coming up in a few minutes. mike, you've been watching some breaking news on the traffic front. breaking news for the tri-valley folks. let's get a look at the map. a big view and we'll zoom over to the problem spot. i wanted to show folks as you expect almost everywhere just fine. out of the altamont pass and cutting through highway 84 is not your route today. one-way traffic control just to the east of 680 that will really jam you up coming out of the area. a head-on crash. no major injuries reported. we're watching that as well as the fog in the north bay. back to you, scott. mike, out live to the white house. security tight all around pennsylvania avenue this morning. it follows overnight arrests and more protests planned for today as congress prepares to certify joe biden's presidential victory. in the meantime georgia voters making their voices heard in two critical senate races. ballot counting resumes with georgia's first black senator preparing to head to capitol hill.

presidential election with vice president pence presiding. the president tweeted falsely that if vice president mike pence comes through for us, we will win the presidency. but pence only announces the results. he can't change them. a person close to the vice president says he'll follow the law. at least 13 republican senators and dozens in the house plan to object. >> this is about the integrity of our election, and this is about taking a stand. >> you have the president and these republican senators essentially taking a flamethrower to our democracy. >> reporter: the objections may delay but not stop congress from declaring joe biden the winner. overnight nbc declared a winner in one of georgia's two senate races. >> i am going to the senate to work for all of georgia. >> reporter: democrat raphael warnock projected to defeat senator kelly loeffler. she did not concede. >> we're going to make sure every vote is counted. >> reporter: the race between

david perdue and jon ossoff still too close to call this morning. that race will decide which party controls the senate. but there are thousands of ballots still waiting to be counted this morning. georgia election officials saying that with the race being so close and all of the ballots still outstanding this morning, they could take a couple of days to certify it. >> tracie, it's been an extraordinary day, and it's going to get more extraordinary with the electoral college vote. the vice president met with the president for lunch yesterday. apparently there's a report he told the president the truth, there is nothing he can do to change the results. what have you heard? >> reporter: "the new york times" is reporting that happened at their weekly lunch, that vice president pence said, look, i cannot change the outcome of this election. president trump in a statement and tweeting that is not the

case, that the conversation never happened. and outlining a number of things that he believes pence can do to change the results. but according to the constitution, he cannot. >> tweeting doesn't make it so. tracie potts, we'll be checking back with you. thank you so much. today's certification in congress prompting bay area rallies on both sides. a group called the vietnamese movement for trump plans to hold a rally at grand century mall shopping center. protesters plan to gather on the steps of san francisco city hall holding a car caravan after. >> of course for updated results throughout the day on those races in georgia and the electoral college count, we'll have it all. nbcbayarea.com. governor newsom is sending out an sos to the federal government asking for help to treat california's surge in covid-19 cases. "today in the bay's" bob redell joins us live where some health care workers will receive their second round of vaccine shots today.

bob? >> reporter: good morning to you, laura. you'll recall that back in mid-december the nurses and doctors here throughout the east bay received their first dose of the pfizer vaccine. these are the health care workers who are treating those patients, as i mentioned, right after the vaccine was approved for use. today they will receive their second and final dose, which is required for the vaccine to be fully effective. yesterday marin health medical center administered its second round of vaccine shots to its health care workers. so far about 1,800 people at that hospital have been vaccinated with the pfizer vaccine. as you were alluding to governor newsom is asking the federal government to deploy hundreds of medical personnel to help deal with the covid-19 crisis in southern california. the state needs 500 medical workers to be deployed in skilled nursing homes and hospitals where the surge is taking place down south. icu capacity in san joaquin valley and the southern california region are at zero percent capacity.

