"today" with savannah guthrie and hoda kotb, from studio 1a in rockefeller plaza. >> hi, everybody, good morning, welcome to "today." it's wednesday morning. we're glad to have you with us. >> we are. it's a real busy one this morning. we want to get right to those overnight results in georgia's high stakes senate runoff races. both of them nail biters. >> that's right, and this morning nbc news is projecting that democrat rafael warnock is the winner over incumbent republican kelly loeffler but the race before republican david perdue and his challenger jon ossoff is too close to call and there are just 16,000 votes separating them. >> and voter turnout a real big story in georgia, shattering records, officials believe more ballots were cast yesterday and with early voting than in november. just ahead, we'll speak live with reverend warnock about his historic night becoming the first black democratic senator from the south. >> and of course, this is all playing out behind the backdrop

of today's drama expected on capitol hill of congress meeting to officially count the electoral college votes to confirm president-elect joe biden's presidential victory and pro trump groups are holding rallies near the white house to protest those results. tensions are very high. we've got it covered for you this morning. let's start in georgia. nbc's blayne alexander on the big political story of the hour. blayne, good morning. >> reporter: well, savannah, good morning to you. that history making call came just before 2:00 a.m. overnight, and it's history making on two fronts, not only is rafael warnock the first black senator from the state of georgia but he's also the first black democrat from the south to head to the united states senate. now with that race called, all eyes are on the other race here in georgia with thousands of votes still left to be counted. this morning, with one race called and the other still too close, democrats are now one step closer to taking control of the u.s. senate. overnight, nbc news projecting reverend rafael warnock has defeated incumbent kelly loeffler, the pastor of ebenezer

baptist church, the post once held by martin luther king jr. will become the first black senator from georgia. >> tonight we proved that with hope, hard work, and the people by our side, anything is possible. >> reporter: the state's other crucial runoff between gop incumbent david perdue, and democratic challenger, jon ossoff is still up for grabs, with ossoff currently ahead by several thousand votes. overnight his campaign said in a statement we look forward to see thing process through in the coming hours. while in a statement of their own, the perdue camp writes, we will mobilize every available resource and exhaust every legal recourse to ensure all legally cast ballots are properly counted. we believe in the end senator perdue will be victorious. across the state, some counties kept counting late into the night, including fulton, the state's most populous, where dozens of workers processed absentee ballots until the early morning. on the line, control of the u.s.

senate. if democrats win both seats, the chamber is tied with vice president-elect kamala harris casting the deciding vote. tuesday's voter turnout shattered runoff records in the state, with more than 1 million ballots cast on election day alone. >> we're looking at 1.244 million votes, which is more than we anticipated actually. >> reporter: election day itself, largely smooth sailing, wait times minimal with voters on both sides saying they understand that their vote carries far beyond georgia. >> i feel like if i can vote and make a change for the better, that's what i'm going to do. >> it has been very intense. i'm glad it's done. >> reporter: and savannah, we talked about those votes that are still left to be counted and accounted for. in fulton county they're going to be back at it, at 8:00 or so, they're going to count the votes in the convention center downtown. the question so many people have

been talking about, will there be a recount, given what we saw in the presidential election. as things stand right now, that race is too close to call between perdue and ossoff, it is currently within that margin. again, many votes still left to be counted. >> we're joined by reverend rafael warnock, the first black senator from the state. you're making history. as i mentioned, what do you think made the difference and is georgia now officially a red state, excuse me, a blue state, a blue state. >> listen, i'm wearing this blue tie for a reason. good morning, it's great to be here with you, and i can't tell you how honored i am that the people of my home state, where i was born and raised and educated at morehouse college have decided to send me to the united

states senate to represent their concerns at this defining moment in american history. it's a time when people are suffering in so many ways as a pastor, i'm used to walking alongside people at their high moments and their low moments, and it's the honor of my life that i get to represent the people of this very great state in the united states senate. >> your opponent, kelly loeffler spoke last night, notably she did not concede the race. do you expect a long drawn out process of legal challenges as we saw in november in georgia? >> i expect to serve in just a few days in the united states senate. and, you know, this is quite an honor. i'm someone who grew up in public housing. i'm one of 12 children in my family. i'm number 11 and the first college graduate. i know personally the difference that good federal public policy makes. i wouldn't be sitting here, were it not for pell grants, low interest student loans. my parents poured into me a deep

