up for this morning. kari? >> we're going to see the rain completely out of here by later this morning. right now some spots are still measuring some rain. it's good to see as we track it with storm ranger our mobile doppler radar and showers moving through marin county and over towards the east bay. one last push of this rain moving from north to south before we start to see a lot of it clearing out but some of the heavier rain has already moved on. we're going to talk about what's ahead as we go into the next several days and if there's more rain coming behind this, that's coming up in a few minutes. mike, also going to slow down the morning commute. yeah, please slow down because lighter traffic what you see on the map you also see the green highlighting over on the right side and the yellow, as well. maybe some fog and maybe some wet roadways, obviously, around the bay left over. the sun hasn't dried things out. keep that in mind. going over towards the east bay. the altamont pass and disabled

big rig crash and i did want to show you the live look at dublin illustrating the smooth flowing traffic and look at the foreground definitely wet off ramps, as well. be careful, marcus. >> i will, mike, thanks. i'm here in the covid crisis center and fda advisors will review the drugmaker reviewed by moderna. fda called the vaccine nearly 95% effective. if approved, 6 million doses could ship as soon as next week. and the first batches would go to front line health care workers. as of today, the first approved vaccine from pfizer has reached 886 sites across the nation. and in just a few hours, santa clara county will begin its vaccination campaign. this morning those first two doses will be administered to those people here at the santa clara county fairgrounds and hold a news conference later after that which include the county health director. over the past 48 hours, we've seen health care workers at hospitals in contra costa, marin receive the first of two shots. and at ucsf san francisco we spoke with a doctor yesterday who treats covid patients and goes home to her mother who has cancer. she's relieved the vaccine is finally here. >> been really tough at the hospital. and then at home my mom's on chemo so i've been taking care of her, as well. i'm particularly nervous about going to the hospital and coming home. >> after getting that second dose and seeing the public, you

know, get to that point where we can kind of turn this thing around, that's the more important thing. not necessarily me personally. >> sonoma county is expected to receive its initial shipment of the pfizer vaccine today. alameda county expected tomorrow. reporting live here in san jose, bob redell, "today in the bay." >> thanks, bob. two very important vaccinations will soon be done to help build confidence among americans. president-elect joe biden will get his shot next week. vice president mike pence and his wife will get theirs tomorrow. the media is invited to both events. not clear if president trump who already had covid will gethe t vaccine. a live look at capitol hill and congress getting closer to a stimulus bill that may put money in your pocket. top leaders from both parties and the treasury secretary steve mnuchin have apparently hashed out all the final details. they say a deal is close and a

late ad means that the bill will in all likelihood stimulus checks amounting to $600 per person. california is now reporting more coronavirus cases than most countries. yesterday more than 53,000 new cases were reported. the most statewide by far. and another record, 293 new deaths were reported. the u.s. continues to lead the world in total cases. more than 17 million americans have tested positive. and more than 308,000 people have died. contra costa health services looking at recent infections in martinez and richmond. none of the infected inmates required hospitalization and it's possible it's tied to a transfer inmate who was positive. at midnight tonight the entire bay area will be under that stay-at-home order. take a look at this right here. it comes as icu bed availability falls below 15%. that order will stay in effect for at least three weeks, which

would be january 7th for you. counties like san mateo which have resisted until now will have to ban outdoor dining tomorrow. one restaurant owner in redwood city says he got an extra boost while it lasted. >> the weather is nice and a lot of people from the city. because weather nice and a lot of people want to support us. >> the owner there fears that he may not survive takeout only. a regional closure extends to santa cruz and monterey counties. this means all salons and barbershops must shut down immediately. as we mention, it's takeout only for those restaurants. and retail stores. they are down to 20% capacity. also, hotels and short term r t rentals cannot accept reservations for nonessential travel. san francisco leaders under new orders to cut the budget. mayor london breed sent out instructions to identify their