they are watching southern california closely. from sonoma to month rain at 5.9%. the number is not great, but optimistic. >> based on the forecast model the county shared with us we won't approach anything as dire as los angeles. of course i don't have a crystal ball. i'm crossing my fingers and we're constantly reviewing our resources. >> reporter: back to governor newsom's request for help from the federal government, normally the us mercy ship would be called in. that ship is under mandatory maintenance and unavailable. reporting live on concord bob redell, "today in the bay." a second south bay hospital is reporting a surge in coronavirus cases in its emergency department. st. louise confirming 8 of its 80 emergency department staff

have tested positive for coronavirus over the past week. a spokeswoman for the health and hospital system says, quote, personnel are being tested more frequently at least every three days as a result of the recent cases. implementing emergency department personnel. nbc bay area learned of an outbreak at kaiser's emergency department. on christmas day an employee wearing an air-powered christmas tree costume walked the halls of the emergency department. kaiser says that costume likely is responsible for at least 60 employees getting covid including a registration clerk who died on sunday. the person in the costume did not know he had covid. cases approaching 300,000. 283,000 infections confirmed.

the shelter at home order will likely be extended. with icu bed capacity hovering at 6% san francisco mayor london breed made it clear to expect two more weeks. the ongoing surge. among the topics on the table the recent ambulance backup to some south bay hospitals we told you about yesterday on "today in the bay." it's 5:09. the mother of one of the two women hit and killed by an alleged drunk driver in san francisco has come to the bay area to bring her daughter's body home. 27-year-old hana abe grew up in japan. her mother will attend a remembrance today at the spot where her child was killed. this is elizabeth platt. she also died. the suspect is a parolee and serial repeat offender. some city leaders say they see a

trend in lawlessness. >> they're up for arson, up for a lot of things. we have to understand why. >> authorities say the suspect was driving a stolen car and arrested several times in the months prior. and that was shortly after he got out of prison. the records show he was never charged with a new crime. stay away from the zoo. remember that story? he was released on car burglary charges. the thefts only connected to incriminating evidence. the lemur was taken from the zoo back in october. recovered a few miles south of san francisco. still facing burglary, grand theft and vandalism charges. new concerns about mountain

upper 50s for the east bay, the south bay and the peninsula. we'll talk about the high line of the rain coming up in a few minutes. highway 84 restricted to one-way traffic control. 580 moves very smoothly. we'll see how this trickles out and talk about alternate routes coming up. new this morning amazon reportedly developing a new device that listens to you while you slip for signs of sleep apnea. a business insider says it can sit on a nice stand and measures breathing using radio waves. it has been given a code name brahms. dr. dre is in the hospital. according to his attorney he suffered a brain aneurysm. tmz reports the 55-year-old hip-hop star is in stable condition.

doctors are trying to figure out what caused the brain injury. dre released a statement saying i am doing great, getting excellent care from my medical team. i will be out of the hospital and back home soon. trending this morning after six years of marriage kim kardashian west and kanye west are getting a divorce. the family source says the two have been separated the past few months with kanye at their wyoming home and kardashian west staying at their southern california home. the pair have four children. the pandemic in southern california's surge postponing the grammy awards that were supposed to take place january 31st at the staple center in l.a. and now it will happen somewhere else. the place not yet determined some time in march. like a lot of things they've had to postpone so here is just another. let's not postpone your look at weather. some rain coming in from the north bay. good morning.

good morning. most will miss out on the much-needed rainfall. as we look at what's going on right now storm ranger tracking that for us, and you can see the red scan, our mobile doppler radar. it is all dry for us this morning. so no issues as you get ready to head out except for the patchy, dense fog we've seen in the north bay. take a look at where the rain is now. it's still well to the north of us and it's going to make its way on down to the north bay, but the storm system continues to weaken. so by the time it gets here, we're not looking at a lot of rain here. let's go through the time line. going to stop it right here at 3:30 this afternoon as it starts to move out of the north bay where it is going to produce some decent amounts of rain for the early afternoon. look at what happens as it makes its way into the east bay and down into san francisco. it doesn't look like san jose gets anything out of this. so it's going to be a quick moving system weakening. we'll have another chance moving in very early friday morning,

but this system also looks like it's going to weaken, so we're not going to see a lot of rain out of this as well. and we head into a dry weekend. we've been checking out how much rain the computer models are putting down anywhere from a tenth of an inch in napa up to about 0.3 in ukiah. bodega bay may get a quarter inch. the east bay, the peninsula, the south bay, well, it's not looking like a lot here. so once again more clouds moving in. but you may have that chance of a spotty, light shower moving through for the most part. most of the bay area and areas south will stay dry. the climate prediction center put out their outlook the next month and they're saying here in northern california we could have above average rainfall for the next month which, of course, would be great news because we desperately need this rain with an extreme drought going on. more updates on that. over to mike with an update on breaking news. all right, kari. that breaking news will affect your timing. i'm trying to save you some time

