rolling? oh, kris, it's okay, girl. it's okay. it happens. all right, so let's talk about the crash along northbound 680. this is right near the 24 interchange. it looks like it's a big rig against a wall, and i am starting to notice maybe just a little bit of delays through there. the 880 is working to clear as well. that happened on the southbound side. aside from that let's take a look at how the bridges are doing, so far so good. i'll have an update again coming up in a few minutes. cierra? here is a live look across the bay area. at midnight a regional stay-at-home order took effect. it will remain in place until at least january 7th. tight restrictions for all nine bay area counties and it includes santa cruz and monterey. restaurants can do takeout and delivery only with outdoor dining banned. also those hair salons and barber shops must close and retail stores can only have 20% capacity. at the same time more and more

state and local leaders are questioning the value of closing all outdoor dining options. as restaurants in san mateo county tried to take advantage of one last outdoor meal, some diners were asking why the closures were even necessary. a ruling this week in san diego county has put the ban on hold with restaurants reopening yesterday and next week san francisco supervisor matt haney questions his governor's order. >> what i would like the state to do is either justify this position publicly somehow with any sort of data and definitely reconsider it moving forward. >> opponents argue they haven't seen the evidence yet showing outdoor dining spreads covid-19. lawmakers will be working through the weekend to hammer out a deal on covid relief. americans to hold out one more year. tracie potts, nbc news. and with the weekend about to get started holiday travel is about to kick into its highest gear and, yes, fewer people will be on the move but millions still plan to gather with family. lots of cases taking to the skies or the roads. pete suratos is live with the message from health leaders. >> reporter: good morning to you, cierra. aaa is expecting those numbers to be down for holiday travel this year. they're still expecting around 84.5 million people to travel this christmas holiday. of course this is all happening as a majority of california is still under the stay-at-home order. but you do have cities like san francisco taking matters into their own hands. they are putting in place this ten-day quarantine. now that applies for folks that live or work in san francisco, and decide to travel outside the bay area for this christmas

holiday. now there are exceptions that includes first responders and some essential workers. the order urges folks to avoid nonessential travel as we deal with this pandemic. here is what local officials as well as dr. fauci are saying about avoiding nonessential travel and, of course, practicing social distancing. >> we're working to educate and issuing the order really to ensure people understand that we are in a grave situation. we do have time to turn this around. >> as we are proceeding with the rollout of the vaccine, we absolutely have to adhere to the public health measures that we're talking about all the time, the wearing of masks, the physical distancing, the avoiding crowds and congregate settings. we can't just say there's a vaccine on the horizon so let's forget about everything else. >> reporter: the city of san francisco hopes people will comply with this quarantine but

say additional enforcement will be used if needed and, again, the cdc is urging folks against holiday travel since it does increase the chances of spreading covid-19. reporting live, pete suratos for "today in the bay." thank you, pete. lake tahoe's short-term rental market right now is being hit by a double whammy during what is normally one of the busiest times of year. you know that if you've ever tried to book something during christmas. the latest stay-at-home order will impact nonessential travel at least through the end of the year. longer term strict new regulations take effect for sites like airbnb starting january 1st. at the same time airbnb is not blocking any online bookings and there's no real clarity on how authorities are enforcing the latest stay-at-home order. another record-breaking day in the pandemic with 243,000 new cases in the u.s. in addition to

more than 20 north carolina college students are in custody tied to a large-scale fraternity house drug bust. dea agents says the fraternity houses at three separate campuses including duke and unc, the university of north carolina, were part of a complex distribution ring. over the course of several years the ring allegedly funneled several hundred kilos of cocaine, more than 1,000 pounds of marijuana and major quantities of other drugs. the u.s. department of energy is now revealing it was among the victims in the large-scale hacking of government agencies. russian hackers are believed to have targeted u.s. government agencies for months on i.t. networks infected with solar winds malweare. this comes as a new warning is issued about a popular chinese product, the tcl tv that includes a back door allowing hackers to download the owner's personal information. tcl tells the tech website it is

