meteorologist kari hall is tracking when the wet weather is to return. "today in the bay" continues right now. and here we go on this monday morning. thanks so much for making us a part of your morning. i'm marcus washington. >> and i'm creiin for laura gar. good morning, kari. good morning. we are going to see our rain moving out and a couple days of some dry weather. as that rain moves on we'll have to watch out for the king tides along the coastline but rain will be back shortly thereafter as we head into wednesday. we're tracking that as well as the cool temperatures. we'll talk more about the forecast. mike, any, use for early morning commuters? maybe some damp roadways. do be careful. no major problems as we look at the speed sensors. green, a little slowing out of the altamont. no surprises. southbound 280, i've circled it around monterey.

that's it around san francisco. back to you. all right, mike. you can feel that excitement and anticipation across the bay area, and country for that matter. vaccines are expected to arrive as early as this morning. now the exact time top secret due to security reasons. "today in the bay's" sharon katsuda is live for us at ucsf to show us how they're actually preparing for the first shipment. sharon? >> reporter: that's right, marcus. ucsf tells us it's expecting thousands of doses over the next couple of weeks and it has the freezers to handle all those vaccines. they say the first shipment will have 975 doses which will go to first responders and health care workers at ucsf. this shipment could come today or tomorrow, the earliest to administer the vaccine might be this wednesday. another batch with the second dose for those 975 people is expected in the coming weeks. ucsf says this is a fluid situation with a shipment of

millions of doses from pfizer now under way, ucsf expects several thousand additional doses next week or the following week. overall california is expected to receive 327,000 doses of the pfizer vaccine this month. dr. george rutherford with ucsf calls it a historic moment but, more importantly, the vaccine will impact the workforce, specifically in the icu by lowering absenteeism and decreasing the amount of patients taken in from long-term care facilities who are prioritized when it comes to immunizations. >> those are two things we'll see right off the bat, and i think it will stabilize and eventually ease the crush on icu beds. >> reporter: governor newsom also said over the weekend a west coast group of medical professionals have approved use of the vaccine. now ucsf says it is still determining who will be on the list of health care workers and first responders who will get

"today in the bay's" tracie potts is live in washington. tracie, once biden passes 270 votes today, it's over, right? >> reporter: well, it's pretty much over.

the voting is over but later in january congress has to recertify what happened during the voting today. california electors expected to vote this afternoon at 2:00 your time which means late afternoon here, that's why we don't expect to hear from president-elect biden until later in the day. today 538 electors vote remotely from all 50 states to officially name joe biden the next president of the united states. >> he is the president-elect. he has 270 electoral college votes. >> reporter: some republicans are accepting what president trump has not. >> they say one thing privately. they say another thing publicly. the one thing i tell you, they realize they lost the election. >> reporter: the president is threatening more lawsuits after the nation's highest court refused to hear the case. >> we've proven it but no judge has had the courage, including the supreme court -- i am so disappointed in them. >> there will be a president sworn in on january 20th, but

let's let the legal process play itself out. >> reporter: weekend pro-trump rallies landed four people in the hospital with stab wounds. washington on edge about the election and covid relief. >> there's no way, no way, that we're going to leave washington without taking care of the emergency needs of our people. >> reporter: lawmakers are expected to reveal details of their $908 billion compromise in two parts, the things they agree on, extending unemployment, preventing evictions, small business loans, and separately liability protections and state and local aid. the two issues that have held up aid to struggling americans for months. tracie potts, nbc news. also developing now in d.c. russian hackers have pulled off a major attack. the national security council says hackers accessed computers at the u.s. treasury department and possibly other federal agencies. now government workers are being told to see if their networks have been compromised.