sense of a work ethic, but it took good public policy along with personal responsibility to get me here and promises alive and well. after all, i'm sitting here, but it's slipping away from too many people, and i can't wait to go to the u.s. senate and bring the interests of ordinary people to that conversation. >> reverend, we got to talk a little more politics, forgive me, the day after the election, black turnout was off the charts, also the president had spent the last six weeks disparaging georgia's election system, and frankly many republicans in the state were worried that he was doing damage to republican efforts. do you think the president ultimately helped you in this race? >> i think that donald trump did what he's been doing. and, you know, he's on his way out the door. i think that the people of georgia heard a very clear contrast. i talked about how i intend to

represent them, and my opponent was focused on how she would represent her own interests. and i think the folks heard that loud and clear. i mean, we are dealing with folks who are facing eviction. people have been waiting for months for relief, and they saw politicians play the same old game last week. we should have passed the $2,000 stimulus check. i can't wait to get to work and put my boots on and represent the people's concerns in the united states senate. >> on the substance of that in the few moments we have left, when you look broadly at this election, it was decided by the narrowest of margins, in your race, in the presidential race, in the swing states, they were the tightest of margins. what message do you take from that? we have a very divided country. how will that affect you how you govern? >> yeah, we've got to come together. and i have a lot of experience doing that. you know, i have been working for years on a range of issues from voting rights to criminal

justice reform. i know is a lightning rod issue for a lot of folks, and so i'm trying to make hay of that during the election but i brought people together across racial lines, religious lines, to work on these issues, and the fact that we're facing a global pandemic, a deadly disease that's taken 350,000 american lives, we're dealing with an economic turn down, the likes we haven't seen since the great depression. we can ill afford to be divided and i hope to be the pastor among peers in the united states senate to appeal to the better angels of our nature and to remind us that dr. king was right, we're tied to the single garment of destiny. >> we thank you for your time this morning. we really appreciate it. congratulations on your victory. we want to bring in political director chuck todd, white house correspondent hallie jackson. chuck if i had told you a year ago, wait, a week ago, that potentially democrats would take

these senate races. we projected one is very close, what would you have said? what does this signal in terms of our politics? >> well, savannah, if you recall during election week during our coverage we said, you know, democrats, they didn't want the senate control to come down to the georgia runoff. they thought that was a bad message, that would be tough. they would already have won, but donald trump just turned things on its head, right. you know, you talk to republicans, ten days ago, they believed they were on track to win at least one if not both of these races and the president's behavior combined with what happened with the last minute debate on the stimulus checks, you throw all of that in there, and it really did create this perfect, i'm sorry for the cliche, perfect sort of political storm that momentum hit at the right time. everything hit at the right time. the president's sort of behavior snapped, if you will, at the right time, and it all came

together, and you see what we have but this is at the feet of donald j. trump, he basically saved chuck schumer's chances. chuck schumer thought he was going to win this on election night, he didn't. and he never thought georgia would do this for him, and lo and be hold, donald trump and georgia did it for them. >> chuck schumer the democratic leader poised to become majority leader in the senate. hallie, as i turn to you, still, we have not called that second race so it's still up in the air, but potentially, if democrats take control of the senate, you've got a 50/50 margin with vice president-elect kamala harris being the tie breaker. what's the practical effect of all of that? >> reporter: it makes it easier for president-elect biden to get through his agenda there, starting with frankly covid relief. that has been one of the president-elect's biggest priorities. you've got democrats supporting $2,000 stimulus checks. so if they end up controlling congress, watch for that to

happen really quickly. you may see a democratic congress if that happens roll back parts of the trump agenda like his tax cuts, remember those from 2017. president-elect biden said that would only affect people making more than $400,000 per year. you have minimum wage. watch for that potentially to be raised to $15 an hour, and with control of the senate, democrats could be able to strengthen obamacare and get their judicial appointments through quickly, and vice president-elect harris going to have to be the tie breaking vote. she will be spending a lot of time on capitol hill acting as that 51st senator. >> chuck and hallie pause right there, because there is another big story playing out in washington, d.c. >> there certainly is. congress is getting ready to certify president-elect joe biden's victory amid protests from pro trump supporters inside the capitol and outside the white house, peter alexander is right there outside the white house. good morning. >> reporter: good morning, this could be a dramatic day in washington, but this last gasp effort from the president and fiercest loyalists to swing the election in his favor will not make a difference. president trump's doomed effort

