us. >> all right. 6:00 this morning, a live look outside right now. this is san francisco and the golden gate bridge. a chilly start this morning as we wait for the sun to rise and looking ahead this week. christmas is heading our way and so are showers. the third hour of "today in the bay" continues right now. and it's wednesday, hump day, and a good morning to you. i'm marcus washington. >> and i'm kira klapper in for laura garcia who is taking much-deserved time off. we'll get a check with mike for the roadways in a bit. the forecast with kari hall on what mike is calling the ease of christmas eve. >> yeah, i like that. my husband was heading out. it's my friday. it may be your friday, too, the last day before the holidays and it starts out cold as we see the temperatures below freezing in parts of the bay area like

morgan hill. the tri-valley is chilly. we'll dip down to the upper 30s. at least the visibility is clear and we'll get to sunshine today and that will help us warm up. the rain in the forecast is coming up. mike, how is it looking for the christmas eve-eve commute? >> in the south bay traffic moves very nicely. the crash we found in the south bay. no major injuries and no slowing. 84 and the altamont pass very light. no backup. back to you. >> thanks, mike. breaking news this morning, the trump administration is announcing that it will purchase 100 million additional doses of pfizer's vaccine. the department of health and

human services is saying the u.s. government struck a deal to procure 70 million doses by june 30th and another 30 million by the end of july. the u.s. is rolling out its first 100 million pfizer doses. and as for the stimulus relief deal on capitol hill, president trump is threaten to go blow it all up. "today in the bay's" chris pollone is live in washington. the president is saying the $600 check for every american, that money just isn't enough. >> reporter: that's right, marcus. as one analyst i saw put it this morning the president could extend it but chose not to. now the bill has passed and it's kind of left everything in limbo. the white house indicated he would sign the bill and now it's in doubt. after signaling he would sign

the bill, the president complained the $600 cash payment to americans is too small. >> i'm asking congress to increase the ridiculously low $600 to $2,000. >> reporter: defensemen contracts who fought for a bigger payment pounced. house speaker nancy pelosi tweeting, let's do it, but time is running short. the federal government will shut down monday if the spending bill isn't signed. a busy day for the president who announced a flurry of pardons forgiving four blackwater contractors, a campaign adviser who lied to the fbi and a london-based lawyer, the first person sentenced in the russia investigation. >> if it were you and i we would be sitting our butts in a jail cell for a good long stretch of time. >> reporter: it happened as the u.s. saw its deadliest day from the coronavirus yet. 3,350 deaths. two more prominent government officials got vaccine shots on

camera to encourage americans to do the same. >> i want to encourage everyone who has the opportunity to get vaccinated so we can have a veil of protection over this country that would end this pandemic. >> reporter: president-elect biden blasted the president's handling of the pandemic. >> experts say things will get worse before they get better. >> reporter: warning the nation's darkest days are still ahead. and hopefully there will be some clarity offered today because right now there's nothing but questions. will the president veto the bill? he hasn't said he would. he just seems like he wants to. what will congress do? most of the members are at home. house democrats tomorrow are supposedly going to offer a stand alone bill that would raise the benefits from $600 to $2,000. because so many members are gone it would have to pass by unanimous consent meaning if one person objected it would be dead. live in washington, i'm chris

pollone. marcus, back to you now. >> i know a lot of people hoping to get an increase. chris, thank you. you know what happens in washington has a direct impact here in the bay area. restaurant owners and workers are banking on relief. they say they need a second protection program. >> without any sort of federal funding there will be a ton of businesses that shut down. >> when restaurants close lots of jobs will go with them. that's why many of the owners and workers are pushing lawmakers to get things done in washington. north bay breweries are reportedly joining a lawsuit to fight against the state's stay-at-home order. that suit was filed by breweries in southern california last week. under the stay-at-home order breweries are required to serve food in order to keep their on site business open. but wineries don't have to do

that. some north bay breweries are hopping in on this new suit hoping that it triggers a quick response from state officials. our other big story last-minute shopping. maybe you're up early right now mapping out your trip to a mall or your local shop. we have our thom jensen live in downtown walnut creek and, thom, it's tough. we all need to remember not to let our guard down with masks and social distancing. >> reporter: and we are seeing a lot of people out. around my house a lot of people out, a lot of people outside on sidewalks, too. and that is good for businesses. medical experts are saying there is just too much closeness right now. that is a good thing normally during the holidays but not right now. with the current surge and the presence of the virus running at

high rates everywhere in general even if we're masked, if people are too close together it's not good and they say that's true even outdoors. >> and the problem is when people are too close together that is an opportunity. not distancing means you have to be away from each other by at least six feet even with your mask. that's the rule. >> reporter: nbc bay area caught up with some. they admitted they had to get out but others said there were last-minute gifts they had to get. medical experts say the best gift is to stay masked up, stay distant and help save lives. there is hope right ahead as more and more people get vaccinated. thom jensen, "today in the bay." >> a light at the end of the tunnel, thanks for that.