any machines running solar winds should be shut down. the hackers are now believed to have been working for the kremlin and may have had access for months. an iconic san francisco restaurant is the latest to fall victim of covid-19. the cliff house perched high above ocean beach, announcing it is closing permanently. the owner says the pandemic proved too much along with trouble reaching new operation contracts with that national park service. so cliff house restaurant first opened 157 years ago and has had the same owners since 1973. about 180 employees will lose their jobs december 31st. contra costa county is contemplating raising signs for ignoring covid health orders. happening tomorrow supervisors will discuss that issue. how much the fines may increase is still not known at this time, but last week one supervisor says she wants to see those

fines that have business owners really -- they're not worried because they say they're too low. businesses face a $250 fine for their first violation. it's $400 for a second. and $1,000 for the third. cal train is making changes to its schedule. the hope is to bring relief to some of those essential workers. starting today there will be more frequent off peak and weekend services. two trains will run every half hour so one every 30 minutes at stations where there's a high demand. that includes the millbrae station. trains will run hourly instead of every hour and a half. cal train says it has reduced ridership by 95%. it's clearing up now. cloudy skies still remain. kari hall is tracking when the

rain will return. we are going to get more rain this week, kari? yes, we are going to see it by midweek, and i know we're back to home schooling today so we're looking for those chances to get outside. and the slides and everything may still be wet. so we're checking out our livermore forecast. if you're going to be going out and enjoying a little bit of time outside, it does start out cool with some mid-40s but we'll see some sunshine and we'll reach into the upper 50s here. we're looking mostly at 50s around the bay area today with a breezy wind. and now that the rain has cleared out we'll take a break and get ready for the next round of rain coming in. we'll talk more about that in a few minutes. mike, how is it looking now for the commute? it's funny, kari, talking about how the slide might be damp. things are looking good. a smooth, easy drive. a little build out of the alat this month. right on schedule.

right now at 5:1 2 we will see the return of the king tides especially late this morning. watch out for the potential of coastal flooding and extremely low tides by this afternoon. we'll do it all over again tomorrow. but we're also going to see a storm moving in by wednesday. i'm talking about that in the forecast coming up in a few minutes. and we're talking about

leftovers from the last forecast, the rain. there may be damp roadways. we're looking at palo alto where it doesn't seem to be affecting folks. the road crews are there between redwood city and sfo and san bruno. we don't see a problem. i'll let you know what we do see coming up. well, good morning. a very happy monday to you as well. google is suffering some kind of outage this morning. this affects google classroom. so some students may not have class today as they learn from home. gmail is suffering problems as well. google says it's aware of the problems and it's working on it. now google is now telling its own workers it's pushing back its return-to-work targets to september of next. even if they don't have to work from home they can if they wish coming into the office for only when they need to collaborate, perhaps three days out of five, according to an email from google's ceo. this is a really good reminder

that for all the good news about vaccines, and there's lots of good news, we're still a long way from stopping the pandemic. experts have said the average american won't get a vaccine until starting around june. and we're still not sure about children. one of the most underreported news stories last week was about pfizer offering america millions more doses and the white house turning them down. oracle says it's moving headquarters out of redwood city to austin, texas, a move other tech companies have made. hewlett-packard said it was moving last week and levi's is giving up more office space in the city as people work from home and it really seems to work. tesla employees will not be working. a memo from leader elon musk says production will be stopped for 18 days starting christmas eve. employees will be forced to take some of their paid time off. a lot of car companies take a unified vacation, but tesla's is unexpected. employees didn't know about this

until now. musk's memo says employees can volunteer in other parts of the company like delivering cars. now it's not clear if the second richest person in the world is suggesting his employees work for free. it just says volunteer. the san francisco company zoox will show off its new robo taxi at 9:00 a.m. the idea is simple. it's like calling an uber but no uber driver, just a robot that takes you where you want to go. the company had to abort a test flight into space over the weekend. a computer connection failed and controllers said you are not going to space today. the space ship landed safely. and a new video game is out. some people asking for their money back. it's called cyber punk 2077 and doesn't run well on older video game machines. by older i mean xbox 1 and ps4