to overturn the election results is expected to come to an end today. still the president is ramping up pressure on vice president pence to flip the outcome as pence himself reportedly told the president that he does not have that power, a conversation the president denies. on capitol hill today congress is set to deal a fatal blow to president trump's undemocratic efforts to overturn the election's results. two weeks until joe biden is sworn in as the 46th president, lawmakers are expected to make his victory official, ratifying the electoral vote count, despite objections from at least 13 republican senators, and more than 100 house members. vice president pence will preside over today's joint session of congress. overnight, the president insisting in a statement the vice president and i are in total agreement that the vice president has the power to act but the vice president's office did not release a similar statement. in fact, the constitution says the president is wrong, pence cannot change the outcome, and

facing the ultimate trump loyalty test, a person close to pence tells nbc news, the vice president thinks it's his job to follow the constitution and the law. the president who met with pence for lunch tuesday singled him out monday night. >> i hope that our great vice president, our great vice president comes through for us. he's a great guy. of course if he doesn't come through, i won't like him quite as much. >> reporter: for now, pence is publicly indulging the president's baseless claims of voter fraud. >> come this wednesday, we'll have our day in congress, and which'll hear the objections. we'll hear the evidence. >> reporter: those objections to come from republican members who say they will reject the certification of biden's win, a move that could extend the drama but does not have the expected votes to pass. ted cruz overnight defending the effort. >> we have an obligation, i believe, to protect the integrity of the election and to protect the integrity of the

democratic system. >> reporter: republican tim scott one of more than two dozen gop senators who will not object writing there is no constitutional viable means for the congress to overturn an election already certified by the states. and new overnight, this video appearing to show mitt romney being confronted by a trump supporter at salt lake city airport. >> are you going to support him in the fraudulent vote. >> over the election, no, i'm not. >> why not? >> you'll get a chance to hear my remarks in congress. >> i'm sorry, can you say that again. >> it's a long story, but we have a constitution. the constitutional process is clear. i'll follow the constitution, and i'll explain all of that in congress this week. >> trump is a juggernaut, your legacy is nothing. >> you're a joke, absolute joke. disgusting shame. >> reporter: and here at the white house this morning, crowds are already gathering just outside for a pro trump rally, the president says he will speak at. as many as 30,000 people

expected with d.c.'s mayor activating the national guard, and even after today's session of congress, trump allies tell nbc news, they believe he will keep disputing the results. one ally saying the president is embarrassed. another describing him as increasingly desperate. savannah. >> reporter: peter, thank you. a quick check with you chuck and hallie. where is vice president pence on this? we saw the reporting that he is going to uphold his constitutional duty. it's all over the place. what do you expect? >> reporter: so people close to the vice president, savannah, say he has deny studious, diligent about what that role entails. it is constitutionally defined and frankly there's not much that the vice president can do under the constitution. the analogy has been made. he's kind of like the person who opens the envelope at the oscars, and reads the winner. that's about the extent of his role. but, remember, this is somebody who has been one of the most loyal soldiers of president

trump, and i would call it a pickle, but it is one of the most difficult positions for the vice president. politically and optically. >> politically, optically, perhaps not legally or electorally. chuck, that brings me to you for a final word on this. this is a day we would barely mention in the past, essentially a rubber stamp of congress certifying the elections, and now we're having this show down, and this crisis. >> you know, savannah, you do, look, we're going to get through this. but this feels like a stress test, you know, think of a rubber band and you stretched it to the limits and it didn't snap this time. right, and i think that there's a lot of historians, and constitutional scholars thinking that way. here's what else we're going to see today, today is the first day in the sort of post-trump era battle for the soul of the republican party, and this is what is going to animate the american politics on the right for the next two years. whose party is on the right? >> we shall see. we know you'll be with us. chuck, hallie, thank you as always, appreciate it. 19 minutes past the hour,

what do you say we take a pause and go to mr. roker. >> a palette cleanser, if you will. we have a system bringing snow in the plains, icy conditions. we're going to be looking at a risk of severe weather making its way into parts of texas today. damaging winds, tornado is possible. this system will be moving to the east bringing with it a line of severe storms developing in texas as it moves into tomorrow, we're looking for steady rain for the southeast, snow possible into the southern appalachians, and continues to move east friday off the carolina coast with light snow accumulating in the mid atlantic. now, we are looking at upwards of 3 to 5 inches possible as you get around texas, louisiana, and on into arkansas and some snow in the mountains over there, right around missouri into arkansas, and also back through the appalachians as well. we'll be watching that pretty closely. we're going to get to your local forecast coming up in the next 30 seconds.