co core services and where money can be saved. 7.5% to offset a projected two-year, $653 million shortfall. budget proposals will have to be submitted by february 22nd. a big helping hand for some just trying to make it in the bay. today a new development opens providing affordable housing for seniors in san francisco. the building is located on shotwell street in the mission district. part of the city's project. it will house people 62 years and older. those who qualify may pay less than $300 in rent. mayor london breed is expected to be a part of today's virtual grand opening. there is a new push to keep the new faerris wheel running i golden gate park. part of the park's 150th year anniversary and then we all know the pandemic hit. >> it officially opened back in october before closing due to new covid surge. the examiner is reporting the

park leaders are now asking the city to extend it past march. some nature advocates oppose that idea arguing it would affect bird migration season. 5:07 for you this morning and this morning nbc5 storm ranger very busy scanning both sides for us. take a look outside for us right now. fremont and san jose. see a few people on the roads there and those roads are wet this morning. that rain moved in overnight and some areas still seeing a few sprinkles coming down this morning. meteorologist kari hall timing all of that out for us. look at the beautiful start of the day in redwood city, kari. just a beautiful shot there. >> yeah, love that. with all the twinkling lights and just being reflected by all of the rain on the street. it is a nice view there as we are very happy to see the rain coming down into nice little christmas gift. as we take a look at what's happening right now as we get a look at storm ranger, seeing some of the showers still moving through for the morning and a lot of christmas colors here, as

well. we're seeing some green and even a little bit of red as we look at redwood city and still light showers moving through the peninsula and right there on 280 and 101. your drive is going to be wet and moving over towards oakland and over towards orinda and we're seeing showers that are heavier coming through those areas. but you may also have some light showers in parts of the south bay. we'll talk more about this coming up in a few minutes and, mike, how is the commutal e a rolling? >> i thought i'd talk about that crash in fremont first because we talked about it last report. mission and folks heading to the canyon area but no full closures. a lot of slowing off that intersection. be careful. meanwhile looking towards the portion of the trivalley further out in the hills there may be some really wet roadways and fog kicking in. as the sun comes up the changing conditions will make folk show caution like at the bay bridge where no reason for slowing

leading a new lawsuit against google accusing it of anti-competitive behavior. he's joined by nine other states. now, a reminder ken paxton who himself under indictment led that lawsuit to reverse the presidential election in the supreme court. but he's got a much better case here. paxton says google actually worked with facebook to set prices on online ads. now, this is separate from the justice department accusation against google and other states may join their own lawsuit against google as soon as today. and you've heard the movie studio warner brothers will send movies like "wonder woman" 1984 straight to hbo max. good news for roku owners. they worked out a deal to put hbo max on roku. you know, hbo max is that new one. there is a hugh grant mini series on there with nicole kidman. i don't know if you guys watched

show off decorations to the world and they are pretty cool there. kind of cute, too. >> very cute. nobody puts baby yoda in the corner. >> unless they're on the tree in the corner. >> might be uncomfortable for baby yoda, too, unless he's levitating. >> uncomfortable it. >> out in the snow. that's a look at the snow that we're seeing pounding the east coast right now with that video. so, check out my twitter feed. i just retweeted someone had baby yoda and then you see the snow just piling up and they're dealing with lots of it. we're seeing some of those measurements over two feet around upstate new york and they're also still seeing it coming down. we'll be watching that for them. let's get a look at our rain that's coming through as we get a look at storm ranger. that's our mobile doppler radar

and the threat scan. we have it parked on san bruno mountain gives us the best view of north bay and down to the south bay and it's showing exactly where that rain is falling. let's get a closer look at the peninsula as we've seen the rain moving through south san francisco, down to hillsboro, san mateo and redwood city. as you get ready to head out the door, last a little while longer. we've seen heavier rain where we've seen the reds and the yellows and parts of the east bay as well as the south bay that is now starting to clear out. and also going to see the heaviest rain pushing on through and then for the next several hours we'll start to clear out. let's take a look at some of our rainfall totals. the highest one was, once again, on mt. tam reaching over an inch of rain and other areas like green valley just west of santa rosa had close to an inch of rain. else where about a half inch of rain and we've also seen the half inch rainfall totals in the east bay and down to a tenth of