ukraine's capital. the icy roads caused over 100 car accidents. over 400 sweepers were deployed to remove the ice. this looks like a mess. >> looks like a typical winter on the east coast in some places. >> it does. that can be dangerous. it's funny -- >> funny but it's all fun until someone breaks a hip. >> from california to the bay area i'm sitting here going glazed streets, is that krispy kreme, a new thing? >> if only. >> okay, kari, we are getting to rain but the temperatures aren't dropping so low we'll have the ice issue here. >> no. absolutely not. i'm so glad because that would be something that would happen this year or any year in the bay area. let's take a look at what is going on. very nice rain over the week. i've enjoyed it. hopefully you did, too.

we await the next system that will be moving in late wednesday afternoon. as that system arrives, a decent amount of rain and more showers as we go into the weekend. we will see a couple more rounds of rain. the storm door is open, we can see some rain coming in every few days and that's great news because it's been so dry to start out this season. taking a look at what we're expecting between wednesday night and thursday morning. some decent amounts of rain for the north bay especially. most of us getting anywhere from a quarter to a half inch of rain but let's also talk about what's going on. a good amount of snow from 12 inches up to 19 inches of snow in kingvale. the cierra snowpack because

we've only gotten 16% of the normal amount of snow in the southern sierra. central has gotten 40%. 37% of the normal amount for the northern part. it's going to be a long road ahead. temperature wise in the upper 50s and low 60s and so we're breaking from the rain today and tomorrow but it does return starting first in the north bay on wednesday, late wednesday night into early thursday morning. we'll be tracking that right now. the commute is dry, mike. how is it looking? >> the sierra has chain requirements. as we look at the map you see much closer to home an easier drive. we'll zoom out to some of our usual suspects. the altamont pass has a little bit more traffic.

checks and limit on large capacity magazines. and development for you right now investigators revealing more about the gunman who opened fire on the steps of a manhattan cathedral. this happened yesterday at an annual christmas church event right after the christmas carols ended. people were lingering outside. the gunman made his way to the top of the church steps and opened fire. luckily no one was hurt. witnesses say the gunman was firing skyward. authorities quickly responded and killed the gunman. new video shows the aftermath of a small plane crash. two people were hurt but are expected to be okay. authorities say the plane had just taken off and was about 50 feet in the air when it experienced power failure. the plane crashed into the fencing and ended up on a nearby roadway. no one on the ground was hurt. california's attorney general is wading into the controversy surrounding two defiant strip clubs. the clubs both located in san

diego and refused to comply with stay-at-home orders. arguing that the freedom of expression and protected by the first amendment. last week a local judge agreed outraging city and county leaders. on friday xavier becerra told the club they're violating the regional order barring social gatherings. another hearing is expected this week. 5:26 for you that morning. nbc bay area responds to a north bay family's hotel hassle. >> they asked chris chmura and his team to check into it. >> reporter: good morning. a year ago jennifer noonan says she reserved a room for a wedding and the pandemic hit. she canceled and expected a full refund but that is not what happened. she says the hotel was only returning 50%. so she contacted us. we found best western issued a new flexible cancellation policy on march 23rd of this year. it says guests could cancel up to 24 hours before check-in risk free. hotels will waive all fees and

state show the need for help is dire. plus, high waves crashing on the coast. if you're thinking of heading to the beach, "today in the bay" continues right now. >> here we go monday. and i'm cierra johnson in for laura garcia. meteorologist kari hall is tracking our forecast. i know we had a rainy weekend. more rain coming up this week. we will see more rain coming in. it was amazing over the weekend to see all of that nice rain falling but it has rolled out of here and now watching the high waves along the coastline, the big breakers coming along with king tides that we'll see those high tides and low tides in the afternoon. the rain will return by wednesday and we'll talk more about that and the time line coming up in a few minutes.