(quiet piano music) comfort in the extreme. the lincoln family of luxury suvs. good morning. it's 7:26. i'm laura garcia. here is a look at today's top stories including the covid outbreak at a second south bay hospital. >> reporter: i'm kris sanchez in gilroy with a second cluster of covid cases. this time at st. louise hospital in gilroy. some workers told us some infected staff members here and at kaiser and san jose where 60 tested positive the a spokesperson for the hospital says she's unaware of any crossover. st. louise will implement daily rapid testing for emergency department personnel, though the health order only requires testing every 14 days. one e.r. registration clerk at kaiser did not survive.

>> team usa pulls out the 2-0 win over heavily favored canada. a miracle on ice, perhaps on a smaller scale, until last night canada was undefeated, had outscored its opponents, 41-4. let it be said, this was an incredible feat for team usa. it is a miracle on ice. win the first championship since 2017. >> congrats, team usa. also the city of kenosha, wisconsin, under a state of emergency after the d.a. there declined to file charges against the officer who shot jacob blake last summer in the back leading to weeks of unrest. nbc's gabe gutierrez is in kenosha for us this morning, hey, gabe, good morning. >> reporter: hoda, good morning. many businesses in downtown kenosha are boarded up, and overnight some streets were also shut down. this city had been bracing for this decision for days. and now jacob blake's family is

calling it a slap in the face. overnight with wisconsin national guard troops looking on, protesters in kenosha were peaceful, after the district attorney declined to file charges against the officers involved in the jacob blake case. >> i think that the decision it represented that we don't matter. >> reporter: in august, blake was shot seven times by officer rusten sheskey, the kenosha district attorney says blake was armed with a knife, and the officer could have successfully argued self-defense in court. >> they're called to the scene on a designated domestic abuse call. when they get there, they know there's an arrest warrant for jacob blake, and they take actions at that time. >> reporter: sheskey's attorney says the decision not to charge the officer was well reasoned, adding officer sheskey was in a difficult and dangerous

situation and acted appropriately in accordance with his training. blake survived but is paralyzed from the waist down. his family says he'd been trying to break up an argument between two women, and was walking back to miss vehicle with his three young sons. >> this is a slap in the face by wisconsin government and the d.a. >> reporter: in a "dateline" nbc exclusive this woke, the families of jacob blake, george floyd and eric gardner spoke with craig about police violence. >> mr. blake, we know how he is physically, but emotionally, how is jacob? >> he has pain 24 hours a day. sitting there watching your child go through this, but you can't go in there with him with tears and i don't get a off day. i'm sorry, you all.

>> no apology needed. >> reporter: the shooting was another flash point during a summer of unrest. on tuesday, 17-year-old kyle rittenhouse pleaded not guilty after police say he fatally shot two people and wounded a third during a protest. blake's family is now awaiting results of a civil rights investigation. >> i believe there's three different justice systems. there's one for black and brown people, there's one for police officers and then there's one for the rest of america. >> reporter: at last check, the three officers involved in the jacob blake incident remain on administrative leave. hoda. >> gabe, so you said no charges but have there been any changes at the police department since those incidents? >> yes, hoda. both to city and the county approved funding for the police and sheriff's deputies to wear

compared to loeffler's 49.4% of the vote. when you shift to the other race, that's too close to call and a smaller margin. jon ossoff is in the lead with 50.2% of the vote, .4% over david perdue sitting at 49.8%. back to rafael warnock, currently the pastor of ebenezer baptist church in atlanta, the pulpit once held by dr. martin luther king jr. we heard from him earlier today on "today" where savannah asked him whether president trump's recent rhetoric attacking the georgia election possibly helped democrats in this race. take a look. >> you know, he's on his way out the door. i think that the people of georgia heard a very clear contrast. i talked about how i intend to represent them, and my opponent was focused on how she would represent her own interests. and i think the folks heard that
