what a way to wake up and say good-bye to 2020. this is a look at the map of the area. maybe you felt it. reach out to us. we want to know. no reports of damage or injuries just yet. but here we go. final hours of 2020. thanks so much for joining us this morning for "today in the bay." i'm laura garcia. >> i'm marcus washington. laura, i think i felt it here. i felt it around 5:4 2 and i we are where we sit here and the platform shakes more than the ground. yeah, i think i felt that. here we go, shaking our way out of 2020 into 2021. look, we're hoping for a lot of great things in 2021 including a forecast for us. vianey, rain is not a bad thing especially the year that we had. >> not a bad thing at all. yeah, you know, we had a dry year when it came to the drought conditions. we had a tough fire season and any time we see rain, this is fantastic because it helps saturate our soil and brings out the green vegetation and just all good things around.

san jose 44 degrees. you may have woken up and noticed a little rain out on the pavement. that is going to clear out by sunrise and once that does clear out we have a pretty nice day ahead. we're talking most of the peer conditions and temperatures in the upper 50s. the reason i'm showing you doppler radar if you notice out of the pacific north we do have some active systems heading our direction and that's going to mean rain for the first week of 2021 and more details on that in a few minutes. let's check in with mike. >> first a note on that quake. even though it was 3.6, kind of low by some bay area standards and doesn't seem like enough to have b.a.r.t. slow or check those tracks and everything is okay on that system there. slicker roadways and live camera first. the bay bridge toll plaza shows the sheen on the roadway. that's my concern. lighter volume of traffic and cars tend to be traveling a little quicker. watch those speeds. also wind shows on the flags on the right.

as we look at the map, we may have a disabled vehicle reported midspan, as well. westbound 80 around the treasure island tunnel and we're watching for an update on that. no major slowing and watch we had a number of spinouts reported, as well, earlier this morning. back to you. >> thanks, mike. if you're hoping to get more than $600 in stimulus money from the government don't wait for it by the mail box or look in your bank account. despite supports from president trump a key republican leader said there is no realistic pass to pass it. chris pollone is live on capitol hill to explain why. chris? >> marcus, that's right. the senate is in session today. but priority number one for them is to pass that key military spending bill now that it appears the effort to raise that stimulus money from $600 to $2,000 is dead. days after president trump said it would be a death wish if republicans failed to back

bigger $2,000 stimulus checks, it appears any hope for the increased payments is gone. >> the senate is not going to be bullied into rushing out more money into the hand of democrat rich friends who don't need the help. >> reporter: senate majority leader mitch mcconnell packaging into a new bill with two unrelated measures pushed by president trump. mcconnell designed to kill it. >> that is a bridge too far. please. >> reporter: some republicans like mcconnell say the cost for bigger checks is too high. more than $400 billion. would go to some americans who don't need it. >> all that i am asking is give us a vote. what's the problem? >> reporter: the stalemate means efforts to pass a spending bill could go down to the wire but the current session of congress ending sonunday. it comes as they admit the covid-19 vaccine roll out is going slower than expected.

>> hopefully as you get into the first couple weeks in january the gaining of momentum will get us to the point where we want to be. but there really has to be a lot more effort in the sense of resources for the locals. >> reporter: in a tweet, the president blamed the states. some are pointing right back. >> there really wasn't a lot of support. no financial support and no real plan. >> reporter: administration officials say the pace will pick up soon when retail pharmacies start offering the shots. at least one restaurant in the east bay is defying the health order that bans both indoor and outdoor dining. "today in the bay" bob redell joins us live in downtown danville. bob, talk about if the city has taken any action here. >> well, good morning. danville police does confirm to nbc bay area that it will deliver fine notices to the incontro restaurant here behind me and other businesses that might be violating the covid-19

health order. spokesman with the police department would not confirm the number or amount of fines but we do know the fines can be as high as $1,000 per day. this is what it looked like last night at incontro its covered patio area was open for business and crowded. even on the current covid health order prohibits outdoor and indoor dining and only allows pickup and delivery of food. nbc bay area reached out to incontro's order who did not want to comment. we spoke to one who drove from walnut creek to support incontro after hearing the owner may face fine. by banning outdoor dining you leave fewer choices for get togethers which are ultimately going to happen. >> outdoor dining you're pushing people into people's homes and making people sick. >> at the end of the day, it's just a meal. people go into the malls and go to costco and safeway.

