office and the vice president would take over as acting president. if the house does not give unanimous consent, the speaker says the house will bring up the request again on the house floor. vice president has 24 hours to respond. after that is when the speaker says they could introduce articles of impeachment that could come as early as tuesday. we're going too have more coverage of the situation at the capitol coming up in a few minutes. first, we want to turn to the rising cases of covid-19 in the bay area. san francisco health leaders taking action today to help one of the hardest hit communities there. the city is reporting a record number of cases. you can see here over the past two weeks. cases are continuing to trend upward. one day earlier this week, the city recorded 500 daily new cases. that's the most in a single day yet. now a new project is underway in the mission. nbc bay area christy smith explains. >> this is the first day of this project. >> reporter: 24th and mission is where many people in the

predominantly latino community have come for covid testing, and for the next three weeks, something new. >> a bridge to the vaccine campaign, right? and it's kind of twofold. the one is just handing out a very basic faq. here is what the vaccine is. here is what it is not. >> reporter: the mission has been among the hardest hit communities in the city and health leaders say vaccinations will be critical along with communication. john is with the latino task force that's working with ucsf. >> in addition to that, we're asking questions. how do people feel about the vaccine? would they take it if it was available? would they not? >> reporter: he says it's important to understand how to better serve the community, a second component including rapid testing. >> by having low barrier testing available three weeks or three weeks, five days a week combined with immediate test results, we're hoping to get to shave the time from infection to isolation

and shave it and that will make a difference in terms of transmission. >> reporter: there is also support for those who may need to isolate. >> testing for the most marginalized commune the is without support is meaningless. if you're a daiy laborer and bu food for your kids. >> reporter: they have the capacity to test up to 600 people a day. in san francisco, christy smith, nbc bay area news. after more than a week of declining cases, the state seeing a surge. the state confirming 49,000 new cases of positivity rate at 14%, that is the highest its been since april. this comes as the bay area's available icu beds are at an all-time low holding at 3%. san joaquin, southern california has zero availability and it's been that way for weeks. house lawmakers went into hiding during the riots at the capitol on wednesday.

as rioters breached the capitol, house members and staff were taken to a secure location. in a letter to members of congress today, the attempting physician says those people may have been exposed to a person with the coronavirus infection. dr. brian monohan encouraged social distancing and symptom checks and advised members to get tested next week as a precaution. we'll have more on this story including reaction from local lawmakers tonight after sunday night football. an officer who defended the u.s. capitol against rioters last week has died. the 51-year-old officer died off duty this weekend but capitol police are not releasing other d details. it's not clear if there was a connection to the violence at the capitol. capitol police say he was a long-time officer and he was quote selfless. nbc news learned warnings of

possible violence was sent to the u.s. capitol police before the january 6th riot. senior law enforcement officials tell nbc the warnings came from the fbi and the new york police department. the fbi even visited more than a dozen extremists already under investigation urging them not to travel to washington d.c. the nypd sent law enforcement agencies across the country including capitol police. an intelligence packet describing threats on social media leading up to january 6th. these details undermine a top fbi official and d.c. police chief who asserted no official news for the possibility of violence. >> as we mentioned, speaker pelosi laid out her plans for the week ahead. it starts with a request to activate the 25th amendment before potentially bringing impeachment legislation to the floor. nbc's jennifer johnson continues coverage. >> reporter: a procession carrying the body of brian sicknick drove by the u.s. capitol. federal and local police officers paying respects to the man that lost his life defending

the capitol last week. flags have been lowered to half staff. the white house lowered its flag sunday afternoon:200 house members and 37 senators are calling on president trump to resign or be removed from office including some republicans. >> the best way or our country, chuck, is for the president to resign and go away as soon as possible. >> reporter: house speaker nancy pelosi says an article of impeachment charging the president with incitement will be this week but some lawmakers want to delay a trial. >> president elect biden the 100 days he needs to get his agenda off and running. >> reporter: many lawmakers are fearful of what trump loyalists may do next. >> the number of death threats that have been thrown out against people like me and frankly every member of congress. vice president pence, one of the most faithful guys to donald trump is now public enemy number one. >> reporter: the president has reportedly not called pence since the siege. twitter has silenced the president.