right now. look at the map. the big view is most folks don't have to worry, but the tri-valley, that's where our breaking news continues to be an issue for highway 84. look at this. you are cut off from the livermore/pleasanton cut down to 680. you do have traffic control but it's adding about, it's doubling your time. if you travel this route, take about a half hour, perhaps 40 minutes out of the livermore area. if you get up to stanley, that is a major surface street, that will save you 15 minutes as you cut through the area. the rest of that is moving fine. the dublin interchange is clear after leaving the altamont pass. back to you. >> thanks, mike. 5:20 right now. wanted, next on "today in the bay," the new lead in the so-called soho caren case bringing investigators out to california. the airlines are looking to make a push for more covid testing to hopefully keep you

prosecutors say no charges will be filed in the police shooting of jacob blake. an officer shot him seven times in the back partially paralyzing him in a confrontation in kenosha last summer. the shooting turned into several

nights of protests. the d.a. says he could not make a case against officers who claimed self-defense adding he was armed with a knife and resisted arrest. some people took to the streets to protest that decision. jacob blake's family is vowing to keep pursuing the case. the search for a woman tied to the so-called soho karen case, grabbed a 14 year year boy and tackled him to the ground. she accused him of stealing her cell phone which was later found in the back of an uber. security and cell phone video shows the confrontation. they want to question her about the incident. a live look where arriving international travelers may soon have to abide by new covid policies. the group representing u.s. airlines has asked the white house to back a new global testing program. it would require all

international travelers to the united states test negative before they arrive. at the same time it would allow them to let current entry restrictions on travelers from europe, the uk and brazil. as far as the new, more contagious variant discovered in the uk, similar cases appear to be growing in southern california. san diego county is reporting 24 new such cases after reporting the first four last week. it's spread more easily and is considered just as severe but it's also no more resistant to the vaccine. one city is stopping and using barriers to allow restaurants to serve customers but there's a new health order, so eating outside is banned. some raun, though, defiantly staying open using the public city owned spaces. the city says it will revoke that outdoor permit permanently

for restaurants that don't obey. some restaurants say they understand the reasoning. >> it's unfortunate but i understand it. i do feel like the numbers in the hospitals need to come down. and if they feel like this is the best way then -- >> san diego county has more than 173,000 cases, more than 1,600 san diegans have died. 5:26. new this morning, safeway and other supermarkets owned by albertsons are laying off delivery drivers. instead they will be using doordash drivers. the change is happening at the end of february. this comes after california voters passed proposition 22 that allowed ride share drivers to stay independent contractors. next on "today in the bay," the top story we're following for you, the latest twist in the edd fraud scandal. plus, making it in the bay. all new numbers highlighting

"today in the bay" continues right now. good wednesday morning to you. i'm laura garcia. >> i'm scott mcgrew. marcus washington has the week off. before we get to the weather in the newsroom we're all talking about that lottery come up, just huge. a live report on the growing fever in the bay area. $2.3 million ticket was sold in a gas station but there was no big, big winner, so that means the jackpots grow. not as lucky with our forecast, though, kari? i think some of us will be lucky especially in the north bay where we'll see a lot of green on the radar. the rest of us are going to miss out on the rain.

we have storm ranger powered up ready to track the showers. you can see it to the north and once again the north bay will be the lucky ones today. we'll talk more about what to expect. that's coming up in a few minutes. mike, you've been tracking the breaking news in the tri-valleys. that's right, kari. we'll give folks the big look first. the good news is almost no delays around the bay. there are two spots now, though, i have to warn about. look at the maps. you see the green sensors. in the tri-valley, as kari said, the breaking news we've been tracking there. highway 84, it's open. just reopened minutes ago, access past that crash. no major injuries and this recovery should be pretty quick. the dublin interchange is a better route there. no backup at the bay bridge. there is fog in the north bay so wap f watch for that issue. an issue off the richmond bridge. we'll follow that. scott? mike, history made in georgia overnight that state has elected its first ever black senator.

