the last monday of 2020. that's nice to say. i'm laura garcia. >> and i'm marcus washington. mike is getting a look at that commute for you. it should be one to look out for. there are wet roads out there this morning. vianey in for kari this morning with a look at the forecast. marcus, like i heard mike say, i hope you checked your windshield wipers and your tires because we have been warning you about the rain that was coming, right, all weekend. i hope you did that at home. doppler radar, you see the last of the rain pushing through and i want to show you our mobile doppler radar scan, so you can see light showers right now pushing through half moon bay, about to move into san francisco. here are our headlines for this morning. we have morning showers. by the afternoon talking about clearing skies. and then, get this, we have another chance of seeing rain midweek and next weekend, which happens to be 2021, the first weekend of 2021. so full forecast coming up in just a few minutes. let's check in with mike.

all right. we're looking out at the roadways. the green on my sensors, the green speed sensors are great. the green highlighting means wet roadways. the bay bridge toll plaza on the lens there, you notice there aren't many cars, good stuff. as we look at the map you see that's bay area wide with the green highlighting we were talking about that's all the way along the peninsula and into the south bay. in the east bay as well southbound 880, more information lets me know that one lane is blocked. south 880 at thornton. stays just over to your right. it sounds like it's the fast lane, marcus. back to you. >> thanks, mike. now to a live look at capitol hill. after spending a week criticizing the covid relief bill which passed in both house and senate president trump has now signed it into law. this move means millions of americans will get direct stimulus payments and extended unemployment benefits. it also averts the government shutdown. >> this comes as "the new york

post" editorial board, which has long supported president trump, is blasting his attempts to overturn the election in a scathing editorial. the headline reads "stop the insanity." chris pollone joins us live with more. chris? >> reporter: laura, marcus, good morning. the president pushing still to increase those cash stimulus payments from $600 to $2,000 for adults. the house will vote on a measure that would do just that today, but many republicans oppose it. after a week of complaints about the $2.3 trillion bipartisan spending bill and covid relief package posting on twitter -- >> it really is a disgrace. >> reporter: president trump signed the bill sunday night. it includes $900 billion in covid relief money and funds the government for the next fiscal year n. a statement from his florida resort, the president said, i am signing this bill to restore unemployment benefits, stop evictions, provide rental assistance and much more.

those enhanced employment benefits now extended had expired for millions sunday. after promises stimulus payments would go out this week, it's unclear when people will see that money in their bank accounts. democratic house majority leader steny hoyer said the president has resolved an unnecessary crisis he himself created. still backing an effort to raise those payments to $2,000 for adults and $600 for children. democrats support it. minority leader chuck schumer on twitter daring republicans to object. the house will vote on it today. >> i don't agree with $2,000 checks to people who have had no lost income whatsoever which is the vast majority of americans. >> reporter: the law provides $8 billion for coronavirus vaccine distribution, important funding as the u.s. has passed 300,000 covid deaths. chris pollone, nbc news, washington. after serving a two-month sentence. "today in the bay's" thom jensen is live outside of that facility. sometimes high-profile people like this are released in the wee hours of the morning. >> reporter: definitely has happened before. good morning, marcus. and at the very least lori loughlin is getting up for her last 5:00 a.m. roll call here at the federal correctional institution in dublin. one of five every day here. it's something she's had to do since turning herself in to federal authorities nearly three weeks early in late october, and after making a very public apology and now she's served her time. the actress and her designer husband mossimo giannulli also paid hefty fines and completing hundreds of community service work hours, paid half a million dollars to a key figure in the federal scandal who helped get their two daughters admitted to

usc posing as elite crew team members. loughlin is in the general population, had to be tested for covid-19, and was restricted to no visitors, like every other inmate here due to the pandemic. there was a large outbreak here. about 20% of the 900 inmates, 185 in all, were infected along with three prison employees. we've tried to reach prison staff here this morning to see if we can get more details on her release. so far we have not heard back. there have been a lot of cars going in and out, but we do not know if she was in any of the vehicles coming out of them. so far we do not know if she has been freed yet. we're live in dublin, thom jensen, "today in the bay." >> all right, thom, thank you. developing now, we are getting a better look at the person police say is responsible for that rv explosion in downtown nashville. police say the man you see right here on your screen 63-year-old anthony warner is the bomber.