the director of health for the city and county of san francisco dr. colfax says new cases in the city are still surging with 275 per day. however, that rate appears to be slowing. two weeks ago new cases were growing by about 8%. it's now at 2%. the doctor says people's sacrifices are paying off. >> i hope everyone sees by working together and making sacrifices and changes to our behavior we are saving lives and we can still do more. think about that as you make decisions over the next two weeks. >> he also shows this chart to help illustrate to the left side. you can see projected hospitalizations and deaths before a winter surge. the right side shows the new projections with declining numbers. a live look at sfo.

cold and clear out there. at least 40 countries have now banned or limited travel from the united kingdom not the u.s. research is being done on the new more contagious covid strain in the uk. for the hundreds of passengers flying from london to new york each and every day governor cuomo says all passengers are being screened and urged to quarantine. lake tahoe leaders reportedly making a personal appeal to airbnb to remove rental listings there. "the sacramento bee" reports many sent a letter reminding airbnb the latest order bans reservations for nonessential travel and are asking for help identifying noncompliant homeowners. truckee is considering revoking permits. bay area cab drivers are organizing a car caravan this morning and demanding a halt to

foreclosures in the pandemic with eviction protection still set to expire in february. boosting statewide protections through the end of 2021. about a quarter million californians are behind on their rent of more than $1 billion. another chilly start to the day. meteorologist kari hall is tracking the conditions for us. it's going to be nice. we've had a lot of really dense fog in parts of the east bay the past few days. now as we take a look at our radar and satellite imagery the fog not making it through the mountain gaps.

clear and warmer, too, in some spots that have had the dense fog the past couple of days. pittsburg starts out in the 40s and we'll make it into the upper 50s. more sunshine for today. we'll talk more about the rain in the forecast coming up. what's going on now for the commute? kari, we're seeing a few more cars over at the bay bridge toll plaza. we take a live look and see a few more cars out there. a smooth flow on the approach as we see from our maps no problem and no problem on the speed sensors. that indicates a really light volume of traffic. christmas weekend, the day before a lot of folks officially tend to work the last day before going home. we're only looking at essential

right now at 6:14 let's head over to walnut creek as we start out this morning temperatures in the mid-40s. the cold start and we're seeing mostly clear conditions here. we'll talk about what's ahead in the forecast as rain comes in coming up in a few minutes. talking about light traffic but still light and traffic. this is our fremont shot. an easy drive for folks at the limit. we'll talk about what other things are changing coming up. now to your business and headlin headlines. president trump's demands are weighing on wall street. >> here is brian sullivan from our cnbc desk. wall street is set to open higher on this wednesday after

president trump criticized the new $900 billion covid relief package. he is calling for a higher amount of direct payments to american families, a move that could delay the delivery of those funds. the dow fell despite a 3% gain from apple. travel stocks coming under pressure amid lingering concerns about the new coronavirus strain to the uk. video games are now bigger industry than sports and movies. it is to help rise 20% to nearly $180 billion this year. and sports was estimated to bring in more than $75 billion this year prior to the pandemic.

the release of the next generation console the ps5 and xbox series x. lyft has formed a coalition to provide 60 million rides to and from vaccination sites to low income, uninsured and at risk communities. the ride hail company partnered with jpmorgan chase, anthem, united way and others to help in the coming weeks. the corporate partners will pay for the rides and distribute credits to those who need them most. i'm brian sullivan. >> brian, thanks. now to elon musk who wanted to sell to apple but tim cook refused to take the meeting. musk reached out to acquire at one tenth its current value during what he called the darkest days of the model 3 program. tesla was struggling to turn a program as recently as 2018.

is a winner as well and will receive a bonus of $50,000 for selling that winning ticket. >> i need to call my aunt and see how she's doing this morning. >> anybody who wins is my aunt or uncle. >> right? >> it's been so long. let's it turn to meteorologist kari hall who is a much better person than that. i'm just kidding. >> wow. >> the bad guys. >> we're not even going to comment on that. let's get to the forecast. starts out cold this morning as we take a live look outside in san jose. we are waking up to a clear sunrise and what will be a clear sunrise and we're heading to 60 degrees for today. mostly upper 50s and low 60s expected to be clearer today

than the past couple of days. if you already have your christmas decorations up and wonder what's the lower environmental impact here, a real tree or a tree-run, as mike likes to call it, using a fake tree, you do have to use it for five years before you are able to reduce that impact because it does have a huge carbon footprint producing it and getting it here to america from china, most of the trees are made in china. you do have to use it at least five years. if you are able to compost a real tree and do that after christmas, turn it into mulch or you can give it to a farm where they can feed it to the goats and make sure you get all the ornaments off. in terms of lights, use the l.e.d. lights because they use five times less emissions than those traditional christmas lights. just a heads-up as you're thinking about that as we go into christmas and after christmas. and we're going to get a pretty good gift here with some rain moving in.

