"today in the bay" starts right now. and a good morning to you am thanks so much for making us a part of your morning. i'm marcus washington. >> and i'm kris sanchez in for laura garcia. it was a chilly night overnight especially since so many folks were out looking at the horizon for that grand conjunction. kari, did you get any pictures? i didn't get any pictures. the iphone just wasn't doing it. you know what, it was still a great sight to see with the eye. now as we take a look at the clouds that have been obstructing some people's view, well, we are starting out this morning with those cold temperatures and some fog in some areas. it's also a frosty start in some of our valleys. today another spare the air alert day. we are getting ready for some rain on christmas, so i'll talk more about that in the forecast coming up. mike, how is it looking for the early morning commute? well, kari, you talked about the fog again, not quite the

same as yesterday but still on the sensors as well as we look at the map, the highlighted amber color on the map all the way to the upper right-hand corner. we zoom to the upper part of the screen as we're looking to westbound 80 at san pablo. an earlier crash that cleared from lanes. a new one popped up on highway 4, another in contra costa county. we'll talk about both of those. a little slowing north of the golden gate bridge. marcus, typically you have a crew there. breaking news this morning, mike, bullets flying on 101 in san francisco overnight leaving one person dead. "today in the bay's" cierra johnson is live with the latest on that investigation. cierra, what happened here? >> reporter: yes, good morning, marcus. as you mentioned chp is investigating this situation as a fatality, reaching out to chp for more information, but this is what we know right now. we can confirm one person is dead in what is being described as a shooting on the off ramp of

cesar chavez. this is what you may have seen, our crews were on the ground and captured investigators combing that crime scene late last night. two cars with damage near the shoulder of that ramp . there's also damage to the barrier there on that exit. traffic really coming to a crawl as investigators worked to piece together exactly what happened. that ramp remained closed for several hours, reopening a little after 2:00 this morning. now that scene right now is clear, but we've been making calls all morning here to determine what may have led to that shooting and what happened to the other individuals that may have been involved in this situation. as soon as we get that information we'll be sure to bring it to you both on air and online. we're live in san francisco, cierra johnson for "today in the bay." thank you, cierra. now to our pandemic coverage. icu beds continue to be in very short supply all across the

state. only 2.5% of beds in intensive care units statewide remain open. in the bay area san mateo, santa clara, solano counties are in the red with less than 15% of their icu capacity available. marin county has no icu availability. that means they are using so-called surge beds to handle the overflow. the county is using a different calculation than the state to determine its percentage of available beds. just know that. as nbc's miguel almaguer reports, los angeles county, which was averaging 13,000 new infections every day, is now out of icu beds. >> reporter: good morning. the need to turn parking lots into sidewalks is in part fueled by holiday travel, and doctors say far too many americans are hitting the roads for christmas. just over the weekend more than 2 million took to the skies alone. officials say the numbers will only increase, and california

may now be the epicenter of the covid crisis. coming up on the "today" show, we'll take you inside hospitals like this one and show you what doctors and patients are facing. i hope you can join us. well, the bay area and the rest of california, for that matter, are trying to now adjust to the real possibility of the statewide stay-at-home orders. they may extend past the original end date. governor newsom made that pretty clear during his update yesterday. right now the first stay-at-home order set to expire is in san joaquin region one week from today. but, like much of the bay area, icu beds are pretty much nonexistent. the order is due to expire on january 7th. any extensions will likely be announced in the coming days. a live look at sfo where there's no change in strategy testing passengers from the uk. new york is already taking action. as of today they are requiring passengers arriving from the uk

to test negative before they can board. lots of european nations have already banned uk travelers over this new mutated strain of coronavirus that appears to be more fast spreading. experts say the vaccine, the new ones, moderna and pfizer, appear to be working against it. no evidence the strain has reached the u.s. just yet. travelers have mixed feelings about whether we need new restrictions. >> i feel like we should be testing everyone constantly. >> pump the brakes, take a broad look. >> i think it's a good thing. it's a lot to ask. we have a new strain. >> some experts say that the biggest way this new strain is different is that it is up to 70 times more contagious.

others are wondering if some of the increased spread is really because more brits are on the move. >> the arrival of a vaccine. dr. anthony fauci is among those touting enough vaccinations by next fall for colleges to reopen everywhere. he talked about that during a live stream conversation with cal state chancellor tim white. schools do not yet have a vaccine plan in place but does expect most students to be back on campus come next august. a new initiative set to help people struggling to make it in the east bay. berkeley's program works to pair landlords up with those transitioning out of homelessness. the city is offering landlords $1,000 incentive for participating. the criteria for future renters and are guaranteed ontime payments 24-hour support and someone to contact if any issues come up.

