>> and i'm kira klapper. laura garcia is enjoying some much-deserved time off. right to meteorologist kari hall for our forecast first. hey, kari, good morning. good morning, and we are starting out with cold temperatures. i wanted to show you this first. we are freezing in parts of our north bay valleys. down below freezing in ukiah, 29 degrees. we are seeing some spots at 50 degrees. morgan hill right now, 31. we're below freezing. because the sky has cleared we don't have the fog we had yesterday and with the clear sky we do have colder temperatures, but it will be a nice day. we'll talk about this and rain in the forecast. that's coming up. good morning, mike. is there any problem for the morning commute? kari, it's pretty light right now. there's a little construction going on. not a problem. i will talk to you about the latest crash as we look at the map. we see green sensors and don't see the amber highlighting, not as extensive as the last couple

of days. an easy drive right now. the south bay does have eastbound 237 heading over toward the nimitz and the interchange there. we do have one crash off the roadway down the embankment. you may be distracted but it's not a problem for the south bay. marcus, back over to you. now to a live look on capitol hill and not so fast. president trump now threatening to blow off the coronavirus relief bill. it could delay those promised $600 stimulus payments to american people. president trump says that he wants congress to amend the bill, bump up the stimulus checks and eliminate wasteful spending. >> congress found plenty of money for foreign countries, lobbyists and special interests while sending the bare minimum to the american people who need it. >> the foreign aid provisions are part of a $1.4 trillion measure to keep the government funded which was paired with the covid relief bill. the last-minute move really has

washington scrambling right now, just days before the holiday break. and what pandemic? that's the question by shoppers shocked to see so many people hitting the malls despite a bay area lockdown. officials pleading with people, crowds christmas shopping in full swing. >> as "today in the bay's" pete suratos tells us, some fear repercussions down the road. >> reporter: it's the holiday season, so it's becoming increasingly more difficult for folks to stay at home. in fact, i spoke to a ucsf doctor who says she understands that the stay-at-home orders are becoming exhausting. but now more than ever she says it's time to take it seriously. prior to the pandemic this scene at the livermore outlets just days before christmas would be considered normal. but as the bay area tries to slow down the surge in covid cases it's far from ideal. >> and the problem is when people are too close together.

>> reporter: dr. monica gandhi says this isn't the time to let up. while being outside is a much better option than being inside, it doesn't rule out the chance of transmitting the virus especially during a surge. >> not distancing means you have to be away from each other by at least six feet even with your mask. >> reporter: we spoke with some residents wrapping up last-minute shopping who understand they're taking a risk. >> you don't want to have your kids not be able to get the things they want during the holidays. sometimes you have to do what you have to do. >> as much as we try to practice social distancing and six feet apart, we're running into people everywhere. it's kind of hard. >> reporter: but dr. gandhi says it's not a risk worth taking with help on the way. >> we are so lucky at the end of the year to have two vaccine candidates. the end is so completely in sight for this. this is going to be the last

time. >> reporter: pete suratos, "today in the bay." and a live look for you now at sfo. at least 40 countries have now banned or limited travel to and from the united kingdom. the u.s. has not. while work is being done on that virus there. governor andrew cuomo says all passengers are being screened and asked to quarantine. more than 18 million americans have now been infected with covid-19, the highest in the world. india comes in second with a low of 10 million cases. india's population is four times that of the u.s. california is vastly approaching 2 million cases. by the way, another grim milestone for america, the number of deaths in 2020 now topping 3 million making this year the deadliest year in u.s. history. southern california has the

most dire situation, in some cases hospitals in the largest health care system are being forced to place patients in conference rooms and hallways, even gift shops used as a last resort. there are fears patients statewide may top 100,000 before february especially if christmas gatherings have the same effect thanksgiving day. happening today there are two new pop-up covid testing sites, one in san francisco on mission and fourth that starts at 7:30 this morning. another is a drive-thru event at 10:00 a.m. and we hear santa will be making a visit there. of course distancing is required. new data shows exactly where people are moving to. renters are still moving into the bay area, but the outward flow is about seven percentage points higher than a year ago. the sacramento area, including

stockton and modesto, is a top migration point with about one-third of all bay area people there. l.a. is a distant second. we have new details now. a price war is putting crab season on hold yet again. the commercial dungeness crab season was supposed to begin today. because of price negotiations between fishermen and seafood companies it is pushed back. the original delay by fish and wildlife back in november was to protect mygrating whales from getting tangled in fishing lines. 4:37 for you this morning. and if you are waking up heading outside it's really cold out there. meteorologist kari hall has been tracking those temperatures and rain coming our way, too, soon. right? yes, we are so excited to have rain coming in in the forecast. that holds off until christmas day. right now we're watching the fog

and the fog has been confined to the central valley, the tule fog is not as widespread. not yet creeping into the bay area. so we start out with some mostly clear visibility. a look at your commute, checking out dublin. it is colder because we don't have that cloud cover and the fog to keep those temperatures up a few more degrees. so we're going to dip down here to 37 degrees and then slowly warm up today with some sunshine. we'll talk more about that rain coming up in a few minutes. mike, how is it looking around the bay for the commute? it's looking great and we can see better. we have changes ahead. we have a smooth drive and an investment in the future for oakland. we have that construction back again. it wasn't there the last couple of nights. both directions between 23rd and 29th. scheduled on the grid until 6:00. chp says 5:00 on the southbound side. whatever the case, we'll let you know if there's any problem.

