now. a good friday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike has a look at the commute in just a bit. vianey taking a look at the friday forecast. fun day. fun day, fun day. it's even more fun because we're monitoring rain and we're excited about it. 48 degrees in san francisco. the arrival of the unsettled weather will increase the humidity out there. 48 degrees and doppler radar you can see the system approaching up top in the pacific. as it makes its approach we have our very own satellite radar, mobile doppler radar storm ranger up and scanning and we are expecting to see the arrival and the rain heading into tonight with a second system arriving tomorrow, so it's looking very promising heading into the weekend, the system is going to be moving from north to south. if you live in the north bay

you'll be the first to see the rain but more widespread heading into the week. a closer look at your full forecast coming up in a few minutes. mike? all right, vianey. you're watching the path of that rain into the bay area. we're watching the cars, of course. the outer reaches coming into the south bay where we'll start with our maps, silicon valley overall shows a great, easy drive. very light traffic at 4:32. coming up from the santa cruz side just before it gets to the summit, a crash reported and an update from chp. they say one lane likely blocked but traffic is traveling through, very dark, so keep that in mind. we'll monitor the one coming in from the south county and looking at the rest of the bay, a smooth drive. there may be an incident on 580. i'm checking that out now, marcus. we began with a huge announcement in the race for vaccine coverage. a committee voting yesterday to recommend the fda authorize the first covid-19 vaccine for the u.s. now it's a monumental step

towards the ending of the pandemic but it won't be fast and it won't be easy. "today in the bay's" cheryl hurd is tracking what's happening next. >> this issue is not going to die. >> reporter: it was eight hours of back and forth during a virtual meeting of independent panelists. once the debate was over the endorsement came to grant emergency approval of pfizer's covid-19 vaccine. >> our plan is to take their recommendations into account for our decision making and make a decision shortly thereafter. >> reporter: 17 members of the independent panel voting in favor of the authorization. four people against with one person abstaining from the closely watched vote. >> this is a godsend. >> reporter: ucsf professor of epidemiology dr. rutherford thinks some people voted against authorization because there wasn't enough data to support giving the vaccine to 16 and 17-year-olds. however, under the plan teens

that young would be eligible. >> my impression it's really about the lower age and i'm a pediatrician. i can tell you drugs work the same in 18-year-olds as in 16 and 17-year-olds. >> reporter: vaccinations could happen as early as monday but between now and then a lot has to happen. the fda has to give an approval. then operation warp speed moves into high gear. once the cdc signs off. the early doses expected to go to frontline medics as hospitals are overwhelmed. >> we have an unthinkable number of covid patients yet to come in the coming weeks. it is unclear to all of us here on the frontline how we are going to manage and handle it. >> reporter: dr. rutherford says there is a plan. >> the plans are to use all 327,000 doses for the first dose. they're not going to hold back half. >> reporter: cheryl hurd, "today in the bay." we know health care workers and eldercare patients are the

first in line to receive that vaccine, but who is next? well, during a virtual meeting yesterday san francisco supervisor hillary ronan called on the governor to make teachers a vaccination priority. that way kids can get back to school. she's not the only one pushing for that idea. >> despite the heroic efforts of educators to teach remotely closures are nothing short after crisis for children in california. as a parent and pediatrician, i see the impacts every day. >> supervisor ronan introduced a resolution. leaders from other cities plan to do the same. there is no shortage of other groups who feel they belong closer to the frontline including food service and grocery store workers who have been hit hard by the virus. and that news comes following another harsh day in the pandemic. more than 3,100 new recorded deaths right here in the u.s. another record breaking the one set just on wednesday. and that's in addition to the nearly 230,000 new infections.