>> across the bay in pacifica a group of brewery and bar owners protested against the current closures. one bar owner tells us that she's merely asking to resume outdoor service and that she would follow all safety protocols. reporting live here in downtown danville, bob redell, "today in the bay." as you can see, six counties are in the red zone. that's less than 15% availability. take a look at san mateo. 4% availability right now. and then look up here in napa county. zero percent. the capacity also low around instate. southern california, san joaquin valley still zero percent availability. >> yeah, really tough go in those areas. inestimamate releases at sa quentin are put on hold by the california supreme court. the california high court wants to take another look at the

releases. this all started in october when 75% of inmates or 2,200 inmates tested positive for covid. 28 died. soon after, a california appeals court ordered the release or transfer of at least half of the prison's population but made the order hearing from prison officials or medical experts. in the meantime, there are more covid-19 cases at sonoma main jail. in total 28 positive cases. county officials say they're looking at more measures to try to keep that infection from spreading. when will it be safe to open schools? that is the conversation governor gavin newsom is having. he's promising $2 billion in incentives to encourage california school districts to put together plans for in-person learning during this pandemic. his safety plan includes frequent coronavirus testing for students, teachers and staff. allen rock union school district superintendent is reacting to his proposal saying there is more than just covid safety she

has to consider. >> a lot of my students are not going to have their caretakers. they no longer have their caretakers. whether it is a parent, a grandparent, an aunt, a neighbor. those are the people that are dying. >> in january, the governor says that he will ask state lawmakers to approve $2 billion to give school districts who come up with plans that pass health guidelines. our storm ranger busy overnight tracking rain across the bay area. here's a live look this morning outside at sfo, as well as fremont. wet roads out there. vegetation and soil and farmers. let's tongalk about doppler rad. the quick-moving forecast and not a lot of rain and that will push out before sunrise and i want to show you doppler radar because it sort of tells the story of our next storm system which will be moving in. into friday night. now, as far as this evening for new year's eve, we're expecting dry conditions. you can see our storm ranger radar looking nice and clear and we'll talk about your hour- hour-by-hour outlook on new year's day. mike, how are the roads? >> they're damp right now. that is the concern you're talking about. better conditions later today. as we look at the map, we're circling that westbound 80 treasure iand drive just past the tunnel we hear about the disabled vehicle that may be blocking your slow lane over on the right side. no slowing on the sensors just a note for you. a smooth flow of traffic but the san mateo bridge, take a live look there. disabled vehicle reported somewhere on the eastbound side.

good morning. it is 6:14. we have a little bit of rain that pushed through overnight. we're going to have a dry new year's eve ahead with some chilly overnight lows. i'll have details coming up. mike. we're looking at the conditions out there, vianey. the live look out at fremont shows a little glow there. there is some mist kicking up which happens over a rain and the tire treads are picking that up. a number of spinouts throughout the east bay. we'll give you the current outlook coming up. well, good morning. very happy new year's eve to

you. we probably won't be traveling much any time soon as america struggles to distribute the vaccine. the latest data show at this rate we would vaccinate every one ten years from now. when we do travel, don't take your support pony with you on alaska airlines. alaska has become the first u.s. airline to take advantage of a new department of transportation ruling that says airlines can restrict the animals that passengers take onboard to just service dogs and only service dogs. no emotional support dogs, no emotional support peacocks and no companion rabbits. today's the last day of trading for the year 2020. we expected more money to come off the table the last couple days as some investors locked in losses for tax purposes. the markets have been trending up for quite some time. we do expect some red arrows today. but they have been posting new records. mortgage rates continue to fall and weirdly enough that is making it harder to buy a house. not just making it here in the bay, but really anywhere.

new analysis from adam data solutions show the low rates are pushing more people to buy that in turn is pushing up the prices of houses. up double digits in most of the counties that that county issic traing. you saw that senator josh hawley is going to challenge the biden electors. it won't stop biden from becoming president but it has angered both sides. mitch mcconnell instructed the members of his party not to do it. it appeareded to anger walmart which tweeted at the senator, go ahead, get your two-hour debate. #soarloser. someone made a mistake. walmart said the tweet was mistakenly posted by a member of our social media team. we deleted the post and have no intention of commenting on the subject of certifying the electoral college. we apologize to senator hawley. we'll talk more about what

temperature change running 24 degrees warmer in nevada compared to yesterday. santa rosa 11 degrees warmer and let's take a look at doppler radar and satellite because you can see they still have rain through central california. that system is going to continue to trek out of our area and more rain expected for the weekend. let's see how storm rangeser doing. things are quiet but up and scanning and getting ready for that incoming rain. clearing skies and beautiful afternoon. temperatures will be comfortable in the 50s. and how about tonight. new year's eve. you don't have to worry about the rain but you're going to be at home anyways. no worries about the rain. remember that stay-at-home restriction in place and even some 30s up to the north bay and then as we head in towards friday, what can we expect for the first day of 2021? well, we're going to start out dry and then really late, i mean, we're talking maybe 7:00, 8:00 to the north bay and another quick moving system for mainly areas north of the golden gate bridge.