raise those direct payments to families in the stimulus relief bill that was already agreed to. he's not happy with the number. he wants to take it up to 2,000 per person, 4,000 for households. no idea if he will veto that but he's calling out the gop. we'll see if the democrats try to push through a new, bigger bill and what the gop does. we bring it up because the market cares about it. if that stimulus bill gets done at a bigger number it's good for all the working families that need the help right away, good for the consumer economy and might be good for the market. we are seeing dow futures up a little bit, about 50 points right now. still a good end to the year for the equity market. new home sales and home prices that are due out. two quick other stories for you and if you want to get vaccinated and, of course, most of you probably do, but you don't have a ride, you're in a lower income community, guess what, lyft along with jpmorgan

chase, united way and anthem want to help. they will provide up to 60 million free rides to and from vaccination centers in the next couple of months. they will cover the cost to help make sure everybody who wants and needs to get vaccinated can certainly do this. on a slightly faster car-based story if anybody out there this morning is a big formula one fan as i am, maybe some good news. the gift of love right here in front of you. the whole crew this morning. how are you all doing? >> you sweet, sweet man. >> hearts for you. >> absolutely. let's make some people happy with the forecast this morning, kari. it looks pretty good and i'm really excited we give the gift of rain. we're dry for now as you try to get in the last-minute shopping or have to pick up some groceries, run errands or head out for work. san jose and what's going on now is a mostly clear morning. we will have some sunshine through the afternoon. it starts out cold. of course we've had a lot of these mornings, we're getting used to it now in the low 40s and reaching into the upper 50s during the middle of the day. we only feel temperatures in the 50s for a couple of hours before it starts to cool down once again. we're looking at all of our microclimates reaching into the upper 50s, low 60s, and have been in this weather pattern.

we haven't seen many changes. as you head to christmas if you're thinking about which has a better environmental impact, a real tree or a fake tree, well, l.e.d. lights are a good option for you. it uses five times less emissions than the traditional tree. you should reuse those old trees for at least five years and then from that point on you'll start to see the redrux uction of the carbon footprint. our fake christmas trees come from china, and that is a big carbon footprint. after christmas if you're thinking about that already try to compost the tree or you can donate it to a farm so they can feed it to the goats. make sure you take all the ornaments off. getting ready for some rain, first-round move for friday afternoon into early saturday and then it looks like there's another storm right behind that and we'll get a pretty good boost from some higher rainfall totals due to all of this connecting to some deep,

subtropical moisture. there's the possibility we could see over an inch of rain throughout the weekend for parts of the north bay. most of us seeing about a quarter to half an inch of rain. i'll be tracking that. mike, it's dry this morning and clear. so looks good for the commute. it is great. so for a second, kari, i want to talk about the trees you're talking about. we'll start the hash tag. an easy drive. green all over the bay. one thing you won't notice that we had the last couple of days, that fog in the tri-valley coming out of the altamont pass is clear and you don't see anything but green where the arrow is. we typically see slowing anytime during the show. the upper corner is way out in sacramento. driving this morning should be a much clearer view and the roadways are clear as well. watch your speeds. back to you. now to the presidential

transition. president-elect joe biden and vice president-elect kamala harris will announce another member of the incoming administration. multiple sources telling nbc news that president-elect biden will name dr. miguel cardona as his nominee for education secretary. cardona was appointed to connecticut's commissioner of education back in august of 2019. if confirmed by the senate, cardona, who is puerto rican, diversified by his cabinet. and president donald trump is expected to spend christmas at his mar-a-lago club in florida, likely to remain at the resort through the new year. alex padilla has a new job, becoming the state's first latino senator. governor gavin newsom tweeted the news and shared the phone call when he broke the news to padilla who became emotional when talking about his immigrant parents.

>> i'm humbled because of them. >> padilla will fill the seat vacated by vice president-elect kamala harris. despite padilla's impressive resume including graduating from m.i.t. padilla was not the person many people wanted for the senate job. many have taken to social media to say the governor should have picked a black woman to replace the only black woman in the senate. and the replacement for padilla has been named, shirley weber to serve the remainder of padilla's term as secretary of state. a retired professor, weber would be the first black woman to hold that office. as chair of california's electoral college it was she who made the announcement to put joe biden over the electoral threshold of 270 making him the winner of the presidential election. as of monday more than half a million americans and health care workers, that is, have been vaccinated. with moderna's vaccine in the