the second race, though, still too close to call. democrat raphael warnock will go to washington. he defeated republican incumbent senator kelly loeffler in a narrow victory. meanwhile, look at this. even closer. jon ossoff has a nice edge lead against incumbent david perdue. only about 16,000 votes separate the two. all of this is playing out amid the presidential transition. more protests expected today, in fact, as congress prepared to certify joe biden's presidential victory. a live look in d.c. for you. president trump speaking. the president tweeting falsely that if vice president mike pence comes through for us we will win the presidency. pence only announces the results. he can't change that. the person close to the vice president says he'll follow the law. at least 13 republican senators

"today in the bay's" kris sanchez joins us live from gilroy with that hospital and the very latest. good morning. >> reporter: well, hi there, scott. we're talking about 8 out of 80 emergency room personnel there now off the job, out of the emergency room at home and quarantining because they did test positive for covid. here is what the head of santa clara county health told us. st. louise regional hospital said personnel in the emergency department are being tested more frequently at least every three days as a result of the recent cases. we also will be implementing daily rapid testing and emergency department personnel before their shift begins.

that might -- >> one thing i have to say is health care workers have not been tested routinely. i think that's a misconception by the public that we are getting routine testing like teachers that have gone back to the work place have. >> reporter: now that is at ucsf epidemiologist. they say what they are doing now might sound like a lot but it is not standard. the cluster follows a different cluster of covid cases over at kaiser permanente san jose. we know that one woman, an emergency room registration clerk did not survive those symptoms and died of complications of covid. they're looking a holiday costume as possibly the cause for that dramatic spread.

>> some emergency workers might work in more than one place. is there any suspected connection between the two hospitals? >> reporter: the hospital won't confirm whether or not there was any crossover of staff going from one hospital to another. we know they have not determined definitively. >> kris sanchez keeping us updated in sanchez. thank you. california is reporting more than 31,000 new cases. in total there are nearly 3 million cases, over 27,000 deaths. a live look in los angeles where the covid crush is now so intense one hospital counting more patients than its maximum normal capacity.

normal bed space maxs out at 131. across l.a. county, it's believed 1 in 17 infected. the state health department is helping to ease some of that overload that they're seeing. governor newsom is requesting federal personnel be deployed. >> the national guard, which has membership from the northern california as well as southern california, is an obvious thing to be deployed, it's already happened. there are active duty service personnel that we can put into play. >> bay area bed capacity is marginally better. it's just under 6% though some believe the holiday surge has not yet peaked. 5:36. turning to our vaccine coverage, sonoma county says more than half of its covid vaccines have been administered. the county admits it doesn't know how many of those injections were actually at skilled nursing facilities. the city of berkeley says it's injected 500 of its frontline

health care workers. according to "the mercury news" santa clara county administered more than 90,000 doses. alameda 40,000, contra costa, san mateo all between 20,000 and 40,000. sonoma, solano, marin, napa administered less than 20,000. as a point of reference governor newsom says statewide we've administered only about a third of the doses that are sitting in the freezers. allowing indoor dining now reportedly back down. that's according to "the chronicle" which reports fume bistro now offering only takeout. it was still serving indoors. "the examiner" reports san francisco leaders have approved a $5 fee waiver for struggling restaurants and night spots. it amounts to more than $1,700 savings for restaurants and about $6,000 savings for entertainment venues. >> we've been telling but falling rent as part of our

making it in the bay series. a new perspective on how steep the declines have been in san francisco compared with the rest of california and the country at large. this chart apartment list spans a year, from december 2019 to december 2020. nationally the rents have dropped off only slightly, about 1.5%. that's the blue line. in california statewide they have fallen about 5%. that's the white line. you're ahead of me, i know this yellow line, 27% fall in rent in san francisco. happening today the road to the s.a.p. center will have a new name, barack obama boulevard. san jose leaders will announce the change today. the city council voted to rename a downtown corridor to honor the 44th president. the plan has been in the works for three years. it's a stretch of road that will change has three names. bird avenue off 280 straight

down to the shark tank, bird, south montgomery and you a thumb street will all become obama boulevard. and a fun fact. >> that was a long time ago. >> we weren't in it at the time. >> predates you, kari, doesn't it? yes, absolutely. i've only been here six years. that was way before me. let's get a look at the rain moving in. now we are all excited about the showers, but not all of us will see it as we can see it now rolling in eureka. it will make its progress into the bay area. out ahead of it a lot of fog in the north bay as we see visibility in novato down to zero. you do want to be very careful on your way to work, allow some extra time to get there. we're going to start to see the showers weakening as it moves into parts of the east bay. i'll be tracking that and talking about how much rain you can expect.

