey to the community the safety of the vaccine and making sure people do get vaccinated. >> up to 24,000 health care workers in san mateo county are among those in the bay area expected to receive the first vaccine. the post-thanksgiving surge everyone is fearing appears to be intensifying. in the last 24 hours california has seen close to 30,000 additional cases now amounting to nearly 1.5 million. 20,269 people have died. drastic new measures at golden gate field. racing has been halted, but the

track has agreed to quarantine more than 100 noninfected workers for 14 days off site. of the 540 people who worked there more than half have been infected. on saturday respected trainer bob hess died. with cases spiking and strict shelter at home orders in effect, most bay area school districts are still forging ahead on target dates to return to the classroom. oakland schools want to bring back the first wave of children in late january. but not everyone is happy about this. concerned oakland teachers plan to protest ahead of tonight's school board meeting. san francisco schools eyeing a late january start for the first wave of students. that is also still subject to change. new details for you and a new decision from uc berkeley has some feeling as if the school is sending mixed signals when it comes to the pandemic. according to "the chronicle" the university plans to close its on campus halls on december 18th. under california's stay-at-home

order residents are asked not to travel. students are told to contact student housing on an emergency basis if they need to stay in place over the holidays. santa clara county leaders all moving forward with a new cap on food delivery fees. supervisors voted for a 15% temporary cap on fees charged by delivery services like doordash, uber eats and grub hub. people can voice their support or opposition to the plan. if approved the cap could go into effect as early as december 15th. our san francisco community getting into the holiday spirit with its own food distribution. san francisco african-american faith based coalition has organized a drive-thru meal event called feeding 5,000 happening in daily city. and also what you see there on your screen an easy way you can do a lot of help when you go to the grocery store. so through our nourishing neighbors drive, make a $10

donation and that money goes right to local food banks who help so many people here in our area. that drive goes on until december 29th. >> and really all year long we should think of the needy. let's talk about the forecast this morning. another cool start out there, kari? yeah, we're definitely thinking about people without shelter this morning when you see these temperatures that are right now near 30 degrees below freezing in some of our north bay valleys and we're in the upper 30s from san jose down to morgan hill. elsewhere we are seeing mostly some 40s as you get ready to head out the door. if you're home schooling today and going to let those kids run around out in the backyard for a little while in danville today, by noon we're at 61 degrees and reaching into the mid-60s today. partly cloudy skies and a cool wind. we're getting ready for a slight cooldown. we'll talk about that as well as weekend rain chances coming up. mike, how is it looking now for

right now at 5:11 if you're making plans this morning to go out for a hike or bike or walking, it's going to start out mostly cloudy in the south bay. temperatures in the low 40s, but we'll start to make it into the upper 50s at 11:00 and some mid-60s for today. we'll see some clouds mixing in with the sunshine for today. we'll talk about some more changes ahead in the forecast. that's coming up in a few minutes. a very happy wednesday to you as well. a lot of ipos this week, today's redwood city's c3ai will start trading. door dash will make its debut on the new york stock exchange as well later this morning trading under the symbol dash after its very successful ipo last night. pricing and shares at above $100. far more than the company was asking for. this price puts doordash valuation at $30 billion plus.

just a couple months ago private investors put the value of door dash at about half of that. doordash starts today and airbnb starts tomorrow. a big week for ipos. these are sort of opposites when i you think about it. doordash thrives because so many of us don't want to go out. when the pandemic ends that relationship flips. airbnb will be more popular. the big question is will people stay in and pay a lot for delivery when it's safe to get the food themselves? wall street keeping eyes on talks over a coronavirus relief bill. steve mnuchin and the white house have suggested an idea neither were talking about. reducing the amount in

unemployment checks to $300 a week but sending out a one-time $600 check. neither side seems to like that idea. silicon valley's fire eye which protects companies being hacked by mostly the russians appears to have been hacked by the russians. we can't say that for sure. the company says it's a state actor. "the new york times" says the case was handed over to the experts at the fbi t. does not affect your information but is a serious attack and hackers took some of the more powerful tools that company uses. tesla once again going to sell more stock, something many companies never do. something that normally drives investors crazy because of the value. tesla shares have been going up so far, so fast, i don't think you'll hear much objection. it will help tesla raise $5 billion. elon musk says he's moving out of california to texas. he says about california if a team has been winning for too long, they do tend to get a little complacent, a little

entitled, and then they don't win the championship anymore. california has been winning for too long. so, marcus and laura. it's mostly about winning, et cetera. and i'm sure it has nothing to do with the fact texas has no income tax and no capital-gains tax and elon musk is the second richest man in the world. >> i've heard a lot of families are moving there. >> for sure. >> thanks, scott. >> thank you very much. american airlines about to start offering at-home covid tests for passengers on domestic flights. it's actually partnering with home testing company let's get checked. it will cost passengers an extra $129 on top of the cost of travel. customers will have to do an at-home swab a few days ahead of time and have it shipped to a lab. a huge day for nasa. the agency releasing the names of 18 astronauts who are set to take part. the first mission is scheduled to take place in 2024 and it