could begin to spread southward into the overnight hours and early saturday morning. not everyone will get the rain and we'll expect a couple hundredths of an inch. meanwhile over the next seven days take a look at what we're monitoring. sunday night into monday we get another system that moves in. that one looks a little better when it comes to rain totals and also snow. mike, how are the roads? >> well, we'ric looing at that light end of the year traffic and this is literally the end of the year. as we look at the maps, green sensors all around the bay, but i want to zoom in towards walnut creek. we had some slowing that showed up and it looks like it cleared now. south 680 right around the slow lane is blocked and earlier solo car spinout. lost a tire. may have been a secondary crash and now things are moving smoothly towards the walnut creek interchange. the disabled vehicle has been cleared from the report westbound 80 from across that bay bridge and no delays and no problems. the crash at fremont is off the freeway and off the roadway itself now and a look at the

there's a big split in how the pandemic has hit family

finances. on one hand, the government's office of economic analysis found the personal savings rate shot up during covid-19. on the other hand, 14% of people who responded to a cnbc poll said they wiped out their emergency savings during the pandemic. the group most likely to empty their piggy bank, older millennials. an emergency fund is essential. but how much? vanguard says your balance should be between three and six months of living expenses. i get it. that figure is way out of reach for many, many families, but it doesn't mean you should give up. one of the easiest things you should do to save more money is track where you're spending it. lots of apps promise to help you do that. it will chart it all out and show you trend and identify places where you might be able to pinch some pennies. if you're not comfortable with sharing your personal financial information with a company, you can do it yourself with a simple spreadsheet. add your expenses each and every month.

categorize where you're spending money. don't use labels that are too broad. food, for example, won't cut it. break that down into groceries and restaurants. now it's possible that tracking and analyzing your every expense will still leave you with little or no savings at the end of every month. but you should still try. it's possible you will find some cash that you can stash away for a rainy day. protests overnight in minneapolis after a police officer shot and killed a man during a traffic stop last night. a crowd began to form at the scene as news of the shooting spread. the police chief urged demonstrations in the city to remain peaceful as an investigation at the scene continues. officials say officers were actually conducting a traffic stop when they exchanged gunshots with a man who they say was a felony suspect. the chief says investigators believe the suspect fired first at officers. minneapolis still reeling after the death of george floyd following protests.

year's eve unlike any other. a look at times square where people are being asked to stay away and enjoy events at home. the steps bay area cities are taking to try to keep covid from spreading as many look to ring in 2021. plus. >> we believe this is not an isolated case in san diego county. a confirmed case of the contagious new strain of the virus is found in california. now, the big question is, can people who've had covid get the new strain? and the radar is lighting up as we start out with wet weather. overnight rain moves into the bay area. vianey timing out how long it will last. his chandelier. this is kind of a look in the area and people in napa, sausalito, san francisco, san rafael and even a viewer reached out to me from vero beach saying he was ready to take the dog out and the dog was growling right before it struck. maybe animals do have that instinct. what a way to kick 2020 to the curb. just really going out with a punch. marcus, you actually felt it in our studio, i understand. >> i did. it hit at 5:41:58 and i felt it at 5:52. it wasn't strong justila a litt shake. just shaking our way through the year. we've been doing that a lot lately. >> we need to shake it off and move on. >> yeah. taylor swift said that. shake it off. >> there we go. we need to shake off, i guess we had some rain overnight, as well, which is a

good thing for the bay area. >> just a little bit, but it was enough to where if you woke up this morning, you may have noticed the sheen out on the roads now. that system was very quick. not a lot of rain, but we did have some periods where it did come down pretty steadily. right now current temperatures in the 40s and 50s. now, we'll clear out from this first system and that's going to make wave for a very lovely new year's eve day into new year's eve night andthenic l then look to the first weekend of 2021. i will detail that and what to expect in the next few minutes. let's check in with mike. >> vianey, that quake did not cause a problem for b.a.r.t. they did not have to do manual servicing and the speeds are regular there. we're looking at the map i'm sorry, the live look at the bay bridge toll plaza shows you the reason why we're concerned. slicker roadways and spinouts off the berkeley curve and they all cleared without any major injury. as we look at the map, the other incidents on the span and just