aware of the vulnerabilities and is working to update its products and security. vanessa bryant, the widow of nba legend kobe bryant is being sued by her own mother and is lashing out saying her mother is trying to extort her. in the lawsuit obtained by "people" magazine bryant's mother alleges kobe bryant had promised to take care of her for the rest of her life. she says her daughter is canceling those promises. the suit claims vanessa's mother worked as a family nanny without meals or rest breaks. happening now a strong winter storm battered much of the northeast with record snowfall and it's beautiful to see from here. parts of new york are still buried under more than three feet of snow and there is more snow to come. a state of emergency is in effect with travel on roadways restricted to just essential workers. and with roads covered in snow that means there's a slowdown on

>> and i'm cierra johnson. marcus and laura are off. we'll take a look at the roads. first, meteorologist kari hall tracking our forecast. good morning, kari. good morning. our weather starting to quiet down. we are going to have some chilly mornings, but then some mild afternoons. in some of our inland areas we'll even have to deal with some frost. there's more sunshine in the forecast going into the weekend even next week as the dry weather continues. we'll talk about this and if there are any rain chances coming up. vianey, how is it looking heading to work this morning? well, i was going to say for the most part all clear, but just as i was coming out to do this report a crash popped up on my map, because this is in real time in the south bay. i will have to look into that to see what that's about. hopefully it is nothing major or serious and everybody is okay. i'll look into that in just a second. the tri-valley drive times right now i am starting to notice just a little bit of slowing from

westbound 84 to 680 looking at ten minutes. an update on the crash in the south bay coming up in a few minutes. cierra? thank you. more vaccine help and hope now on the verge of arriving. the fda appears ready to give emergency use approval to the seconds vaccine from moderna after advisers give their overwhelming approval. "today in the bay's" bob redell is live in santa clara where another round of frontline workers received the pfizer vaccine today. bob? >> reporter: good morning to you, cierra. yes, the fda vaccine advisory board overwhelmingly recommended approval for the moderna vaccine. the fda itself could give final approval within the next day or so. right behind me here kaiser permanente will begin vaccinating doctors, nurses, respiratory therapists within the hour with the already approved pfizer vaccine. later this afternoon they'll do the same in san jose. hospitals across the bay area

distributing the pfizer vaccine earlier this week at stanford health. staff will begin to get their shots today as well. hospitals across the bay area currently have strict covid-19 protocols but stanford did share video of its first batch arriving yesterday. you can see hospital personnel putting the boxed vials in a special deep freeze refrigerator, keep them at negative 94 degrees fahrenheit. they will bring them back down to room temperature or back up to room temperature right before injection. if the moderna vaccine is approved for emergency use it may turn out to be easier to distribute compared to the pfizer vaccine. that's because it can be stored in more standard freezers unlike the pfizer version that requires it be stored in that special equipment i just mentioned. >> it will make it easier for us to expand vaccinations to different parts of our systems. >> reporter: the first shipments of vaccines come as the bay area and the rest of the state are

getting hit hard with this winter wave of infections. public health officials say the vaccines are a ray of hope but they also say that thorough hand washing, social distancing, wearing our masks must continue for several months at least until a large percentage of the whole population is vaccinated. reporting live here in santa clara, bob redell, "today in the bay." meanwhile, the next round of covid vaccine shipments to california are now expected to be much smaller than they first thought. according to "the chronicle" the state is expected to receive 233,000 doses of pfizer's vaccine next week, 40% of what they were initially promised. pfizer said it's not experiencing any production issues on its end. the feds say the number of doses are not being reduced but deliveries are being spaced out at different sites over several days. all right. let's talk about california's icu bed capacity. it is now at its lowest point.