apple, google and amazon cracked down on parlor, a conservative social media app. washington remains under a state of emergency. the mayor has asked homeland security for additional protections starting monday as the national guard erects what it says is a none scaleable fence around the capitol ahead of inauguration day. jennifer johnson, nbc news, washington. arnold schwarzenegger took to twitter today with a video message about the violence at the capitol this week. schwarzenegger who is a republican remembered his childhood austria, recalled his childhood after world war ii and drew parallels between the violence of the nazis and the violence at the capitol. he denounced wednesday's ins insurrection and criticized president trump. >> president trump is a failed leader. he'll go down in history as the worst president ever. the good thing is, it will soon be as irrelevant as an old tweet. but what do we make of those

dramatic right there. this was about noon today and looked like this. as dangerous surf up and down the coast, the surf warnings still in effect. it's heads up if you're going to the coast. let's bring in rob right now. we have big waves but that doesn't show a storm coming this way. unfortunate. >> the wind from those storms pushing the long period swell reaching the coast wave heights at 18 feet offshore and then as we head into tomorrow, we'll see a coastal flood advisory due to the return of the king tides. so let's take you out to the coast. you can see from ocean beach out in the distance, you can see the white water out there. the wave heights continue to range from about 14 to 16 feet offshore. high surf warning continues to about 9:00 tonight. though, i do think we might see an extension of this as the wave heights remain unusually large as we head into monday. monday and tuesday, focus on these times. 9:14 a.m. in san francisco. this is a return of the king tide. the high tide we see this time

of the year just under seven feet at 9:14 in the morning and a similar high tide at 11:26 in the morning. bay side and coast locations could see some local ieized flooding. you probably notice today we began with light rain and drizzle and low clouds with north bay rain chances this week. coming up, we'll take a closer look at that and where our temperatures are headed, which may surprise you. could be an early taste of spring. that seven-day forecast, a closer look in about six minutes. back to you. >> okay. rob, thank you. the on going covid surge has stanford cancelling plans to bring back more students to campus for the upcoming winter quarter. the move comes after 43 students on campus recently tested positive for the virus. stanford planed to bring back freshman and sophomore students later this month. graduate students and students with special circumstances started moving in over the last few days. under graduate r.a.s and under grads with approved essential

circumstances will be allowed to stay an campus. stanford is offering a new application period for student whose have not previously applied for essential circumstances. a south bay walmart is closed tonight for a deep cleaning. this is a super center store on story road in san jose. walmart says it is part of a company wide program to make sure stores are thoroughly cleaned during the pandemic. it will also be closed tomorrow ahead of reopening on tuesday morning. the stores nationwide are closed for the same reason this weekend. police are on the lookout tonight for six inmates that escaped from the county jail. look at those six inmates. police say jail staff noticed they were missing from their cells in the downtown jail. noticed that this morning. it appears before midnight last night the inmates got onto the roof and used a home made rope to scale down the side of the building like in a movie. sheriff's office trying to figure out how they were able to do this undetected. >> we're looking into it

actively right now. i got investigators internally trying to piece together and all the activities pertaining to the correctional staff from last night. >> police say anyone with information or who sees anyone in this picture here should not approach them but rather call 911. costumes worth $20,000 have been stolen from the san jose dance theater leaving organizers asking for help and offering a reward, as well. someone stole nearly 100 hand made costumes from the dance theater. costumes are for a number of protections including the nutcracker, swan lake and sleeping beauty. a $1,000 reward is being offered for tips that lead to the costumes being found. >> a very specific costume to the ballet world, so it does puzzle us why someone would want to come in and steal them. it's not like jewelry. you can't just resell it quickly. so it's very troubling for us.