the first round comes in during the afternoon on christmas day and then a brief break with a new round of rain coming in between sunday and monday that may linger into tuesday as well. so we're looking at a couple storms here and some of our runs of the computer model are showing some big amounts of rain. especially looking at the total of the two systems coming in. for the north bay over two inches of rain between now and early next wednesday and then for the south bay about a quarter inch of rain. of course the bigger impact will be for the north bay as well as the sierra that could see close to two feet of snow in some of our resorts and upper elevations. we'll be watching out for that as we go into the next week and hopefully that does pan out. looking at our forecast we're dry today and tomorrow and then once again once santa gets in and out of here the rain starts to roll in. and for christmas day, we could be watching some rain looking out the window.

now looking out the windshield, mike, how is the commute moving? well, kari, you're talking about trees, maybe we should recycle instead of tree-run, that would go over better. i'm flailing. we don't have much to take my attention besides the terminology we use for reusing christmas trees. the south bay, we have that crash 85 at 280 affecting the transition ramp because it's off the roadway. they're going to clear the area and wait until the sun rise comes up and a better lighting situation. they can remove the car from the side of the road. mild slowing for 84 and the altamont pass. a good number of cars now starting to cross between the north bay and the city. back to you. thanks, mike. all eddie murphy fans listen up. we have been waiting for this.

flowing very smoothly. the sensors are green all over the place. 84, even the altamont very light traffic. we take a live look the light traffic and it does sound like the crash activity is on the shoulder. that's how light it is and the reason for no slowing in the westbound commute. breaking news this morning, the trump administration is announcing it will purchase 100 million additional doses of the fpfizer vaccine. the department of health and human services says the u.s. government struck a deal with the pharmaceutical giant to secure 70 million and another 30 million a month later by the end of july. health leaders are concerned not just about people gathering but how they're getting there.

>> "today in the bay's" cierra johnson is live at sfo where millions of people are expected to be traveling in our nation's airport. good morning. >> reporter: yes, good morning. christmas quickly approaching. there are so many more cars heading in to drop people off. aaa says there are millions fewer traveling but that means 85 million other people are traveling. if you're traveling from this particular area it's important to note there is a ten-day quarantine for people living and working in san francisco. the only exception are the essential workers and first responders. according to top doctor, the stay-at-home order has saved about 330 lives. cases still surging with an average of 275 new cases each day.

now for those like folks heading to the airport aaa recommends planning your stops for food and if you're driving for gas in advance research restrictions on your trip and even offers a downloadable restrictions map that will show you what is and is not open across the nation. americans are to think long and hard about where you spend your holidays. it could put the health of you and your family at risk. >> people congregating at meals with friends and family, as innocent as those things seem, in fact, those are the things that continue to drive this. >> reporter: it is so very crucial to wear your mask, wash your hands and practice social distancing.

you can keep that mask on inside of the airport to slow the spread and keep yourself safe. live at sfo, cierra johnson for "today in the bay." >> thank you. i want to take a live look this morning at capitol hill. this is where a new relief bill suddenly appears to be on hold. president trump was to sign the bill. now he calls it a disgrace saying there's too much pork in it. americans should receive $2,000. congress found plenty of money for foreign countries, lobbyists and special interests while sending the bare minimum to the american people who need it. >> it's still not clear what will happen because the senate has adjourned. the senate should be able to override a veto but bay area business owners are in desperate need of help. a closer look at the dire situation.

>> reporter: people are paying attention to the debate in washington. they are banking on a covid relief bill to keep the doors open. >> we are down 90%. >> reporter: with delivery and takeout the only options many are barely hanging on. >> people are losing jobs, hours at work, revenue down. >> reporter: they are hoping to sell out of kris mchristmas din go kits. the real gift could be financial help from congress. politicians debate restaurant operators say they need a second paycheck protection program loan to keep people working. >> maintain what we have and we can continue paying for employees so they don't lose health insurance. >> reporter: it would help cover mountaining bills.

