hill to explain why. chris. >> yeah, marcus, good morning. the senate is in session today on the last day of the year. the number one priority passing that key military spending bill now that it appears efforts to raise stimulus checks from $600 to $2,000. days after president trump said it would be a death wish if republicans failed to back bigger $2,000 stimulus checks, it appears any hope for the increased payments is gone. >> the senate is not going to be bullied to democrat rich friends who don't need the help. >> reporter: mitch mcconnell packaging the measure into a new bill with two unrelated measures pushed by president trump. mcconnell's move is designed to kill it. >> is this where senate republicans will draw the line? $2,000 checks for the american people. that is a bridge too far. please. >> reporter: some republicans

joins us live. bob, is the city taking any action on this? >> good morning to you, laura. danville police confirmed to nbc bay area it is and other businesses. the police department would not confirm the number or amount of fines, but we do know that the fines could be as high as $1,000 per day. this is what ittic l ilooked lit night. you could see it outdoor dining area and covered patio area and they were open for business and crowded even though the current health only allows pickup and delivery of food. reached out incontro's owner who did not want to comment. specifically the support after the owner heard they were being fined for staying open. >> outdoor dining, you're

pushing people into people's homes and making people sick. >> it's just a meal. people going to the malls and going to costco and safeway. >> across the bay and pacifica a group of brewery and bar owners about 70 people in all protested against the current closures. one bar owner said she's merely asking to resume outdoor service and she would follow all safety protocols. bob redell "today in the bay." here's a closer look at icu bed and six areas in the red zone and that is less than 15% availability. san mateo county dropped to 4%. you can see it right here. then take a look right here. napa county 0% and capacity is also low around the state. southern california and san joaquin valley are still at zero availability. well, it's yet another example of hospitals taking extreme measure to try to keep

up with the onslot of patients. an orange county hospital is now treating 20 patients in a parking lot. uci medical center opened a mobile site to relieve pressure on its emergency department and in-patient care units. the county is currently treating more than 2,100 covid patients. 479 are in intensive care. inmate releases at san quentin are now being put on hold by the state supreme court. "the chronicle" reporting that california's high court wants to take another look at the releases. this all started in october when 75% of inmates or 2,200 inmates tested positive for covid. 28 died. soon after a california appeals court ordered the release or transfer of at least half of the prison's population. but made the order hearing from prison officials inmates or medical experts. in the meantime, more covid-19 cases at sonoma county

main jail. in total 28 positive cases there. county officials say they are looking at more measures to keep the infection from spreading. so, when will it actually be safe to reopen our schools? that's a conversation governor gavin newsom is having. he's now promising $2 billion in incentives to encourage california school districts to put together plans for in-person learning during the pandemic. his safety plan includes frequent coronavirus testing for students, teachers and staff. allen rock school district superintendent is reacting to his proposal saying there is more than just covid safety she has to consider. >> a lot of my students, yeah, are not going to have their caretakers. they no longer have their caretakers. whether it is a parent, a grandparent, an aunt, a neighbor. those are the people that are dying. >> sadly.

so many are dying. in january, the governor says he will ask state lawmakers to approve $2 million to give school districts who come up with a plan that actually pass some of those health guidelines. a new woman is on tap to over see. she is former director of social services. her resume includes more than 40 years in private service the it comes as the county is facing a huge backlog and fraudulent filings. 5:09. our storm ranger busy this morning. tracking rain across the bay area. here's a live look for you outside at sfo and fremont. the rain is already hitting the roads there. so be mindful of that this morning. vianey arana tracking the rain chances into the start of the new year. so, certainly a way to renew everything. the rain renews it.