there's support available for tenants after they move in. spreading holiday cheer one box at a time. the annual boxes of hope for christmas event. it starts at 8:45 a.m. at the rescue mission. they plan to give out boxes of food to those in need. the hospitals are a tough time for bay area families especially this year but we all can help even if it's just a little bit at a time. the next time you're at a safeway you can make a $10 donation at the register and that money goes to our local food banks. they do a good job of multiplying that donation. our drive continues through december 29th. we hope you can help. >> hopefully skies were clear. we had a chance to see it, the once-in-a-lifetime alignment of jupiter and saturn. the last time they were this

some cloud cover. it's not as cold as it was yesterday but it will be warmer for this afternoon. we will see some clouds to start. we should see some sunshine for this afternoon. we'll talk more about the rain we're expecting heading into christmas. that's coming up in a few minutes. mike, any issues for the morning commute right now? kari, chp makes note of the fog like you're talking about but not as much of an issue as yesterday. it was still watching similar areas where it's highlighted in the orange amber color. what i've circled is the crash on highway 4 in the grassy area just off the roadway and not as much of a commute spot as this other one. this crash is the cutthrough as folks sometimes cut the corner from highway 4 and head down to 680 to walnut creek. we're looking at a crash. it can be very dark in that stretch. chp is still getting out there

good morning. i'm dominic chu from cnbc headquarters. i'm in new jersey right now but wall street is set to open flat to slightly higher this morning. stocks closing well off the lows of the session yesterday with the dow erasing a more than 400-point loss. investors weighing some concerns about a new coronavirus strain in the united kingdom against that big deal struck by congress this weekend on a massive $900 billion covid relief package. they were also keeping track of tesla's debut, speaking of the east bay, and the s&p 500. that stock, which was added to the index yesterday fell more than 6% from the record high that it hit back on friday. now in focus today we've got reports on home sales, also consumer confidence, and third quarter economic growth in gdp. well, united airlines is preparing to recall thousands of furloughed employees as the industry will receive $15 billion in payroll support as

part of that big new economic stimulus package, but there's a big caveat . in a memo they expect the recall to be temporary as travel remains low. there's nothing in the data that suggests a huge difference in bookings the next few months. and apple may be getting into the car business. reuters reports the tech giant is targeting 2024 as the year it built a passenger vehicle. apple is declining comment. the report says the company aims to move ahead with its own version of self-driving car technology including a breakthrough in battery design following a project that began back in 2014. apple is likely to team with an outside partner to help with the manufacturing process but there's also a chance it may scale back the scope of the project as well. cupertino could be motoring, speaking of the south bay, back over to you. >> vroom, vroom. very interesting. thanks, dominic.

you now at walnut creek. not too clear for us but, hey, i'm going to leave that up to meteorologist kari hall. doesn't look too bad. saw some cars on the road. kari, how are we faring today weatherwise? we're still seeing some fog but it's not as thick as it was yesterday. that tule fog right now staying confined to the central valley. i know in brentwood yesterday it really didn't even clear out and you were socked in with the fog all day. right now as we start out with temperatures in the 30s and 40s, it is a cold start, but as you make your plans for the day, going out for a walk, going to the park and parts of the east bay, we are going to see the clouds to start out but it will clear out for this afternoon. as we reach into the 50s it's still going to be cool reaching 57 degrees at 2:00 today. a look at all of our microclimates, upper 50s and low 60s, up to 58 in napa and palo alto expect a high of 59 degrees

and 58 today in morgan hill with some low 60s in a few spots. we're dry for the next few days, but we are so excited to see that we are going to get some rain for the week. the models have been consistent and bringing in a decent round of rain on christmas day especially christmas night into saturday. then we see a brief break and a new round of rain coming in late sunday into monday. so as we look at the possible rainfall totals that some of the models are showing right now, it does show that we could see over an inch of rain across much of the bay area, especially the north bay into monday especially with the second round of rain. for the south bay it's looking more like half an inch of rain but when we get some rain, the cierra gets some snow. we will see pretty big snowstorm, the potential of up to 2 feet in kingvale which, of course, is really needing the snow at this point. it's been so dry. we've only gotten small amounts of snow at this point in the water year.

as we look at what's going on for our inland areas, temperatures in the upper 50s, the low 60s, we'll have more of these cold starts. the weekend is looking pretty soggy as we are going to see that rain rolling through. mike, you've been watching the commute. how is it looking right now? i think rolling through is just fine of a word. rolling through any of the roadways right now. as we take a look at the map, we have green sensors all around. we also have the orangish/amber highlighting. similar areas but not as dense as most. one area socked in with fog yesterday. today we're talking about the crash reported around hess but that is the only road as a good marker there, so watch that. not quite sure how many lanes are there. it is dark on the cutthrough heading through concord that would be one factor. the fog in the north bay as chp calls highway 37 in novato so do note that as well. a live look at the bay bridge shows no problem. getting over from the east bay.

back to you, marcus. the man investigators say abducted and killed a hayward girl more than 32 years ago heads to court today. convicted killer david misch was arrested in the cold case investigation. now he faces murder and kidnapping charges. he's already serving time in prison for the murder of a woman in hayward. he is also facing charges in the killing of two women in fremont. investigators say misch abducted 9-year-old michaela garecht in november of 1988. her mother now lives in iowa suffering from terminal cancer. >> i'm not really afraid of dying. it seems kind of like a great adventure. and to know that i have michaela there on the other side when i get there. >> in hayward, melissa colorado -- >> hayward police are not revealing the evidence leading to misch's charges and still have not located michaela's remains. more than 5 dozen people were arrested in los angeles for going to underground parties.

los angeles county's deputies says the parties are classified as superspreader events. police arrested more than 67 people over the weekend. one party in downtown l.a. there was another one in compton. 2020 hindsight, in this case worth about $2 billion for the state of california which experts say really dropped the ball when it came to those unemployment benefits and the fraud that happened right after that. the "l.a. times" is out with a scathing new report on the simple things states have done which california did not do that lawmakers are now looking into. they believe that these simple things would have prevented the flood of phony jobless claims at the edd. it includes not using software to ferret out bogus claims. happening now for you a new strain of covid-19, different from the one plaguing the uk. it's hitting south africa.