they say he was killed in that bomb when it went off. no motive has yet been determined. new video showing the moment the bomb detonated. nashville police post that had on twitter. you see just how terrifying the scene was as it was playing out. six officers credited to helping evacuate people from the area including one family who lived nearby. one man from nashville revealing what that moment was like. >> do we need to take our kids out? and the female officer said you have children in there? get them and leave now. and so there really was a sense of urgency in her voice. it wasn't a routine doldrum where they were doing their work. >> and just look at that. only three people were hurt. >> amazing. well, now to the covid-19 pandemic, statewide icu availability is staying flat. take a look. the bay area has more than 11% of standard icu beds open. the situation much more serious

in the central valley and in southern california. standard icu bed capacity in those regions are full. that means hospitals are using surge beds to try to handle the overflow. stay-at-home orders for those regions were supposed to be lifted today. that likely won't happen. though the state hasn't officially extended the stay-at-home order. let's take a closer look at the bay area. san mateo, santa clara and marin counties in the red with less than 15% of those standard icu beds open. solano doing a little bit better in the orange. napa, san francisco and alameda counties more than 30% of icu u.s. waits for more rollouts in the race for the vaccine between today and tomorrow, sonoma county is expected to receive 5,800 doses of moderna's vaccine. health leaders there are right now in the middle of phase one distribution with pfizer's vaccine arriving in the county december 17th.

it does not expect to move into phase two distribution until the spring. there are nearly 28% icu beds currently available in that county. a dwindling number of riders, experts are riding that the days of public transportation are numbered. compared with last year only about a third of riders use subway systems in new york city and london. this was during the pandemic. initially ridership tanked in the early days of the crisis. closer to home b.a.r.t. continues to face a $33 million shortfall and a looming $177 million deficit next fiscal year. the new stimulus bill does provide nearly a billion dollars in funding for bay area transit agencies including b.a.r.t. well, the newly signed covid bill will now bring a boost for struggling renters trying to make it in the bay. under the current moratorium renters need to pay back 25% of the monthly rent from september 1st through january 31st, 2021, or they could pay it all back by the end of january.

some tenants say the relief can't come soon enough. >> it's really, really hard to stay afloat and provide for your home. pay rent on top of that. we're all struggling. we're all struggling. it's really hard. >> the new relief bill includes nearly $2 billion for california rental assistance and provides a one-month extension. a hotline and email for those who need financial assistance. we have all that info on our website. well, this morning our storm ranger busy scanning the skies. rain moving across parts of the bay area right now. you can see right here live looks from palo alto and san francisco. certainly those roads out there wet for you this morning. vianey has been tracking all of this for us and, vianey, are we done with the rain for the day, or is it still going to stick around for a while? well, marcus, that's a great question. i know people are wondering what

can we expect. good news -- it looks like we will be sort of tapering off by mid morning, probably by the time, i would say, 8:00, 9:00 we should see some clearing skies. a combination of sun and clouds. we saw some of the highest totals in the santa cruz mountains and into california and get this, by 5:00 cleared out. we'll see patchy fog tonight. we get our next storm that moves in on wednesday night. i do want to show you your afternoon highs. comfortable in the 50s. i'll get into your full forecast in a few minutes. first let's check in with mike. all right, vianey. tapering off by mid morning. that's what i do as well. let's look at the maps and we're talking about the green highlighting, also the green sensors. the green sensors are speed sensors. you are basically at the speed limit. you may want to temper that speed because of the slick roadways, the green highlighting where it will be especially slick. over here i've circled the interchange east 24 to

c1 2 2 b1 c21 good morning. it is 5:15. we are off to a mild start. temperatures right now in the 40s and low 50s throughout napa. 51 degrees, novato 43. the last of the rain making its exit. what to expect for the last week of 2020 when it comes to your forecast. i'll have details on all of it coming up in just a few minutes. mike?

and a mild start, vianey, for the amount of traffic. but as far as those conditions vianey is talking about, the rain, the slick conditions across the san mateo bridge. wind is not as much a factor today. it's just the slicker roadways. do be careful as traffic starts to build. we'll show you what else is changing out there. well, good morning. a very happy monday to you as well as we wind down the year. l may see some selling on wal street as investors take a loss. they do that intentionally for tax purposes. ough that might not be today. futures showing up arrows again. chris pollone told you the president signed the spending bill after threatening to veto it. that's part of what wall street is looking at this morning as investors keep piling in and the markets keep going up. now one measure shows a lot of investors are using margins and credit to buy shares which alarms more conservative traditional money managers. for instance, if you buy abc