allows things to grow. maybe we can look at that as we go into 2021, vianey. >> that is a fantastic way to look at it because it definitely does, right. it helps saturate out there which makes for less concerns over fire danger. it provides us less conditions of drought. so, great way to look at it there. now, we will be seeing that rain move out before sunrise, but a quick reminder. if you're heading to the beach at all, there is a high surf advisory in effect because of some strange rip currents. be careful out there. all right, mike, how are the roads doing? >> you know, the roads will be potentially slick out there, vianey. that is a concern as we look at clear conditions as far as the volume of traffic and we talked about a crash over here. highway 13. the mountain on ramp to highway 13 is just south of redwood road. that's a more major onramp there. but do note there is a crash there. not a spinout. two other crashes are spinouts on other side of the bay and the

point and enjoy because by tonight temperatures will drop, once again. details on our next chance of rain coming up in just a few minutes. mike, how are the roads? >> well, that last chance of rain came through, obviously, the forecast. when you have slicker conditions. so, a number of spinouts have been reported and nothing major, though. i want to show you the richmond bridge getting in over towards san rafael and westbound 580 shows light traffic and the sheen on the roadway. potentially slick as you make your way at freeway speed and at off ramps be careful and slow it down even though the volume of traffic is light right now. well, good morning, very happy new year's eve to you, as well. we probably won't be traveling any time soon as america struggles to distribute the vaccine. but when we do, don't take your support pony with you on alaska airlines. alaska has become the first u.s. airline to take advantage of that new department of transportation ruling that says airlines can restrict animals that passengers take onboard to

electors and it angered both sides. mitch mcconnell instructed his members of the party not to do it and even appeared to anger walmart which tweeted at the senator, go ahead. get your two-hour debate. #soreloser. as you might imagine, somebody made a mistake. walmart issued an appaology writing the tweet was mistakenly posted by a member of our social media team and we deleted the post and have no comment on the subject of certifying the electoral college. you know, marcus and laura, we have seen this before where there's some young social media person who on his or her phone has two twitter accounts and manages to post something to sara lee or mcdonald's that really sara lee, mcdonald's or walmart would not appreciate on twitter. >> not at all. >> better watch what you post. >> thanks, scott.

take it away, vianey. better not get him a convertible just yet. it was raining overnight. >> yeah, it was quick moving, though. we'll see most of that rain clear out before sunrise, which is great because that's going to make for an overall dry new year's eve. current temperatures right now in the 40s and 50s as you start out your day. running a lot warmer compared to yesterday morning. look at santa rosa and novato and ten plus degrees compared to yesterday's 20s. managed to dip down into the 20s in novato and frosty conditions. take a look at doppler radar and quiet down tonight into tomorrow. the first half of your friday will be beautiful, as well. if you look at the pacific, that is our next approaching storm and the first initial storm is set to move in tomorrow evening. so, let's take a look at storm ranger scan. up and running ever since christmas eve as we continue to track rain. right now things are quiet. today into the afternoon, we're talking upper 50s, low 60s.

so, very nice. and then tonight the temperatures will, once again, drop down as the clouds begin to clear out which is going to make for a cold night into early morning. we're talking 30s and 20s probably yet again. as far as our next chance of rain again, a quick moving system and couple hundredths of an inch. not everyone is going to see rain tomorrow night. things will clear out really quickly into early saturday morning and saturday is going to be an overall dry day. spotty rain chances here and there. our next system moves in sunday night into monday and then it looks like we have another storm lining up for the middle of next week into the workweek. so, it's going to be a pretty active first week of 2021 when it comes to the rain. mike, how are the roads? >> the overnight rain leaves a lot of roadways slick. do be kafl. not necessarily flooded with rain but slicker because they're damp, possibly wet. little different there. looking out to the map, an easy flow as far as the speed sensors

vanguard said your balance should be somewhere between three and six months of living expenses. i get it. that figure is way out of reach for many, many families. but it doesn't mean you should give up. one of the easiest things you should do to save more money is track where you're spending. lots of app promise to help you do that. they'll chart it all out and show you trends and identify places where you might be able to pinch some pennies. if you're not comfortable sharing your personal financial information with a company like i am, you can do it yourself with a simple spreadsheet. add your expenses each and every month. categorize where you're spending money. don't use labels that are too broad, though. food, for example, won't cut it. break it down into groceries and restaurants. now, it's possible that tracking and analyzing your every expense will still leave you with little or no savings at the end of every month. but you should still try. it's possible you will find some cash that you can stash away for a rainy day.