mike, how is it looking now for the commute? the bay bridge toll plaza, let's take a look. we're not seeing a big backup but are seeing damp pavement out there and that is a concern. before the sun comes out to dry everything out you may have some slick roads but really no flooding reported. that's good. a look at the map. things are calmer, much calmer than all the activity over the weekend as far as the rain goes. and so now we have that december commute kicking in which is really not kicking in that strong. there's a view of the bay. back to you. >> thanks, mike. when health care workers start receiving the covid vaccine this week it will seem like any other vaccine shot but the technology used to develop these vaccines was approved by the fda for the first time ever. if you heard the term mrna and wonder what it's about, well, we have some answers for you this morning. here is a live look at the pfizer facility near kalamazoo, michigan, very busy as vaccine

shipments were shipped from all over. bob redell is live in pleasanton digging deeper into why this vaccine is so unique. >> reporter: good morning to you, cierra and marcus. this kind of vaccine is different because it doesn't use the virus itself like you would with the flu shot when you receive that and it's also faster to make. that messenger rna, that's the mrna, is a piece of genetic code of instructions that instruct ourselves to create a protein, and that protein then triggers an immune response. now there's no live virus like we get with the flu shot as i mentioned which a stanford infectious disease specialist tells us is safer for people with compromised immune systems. >> it's not really a virus that will integrate with your own genome like hiv does or even a live virus that potentially could replicate in patients whose immune systems are

compromised. >> reporter: while pfizer may be the first to get approval for an mrna vaccine scientist have is been studying this vaccine for years. cancer researchers have used messenger rna to target specific cancer cells, too. the moderna vaccine also uses messenger rna. according to the cdc it cannot change our dna because it doesn't get into the nucleus of our cells. once those proteins are created our bodies get rid of those genetic instructions. the new vaccines have to meet the same fda safety and effectiveness standards as all other vaccines here in the united states. reporting live here in pleasanton, bob redell, "today in the bay." new cases top 30,000, bringing our statewide total to more than 1.5 million.

the positivity rate is 1.4% up more than 4 percentage points. hospitalizations in the south bay continue to soar. take a look at all these numbers right here. that right now only 45 icu beds are available, about 13% availability. in l.a. this weekend they broke another record with hospitalizations. leaders in contra costa county's largest school district are expected to follow through tonight on plans to shelve reopenings. they were to start a partial reopening on january 11th but a recent letter to parents indicate they now are expected to re-evaluate everything on january 13th. that decision is supposed to be approved at tonight's meeting. and happening today leaders in lafayette will consider restarting a relief program to help struggling businesses. the lafayette business assistance program provides access to both state and federal funding. the program started in april and secured more than $1.5 million. 82 local businesses and ten

nonprofits received aid. new census data sheds new light on just how many renters are struggling to make it in the bay. other data showing landlords are struggling as well. so those numbers from october find more than one in five californians had little to no confidence in their ability to pay november rent. at the same time apartment owners in parts of the bay area are seeing 20% higher vacancy rates. rents wheel while are down. oakland's archdiocese reportedly quietly settled a sexual misconduct suit and removed a pastor at the same time. the civil suit is tied to allegations made by a form eer seminarian. last month church leaders settled the suit for $3.5 million. the pastor tied to those allegations has since been removed. the church insists the pastor never committed any wrongdoing. the pastor is on leave for other

reasons. firefighters making progress containing a wildfire that threatened home. it started burning about 2,000 acres in riverside county. for much of the day teams battled windy conditions. evacuation orders were lifted yesterday afternoon. and if you're planning to head to the beach, a high surf advisory is in effect. waves as high as 25 feet are being seen along parts of the coast and, kari, king tides are returning in san francisco. what can we expect the rest of the week? >> we are going to have still those high waves and coastal flooding possible. the first system moved on and we are seeing it now calming down. as we look at those waves, those breakers could still reach up to 25 feet today. that high tied coming in and potential of coastaled flooding up and down the coastline for today. we're watching out for that for today and tomorrow.