an inch in san jose, as well as morgan hill. as we go into the rest of the day, going to start to clear out. we're going to see just a few spotty showers left behind. other than that, we're going to see our sky clearing and also drying out for the rest of today as we check out los gatos rain through the morning and rest of the day looking pretty good. mike, the commute may be a little bit more slick because those roads are still wet. >> yeah, so, you might want to watch your speeds more than usual, kari, lighter traffic. you can go faster. again, watch as quick as the conditions allow. look at the live look at the bay bridge toll plaza and the conditions here are slick and many parts of the bay. also we see the east parking lot where they believe they just cleared the crash i'm talking about on the approach. no problem at the toll plaza. the graphic shows you that there is a crash right around that berkeley curve just cleared to the east parking lot and no problem for the flow. green highlighting shows where there will be damp roadways like

flying today requires more of your attention, passengers. beginning with the reservation itself. we have seen airline schedules changing a ton. sometimes by a few hours or even a couple days. should you get to the airport early, emirates recently recommended holiday travelers get to the airport three hours before takeoff. with social distancing, check-in security and immigration are a little clunkier than before. those steps might take longer. inside the terminal and on the plane, you're almost always required to wear a mask. the airlines are clear, no mask, no travel. how you board the airplane might be different. we recently saw united which usually uses groups boarding from the rear of the plane forward to minimize contact. here's a big question, will the seat next to you be left empty?

beds and new restrick restrictig effect in hours. our storm ranger fired up this morning. a live look at the radar there. the rain moving across the bay area overnight. that's why you see the wet roads out there and i want to say a good morning to you on this thursday, friday eve, as we like to call it. i'm marcus washington. >> i'm laura garcia. we're going to check in with mike in just moments and see if the roads are slick out there. kari hall tracking when things will start to clear up for us. >> we'll see the rain gradually moving out. this is the last wave moving through and it's a pretty good one moving through san francisco down to the peninsula and we're seeing some of the pockets of the heavier rain right there on 280 and then for the east bay, we're also seeing the heavy rain moving through from mt. diablo over towards fremont. we'll be tracking this as we get this, once again, last wave of rain moving through clearing the rest of today. as this system moves through and it left us a pretty decent

amount of rain. we'll look back at those totals and what is ahead coming up in a few minutes. mike, a slick commute for this thursday morning. >> what are you talking about, kari? look at the san mateo bridge. it's getting hit with rain. you're exactly right. traffic is potentially slowing and an issue you could slow down because traction when it rains is an issue for drivers. at higher speeds what you can accomplish. the flashing lights is just a crew that is right below the camera. no lanes closed. the map shows you no slowing except for at the toll plaza and getting across 92. highlighting on the green in the peninsula over the east bay hills and the oakland area and even into the hills outside of san jose. that's where the roadways are likely to be wet and the bay bridge toll plaza are no problems. we do have an issue, an alert for the santa cruz mountains popped up. we'll update that, marcus, coming up. >> thanks, mike. another critical day in the fight against the pandemic. >> today an fda panel will meet to consider emergency use

approval for moderna's covid-19 vaccine. how it compares to the pfizer vaccine that is now being administered. >> well, good morning to you, marcus and laura. we now know what that process looks like after pfizer's hearing last week and who ever would have thought that an fda panel and an advisory panel was going to be must-see tv but it certainly was. now, today in about half an hour the same fda panel will review moderna's data which a briefing document shows as having a favorable safety profile and no specific safety concerns. some people who got a shot in the clinical trial did report feeling a little bit of pain at that injection site and some headache and fatigue. fda analysis finds that the moderna vaccine is less effective in people 65 years and older but moderna can counter one big advantage. >> it's cool requirements are

