definitely a monumental day we've all been waiting for. >> right now at 4:30 hope on the front lines. health care workers talk about receiving the coronavirus vaccine as some in the bay area are prepared to roll urea city e season over. cal fire saying not so fast. meteorologist kari hall is tracking when wet weather returns. "today in the bay" starts right now. and a good tuesday morning to you. thanks for making us a part of your morning. i'm marcus washington. we have mike holding down the traffic for us in just a bit. we'll get to that. first, let's start with the forecast. meteorologist kari hall talking about rain coming into our area. yeah, it's been so great to

see over the weekend we got a good soaking. now we're taking a break, but we do have more rain heading our way. as we start out this morning it's a cool one and we're still watching the king tides that will cause flooding for one last day. our next round of rain comes in tomorrow but then the week dry and cool. no surprises for the speed sensors, kari. i may have a surprise for some folks in the east bay as we look at the big map. you see green all over the place. you expect that obviously. no closures but lots of construction out there. do keep in mind, watch for those crews. and here we have wood. it's not good if you hit it on west 80. reports of wood on the road. not much details. chp will swing through the area. i'll let you know if there's a problem. you're at speed. the same thing for the toll plaza. back to you. >> thank you, mike and kari.

ready to roll and roll up their sleeves. health care workers in the bay area are now awaiting the first batch of the pfizer vaccine. it's already in the bay area now stored and ready to be put to use that will happen for the first time later this morning when workers at zuckerberg general hospital receive the approved vaccine. frontline workers at stanford health will be among the first to get the vaccine. nurse dawn tran is hoping this is a turning point for the pandemic. >> i will do everything i can to protect my children, which they're excluded from the vaccine at the moment. >> those who live in nursing homes and others at high risk will likely follow frontline workers in getting the vaccine. the general population is still months away and possibly not until next summer. well, california continues to see the high numbers when it comes to the pandemic. more than 33,000 new infections were just added to the state's overall total. that's the third highest number

of new daily cases since the beginning of the pandemic. the state's positivity rate is also at an all-time high of 10.5%. over the past week more californians have tested positive than they did in september and october combined. the bar on the left showing you those two months. 213,000. this past week 243,000 new infections. and with that surge comes more changes as the entire bay area will soon fall under that stay-at-home order. right now the entire region still in the clear but san mateo, napa and solano counties are under their own stay-at-home orders. of course, 15% icu bed availability is critical threshold for the entire region. and as you can see from the map some counties are already under that threshold. others are very close. region wide update is expected later today. well, this morning a group of mostly republican state

senators pushing for governor newsom to deem restaurants as essential businesses. in a letter they say the restaurants, in addition to serving meals, also help provide food to food banks as well as senior citizens in need. one san diego area restaurant says the safety guidelines could not have happened at a worst time. it just celebrated its grand opening last week and that owner says he has seen other restaurants defy those orders and despite feeling pressure to do so he won't. >> i would love to have tables outside right now and be able to serve customers, but no way the profitability or any sort of financial metric is worth risking the safety and the human lives, only in my opinion. >> at last check the governor has not responded to the group's letter. and happening today contra costa county is contemplating raising fines for ignoring covid health orders. how much the fines may increase still not known just now. but last week one supervisor said she wants the fines to have

a bite this is for business owners to find it just too pricey to shrug off. businesses face a $250 fine for their first violation. it's $400 for the second. and $1,000 for the third. making it in the bay can even be more difficult for low-income families forced out by gentrification and barring a late extension san francisco is about to lose one program. that allows black families displaced by redevelopment to have lottery priority in new low-income housing. the decades old program expires next month. supervisors will debate extending it. the examiner is reporting just how long it may be extended is still not clear. new details for you this morning. b.a.r.t. is going paperless. you will now have to use your clipper card. sf gate reports that back in august b.a.r.t. started selling those tickets through the clipper cardin stead of the paper tickets. b.a.r.t. says because of the

pandemic it's transitioning fully to touchless payment methods. it says the clipper card will help get riders in and out of the gates faster and will help them go green. more earthquakes continue to swarm central nevada. several hit yesterday near the same point near mina, southeast of reno. the biggest a 4.7 and followed by six aftershocks. scientists believe a 6.5 quake back in may could be the reason for all of this. since then that same area has seen some 6,500 aftershocks. the latest rain in the north bay has apparently enough for santa rosa's fire department to declare an end to the fire season. among other things it means crews can restore all wildfire-related gear to their fire trucks. cal fire has not yet made that same declaration. its seasonal stations remain open. new video posted to twitter

of high surf combining with this week's king tides in pacifica. look at that. well, it's an adjustment to the pier where we've been seeing a lot of big waves this month. meteorologist kari hall has been tracking all the conditions we're dealing with, kari. a beautiful sight to see but certainly dangerous out there. absolutely and it is typical for us in wintertime once we start to see these storms rolling in and those high winds to push up some high waves. we have also our normal king tides to go along with that because the sun is closest to the earth and we have that gravitational pull from the sun, the moon, the earth and the way they're aligned. today will be the last day we'll see the king tides for the bay area for the year, and we're still going to have those high breakers up to 25 feet. and we are also looking at that localized flooding right along the immediate coastline during those high tide times which will be late morning. so we're watching out for that for today up until 1:00. elsewhere across the bay area it's going to be cool and some

coronavirus, tighter restrictions in new york and other major cities as well as parts of europe all ahead of christmas. markets are tracking progress on another round of stimulus talks from the government. bipartisan group of lawmakers unveiling a nearly $750 billion relief plan that includes additional unemployment benefits and money for small businesses and health care providers. meantime the federal trade commission is ordering facebook, twitter, amazon and other social media and video sharing companies to explain just how they collect your personal data. they are also asking whatsapp and tiktok to show you how algorithms are used and how practices impact children and teenagers. companies have 45 days to respond to the orders which are typically used by regulators to commit to new regulation or legislation. google is pushing back its return to the office until

but if you're like me, i'm waiting for next week because the kids will be off of school. we're still home schooling today, so let's show you that forecast. as you're making plans for the kids to get out and get some fresh air. still cool today. wear those jackets even during the afternoon as we went out. at least it was nice and sunny. the sun will turn to clouds as we head into tomorrow, and we'll start to see the rain moving in by 10:00 tomorrow night in the north bay. then as we go into late tomorrow evening we start to see those showers quickly pushing through, but notice by thursday morning as we wake up most of the rain has already cleared out, so we're going to see it moves in very quickly by tomorrow night and mostly out of here by thursday morning around sunrise and the rest of the day is looking pretty nice and clear. most of the bay area getting a tenth of rain. it may be even closer to an inch

for spots like ukiah. for the sierra a good dose of snow, a good foot of snow in ski resorts. most will be 7 to 10 inches of snow. and through our forecast we see this quick round of precipitation rolling on through and then back to sunshine for the week. a cool one with highs in the upper 50s and lower 60s. mike, you've been watching the commute and a few sprinkles on the windshield. >> not presenting too much of a problem but a good note out there, kari. you have to watch it if it's slick or if there's anything that prevents from you seeing clearly. check the wipers and we'll check the maps while you're doing that as well before you leave. look at that, green sensors all around the bay. a great flow of traffic. we'll zoom over to the tri-valley and notice this. highway 84 shows a little more, a little longer stretch of that yellow.
