it's going to be really scary for small business. especially since we can't eat outdoors anymore. >> right now at 4:30, struggling to survive. the dire setback restaurants and businesses say they're facing as the governor warns our stay-at-home order could be extended. plus, rolling out help. the steps the state is taking this week to help those falling financially behind. and next in line -- the breakdown of who is set to get the next round of covid-19 vaccines. also, what's being done to speed up things. i'm laura garcia. >> and i'm marcus washington. mike is keeping an eye on the commute this morning. let's start out with the forecast. vianey in for kari. we had the rain yesterday morning. today looking nice out there. it is. we're getting a little break from the rain. today is going to be a quiet day when it comes to the radar, but the temperatures are comfortable as you wake up. a very cool 43 degrees in san francisco. chillier in through the interior valleys. san jose dipping down into the low 40s. 42 degrees. and we can expect to see no rain today. so today is going to be our dry day, but take a look at doppler radar and satellite. you can see over the bay area there's nothing going on. out in the pacific is where we're monitoring heading into not just new year's eve but also into the first weekend of the new year, 2021. i'll have full details coming up in a few minutes. mike? i see what's going on in the pacific but i'm glad you're

there to explain what it means. what the green sensors mean, that it's your typical early morning as we approach the end of the year. no slowing. maybe a little bit through oakland and i'll talk about that coming up. i did want to show the approach of the north bay. contra costa county to the toll plaza. a different live view this morning. very light traffic, of course. the flags are calm and the roadways are dry. back to you, laura. thank you, mike. will the governor's stay-at-home order be extended? a decision on that is expected later today. at a news conference the governor himself says a stay-at-home order is certain for regions likely depending on covid-19 cases and hospitalization numbers that will be tallied and finalized. one small business owner says the shutdowns are making it hard for his employees. >> and people need to work. they need to pay rent. they have a family, needing to

buy groceries. >> there are two regions that are set to be extended in california. that's san joaquin valley and southern california. >> here is a closer look at why the restrictions may be extended in southern california in san joaquin valley. they have zero icu beds available. the bay area dropping to 9% of icu beds available. here is a look at this county by county and six bay area counties you can see here we have that map for you this morning, and you can see that most of them there in the red zone. that's san mateo, santa clara, contra costa, napa and marin county. solano county dropped below 15% just hours ago. santa clara county with 2 million people has 5% availability. in the race for a vaccine beginning today local senior living facilities in sonoma county are expected to start injecting its residents with the

covid-19 vaccine. >> we have an outstanding team -- >> today the county was on tap to receive 5,800 doses of moderna's vaccine nationally. about 2 million people have been vaccinated so far. that falls short of the federal government's goal to get 20 million injected by the end of the month. it is complex due to several steps it takes to make sure someone is fully vaccinated. >> fortunately we have enough to deliver vaccines rapidly. once it opens up to the broader population, it still is going to require additional logistics. >> yesterday governor newsom laid out who will get the vaccine next in phase 1b including people 75 years old and older. teachers, child care workers, and grocery store workers as

well as farmworkers. now to a live look at capitol hill. covid relief checks will be issued in just a few weeks. here is the issue. how much will each person get? as jean elle plays out, people's lives and livelihoods play in the balance. >> reporter: small business owners say they don't understand why it took nine months for elected officials in washington to pass a second round of financial relief to get help to main street and the people who support it. some say it's too little too late. >> i've skipped multiple paychecks so my employees can get paid and i can pay rent. >> reporter: he has three new balance fitness studios. like most who can't operate during covid-19 shutdowns, he needs financial help to survive. >> haven't been able to pay full rent since may. >> reporter: congress passed a second federal stimulus bill and the pred signed it. small businesses can once again get forgivable loans.

a restaurant owner says she is counting on it. >> especially with the dine-in and the patio and everything else closed, i don't know how we won't survived if we don't get more support. we absolutely do need it. >> reporter: people making under $75,000 will get $600, maybe more. the house voted to increase it to $2,000. but the senate still has to agree. cox says whatever is decided ten months into the pandemic is not enough. >> every small business own certificate in that position where i'll take anything i can get. $600 is great. $2,000 is better. this is literally like putting a band-aid on a massive laceration. >> reporter: the bill also extends the eviction moratorium another month. a life line that will help keep his studios in place, but for how long? >> this stimulus, we'll take it. we need it. but what is it? we need to work. that's it. that's the bottom line.