will, of course, eventually lead to the first woman visiting the moon. an all-new trend involving elf on a shelf is picking up steam. >> as we know by now this is a little elf who visits kids' homes before christmas to keep tabs on santa. now celebrities are creating their own elf memes. elizabeth banks writing hanks on banks -- hanks would be tom hanks, and kerry "washington post"ing kerry on perry. >> and drum roll, please. our very own team getting in, perry harry on kari and dora on laura. now this is cool, i love it but our producers were having a hard time coming up with names to rhyme with mike and marcus. if you can think of something that rhymes with mike and marcus, send them our way. we would love to play with that

>> and mo. >> are you calling us the three stooges? >> sometimes it's like that. all right, kari. take it away. let's check out what's going on in the weather today as we are starting out with a live look outside in san francisco as you get ready to head out on this wednesday morning. it's all nice and clear. we've also had some chilly temperatures. we're still looking at some high waves for today. it takes a while for those waves to calm down and so up until about 3:00 today we had this high surf advisory for much of the bay area coastline and it's especially true for the west/northwest facing beaches. we could see the higher waves coming in, possibly up to 25 feet. and those rip currents as well a big problem for us. it's been a big draw because the waves have been pretty much a big sight to see and the surfers out there as well.

if you're going to be in spots like half moon bay, we're going to see a mix of sun and clouds, temperatures in the low 60s. just don't get too close to the water. we don't want to have more rescues out there for today. highs in the upper 60s and low 70s. the low 60s for san mateo, san francisco, highs up to about 65 degrees downtown. and into the upper 60s for parts of the north bay with santa rosa reaching 68 degrees. as we go through the forecast, looks pretty promising here that we could see some rain for the week. and better in terms of the forecast, showers moving in as early as saturday. mostly a light rain. as we go into sunday another round of possibly some heavier rain especially for the north bay and then it gradually tapers off on monday as we enter the new week. we'll dry out once again. some of the models putting down up to possibly an inch for

ukiah. the rest of us won't get that much, a tenth to a quarter of an inch. that's definitely better than what we've seen from some of the previous runs of the computer model. looking at our forecast for the next couple of days, yes, it's going to be cooler and it cools down even more as we get more clouds and those weekend rain chances. we'll be watching out for that, of course, with more updates over the next couple of days. mike, you have an update on the morning commute. yes, subtle changes. i'll take that science. the map shows a smooth flow. we do have some slowing out of the altamont. even with light traffic we will see slowing over on the right side of the screen as well as coming down to 84, down to 680. there's a little build there and then the map shows still green getting over to the bay bridge and the maze, no problem. a live look at the bay bridge. i've been watching this closely and see an increased volume,

welcome back. it's 5:24. developing, four people are hurt after an explosion at a chemical plant outside charleston, west virginia. drone video shows flames erupting from a plant just after it happened. the company now says that fire is under control and nearby shelter in place has been lifted. the police department at the center of george floyd's case may now be starting budget cuts. floyd's death in may sparked a wave of protests not only in minneapolis but, of course, nationwide.

violent crime has surged. leaders will vote cutting $8 million from the police department's $179 million budget. new details major changes are made at one of the largest u.s. army bases following the murder of a soldier from ft. hood. 14 officers and enlisted personnel are being fired or suspended. leaders say they created an environment that contributed to sexual assault, sexual harassment, even murder. it comes after civilian review into the deaths of vanessa guillen, a fellow soldier who later killed himself is believed to have been involved in her death. a shark attack in maui is putting a well-known surfing competition on hold. this comes after recreational surfer was critically injured near honolulu bay. we don't know what kind of shark it was but this photo shows a surfboard and the bite mark about 17 inches wide. take a look at that. the victim is now recovering.

>> goodness. another metal monolith sighting. a mysterious object spotted at the scripps ranch marketplace in san diego. can't believe there's no surveillance video. shoppers said they were surprised to see it and don't know when it got there. depending on who you asked, all the recent sightings are sparking some conspiracy theories out there. look at everyone stopping to look at it. take a look at this, laura, this is trending this morning -- >> wow. >> this is a big fish tail not to mention big fish body. this is a photo of a nine-pound goldfish. yes, a nine-pound goldfish. it was found in south carolina. it was found by a crew studying the fish stock and after the photos were taken, they threw the fishback into the water. i had no idea. >> holy-moly. >> they say they can keep growing if you get a bigger bowl, a bigger tank. >> a lake big enough. >> it almost doesn't look real.