off the freeway at fremont street they all cleared without any problem. the green sensors even though you can go at speed slow it down if you need the need because of slicker roadways. a new year's eve like no other we've seen before, but even with so much enthusiasm to say good-bye to 2020, there will be no parties had across the bay area. >> that's right. no year's eve. "today in the bay" kris sanchez joins us live with some of the new warnings from public health officials we need to take seriously. >> oh, hi, there. this new year's eve is a dream come true for me because i love staying home on new year's eve but a lot of folks are fe s ars frustrated they can't go out. tonight should be just about as quiet as it is this morning because there is no indoor dining nor outdoor dining either. that is the same case in san francisco where the firework show along the embarcadero is

canceled not because of the fog but because of covid. police patrol areas where people generally gather and golden gate park is shutting down the holiday light exhibit and closing several parking lots. same story in ocean beach and stern grove, as well. restaurants like one market are still prepping festive new year's eve dinners. making a three-course meal for folks to enjoy at home with the people they live with. >> we're doing to go and we're up to about 170 covers which is pretty good. 170 to-go meals and we have room for some more. >> usually we have a party with like 15 to 20 people. but not tomorrow. >> san francisco police are monitoring social media for events that violate covid restrictions in shutting those down and joining redwood city police in reminding people that some things are the same in 2020 and no fireworks and celebratory g gunfire is illegal. chp also out to get drunk

drivers off the streets as they were over christmas. now, even with the state orders to not gather, some folks are using a calculator like this one to figure out what their risk is. the darker the color, the greater risk the person in attendance at that place would be covid positive. i asked some folks on twitter and instagram what they're saying. marcus is staying home with a bottle of wine and we're staying home with some board games and plenty of folks planning on cooking tonight. whatever you plan to do for new year's eve, do it safely and we'll see you in 2021. >> that's right, kris, cheers. 6:35 and it is confirmed that more contagious strain of the coronavirus found its way right here in california. it's the second confirmed case of its kind in the u.s. the recent case is a 30-year-old man in san diego who has no travel history. and on the "today" show this morning, dr. fauci said that that new strain means that

everyone needs to be extra vigilant. >> this just underscores the need to continue to put our foot to the floor and the pedal about making sure we do the public health measures that we talk about all the time. the wearing of masks and the physical distancing and the avoiding crowds and congregate settings. those are the kind of things that will prevent this new strain from spreading even further. >> dr. fauci also says the u.s. will catch up with the slow vaccine rollout in january and he believes by spring, anyone who wants the vaccine will be able to get it. the u.s. suproais approachi grim milestone as we head into 2021. the country is expected to reach the 20 million mark when it comes to infections in the coming days and more than 342,000 people who started out alive in 2020 sadly will not make it to see the new year. in california, more than 30,000 new infections were just confirmed yesterday. state now has more than 2.2 million cases and around 25,000

deaths. among the growing number of deaths statewide, three deserande residents of the largest skilled nursing fuacility in the state. comes at a heartbreaking time for laguna honda. the san francisco facility is expected to begin vaccinating residents next week. the recent outbreak led to more than 50 cases this month. since the start of the pandemic, laguna honda has had 163 conremember iffco confirmed infections. for updates on the pandemic including cases and the vaccine rollout head to nbcbayarea.com. new details vaccaville police say a canine punched by one of it officers is removed from its officer's care. shows that officer punching the canine. the man who shot the footage says he thinks the dog was punched at least ten times before he started recording. excuse me. we also know that that dog was checked out by a vet and is in

any reports of anyone injured or any significant damage. but, again, 3.6 magnitude here with the epicenter off the coast of san francisco and this gentleman is one of the individuals in the city that felt the earthquake. as soon as we get any more information, we'll pass it along to you. >> what a way to wake a lot of people up. last day of 2020. thanks, cierra. we have breaking news into our newsroom. the weekly jobs report released for 2020 and good news here. 787,000 americans applied for first-time benefits but that's actually fewer than analysts expected. about 100,000 fewer than the week before. mitch mcconnell is having some trouble keeping members of his party in line. >> scott mcgrew the senate leader specifically told republican senators not to