newern waing new warnings coming out from public health officials we all need to listen to, kris. >> san pedro square here in downtown san jose would be a pretty happening spot for new year's eve, but it should be as quiet tonight as it is right now this morning because of all those covid restrictions and indoor and outdoor dining shut down. that is the same story in san francisco where the famed fireworks show along the embarcadero will be shut down because the fog is shut down because of covid. police are planning to patrol areas where people generally gather. golden gate park shutting off the holiday lights exhibit and also closing several parking lots and marina green and restaurants like one market are still prepping festive new year's eve dinners but for folks to enjoy at home with just the people that they live with. >> this year we're doing to go and we're up to about 170 covers which is pretty good. 170 to-go meals and we still

despite state health orders some tribal casinos in san diego county still plan to go ahead with new year's eve celebrations. this is despite covid-19 infections recently linked to gaming. the california gaming association is calling on the attorney general and the governor to shut down tribal casinos due to the pandemic. it's confirmed that more contagious strain of the coronavirus is found here in california. it's the second confirmed case of its kind in the u.s. the recent case is a 30-year-old man in san diego with no travel history. on the "today" show dr. fauci said this morning that the new strain means everyone needs to be extra vigilant. >> this just underscores the need to continue to put our foot to the floor and pedal about making sure we do the public health measures that we talk about all the time. the wearing of masks and the physical distancing and the avoiding crowds and congregate

settings and this will prevent the new strain from spreading even further. >> dr. fauci also says the u.s. will catch up on the slow vaccine roll out in january and he believes by spring anyone who wants a vaccine will get it. the u.s. is expected to reach a 20 million mark when it comes to infections within the coming days. and more than 342,000 people started out alive in 2020 sadly will not make it to see the new year. in california, more than 30,000 new infections just confirmed yesterday. the state now has more than 2.2 million cases and around 25,000 deaths. for updates on the pandemic, including cases and the vaccine rollout, head to nbcbayarea.com. 5:37. new details this morning, vaccaville police say the canine punched by one of its officers is now removed from that officer's care. a warning you may find this video disturbing. it shows you the officer

punching the canine. that man who shot that footage says he thinks that dog was punched ten times before he started recording. the dog was checked out by a vet and is in the care of a third party. well, now to a follow up. the city of san jose now asking twitter and facebook to hide mayor sam licardo's address from some activist's posts. the city sent letters to tech giants saying the group from the black outreach san jose is organizing a march that could lead to his neighborhood again. not the first time activists went to his home. back in august people vandalized his home with spray paint. it's going to be a busy week for nbc bay area storm ranger. light rain falling in parts of the bay area and that's just the start as we kick off the new year with some wet patterns for you. here's a look at the wet roads this morning. you can see right there the bay bridge. take a look at that.

the snow in sierra, i mean, fresh snow for the sierra and i'm sure that is great news for those up there skiing "today in the bay" vianey arana has been tracking all of that this morning for us. vianey. >> good morning, marcus. we do have an updated sierra snow pack on where we stand statewide. 52% for the north and in the south, we're a little bit less than that. we will be seeing more snow on the way heading in towards late friday night early saturday morning. we feget another system and the early next week this one looks to be pretty decent rainmaker and snowmaker. look at kingvale 29 inches of snow and nice to see all that snow pack up there. all right, mike, how are the roads? >> up in the sierra, the i-80 and highway 50 have a chain control there. we show the snow and we show that with a live cam. out here live sensors on the map