company at $10 a share and it's worth $50 now, you can use that equity in that stock to buy more stock. but your whole stock portfolio is resting on people lending you money. so if abc company starts to fall, they're going to ask for their money back. that is called a margin call. and it can be very dangerous for investors. young, aggressive investors don't seem to worry about this. old conservative investors do. tesla is a good example of a skyrocketing stock up more than 700% on the year. an analyst says tesla risks becoming the next america online, he says. aol was the stock darling at its height only to fall behind competitors. that analyst making a lot of headlines with his predictions. tesla out with new features marcus will tell but in a second. shares in the south bay zoom doing incredibly well as we continue to be locked in. the creator of zoom holds about $17 billion worth of stock in his own company. that puts him on the list of the

top 100 richest people in the world. eric originally made zoom so he could video chat with a girlfriend. and constellation brands has been going over its books and says sales of its corona beer were largely exactly the same this year as last year. you may recall at the start of the pandemic there were big questions whether americans would buy a beer that had a similar name to a virus. and it turns out, marcus and laura, americans understand the difference between a virus and a beer. you can't always get them to wear a mask or stop traveling, but we do understand our beer. >> all right. know your beer. all right, scott, thanks. 5:18 and tesla's new software update gives people the ability to use a new boom box mode which can broadcast custom audio outside the car.

that boring honk sound, you can choose applause, can play goat noises. this is to annoy the neighbors and the general public, yes. you can also add up to five custom sounds using a usb key. it plays after the conventional >> might think the taco truck is coming. "wonder woman 1984" shattered records. box office debut comes in at nearly $17 million. the largest opening for a movie during the pandemic. keep in mind only about a third of u.s. theaters are open right now. news of the world and "the croods" round out the top three. "wonder woman" the big holiday weekend winner. probably because a lot of people were off, maybe got the chance to relax and enjoy it.

we are enjoying getting more rain. vianey in for kari. we did have rain for so long. now we're getting it. no complaints from me. yeah, it's a welcome sight especially considering what a dry year we had when it came to rain in the bay area. made for a rough fire season. we're welcoming more rain in our sights. a beautiful view over san francisco. 50 degrees right now. a great way to start our morning, not too hot, not too cold. right in the middle. and a live look over san jose, pavement. the monterey county area, santa cruz mountains saw the rain early on. let's take a look at the hour-by-hour outlook. by 7:00 a.m. we see a couple

near los gatos. rain but, remember, san jose falls in the rain shadow. fast forward the time line through 10:00, 11:00 a.m. and the majority of the rain will be gone. the next thing we'll be looking out for is our next storm that moves in on wednesday. temperatures will be in the upper 50s today. we're talking 57 for san jose. 56 for napa. the next seven days, we have a pretty active weather pattern ahead, as i mentioned, we get a afternoon as well as tuesday but foggy start. and then by wednesday night we're going to get another system that moves in really late, but it's going to be very brief. not a huge rainmaker but could bring showers early on new year's eve. and then 2021, the first weekend, is looking like a rainy weekend into the first weekend of 2021. mike? all right, vianey. look at that. how far ahead she looks, into the next year. that's how accurate she is. looking at the roadways right

welcome back. 5:25. a member of the u.s. army special forces has been arrested after allegedly shooting and killing three people at a bowling alley in illinois.

the 37-year-old suspect has been charged with multiple counts of murder and attempted murder. he is due in court today. a motive for the shooting unknown at this time, but police believe it to be random. oakland police have launched an investigation after a statue of breonna taylor was smashed into pieces. it was installed just two weeks ago in memory of the emt worker who was fatally shot during a police raid in march. the artist who created the statue has raised over $4,000 to have it replaced. beverly hills city leaders cracking down on a secret new year's eve party planned by a well-known restaurant. la scala placed an invitation inside carryout bags. after someone posted the invite online it caught the attention of beverly hills police. let's talk about our holiday leftovers. the food -- not the food, though. >> no, no, no, we're talking

about the piles of cards, miles of ribbon and mountains of wrapping paper. we asked consumer investigator chris chmura how to deal with holiday waste. >> reporter: this package is now a mess. let's figure out what to do with it. we're going to use guidance from the city of san jose. let's start with bows and ribbons. san jose says all bows and ribbons cannot be recycled. they can be thrown in the trash. or you can save them and reuse them next year. wrapping paper is easy to reuse, too. well, some of it is. it's okay. san jose says aggressive unwrappers can recycle most wrapping paper. one rule, the shiny stuff. san jose says wrapping pape they're is shiny or contains foil or metallic pieces cannot be recycled. reuse or trash that stuff. the same goes for tissue paper. the city says tissue paper contains the wrong fibers for recycling. you have three choices, reuse it, trash it or compost it. as for cardboard boxes they're generally recyclable.