temperature wise we are going into the mid-50s for highs today which is just a little bit warmer than the water temperature. so it's going to be pretty cool out there. let's check out the traffic. how is it looking for the commute, mike? >> december typical light here. damp roadways but not a problem. as we look at the maps the green sensors everywhere. we may have a crash. i'm double-checking when chp gives us an update. no backup contra costa county, a minor crash over on the shoulder. you have a note for people driving there. bores of the caldecott tunnel will be closed for maintenance. the closures will begin tonight at 10:00 and continue through wednesday morning around 5:00. signs will be posted to direct

>> reporter: hey, good morning, marcus, and they are waiting on the vaccine here expected some time today, as many as 2,000 doses here. they've been preparing, working towards this for weeks and they believe this is the beginning of the end of the pandemic. >> we're starting down the getting everyone vaccinated pathway and hopefully seeing the light at the end of the tunnel for the covid pandemic. >> reporter: and that light may be shining a bit brighter. we've heard from health and human services who believes we'll get through this first phase pretty quickly and could see people getting vaccines in the general public by february. that's a stepped-up time line. good news there. waiting here on the vaccine like so many. back to you. >> i know it's a little early still but can you walk us through what the next couple of weeks will look like not only at

rush but the other hospitals across the country? >> reporter: yeah, i think, cierra, and it's a great question, that you'll start to see this move into a cyclical pattern. they'll get the vaccine here and start doing that. moderna could get their vaccine, their drug approved by the end of this week. that puts more medicine into the system. and then it's just a cycle. people coming in getting their first dose. they come back three weeks later and get the second dose. and i think you'll see that step up and accelerate for the next several months, at least that's the plan in place not only here but as you talk about across the country right now. >> like we've been hearing a lot of people say, jay, this is the beginning of the end. we're all hoping that anyway. thanks, jay. >> reporter: yes, hopefully. we've created a special section on our website posting all of our stories there. go to nbcbayarea.com/vaccine. the vaccine has already been transported to the white house, but president trump says he won't take it. >> scott mcgrew, he's already

had the coronavirus. right. and there is scientific evidence that you can, indeed, be infected twice. so people who have recovered should still take the vaccine. the president, though, says he will not take it, not for now. this after reports white house staffers were getting vaccinated as indeed they should. they certainly are essential workers. but president trump tweeted he will take it at what he calls the appropriate time. past presidents, obama, bush and clinton said they will video themselves getting the vaccine when it's time for them to show fellow americans they are confident in the safety and efficacy of those vaccines. now both the house and the senate have passed the defense bill. president trump says he's going to veto it. originally said he would veto it if it tried to change the names of military bases with confederate names, and it does include that language. he also wanted the bill to include language, new rules really, for twitter and other

websites. rules that have nothing to do with the military, but they did not include that language. this morning he says he'll veto it because, in his words, it's a win for china. he doesn't explain how or why he thinks that. president-elect biden takes one step closer to the white house as electors do the actual electing of the president. there are various hopes by a small group of republicans including the president, that they can stop it. indeed, this time four years ago there were a small group of democrats doing much the same. but to be clear, joe biden is going to be the next president of the united states. the conservative "wall street journal," in fact, urging president trump to give it a rest in a piece by the editorial board this morning they say president trump's legal challenges have run their course, and he and the rest of the republican party can help the country and themselves by acknowledging the result and moving on. here's republican senator lamar alexander on "meet the press." >> let me start with a simple question, any doubt who won the

coffee and watch the rain fall out the window. now let's take a look back at how much we measure it. in the north bay, in mt. tam, that was our highest amount. we measured over 3 inches of rain. and then we check out in the santa cruz mountains scott creek. it was almost 2 1/2 inches of rain there and mt. diablo had an inch and three quarters. inch and a half in the berkeley hills and more than an inch in san francisco. more of those rainfall totals were pretty decent even in the valleys like castro valley. we measured an inch and a quarter. dublin and santa rosa. san martin was up to almost three-quarters of an inch of rain and a little over half in san jose. we'll see some sunshine, highs reaching into the upper 50s. now it's going to be cool, but we're also watching out for our next chance of rain. this moves in late wednesday night into early thursday morning. and it looks to bring us another halfway decent round of rain. as we go into the weekend we are