and lit up green all over the bay. up here the top part of the map 680 southbound and there is a crash and may have your slow lane blocked and sounds like a spin out or a minor crash with a few vehicles on the shoulder and slow lane and then there is yet another spinout over here at powell eastbound 80 away from the bay bridge. we had a number. watch for the slick roadways and no major injuries. back to you. >> thanks so much, mike. 5:40 right now. new this morning people living near big sur are tired of mass of tourists clogging highway 1. major changes which could include a year-long moratorium on parking at the famous bridge. if you have seen "big little lies" everybody wants a picture there. >> those residents are not happy about it. hour-long delays for tourists and getting dangerously near the edge trying to take those photos. other proposals they're looking at right now is requiring

>> right. the reading that officially makes joe biden the next president of the united states with just the inauguration to go. mcconnell wanted to avoid a fuss because it would force his fellow republicans to go on record with a vote, marcus and laura. but republican senator from missouri josh hawley saw it differently and said he would object to the 6th reading of the college vote. it is under hawley's rights. he says following the 2004 and 2016 elections, democrats in congress objected during the certification of electoral votes in order to raise concerns about election integrity. they were praised by democratic leadership and the media when they did and when they were entitled to do so. but now those of us concerned about the integrity of this election are entitled to do the same. he's absolutely right about democrats objecting. some did at the reading of the electoral college. that made donald trump

president. and the president of the senate told those democrats to sit down. we've talked about it before. joe biden was the president of the senate when donald trump was elected. the difference between then and now is that the person did not have the support from the other side of congress and josh hawley does. which means hawley could force a debate, which democrats then could have time to talk about how republicans are blocking democracy. republicans will have to vote on the record whether they believe donald trump's claim os of vote fraud. doesn't matter how they vote. the house will never vote to stop biden from becoming president. but on the record is exactly what their leader mitch mcconnell was trying to avoid. mcconnell having trouble holding his party to his wishes in several ways. he's seen the president call for the resignation of the republican governor of georgia. the two senators running for re-election in georgia and support the house's democrat plan for $2,000 payments.

as we wrap up 2020 hard to ignore how covid-19 changed the world, specifically with businesses and while some industries saw a spike in demand, some businesses both changed and local mom and pops couldn't keep up with the demand of the pandemic or even keep the door open. cierra johnson is live to break down the impact the pandemic has had on so many of these businesses here. we're talking about staples here in the bay area. >> good morning, marcus. yeah, there are some businesses that simply could not survive what we know now at 2020. one of those is being cliff house. today is the last day they actually close for good in mid july but after 2020, this restaurant will be no more as we know it. this restaurant welcomed guests for over 150 years. the couple running the restaurant cite a dispute with the national park service over a lease combined with those dining restrictions that limited cliff house to just carry out. the owner says that takeout

model was causing the business to lose too much money and the business closed down for good in mid july. this icon is not alone and struggling to stay afloat in the midst of a pandemic. businesses big and small faced hardship in the third quarter, the most recent data available. the yelp economic impact report showed by the end of the third quarter 60% of the businesses that closed around the u.s. did not reopen. what were the hardest hit businesses? well, bars, restaurants and nightlife. that report also shows some of the states that were hit the hardest and should come as no surprise. those are the states that rely heavily on tourism. hawaii was hit heaviest during the pandemic and followed by california, colorado and nevada. not just some of the local mom and pop stores in your own community and bigger chains that were also impacted by the pandemic. some of those include chuck e.

5:58. park rangers are issuing a warning to tourists while a newly open park on the peninsula. the park has now been open for everyone for two weeks. the "mercury news" reporting rangers having trouble controlling all the visitors and some aren't cafollowing the safy protocols. they are consistently reminding people not to climb on the hill side and park on the side of the road and littering. they're still dealing with that. city leaders say that they may actually put more signs in the park to tell people and remind them to follow those rules. the end of the year is a tough time for many people here in the bay area. one south bay group is here to help. the hunger at home group in san