northern california is the only region above that 15% threshold, and the only region not under the stay-at-home order. the bay area, however, at 13%. and we are under a stay-at-home order. san joaquin valley only has 0.7% of their beds available. southern california has zero percent. let's take a closer look here at home. only alameda county has more than 30% of beds still available. five counties are now in the red zone with less than 15% available. marin county continues to have no nonsurge icu beds available. folks, this isn't just for covid patients this is for anybody who ends up in the intensive care unit. well, with delays looking more likely and the return to in-class learning san francisco appears ready to expand its in-class learning alternative. mayor london breed yesterday held a virtual celebration for the city's new community hubs program. since september hubs provided

in-person support including meals and wi-fi to some 2,000 low-income students. most importantly there were no outbreaks reported. now that schools are likely to delay that move to hybrid learning the program is expected to expand in january. so a very famous hoe it tte yosemite national park is under fire for hosting several hundred people. they served dinner to 300 to 400 guests with seating spread out over six hours. while the gathering did not violate any state or local health orders specifically it did contradict the cdc guidelines to keep our thanksgiving dinners to our own households a. spokesperson for airmark which runs the hotel says dinner was served at a touchless buffet and that only 70 people were in the dining room at any given time. the company adds that all of the staff members were also wearing

masks. the pandemic is not slowing down home buyers who are trying to make it in a bay. home sales continue to climb in the bay area despite many leaving the state. the average price is still just over a million dollars and is up almost 19% from just last year. the population has declined in napa, sonoma, marin and san mateo counties but rose in all of the other counties. realtors say if renters continue to buy homes prices will continue to rise. all right. so we enjoyed the rain weep got here at home, but the wet weather here means parts of mammoth mountain is under about a foot of new snow. and they sent us video showing all of that activity up there. kari, we know that it's a bummer we can't go and play in the snow but this really is our drinking water for the rest of the year.

yes, so it's more important than just recreation, the reason we're always staying on top of what's happening in the sierra and snowfall totals. we mentioned mammoth mountain had 11 inches of snow but some of the other areas didn't get as much. home wood had 7 inches. sierra-at-tahoe had 4. and kirkwood had 3 inches of snow. as we bring you back home it is a chilly morning as we are mostly in the 30s and low 40s. we're heading into the upper 50s and low 60s, which is about normal for this time in december and we'll have some sunshine. so i think that makes it feel warmer. let's head over to you, vianey. how is it looking right now for the commute? actually i have some good news, kari. the crash that popped up on my map in my earlier report ended up being nothing major. that has been cleared out in the south bay. aside from that the map overall. we've seen green which means cars are moving along nicely.

they're still arguing over it and have been doing so since may. it's really getting down to the wire. we think we may see a deal as soon as today though it may not include legal protections for business that is republicans wanted or help for cities, counties and states the democrats wanted. it should include a $600 payment to americans who qualify half the previous stimulus that went out earlier this year. not only has congress not been able to help the american people it hasn't funded the american government. the government runs out of money today. it's entirely possible it could be shut down for a short time over the weekend. we're in a pandemic and our government could be shutting down. in a statement yesterday pfizer says it had millions of doses of its vaccine in storage because the government had not yet told it where it wants the vaccine shipped. several states say they are receiving fewer doses than expected. you saw vice president pence getting the first of two shots

5:58. you're watching "today in the bay." a san jose church wrapping up big fines for defying santa clara county's health order asking for a federal judge to intervene. attorneys for calvary chapel appeared in court yesterday arguing people have the right to gather to worship. health leaders say the church is putting the community at risk by having indoor services. a judge says she'll make the decision by monday. a new beginning for foothills park in palo alto. it is now open to all visitors instead of just the people who live in the city limits. under the threat of legal action the city changed the entrance rules earlier this year. recently those who opposed the change tried to gather enough signatures to put that issue in front of voters. now we've learned that petition drive just came up short. a bright colored bird is catching the eye of a lot of people in the east bay. maybe you've seen it. take a look. a yellow parrot has been hanging