going to see still some more rain moving closer, but we may not see it until early next week. we'll be watching that as well. looking at how much rain we're expecting, the potential of getting over an inch of rain in parts of the north bay but most of us will get half to maybe about a quarter inch of rain in some of the south bay. so it's going to get lesser as that storm system moves through. but still looking good as we are looking at now some more active weather in our forecast. temperatures staying seasonable reaching into the upper 50s and lower 60s. mike, now that the roads are drying out, how is the commute rolling? well, as the road conditions are better, the commute is slowing down at the bay bridge toll plaza. that's because the metering lights are on. typical about this time. we see the volume build and the folks watching the live camera determining there's enough traffic flow they may have to restrict it on the span. look at the map as we look over here, we see a little slowing on the span itself, the incline.

that does cue the need for the metering lights just to make sure that the span stays clear of any problems. and if there are problems they can address them. a little slowing, there may be a crash there west 580, your commute direction over at the north flynn but no major problems as we look at the tri-valley and the greater view of the bay. a greater view of the bay, cierra, because traffic is pretty light. back to you. the cal bears football season apparently already over. the bears were supposed to play a final game saturday against arizona but it's already being called off. the conference officially calling it a no contest. that's because neither team can suit up a minimum number of scholarship athletes. with the cancellation it means the bears played just four games winning just one of them. the cleveland indians are following in the footsteps of the nfl's washington football team and dropping their offensive nickname. "the new york times" and espn reporting after 105 years the team is expected to announce this week it will no longer use the indians nickname. last year the team got rid of

its logo name. cleveland has apparent lip not settled on a new nickname and it's unclear when they will name one. the 49ers' postseason hopes now on life support. the best they can finish is 8-8 after a loss yesterday in arizona to the washington football team. perhaps the final dagger nick mullens throwing a pick six at the end of the third quarter. they have to win out and everything right to be a wild card pick. happening now many people in italy still dealing with all the ash in the air after a volcanic eruption. giant orange mountains of lava and ash erupted in southeastern sicily last night. volcanic ash clouds led to flight delays and cancellations. however, planes are flying today. authorities reported no danger to the towns that are closest to the mountains. there's much more ahead on this monday morning including san jose police department's top man says good-bye after clocking in for his final shift this weekend. up next, his message to the city he has served for over two

welcome back to you. 5:55 this morning. you're watching "today in the bay." and that's a wrap. san jose police chief eddie garcia turning in his badge. this is after a decorated 29-year career with the department. he finished up his job this weekend and tweeted thanks to mayor liccardo and the people of the city for always believing in him and standing by him. chief garcia is credited with rebuilding sjpd after pension reform caused many officers to leave. he may not be done with policing just yet. he is one of seven finalists for a police chief job in dallas. we wish him well. happening today families struggling in the south bay can get some extra help this holiday season. the sunnyvale community services holding its second drive-through food distribution. to us will receive target gift cards as well as food. it starts at 8:00 at the sunnyvale community parking lot. cal train is making changes to its schedule. starting today there will be

more frequent off peak and weekend services. on weekdays two trains will run every hour so that one train every 30 minutes at stations where there is high demand. and that includes the milbrae station that has connections to and from b.a.r.t. on weekends local trains will run hourly instead of every hour and a half. cal train says the pandemic reduced ridership by 95%. a close call for one driver. a car driving in front of this car struck an object on the road that flew backwards piercing through the windshield. look at that. luckily the driver was not injured but shaken up a bit as you can imagine and needing a new windshield, of course. >> scary stuff. happening today in vallejo, six flags discovery kingdom is putting a twist on one holiday event to get people back to their park. it transformed its walk-through nighttime holiday experience