less stringent and it requires cold that a freezer like the freezers we have at home. >> all right. so, let's look at those two vaccines side by side. the pfizer vaccine, which was already approved last week, moderna vaccine about equally effective overall. both require a second dose although moderna does require an extra week in between. and as we just heard, the pfizer requires deep freeze for storage and distribution. the moderna one does not require anything more than a refrigerator like the one you have in your kitchen. now, pfizer does have an edge in the age range. it is approved down to age 16. santa clara county is slated to get more than 39,000 doses of the moderna vaccine for health care workers and people who work and live in care facilities. if it is approved, of course, we know that hearing will get started at 6:00 our time. we'll be tracking it for you.

kris sanchez, "today in the bay." >> kris, thank you. more bay area communities reaching dangerously the icu bed availability. "today in the bay" cierra johnson is live to break down what health care workers are facing at this hour. cierra. >> yes, good morning, marcus. seton medical center right behind me is just the latest hospital to say they simply have no more icu beds. this according to kcds radio. this hospital joins three others that we mentioned yesterday in saying that they have no more beds. now, seton medical center in san mateo joins marin general and san rafael medical center and novato community hospital in the growing list of hospitals now without a single icu bed. and this announcement comes as the bay area region collectively dropped below 15% remaining icu capacity. now, this now means that the remaining areas, napa county, solano county and here in san mateo county. those joining the stay-at-home

order shortly before midnight tonight. as a reminder, this means several businesses are required to close or modify their operations. restaurants no longer allowed to do indoor or outdoor dining and playgrounds, indoor rec centers and personal care centers, museum and movie theaters are now all required to close. according to the state's website, updated really just a few hours ago just under 40 million californians or 98% of the state, excuse me, 40,000 californians or 98% of the state's population is under a regional stay-at-home order with more local counties joining the stay-at-home order and more required to close up for at least three weeks. a move they say is emotionally and financially stressful. with some saying it simply needs to be done. >> i'm so nervous about that. you know, it's not good because it's a small business. if it's shut down taking two to

f four weeks is not good for the small business. >> if we only have nine left, we're doing the right thing. >> so, again, those restrictions go into effect shortly before midnight. and it is important to note that we still have another holiday to get through. so just as we saw that surge after thanksgiving, those health officials are saying if folks do not follow those orders staying at home and limiting the number of folks you're around, there is a chance we could see another surge after the christmas holiday. so, right now it's crucial both to slow the spread and to get those businesses reopened. we all do what we can to avoid one another and follow social distancing, as well as wearing those masks. we're live in san mateo county. cierra johnson for "today in the bay." >> all important steps to take. as cierra just mentioned sitting below the 15% threshold for icu bed space. only two counties above 30% availability. san francisco and alameda. in the red, santa clara county,

contra costa and solano counties all have less than 15% availability. marin is just out of beds. and usual plan in place in san diego county to deal with maxed out hospital icus and emergency response ambulances being diverted to stay out of the way of medical centers that are overrun with covid patients. no patients will be turned away if they have life-threatening issues. the next round between a south bay church and santa clara county is set for today. pastor mike mcclure continues to hold those indoor services on sunday. well, the church faces more than $700,000 in fines from the county for defying health orders. the church's attorney say they will try to get that case moved to federal court because they call the health restrictions unconstitutional. happening this morning, teachers in santa clara county organizing a car caravan send a message to the office of

education. they want the county to put the brakes on returning to in-class learning. as part of the protest, organizers plan to drive past the home of county education leaders. new this morning, more people are leaving california than moving here. new population data shows 136,000 people left the state between july of last year and july of this year. not surprisingly the pandemic and working from home are big factors in the population loss. a welcome sight across the bay area overnight. the rain we were expecting. right now storm ranger fueled up on san bruno mountain tracking the showers from sfo to richmond. a wet start after rain moved in while most of us were sleeping. meteorologist kari hall is timing out when things will start to clear up for us. does this mean a lot of snow in the sierra, as well. >> we're getting a decent amount ofnow in the sierra, too. we were looking at up to ten inches there. here in the bay area getting half inch of rain and still

