side slowing between the coliseum and 29th. they are starting to move better for those speeds. an easier drive as crews are clearing now from overnight. the disabled vehicle looks like it's cleared as you get across the span. perhaps a minor fender-bender. again, no impact on the speeds. the rest of the bay, you're at speed, laura. back to you. thank you very much, mike. 5:02 right now. new overnight, two people are found dead inside an rv in the south bay. firefighters and officers found the two just after midnight at the marketplace shopping center in san jose. police say there's nothing indicating foul play, and the case has been turned over to the coroner's office. a big rebuke for president trump and a showdown looming in the senate over how big that coronavirus stimulus check will be. chris pollone is live in washington with the latest from capitol hill.

chris? >> reporter: yeah, marcus, good morning. the house of representatives has voted to override a trump veto for the first time in his presidency over a big military spending bill. now the question is will senate republicans back the bill or the president? a bipartisan rebuke for president trump. >> the ayes are 372-87. >> reporter: the majority over the national defense authorization act. the first time it's happened during the trump presidency. mr. trump said he vetoed the bill for the renaming of bases and because it fails to strip liability protections from websites over what their users post. >> the bill is passed. >> reporter: the override followed a close vote in the house a move pushed by the president but backed by democrats. >> yes. >> this is not a stimulus.

it is not. and it does nothing to help get people back to work. >> reporter: it sets up a test for those who oppose increasing the stimulus checks. >> i am telling donald trump don't just talk about it. act. the senate republicans have followed you through thick and thin. get them to act and support the $2,000 checks. >> reporter: but there's no guarantee mitch mcconnell will bring the measure to the senate floor for a vote. and to that end the independent senator from vermont, bernie sanders, said he will object and hold up a vote on that trump veto override until there is a vote in the senate on the stimulus checks. live in washington, chris pollone, "today in the bay." >> now let's talk about the race for a vaccine. vice president-elect kamala harris and her husband are scheduled to receive their first doses.

including president-elect joe biden, vice president mike pence, house speaker nancy pelosi and dr. anthony fauci. this is since the start of the pandemic. more than 335,000 people have died. california to see an uptick. the state department of health announcing more than 33,000 new cases just yesterday bringing california's overall total to more than 2.1 million. more than 24,000 people have died in the state. will the governor's stay-at-home order be extended? a decision is expected later on today. the governor himself says a stay-at-home order extension for certain regions is likely depending on covid-19 cases and hospitalization numbers that will be talliednd finalized.

one small business owner in danville says the shutdowns are making it hard for his employees. >> and people need to work. they need to pay the rent. they have a family, need to buy groceries. >> trere a two regions that are set to be extended in california, san joaquin valley and southern california. those two areas have an icu bed capacity of zero right now. the numbers in the bay area not as clear. they're still finalizing. the count here fluctuates daily. a decision won't be made final until later today. tahoe hoping that the icu capacity numbers hold up as an increasing number of people heads to the slopes. the mayor of south lake tahoe says they can't stop people from coming since the nevada state line is so close. even governor newsom is encouraging people to go skiing

as it's a socially distant activity. icu capacity in the greater sacramento region is at 16.6%. cruiseships are coming back to california. princess cruises, holland america and norwegian will start docking in los angeles this week and through next year to re-establish operations in u.s. waters. they won't have any passengers and will only dock to fuel and supply. they will need to show cdc guidelines are being followed. much needed help for those struggling to make it in the pandemic. the state will open up applications to its grant program. the half a million dollar effort will provide qualifying businesses up to $25,000 in grants focused on those underserved most during the

the recent rain here, does that mean pretty good snowfall? do we have more on the way? yes. so we have a good update on the sierra snowpack and i want to start out with a live look using caltrans cameras along i-80 in the sierra. we have already had some snow that fell on christmas morning and we do have more snow on the way. i want to give you an updated sierra snowpack to show where we currently stand from the north central and south portions of california. statewide at about 55% of average. doing okay and the good news is that we have plenty of snow on the way. take a look at this. now this time line i'm taking it all the way through tuesday, january 5th. how about that for snow. kingvale, 57 inches up through truckee. 32 inches. again, this is sort of an accumulation of not one storm but two storms, possibly even

a very happy tuesday to you. more records on wall street, even as we ghetto close et so c end of the year. the dow set a new high as did the s&p 500 as did the nasdaq. the nasdaq up more than 40% on the year. investors feel tech stocks are safe in uncertain times. the future probably holds an iphone and some netflix. as chris was showing us the senate did pass the house with some republican support. we'll talk more about that as we talk politics in half an hour. it does not look like the president will get his way on section 230. he wants changes to that communications law so that websites and social networks like twitter and facebook would have greater legal responsibility for what people write on those sites. the president says that will mean twitter will censor him

less. if they lose protections they'll censor more not fewer. the president wanted that rule change as part of the defense spending bill. when it wasn't there, he vetoed it. congress is in the process of overriding that veto. a far bigger issue for the president is, as far as twitter goes anyway, what happens three weeks from now when he's just another american. twitter sometimes suspends accounts from regular americans if they say some of the things that the president has been saying as president. in just a few hours american airlines will fly the first paying customers aboard a 737 max since the two crashes in that airplane. the faa says the plane is safe to fly again. the flight takes off from miami at 7:30 this morning our time headed to new york. now a resint poll shows most

it could be made as early as today. monday governor newsom provided an update on covid cases and icu beds and the other state regions including san joaquin valley and southern california. both will have their orders extended and both have zero icu bed availability. the bay area, the numbers seem to be fluctuating and the governor said the numbers used to make that decision. for many business owners and potential customers the decision is nerve-racking. >> i think it will be scary for small business. especially since we can't eat outdoors anymore. >> reporter: california's health and human services director will host a videoconference today to provide an update on some of the numbers and the potential of that extension for the bay area. that will take place on youtube.