object to next week's reading of the electoral votes. >> the reading that officially makes joe biden president of the united states, marcus, with just the inauguration yet to go. mcconnell wanted to avoid a fuss because it would force his fellow republicans otherwise to go on record with a vote. republican senator from missouri josh hawley, though, saw it differently. he said he will object to the january 6th reading of the electoral college .vo now, that's hawley's right under the senate rules and constitution. he says following both the 2004 and 2016 elections democrats in congress objected during the certification of electoral votes in order to raise concerns about election integrity. they were praised by democratic leadership and the media when they did. and they were entitled to do so. but now those of us concerned about the integrity of this election are entitled to do the same. he's absolutely right about the democrats objecting claiming,

the long run how the senate votes. the house will never vote to agree to stop biden from becoming the next president. the whole thing is mostly moot. on the record is exactly the scenario. their leader mitch mcconnell is trying to avoid. mcconnell is having trouble holding his party to wishes he had in several ways. he saw the president call for the resignation of the republican governor of georgia. the two republican senators running for re-election have broken with them on the $2,000 stimulus checks. the president also disagrees with mcconnell on those checks. he is on the side of the democrats and even bernie sanders agrees with donald trump. they're all disagreeing with mcconnell. >> nobody here would disagree with trump more times than i have and yet here's what the leader of the republican party says. he says $2,000 asap. so, even on this issue amazingly

the new year. we have such a good active weather pattern heading our way and that is more than what we can ask for 2021 the weather patterns. we had a rough 2021 when it came to the lack of rain. temperatures starting out right now in the 50s and we have beautiful skies over san francisco and i will say that what a gorgeous sunrise over san jose. 44 degrees right now. all that sheen that you see out on the roads thanks to that quick storm that pushed through overnight, that's going to make its exit into the afternoon. we're going to see clearing skies and here's a look at doppler radar telling the story of what to expect next. you can see in the pacific it still looks pretty active through there and i'll tell you the timing on that. let's zoom in on our doppler radar and that is quiet right now but busy or she, you know, never know. microclimate forecast is clearing today. temperatures will be in the upper 50s or 60s depending on where you are. either way, it's going to be comfortable and cool. new year's eve forecast for

tonight. now, of course, we're all going to be at home, right? watching it on tv, popping drinks but in your living room or kitchen. temperatures will be definitely dipping down into the 40s and maybe 30s in interior valleys. we will be dry tonight. clearing skies later on into this afternoon and that will help our temperatures dip down to the 30s early friday morning. we will stay dry through the first morning of 2021 and then really late, i mean, we're talking 8:00, 9:00 much like what we saw yesterday. north bay will get shower activity pushing further south and not everyone will get rain out of that storm. and then look at this, the next seven days we get another storm that moves in sunday night into monday which will bring also more sierra snow in our forecast. our current snow pack right now is looking okay, but we could always use some more and out into next wednesday 56 degrees very easeasonable for this timef year and great way to start

welcome back. 6:55. here's a quick look at the top stories we're following. >> that's right, including some shaking to end 2020. breaking news. a 3.6 earthquake just off the coast south of muir beach at 5:41 this morning. a man said he felt it in twin peaks in san francisco. i posted about this quake on twitter. boy, a lot of you responded. david callaway wrote the quake woke us up with a bang because there would be an earthquake on the last day of 2020. >> carrie marshall said she felt it short roller felt in sausalito. you felt it in the studio, marcus. >> i felt a little shake in the studio this morning. you know what, at least one restaurant in the east bay defied the health order that bans indoor and outdoor dining.

bob redell live for us in downtown danville. bob, is the city taking any action here? >> well, danville police confirm to us that it is issuing fine notices, marcus to businesses like incontro restaurant and other businesses that are openly defying the current covid-19 health order. we do know that fines could be as high as $1,000 per day. this is what incontro looked like last night. the outdoor dining area was open and even though the current health order prohibits outdoor and indoor dining and only allows pickup and delivery of food and nbc bay area did reach out who did not want to comment. we spoke with one customer who drove from walnut creek after hearing the owner was facing fines. across the bay in pacifica a group of brewery and bar owners protested against the current closures. one bar owner tells us she's

ne merely asking to resume outdoor service and will follow all safety protocols. reporting live in downtown danville, "today in the bay." 6:57. new this morning, oakland city council member now speaking out after shots were fired near her home. council member sheng thao tweeting out several homes near her house were hit by gunfire. she went on to say safety is a trop priority. work to ensure that important roles like community resource officers aren't cut. no word on who fired those shots. well, the rain came down overnight. our storm ranger certainly being put to work. some light rain fell in parts of the bay area overnight. leaving behind some wet roads to greet our morning. the sierra, as well, seeing more fresh snow. california snow pack measurements are at 93% of normal for this time of year in