mike, what's the update now on the breaking news? kari, the breaking news in the tri-valley cleared. the crash cleared for 84 and now this over my shoulder. we show you a problem for the richmond to san rafael bridge. a big one westbound 580. reports of a crash on the decline. that's mid span heading over to san quentin. we have both lanes blocked right now by that crash. now we will be having big delays if you get on the bridge. if you can avoid it go down to the bay bridge, an option for you. the bay bridge has no backup. lighter traffic around the rest of the bay. we're just watching for that fog in the north bay. back to you, laura. thanks so much, mike. it's 5:40. searching for the next top cop. next on "today in the bay," the trouble san jose is having finding a new police chief and the critical deadline being pushed out. and legendary players, the former nfl star from the bay area that tops the hall of fame list.

county. 7-year-old anna wyman and 4-year-old joel wyman were on a family trip near jenner beach sunday. their father was pulled from the ocean. he was trying to save them. chabad jewish center has set up a scholarship. san jose is extending its application deadline to january 14th for the police chief. they hope to name a new chief by the end of february. freddy garcia announced his retirement in august and took a job as the dallas police chief. we're learning more about the company that recently donated half a million dollars to the recall effort against governor newsom. they say the sole donor is a man who believes pandemic restrictions on indoor worship violates religious freedom. it tells "the chronicle" the company funds charitable works

using that man's proceeds. a former u.s. elections official is alleging the company is a pass through designed to hide donations. governor newsom has released a $4 billion stimulus spending plan that includes $1.5 billion to help people buy electric cars and build charging stations. small businesses would get $575 million on top of $500 million that's already been allocated for that. he wants the plan to be passed now instead of june. a florida man doing 20 years for murder is among the thousands of inmates who received thousands of stimulus dollars from california's employment development department. some $4 billion for those left

the storm systems are very weak. the north bay will have the highest amount anywhere from a tenth to a quarter inch of rain. bodega bay a quarter of an inch and the east bay rainfall totals barely measuring a few hundredths of an inch of rain for today. now as we get a look at our outlook for what we're expecting over the next month, something put out by the climate prediction center, and they're showing that we could have above normal rainfall for the next month which is great news because as we look at what's happening around the area, the jet stream is well to the north of us and that's the way it's been with now some cooler than normal sea surface temperatures due to la nina. that's something we'll be watching and hopefully that will change for us. as we head over to you, mike, looking at the traffic alert and breaking news.

that's right, this time it's affecting folks heading into the north bay out of the east bay. i believe we have the caltrans camera here as we look at westbound 580. just minutes ago, seconds ago, they reopened one lane. only two on the bridge. this is jamming up the traffic flow as we come back to the maps here. we're talking about west 580 as you get over from richmond to the san quentin side, san rafael. it's jammed up solid. avoid the bridge if you can. your alternate the bay bridge. that's getting crowded already. we're seeing across the bridge, the bay bridge itself registers over to the golden gate bridge. a little bit of time on the richmond bridge. we're following the progress. they're sending trucks from san rafael, the wrong way on the

they arrive. at the same time it would allow them to lift current entry restrictions on travelers from europe, the uk, and brazil. ro now as far as the new more contagious covid variant, similar cases appear to be growing in southern california. san diego county is reporting 24 new such cases after reporting the first four last week. that mutant variant appears to spread more easily and is considered just as severe, but it's also no more resistant to the vaccine. in san diego county one city is stopping outdoor dining by threatening to pull permits from restaurants. e because of the new health orders eating outside is banned but some restaurants were staying open. the city says it will revoke the permits forever for restaurants that don't obey. some say they under the reasoning.