right now at 5:30 a south bay surge, the concerning covid cases that have health officials sounding the alarm. >> hopefully we can make it. serving pushback. expressing outrage saying they need more help to survive the pandemic. the growing number that may be forced to close and what they're planning to do. and racing full steam ahead for funding. the move b.a.r.t. and other transit agencies will make as they deal with declining ridership. still watching the big waves along the coastline and another dangerous day. going into the next couple of days cooler and breezy weather moves in and finally rain in the forecast for the weekend. we'll talk about that coming up in a few minutes. are you seeing any new issues popping up for the commute? i'm checking the live cameras. we'll let the picture tell the story. i thought we would see more traffic flowing. it was building about ten minutes ago but still holding steady with a light, easy drive. that's great news. slowing on the incline. no major problems. a little build out of the altamont, marcus. >> almost two weeks after thanksgiving health leaders say the predicted surge is now upon us and the number is rising.

the availability of critical icu beds continues to fall. cierra johnson is live for us to break down where the region stands. >> reporter: well before thanksgiving we were letting you know that health officials were telling us that two to three weeks after that thanksgiving holiday we would begin to see the surge and after looking at the data and the availability of those beds it's safe to say the surge is here but what's worrying health officials they're not sure how long the surge is expected to last. let's look at the numbers in the hardest hit areas within the bay area. the availability beds particularly in the icu. counties facing the biggest bed shortage right now santa clara county 16% of their icu beds are available. they are all in red meaning there is less than 15% availability. right now dr. anthony fauci says

the fallout from the thanksgiving holiday has yet to be felt and still more concerned about another surge coming from people mingling and traveling over thanksgiving. emergency physicians are seeing an increase in the number of people coming in to get tested which adds to the concern of not knowing how long after the holiday the surge could end. >> our hope is that with vigilance that people exhibit and with the vaccine around the corner that these are things that will hope to mitigate and contain the surge. >> reporter: and as dr. shin mentioned strong strides are being made with the vaccine which is important but still crucial for people not to let their guard down with this holiday and within the recent surge. so it is important to note that when the counties fall between that 15% threshold all of the

counties will be shutdown. about five of them right now are currently with the most restrictions, still a few outliers. once the other counties reach below that threshold they enter that tightest tier of restrictions. cierra johnson for "today in the bay." the national restaurant association is confirming 110,000 restaurants have now closed across the united states since the pandemic began. one restaurant owner says he wants his money back from the state. under the new stay-at-home order the blue light is back to takeout only. the bills keep mounting. the restaurant owner says as long as he can't fully operate those payments should be returned or forgiven not deferred. >> please forgive these permits and licensees during this time. >> we'll file a lawsuit on

behalf of all the restaurants in california, against the state and against various counties who have kept their money in order to get the money back. in los angeles the legal challenge to the outdoor dining ban has a judge demanding leaders prove it contributes to the spread of covid. new details this morning, several bay area counties now have a new plan to limit panic during the shelter in place. the solution here, allow more people in grocery stores. "the chronicle" alameda, contra costa and marin counties, those stores allow up to 35% capacity instead of 20%. thec california grocers association says it could cause panic and san 25 clara has a 25% cap. with change brewing in washington struggling transit agencies in big cities everywhere have new hope. so happening today they'll jointly make a call for new

financial life line. b.a.r.t.'s president will call for more federal assistance. b.a.r.t. and muni, like most agencies, are warning of massive job cuts. this is if new stimulus falls through. the latest congressional plan does provide relief but right now until ridership gets back to pre-pandemic levels it's hard to see a light at the end of the tunnel for a lot of them. and developing for you now crews have control, at least two small brushfires fear los angeles the fires burned more than 15 acres. more power shutoffs are possible due to the wildfire threat in los angeles county. >> between the added health restrictions visitors and the chronicle is reporting people are heading to the back country.

locals have a message to anyone craving a back country visit. be safe and prepared and know what to do in the event of an avalanche. we did have some snow in the region earlier. we have some rain in the forecast, kari. yeah, very cold. we will see a little bit of some snow for the cierra for the weekend. be aware of those quickly changing conditions. and that's something we're watching here. we continue with the workweek and getting out the door, taking a live look outside in dublin starting out with clear visibility but cold temperatures and it's only in the upper 30s. we'll hold steady for the next couple of hours before we see a mix of sun and clouds and slightly warmer temperatures. compared to yesterday it's going to be a touch cooler. as we start to see a few more clouds rolling in. we'll talk about that in a few minutes. mike, what changes are you

seeing for the commute? >> we're starting to see a few more cars. i say a few more cars. look at the roadway. green sensors dominate. you showed 580 but still a smooth drive. bottom of the screen, police activity continuing. avoid sensors. as we look at the rest of the bay a nice smooth flow. the golden gate bridge had fog advisory but it looks clear from this live shot. that's all that really counts. over to you, kris. >> reporter: hi there. good morning. so there is a list of mandatory vaccinations for children who attend the public schools, but what does that mean for the covid vaccine and what do we know about it in children? we'll talk about that coming up. plus -- the supreme court asked to overturn the will of the american people and it said no. we'll take a look at that plus -- we all have a lot of extra time on our hands because of the