the city recommends you flatten them down to save space and helps with sorting. greeting cards made a big comeback in 2020. what do you do with all of those? san jose says you can recycle them. but first, remove parts that have glitter, foil, metal charms, and ribbons. a crafty alternative, use this year's card to make gift tags for next year's prenltsents. you might tickle friends and family using their card on their 2021 gift.

tracking for this afternoon. we're going to clear and enjoy cool temperatures this afternoon with temperatures in the upper 50s throughout the entire bay area. we have rain chances that will continue into the middle of the week. we're talking wednesday night into thursday and also next weekend. so i'll have the full forecast in a few minutes. mike? vianey, my headline is just this live shot we have from our golden gate camera. we do have a wiper for the lens. it's not being used right now. that's why you need to make sure your wipers are in good condition. water will splash up. you see the headlights go past you as well. looking at the maps, though, and no problem as far as the speeds. everybody is able to go at the limit. actually the note this morning is slow the speeds because the green highlighting shows all around the bay there are slick roadways, marcus. back to you. >> thanks, mike. a live look at sfo. travelers from the uk are learning they must face an extra step before they are allowed to

travel. this in response to what health officials are calling a mutant strain of the coronavirus. "today in the bay's" cierra johnson live at sfo to talk about what steps are being put in place to try to contain this new strain of the virus. cierra? >> reporter: yes, good morning, guys. let's talk about how many people decided to travel in the days surrounding christmas. at this point the tsa says they screened 1 million americans in the last couple of days. this, of course, in the midst of a pandemic that's deadlier than ever. according to the nation's top doctor, the deaths will only it continue to grow. tsa says sunday's traffic was 45% of the traffic a year ago but for many the concern is still there. for one, the holiday season isn't quite over. new year's eve is still days away. many of the larger celebrations have been canceled there's still the concern about people gathering this while many communities across the country right here in the bay area as

well have a small percentage of their icu beds available. >> when you're dealing with a baseline of 200,000 cases, new cases a day, and about 2,000 deaths per day with the hospitalizations over 120,000 we're really at a critical point. >> reporter: and you all mentioned that mutant strain out of the uk. the cdc announced new testing requirements for those traveling from the uk must present a negative covid test within three days of boarding the flight to the united states and according to the cdc those individuals coming from the uk without proof, without being able to show that negative test will not be allowed to board that flight. there's a lot of new restrictions in place if you are coming from that portion of the world. we're live in front of sfo. cierra johnson for "today in the bay."

>> thank you, cierra. vaccinations across the european union are officially under way. doctors, nurses and elderly rolling up their sleeves in a coordinated rollout for 27 nations. in spain one of the epicenters of the outbreak, the first two shots happened. in italy a nurse became the first person in that country to receive the covid vaccine developed by pfizer. and a 78-year-old french woman said she was emotionally moved when she received the first vaccination in the country. it happened at a hospital on the outskirts of paris. well, california now has the second worst covid surge in the u.s. the map right here showing the average number of daily cases in the country over the past week. california's positivity rate 95 cases per 100,000 people. only tennessee, you see right there in the mid south, the state only seeing the lowest rate for you right now is hawaii. the news comes as california's numbers don't seem to be getting any better. just yesterday we can tell you that the state -- well, the

state added more than -- actually 50,000 new infections. the overall total now exceeds 2.1 million, more than 24,000 people have died. santa clara county's health leaders are already bracing for a surge on top of a surge. right now there are just 25 icu beds available in all of santa clara county. many hospitals are postponing some elective surgeries to focus on the incoming covid patients. county leaders are urging people wanting a covid test to stevisi covid testing sites. >> getting tested not a passport to travel. it's not a passport to gather. given the prevalence of covid in our community right now, we all need to behave as if we may be carriers, that we may transmit covid to other people. >> listen to this. doctors say 40% of people who have covid are asymptomatic. as a lot of people return

from the holiday weekend and head into new year's eve, many bay area counties are ramping up testing. this as icu bed availability running alarmingly low. this is in the bay area to los angeles, which is now the epicenter of the outbreak. santa clara county offering pop-up coronavirus testing in san jose at emanuel baptist church. testing available at santa clara county fairgrounds and los gatos adult recreation center. free testing tomorrow in the parking lot of mitchell park library. and, of course, we continue to track the number of new cases in the bay area county by county to see where things stand in your area head over to our website, nbcbayarea.com. eddie garcia plans to speak to the media about his new position as dallas' top cop, the first latino chief for that city. garcia spent 28 years at sjpd where he moved up the ranks from