the death toll also rising here in california. the state department just confirming 220 additional ones just yesterday. the overall count exceeds 20,000. the total number of cases expected to reach 1.5 million in the coming days. just in to our newsroom a state of emergency, it has run completely out of icu beds. the entire county actually has only a handful of beds availa e available. that situation becoming a reality in some bay area counties. as you can see on this updated map that's where eight-counties you can see are available with those beds. these are numbers not percentages. san mateo was way up when it was at 7. san francisco has been cut almost in half from last night to 45 down to 81. well, taking a live look at the radar you can see the weekend rain on its way to the bay area. vianey arana is tracking it all for us. i know this really is good news because we have been needing some rain for a long time. we in a serious deficit. they revealed things are only getting drier for portions of upper northern california, so the rain is definitely a welcome sight. i want to give you a little bit of timing when it comes to the expected arrival. the first system we're seeing is expected to move from north to south so you can actually see it up to eureka, santa rosa, pushing further down by the afternoon. i would say 4:00, 5:00, areas north of the golden gate bridge will start to see it, san francisco, eventually into the late dinner time. so right around maybe 7:00, 8:00, a lot later we'll start to notice it continue to spread further south into san jose. notice the tahoe area definitely tracking snow, and then we have another system arriving heading into saturday. so i'll go into more detail on that in just a few minutes.

>> hey, wham, nice. >> i have to learn those words. but you know what -- there you go, mike. we're going to go go with that forecast. vianey something good for all of us, we are starting to get rain into the area. we need it. l we are in extreme drought and some portions of far northern california so this rain is a welcome sight, and i wish it was even more rain but i'll take what we can get. let's look right now in san francisco, a beautiful start. 48 degrees. you're also going to notice an increase in the humidity today as that system approaches because, of course, we have a surge of moisture that's pushing into the bay area. you can see it here on doppler satellite radar. i will zoom out so you can see what's coming out in the pacific. initially we're going to see the first system make its arrival

tonight. that will move from north to south. you can actually see some of the rain starting to push in. and for that reason we, of course, have our very own storm ranger, mobile doppler radar, that is up and scanning ready for the incoming rain. it can track at a lower level. we're the only ones that have it here in the bay area. it will show it in higher detail and higher intensity as the rain gets even closer. microclimate highs for this afternoon let's talk about it. it will be a lot cooler today. upper 50s only. we're not even expected to hit the upper 60s. all throughout the bay area and the timing of it. i know people want to know when are we expecting to see the rain. for the first half of our day we'll be pretty dry with the exception of the for the bay. it will move north to south by 7:00, 8:00. we'll see it move into the south bay, becoming more widespread. by 9:00 take a look pushing some rain down through gilroy. we'll get decent pockets of rain pushing through along with

sierra snow. if you had any essential reason to travel to lake tahoe, check those road conditions. in addition to the rain, we'll see the clouds, maybe even drizzle and then, guess what, we have another system pushing in and this will move in on saturday making room for more rain heading into the weekend with, of course, some of the higher totals expected. for the north bay a look at your seven day coming up in just a few minutes. let's send things over to mike. vianey, you're watching what's coming in from the ocean. i have to go as far as the monterey reports. still, i had to see what was going on for highway 17. the santa cruz side of the summit, that's why it's in a separate report, northbound coming toward us. the southbound side shows slowing. we just got details of a crash in the center divider and that will be a distraction for folks leaving los gatos and heading down to santa cruz. no lanes blocked. flashing lights will be the distraction. meanwhile you see 17 comes up to

880. that's why i referenced that earlier and continues into the east bay without any delays. the same thing for the rest of the tri-valley and the east bay. crash eastbound around 106, that is possibly blocking the fast lane getting away from the bridge and major damage to a vehicle. we'll track that. observing shows a nice, smooth drive. pretty light. things starting to build over the last few minutes there. northbound with the taillights over to the bay bridge. back to you. >> all right, thanks, mike. in contra costa county a growing number of businesses are now publicly defying the health order and some are getting cited. one restaurant owner in danville says he got a $250 fine for continuing to serve his customers outdoors. >> i'm going to do what i have to do to pay my rent because i'm legally obligated by contract for the next seven years on my lease. >> now the restaurant owner says he plans to appeal the citation because he believes the sidewalk area where his tables are set up

is a public space. chesa boudin decided not to charge in a car shooting suspect. the shooting happened near valencia and market streets. the department later released body camera video showing that suspect caeser vargas armed with a knife. he appears to ignore orders to drop it before officers fired. today is the last day to apply for federal assistance from anyone affected by the massive complex fire. people can apply for fema grants or disaster loans with u.s. small business administration. now this applies to the survivors of the czu, scu, august, lnu and north complex fires. fema can help pay rent, medical expenses or even home repairs. to get reimbursed people need to show pictures of the damage and save those receipts from the repair work. you can head over to nbcbayarea.com where you can find out how to apply.