>> bills, rent, whatever is needed to get covered. >> reporter: he understands the need to shut down to stop the spread of covid-19. he hopes politicians understand businesses won't survive without help. >> without any sort of -- there will be a ton of businesses that shut down. >> reporter: jean elle, nbc bay area news. >> most of any country in the world. india is second with about 10 million cases and the population, by the way, more than four times the u.s. the total number of deaths in america this year now tops 3 million. it has 2020 as the deadliest year in u.s. history. more than 600,000 initial doses from pfizer and moderna have been administered across the u.s. this map shows where the

majority of those shots were given. the states in darker blue have immunized more people than the white states. california has administered more with more than 70,000. and with moderna's vaccine in the mix the number of vaccines will grow at a faster pace. marin health center in the north bay was among the first to get the moderna vaccine and began administering those shots yesterday. in the meantime, new this morning, department of health and human services secretary azar says the vaccine time line is still on hold. >> we believe that we will have enough vaccine for every american who wants to be vaccinated by the second quarter, the second quarter of next year. >> that would mean by the end of june. but hospitals like in walnut creek are getting ready to open the first ever mobile e.r. unit. a trailer located in the parking

lot. this huge spike in cases in california is bringing new urgency to our local hospitals. the situation in southern california is especially dire. in some cases hospitals are forced to place patients in hallways and conference rooms, even hospital gift shops are used as a last resort for patients. there are fears that patients statewide may top 100,000 before february especially christmas gatherings have the same effect thanksgiving day. as you can imagine testing is a high demand right now for people preparing for the holiday. happening today several testing sites are open around the bay area. two pop-up covid testing sites in san francisco, one at mission and 24th and the other a drive-through event at san jose high school and santa will be making a visit. several sites are in the south bay including a santa clara county fair ground, the central

library and the baptist church in san jose. people in the bay area are stepping up and helping those in need this holiday season. volunteers with hunger at home in san jose currently making meals for the holidays. they are about 1,000 a day. this is to be handed out to people just in time for christmas. in the east bay the bay area rescue mission is making sure families have food on the table this christmas. volunteers yesterday handing out 600 boxes of food including turkey with all the fixings. organizers say that need is really great right now more than ever. >> we went from 40,000 meals that we would have been handing out to 140,000 meals. this is one of the greatest needs in our community and our goal to do what we can to meet those needs. >> organizers estimate they've handed out more than 1 million meals this year.

good wednesday morning. we're about 30 minutes away from sunrise. as we take a look at our live view in the tri-valley a clear start but cold. temperatures in the low 40s. we'll have a lot of sunshine today as we reach into the upper 50s. we'll get a look at the rain in the forecast coming up in a few minutes. look at this. the bay bridge toll plaza, traffic around the bay very light. so light here you can count the cars, but don't do that. that's my job. one, two -- back to you. >> great job, mike.

all right, you know what, despite that stay-at-home order, last-minute shoppers are still heading out to complete the list. avoiding crowds can really be difficult. experts warn this is the worst time to let your covid guard down. >> we turn to "today in the bay's" thom jensen live in walnut creek with a look at that angle and how people are able to support businesses and stay safe. >> reporter: good morning. there are a lot of people out, a lot of shoppers, brick and mortar businesses right now. not all online shopping. that is good. unfortunately the science is showing the testing and the covid-19 surge break at hospitals in the icu, the coronavirus is out there and rates are higher than ever. we have to do our part across the bay area. crowded sidewalks. in some cases stores, most people masking.

this afternoon at least we will get some sunshine because in some spots we haven't seen a lot of that although it has been clear along the coastline and parts in the south bay where we're heading up to 60 degrees for this afternoon. now we're heading closer to christmas and you may be wondering what you're going to do with your tree. just think about the environmental impact if you he a real tree, you might want to compost that tree and thinking about maybe mulching it or give it to a farm where goats can eat it. get all those ornaments off. you will reduce your carbon footprint if you use i for at least five years. put it back in the box. keep using it over and over again. it does have a pretty big carbon footprint to produce the tree and get it here from china. in the meantime use the l.e.d. lights, five times less of a carbon emission than those regular lights that you put on the christmas tree.

some people may be taking it down. let's talk about the rain coming in because it arrives on christmas day. it continues into saturday. there will be two storms coming in. the first one comes in on christmas day and another one comes in late sunday into monday and may continue into tuesday as well. quite a bit of rain headed our way after a period of dry weather. great news because we are going to see in our computer models a decent amount of rain. this is what they're showing between the two storms, the possibility of the north bay getting over 2 inches of rain further to the north while most of us in san francisco on southward will be at about a half to three-quarters of an inch of rain so that will be good if that really happens looking at what one computer model is showing for sierra snow. we, of course, watch this because it's important to our water year and sierra snowpack. and so we're looking at the potential of getting close to

"today in the bay's" cierra johnson is live at sfo with the restrictions and some tips to stay safe. hi, cierra. >> reporter: the day before yesterday was pretty quiet. today a lot more cars, uber and lyft. aaa says 34 million fewer americans will travel, so that still leaves millions of others, 84 million others exactly, will hit the roads and the skies this holiday season. there is a ten-day quarantine in place. now according to san francisco's top doctor the stay-at-home order has saved 330 lives. the area is still seeing the surge with 275 new cases each day.