"today in the bay's" kris sanchez joins us. i'm pretty sure you and your kids are listening to this report closely. >> reporter: they were definitely listening, anytime you say shot. a while before my kids or any kids have to worry about getting a covid shot because according to the cdc they will be just about last in line to get the vaccine. so we asked people what they thought about whether or not

kids should be higher on the priority list. >> i would. i don't have kids but i would think that's a smart way to go. >> the option if you want to attend school, you need to have the vaccine, or you can have the option of online learning if you don't. >> school seems like a superspreader environment for sure for all the kids as well as the staff. and obviously they'll be taking that home to their families. >> reporter: dr. maldonado says there's no evidence schools are superspreaders because kids are better about following rules and instructions like hand washing and masking up than grown-ups are. kids can return to school safely without a vaccine if the plan is to keep them in a stable pod and socially distanced wearing masks, but only if everybody in the community does their part to stop spreading the virus. >> keeping children in school can be done if the rate in the

community is low. right now it's not. it's pretty high. >> reporter: the moderna and pfizer testing in teenagers now. in the second quarter of next year the plan is to include young children in the trials. if the data shows it is safe and effective some children could start getting a vaccine maybe in time for the next school year. if the shelter orders and the tighter restrictions do what they're supposed to do, the kids could be going back to school before there's an opportunity for a vaccine. in santa clara county we'll find out more about the vaccine distribution plan. supervisors are going to be talking about that at 2:00 this afternoon. marcus? >> sounds like a trash truck is near you. bear with me, kris. by the time we get to the point kids are able to get that vaccine, the way things are going with the information coming out parents should have a lot more information about it,

>> scott mcgrew, an unusual ruling. >> typically just no. republicans in pennsylvania asked the high court to step in and reverse the certification that biden won and the supreme court in a very, very short message said the application for relief had been denied. the pennsylvania supreme court also ruled against them. now there is a case brought by texas attorney general ken paxton that he wants the supreme court to hear saying that because states like pennsylvania and georgia changed their election rules last minute because of the pandemic it wasn't fair to texas. the thing texas is complaining about, the governor changed the election rules last minute through an executive order because of the pandemic. a group of lawyers including the head of the american bar association has published an open letter calling for these three lawyers to be disbarred.

rudy giuliani, janet ellis and sydney powell made accusations of fraud in front of tv cameras but didn't make the same allegations before a judge when they're under oath and they say that is unfair. president-elect biden will publicly present his pick for defense secretary today. on tuesday the fact lloyd austin will need a special waiver from congress to serve as defense secretary because the law as it stands doesn't allow someone recently to serve. they'll have to do the same with austin if they're intellectually honest. elizabeth warren says she will vote no on austin as well. the house easily passed the defense bill. the senate is expected to do the same. the bill has the support of both democrats and republicans but president trump says he'll veto it because he wants the bill, which sets funding levels and priorities for the army, navy,

see temperatures in the upper 50s at 11:00. we'll just see the sun peeking out for today. along the coastline still looking at the really big waves. it will take a while before it calms down but we do still have the high surf advisory that continues until 3:00 today. we could see some of the waves still crashing ashore up to 20 to 25 feet, very dangerous. you don't want to be anywhere close to the water. our temperatures won't be as warm as yesterday but we're still above normal as we reach into the low to mid-60s. even upper 60s for spots like napa and we check out the forecast going into the rest of the week into early next week. we will be watching out for some approaching rain. finally it's in the forecast. it's looking better than the previous runs of the computer models showing it coming in on saturday. if we're going to be safe at home we might as well be watching some rainfall. we could see that off and on. not a big storm but we look to

see coming through in a couple of waves between saturday and sunday and tapering off monday. light snow to the sierra. a tenth to quarter of an inch. it may be higher with spots like ukiah reaching close to an inch of rain. still dry but cooler over the next few days. take a look at the highs. we're only in the upper 50s so cool, cloudy and at times some of those showers moving through. this is what we've been waiting on so long. i'm excited to see some rain headed our way. it's not coming yet, mike. how is it looking for the commute? >> i don't know but i'm worried the meteorologist is excited. that means something. a little slowing shows up on the map but no backups there so i'm not excited. a smooth drive getting to the bay bridge and, in fact, the rest of the bay shows a great drive as well.