>> reporter: jean elle, "today in the bay." a san francisco city leader is helping the struggling nightlife. matt haney is pushing for a no covid-19 relief fund. the money would go to san francisco's nightclubs and entertainments venues forced to shut down. a recent press release from the supervisor's office cites a city controller's report that shows san francisco nightlife is responsible for more than $7 billion annually just for the local economy. the industry employs more than 63,000 people and has generated $80 million in sales tax. the board of supervisors plan to propose that next month. a new study is showing how far your dollar will go in the city if you're trying to make it in the bay. bloomberg business week looked at the data to understand how much someone's salary would change in major cities compared to the cost of living.

the two worst are here in the bay area. if someone were to move and made $100,000, they may want to rethink the bay area. san jose took the top stop as the worst meaning that your salary won't match how expensive it is to live here and second with san francisco. the best city was houston, texas. you know what you can't beat and it is free? the weather. we're getting a little taste of winter overnight. vianey, it's cold out there. the weather may be free but i still feel it in my rent. in california we pay for the weather. let's talk about your current temperatures. 40s and 30s right now. it is cold up in the north bay. 38 in concord. 34 in livermore and let's take a look at your daytime highs for this afternoon. so we're going to be mostly sunny. no rain today with a little bit

wall street is set to open higher adding to yesterday's rally which saw the dow, nasdaq and s&p 500 close at new record highs. the gains came after president trump signed the $900 billion coronavirus relief package including help to most americans. stimulus, vaccine rollouts and continued economic support creates a positive backdrop for stocks going into 2021. the s&p 500 is up 15%. the nasdaq more than 43%. investors flocking to apple, amazon, facebook among others. in focus consumer confidence. boeing 737 max is about to fly with passengers in the u.s. for the first time in nearly two years. american airlines will use the jet on a roundtrip flight from miami to new york. american wouldn't say how many seats it's sold but only one ticket was still available as of yesterday morning. some flyers are still nervous.

samsung's struggling business is getting new life. as the demand is high, smart phones and computers. samsung says production will continue through the first few months of 2021. global tv shipments jumped 40% in the third quarter. marcus and laura, back to you. >> thank you. 4:45 this morning, and all new for you, yeah, new steps towards delivery by drone. the faa has just released new reels for us. among them drones will have to i.d. themselves through a government tracking system and must have lights for nighttime operation and no exposed rotating parts that could cut human skin. amazon and u.p.s. are testing drone deliveries but it will be two years before the new rules take effect. hbo max and disney plus got

yes, something to look forward to but, like i said, we're going to leave 2021, let it do its thing. that's all i will say about 2021. 42 degrees in san jose. a beautiful start to our morning. it is colder, though, compared to yesterday where we had that mild start in the 40s and 50s. how much colder is it? look at napa, 34 degrees. novato, also in the 30s concord a cold 38 degrees. and let's take a look at doppler radar and satellite. this tells our next story which is today it's going to be calm. we do have some fog out there. we have some fog rolling through, some moisture in the air from that initial system that passed through. sunday night into monday morning. radar is calm. our temperatures will be in the

50s and 60s. we're tracking rain heading into tomorrow night. we'll start our day dry and later into early thursday morning is when the rain will move in. the reason for that is this initial storm that will pass by tomorrow not a huge rainmaker. a couple hundredths of an inch. the first weekend of the new year will be a pretty active one. the wednesday storm, look at this, in terms of rainfall totals, we'll see the higher rain totals for the higher elevation areas including up to ukiah, will move north to south quickly. not a big storm. and more sierra snow because of this active weather pattern. several inches starting tomorrow night, some dangerous conditions up there but especially into the weekend. take a look at the next seven days. in san francisco we get that rain moving in late wednesday night and over the weekend we have rain, rain, rain, which is

really good. mike, back to you. >> all right, we like 2021, i know you're not tempting anything, vianey. taillights around the coliseum. things are slowing down because of that construction we talked about. a look at the map where the construction zone starts and ends at 23rd and that's supposed to be in both directions but you see the northbound side. that's the one impacted getting to the bay bridge. on the bay bridge no updates as far as any lanes blocked but the crash near treasure island. i did hear about some swerving there and some folks are arguing or having a verbal dispute. nowhere south of the bay bridge for any slowing. >> thank you, mike.

anyone thinking of traveling to the city of angels, well, there's something you need to keep in mind. a ten-day mandatory quarantine for anyone arriving into l.a. county. for the past few weeks between 13,000 and 15% new infections each day. southern california continues to deal with zero percent icu bed capacity. southern california businesses are taking a stand against health leaders demanding they reopen. 25 gyms in san diego are suing the county saying their data is insufficient saying people working out indoors is dangerous. several gyms had to move outdoors or close down. attorneys for the gym owners argue retailers pose a greater risk of exposure than gyms. >> enough is enough already. stop interfering with gyms'