5,800 doses of moderna's vaccine. nationally 2 million have been vaccinated so far falling short of the goal to get 20 million injected by the end of the month. doctors say the vaccine rollout is complex due to several steps it takes to make sure that someone is fully vaccinated. >> at stanford we have an outstanding team that's been able to deliver incredibly rapidly. once it opens up to the broader population it will require additional logistics. >> governor newsom will lay out who will get the vaccine next in phase 1b, people 75 and older, teachers, child care workers, grocery store workers and farmworkers. now to a live look at capitol hill where the president has signed that covid relief bill, small business owners have been calling for help now. they can once again get some forgivable loans. people making under $75,000 will

more than $7 billion annually for the local economy. the industry employs more than 63,000 people and generated $80 million. the board of supervisors plans to discuss that proposal next month. >> we all know the bay area is an expensive place to live. just how far your dollar will go. bloomberg "businessweek" showed the data compared to the cost of living. the two worst right here in the bay area. for someone making $100,000 a year, may want to rethink moving to the bay area. san jose is the worst spot. they also named houston as the best city to live if you're making $100,000. oh, you can't beat some of

on the left the passage of a bill that would increase the stimulus payments to $2,000, supporting by trump and the democrats. on the right overriding the president's veto for the first time ever. the first time it's ever happened with enough republicans rebuking the wishes to make that happen. president trump had blocked the defense bill because he wanted it to include changes to the rules that internet sites like twitter and facebook had to follow. he wanted congress to strike down plans to change the names of some military bases as well. he did not get his way. he vetoed that bill. the house has overridden the veto and it's up to the senate to do the same. here is where things get really interesting. senator bernie sanders has indicated he will hold up the defense bill vote unless senate majority leader mitch mcconnell also agrees to a vote on increasing stimulus checks to $2,000. something mcconnell doesn't even want to bring to the floor. so the president re-tweeted

support for bernie sanders earlier on twitter. to sum up, president trump, bernie sanders and the democrats are on the same page on a single issue and senate republicans now have to decide when it comes to the stimulus checks and the defense bill, whether they stand with the president or the republican party. there are 22 days until joe biden is president and he says civilian leadership in the office of management and budget are not working closely enough with his transition team something those officials deny. there's just a week until the georgia elections. the senate will be controlled by the democrats. if one loses the senate stays in the hands of republicans. definitely congress in focus this morning. we'll be watching all of it and talking about it on twitter. i'm @scottmcgrew. >> thanks so much, scott.

5:45. the covid surge continues and people are turning to testing not exclusively because they feel sick but to see if they're in the clear to celebrate new year's eve with friends or family. public health officials say that's misguided. kris sanchez joins us live from palo alto where a self-testing site opens today. kris? >> reporter: this is kind of exciting for folks who have been apprehensive about the covid testing. here in palo alto folks will be able to administer the test themselves. they'll have to swab their nose so this is one of a number of new testing sites kicking off today. this week there is a lot of

demand. bay area hospitals are seeing the surge in patients pushing it to the brink. as of yet we saw -- as we saw over thanksgiving and christmas a lot of folks are counting on testing to feel safe. doctors say that strategy is flawed. >> the intubation period and superspreader events and asymptomatic people that can spread it, too. we don't know what the peak will be and that's the part about it. we are already overwhelmed with the number of patients coming in. >> reporter: public health leaders are responding people the emergency room is for emergencies only. do not use it as a testing site. the testing here starts at 10:00 this morning. if this is not in your neighborhood you can find a

place where you can test in your own neighborhood. we have a full list on nbcbayarea.com. >> kris, what kind of spike does the testing data show? >> i was looking at that earlier because the public health departments do put it together and put it out. the spike now is the same spike we saw before christmas. it does seem people are using the testing strategy to make sure they can gather safely but the incubation period is long and we know that there could be up to five days between when you were exposed and contracted it and showing symptoms. a lot of our younger people don't show many symptoms at all. >> they say 40% is asymptomatic. >> reporter: that's scary.

anyone thinking of heading to the city of angels for new year's eve holiday there is some information you need to know. health officials issuing a ten-day quarantine similar to a san francisco measure put into place earlier this month. l.a. county has seen between 13,000 and 15,000 new infections each day. southern california continues to deal with zero percent icu bed capacity. businesses in southern california are taking a stand against health leaders demanding they reopen. 25 gyms in san diego are suing the county saying their data is insufficient to suggest people working out indoors is dangerous. several gyms had to move outdoors or close down because the county is in the most restrictive purple tier. attorneys for the gym owners argue retailers pose a greater risk of exposure than gyms. warriors have a chance to get back to .500 today with a win tonight. now they take on the pistons in

5:58. new this morning and an all new step towards delivery by drone. the faa has just released new rules. drones will have to i.d. themselves through a government tracking system. they must also have lights for nighttime operations and they cannot have any exposed rotating parts that can cut human skin. it will take two years before those new rules take effect. 5:58. the annual confetti test is set to happen. this is a live look at "new york times" square. look how quiet it looks.