falling in some spots, especially for parts of the peninsula moving into the east bay, approaching the south bay, once again. so if you're about to head out the door in san jose, expect those showers. this is what it looks like driving on 580 and once the rain clears later today, you're going to get some sunshiny and we're back to the chilly temperatures and lot of sunshine for the weekend. i'll track this and talk about how much rain i measured so far coming up in a few minutes. mike, you can see the roads are very slick. >> that's the concern, kari. slick roadways, curves just use caution. i do have a curvy roadway on the santa cruz mountain with the traffic alert for northbound 17. those familiar with the area just north of big moody curve and that's what is jammed up right now coming over from santa cruz. it will be a distraction with all those lights stacking up coming at you as you're heading south from los gatos to santa cruz. lighter volume over all for your

i'm @scottmcgrew. >> thank you. berkeley is moving ahead with its police reform policy. according to berkeley city leaders voting unanimously this week to launch a new community task force for next month with the goal in mind there. they also approved a universal use of police force. this is for berkeley police. it comes after the city approves policing reforms in july and combatting racial disparities in the wake of national protest following the police killing of george floyd. a follow up for you now. the emergency services is extending the deadline for recent north bay wildfire victims to request phase two debris removal. phase one involves hazardous waste and other debris including destroyed vegetation. home owners need to file a right of entry form. a new deadline is january 15th. a new legal win for two san diego strip clubs appears to have opened the flood gates for thousands of struggling businesses. a san diego county judge

yesterday ruled the clubs can continue to operate during the pandemic and follow their own guidance for worker safety for the dancers. but the scope of the injunction is much broader. it seems to apply to restaurants. the county has now suspended its enforcement and seeking clarification from the court. some restaurants may reopen for indoor dining as soon as today. the world's largest trade group is involved in a new lawsuit. this is over california's recently introduced covid safety procedures. among those backing the suit filed by three small businesses. cites new pandemic safety rules ordered by calotia last month. the mandates in many of those cases too costly for most struggling businesses to follow and include things like required testing and paid leave. the claimants argue that the states should cover those costs and the state not yet commenting on the issue. all new fallout this morning following tom cruise's tirade captured on the set of the new

have a lot of flowers that are still out there really blooming with all of this rain. take a look at this view that we have in redwood city. it is beautiful. i love the christmas lights and the light glistening off the street and the puddles there. we may still need the umbrella if you're getting ready to head out soon but later today all good. let me show you what is happening on storm ranger as the rain clears from the north bay and seeing it push south of san francisco into the east bay and, once again, aproetproaching the south bay as we get one last wave of rain. we didn't measure a lot in san jose, a tenth of an inch. our chance to get possibly up to a quarter inch of rain. we've seen some of those heavier pockets of downpours moving through sunnyvale and approaching campbell. once again, moving closer to san jose, as well as san mateo, redwood city and about to clear south city but then as we head over towards the east bay and really pouring in discovery bay and brentwood moving through the altamont pass and then through the east bay as it's starting to

clear union city, we'll see it moving over the hills, as well. so, as we look at the overall trend and this wave of rain passing by back behind that we'll see some drying and the rain coming to an end over the next couple of hours. but we've measured some pretty good rainfall totals. over an inch of rain in mt. tam and half of an inch else where as we also go towards the east bay and down to, once again, san jose. only a tenth of an inch of rain and this will be clearing the rest of the day and in for sunshine and temperatures that will stay cool and only reaching into the low 50s. as we go through the forecast, we are looking dry over the next several days. we're going to see our highs in the upper 50s. you can always track the rain if you're getting ready to head out the door on the nbc bay area app. check it out. you can get the alerts as the rain approaches your location. mike, now you have a traffic alert that you've been watching, as well. >> that's right, kari. weather and traffic together here on the air and on your app.