patrolman to chief. the department in dallas is three times the size of san jose's. garcia's first day on the job is february 3rd. happening today in the north bay end of fire season. cal fire making the call as cooler temperatures and rain moves in. santa rosa fire department marked the end of its fire season two weeks ago. this year's fire season was one of the most destructive in recent history there were 600 wildfires in the north bay alone. catastrophic season lasted about one month longer than the previous two fire seasons. well, this morning our storm ranger busy scanning the skies. rain moving across parts of the bay area, as you can see right now. radar really lit up in green there. we have a live look outside at walnut creek and in fremont as well. when i woke up early this morning that alarm went off, i heard the rain drops coming on down. vianey arana is in for kari this morning tracking it all for us. how long is it going to stick around? well, it looks like we're

going to be in the clear quickly which is good if you have some errands planned for your day. it's monday so people are heading back to work. the scan is still showing a couple showers pushing through right now to areas north of the golden gate bridge in through half moon bay we had a couple showers. santa cruz as well. and here is a look at your microclimate highs for this afternoon. we're talking 50s in the forecast. 57 degrees in san jose. notice it shows a combination of sun and clouds. so by this evening we should be dry and we're going to get some patchy fog overnight into early tomorrow morning. a dry tuesday but then changes ahead. more details on that in a few minutes. first let's check in with mike. vianey, a disturbing report from the south bay. as we look at the map overall, the green sensors. so the commute itself, there's not really a commute right now but slicker roadways and this for the south bay. 280 at the 10th or 11th street

president trump has said he was going to veto that massive bill which combined the coronavirus relief with the government's overall budget. so two bills in one. the president said he wanted bigger checks to go out to the american people, but he really could not find the support in congress. he complained the money on things -- there was money in the budget on things that had nothing to do with coronavirus. this echoes a complaint people have been posting to social media. >> it's called the covid relief bill, but it has almost nothing to do with covid. this bill contains $85.5 million for assistance to cambodia. $134 million to burma. >> so, first of all, it was not called the covid relief bill. it was the omnibus appropriations and coronavirus relief package. the payments to burma come from the first part, the omnibus, the overall spending budget for the u.s. government.

we give burma money every year in the form of foreign aid. it's not part of the coronavirus relief plan. it's just the policy of the united states government. now, remember, congress has approved budgets, presidents set them. congress can make changes but largely the budget the executive branch sends to the hill is the budget congress will pass. and it contains all kinds of things. >> $7 million for reef fish management. $25 million to combat asian carp. $2.5 million to count the number of amber jack fish in the gulf of mexico. >> he's absolutely right. if you look at the line items, the budget does spend a lot of money talking about fish, which is an important natural resource to the federal government that they manage. again, congress combined its yearly spending bill with its coronavirus relief bill which you can argue it shouldn't have. it should have kept those separate. that's what allows the president to wonder out loud why americans

are getting $600 and burma is getting money at the same time. the president's delay in signing the bill delayed money for out-of-work americans, unemployment benefits set to expire did expire in the time between when the president got the bill and when he signed that bill. so there's going to be a gap there. house democrats were happy to hear that the president wants $2,000 checks to go out to americans and will vote on a bill today to make that happen. but there's absolutely no chance of it passing the senate. congress also has to deal with the president's veto of the defense spending bill, a routine bill. from white house and the pentagon. the bill did not include new rules for twitter and other social media the president wanted though the bill has nothing to do with social media. so he vetoed it. congress will either have to change it or vote on it again to override the president's veto. we're watching everything that's happening in washington.

now. and let's take a look at doppler radar. you can see the satellite. now the majority of the rain into the central coast, l.a. definitely getting some of it. we did see some rain pushing through the santa cruz mountains along with the portions of the south bay. a couple of showers pushing through san francisco right now. hour by hour outlook the majority of the rain clears out by about 9:00, 10:00 a.m. and then we see our next storm move in wednesday night. let's take a look at what you can expect when it comes to daytime highs. we'll be in the 50s. 57 degrees in san jose. 58 in oakland. 56 in napa. a combination of sun and clouds. looking out to the new year. clearing and cooling skies. late wednesday night into early thursday morning, which is new year's eve, we'll see another storm system move in. that will not be a huge rainmaker. however, it looks like a better chance of seeing heavier rain push in and sunday.