bart is preparing to make a major upgrade to the tracks at the richmond station. the components are nearly 50 years old. bart has already completed more work in oakland, concord, lafayette and hayward recently. the richmond station repairs will get started later this month and cause closures for five weekends through march. riders can avoid the impact by going to the station instead of the richmond station. in hard hit southern california, the first health care workers that received the coronavirus vaccine are now

getting their second doses. some health care workers in san diego county and l.a. county are finding reaction to the second dose of the pfizer vaccine is different from the first. some report joint pain and others fatigue according to pfizer, not quite 4% of their clinical trial participants experienced fatigue as a side effect. 2% got a headache. extremely low numbers. >> when people receive the second dose, they are receiving additional booster to try to protect the effectiveness to get to 90% of the protection with the vaccine so by boosting the immune system, in general some people develop a little bit more fatigue, muscle aches, joint pains, low grade fevers but usually last 24 to 48 hours. >> regardless of the side effects, he says it's extremely important patients get that second dose of the vaccine. pope francis says he'll get the coronavirus vaccine as early as this week and urging others

to do the same thing. the interview with the italian news program tg 5 the pope called the vaccine a life saving ethical obligation. he said refusing the vaccine was quote suicidal. this is not the first time pope francis spoke about the vaccine in his crist mayday message, he said the vaccine should be available to everyone including the world's most vulnerable. california lawmakers are set to return to work tomorrow and they have a lot of lists of pressing issues waiting for them. fixing the state's economy destroyed by the pandemic is at the top of the list, along the lines, the legislature has evictions protections that expire at the end of the month. he wants a one-time stimulus payment of $600 to taxpayers that earn less than $30,000 annually. redwood city woman is spreading cheer during the covid crisis with colorful chalk

creations. this is marry kay mitchell. she busted autochalk and drew a heart and rainbow back in march. she's taken off from there. she received such a positive response, she's averaging three to four chalk drawings a week. the 68-year-old grandmother earned the nickname the chalk granny. >> i change it up every week to something else because it's great exercise, i mean, i workout doing this and it also is inspirational. >> she received numerous thank you notes and does custom drawings on other people eastside wa' 's sidewalks. she does chalk to go like birthday wishes to thank you for teachers. nice job. >> talented grandma right there. >> beautiful stuff she's doing right there. maybe she could draw pictures of

clouds and rain and it would come true, rob, maybe? >> that would be nice. we need to get in touch with her. the rain maybe not so good for chalk art but boy, we could use that around the bay we had a bit of drizzle but most of that around the north bay and that's a sign of things to come. rain chances ahead will be mainly north bay as we get towards tuesday and wednesday and then tomorrow morning our concerns would be patchy dense fog and the return of those king tides once again. let's take you outside to the temperatures. mostly 50s outside. 54 in san francisco. we've got an interesting view of the clouds. look at that looking off to the west. 54 degrees. slight offshore breeze at four miles per hour. walnut creek starting to look hazy. i think contra costa county inland, the valleys, the east bay very likely looking at patchy fog late night early morning. 53 now. similar view. hazy skies in the tri-valley around livermore. 56. san jose did benefit from the

most sunshine today. earlier in the low 60s right now and northwest wind at 12 miles per hour. areas of fog will see drizzle in a few areas along the coast or missed along the low clouds for inland east bay valleys waking up for fog and in the afternoon clouds mixed with shine similar day than we had today with low 60s from san jose into morgan hill. 58 the high in san francisco. 58 in livermore. and a little cooler as we get back towards selanaloolano coun napa where the fog may linger for monday. in terms of the hour by hour rain outlook tomorrow, nothing to see other than the misty skies except late in the day you see there to the north beginning to see a few rain chances which is where the target for our best chance for rain will likely end up late tuesday into wednesday as we take a closer look tuesday afternoon notice how the rain is north of san francisco the best chance for areas.

it doesn't look that good. maybe a quarter of an inch of rain and heavier totals do stay north, to the south we're not expecting really anything measurable south of san francisco. on the opposite end could be how warm our temperatures get. storms by passing us to the north. the orange you see here on the map is strong high pressure as it builds could be sending temperatures towards the 70s and a few spots around the bay area. that's season fran as we see there mid 60s with a chance of north bay showers tuesday night into wednesday but inland locations that are out of the fog will have the chance of warm temperatures. there you see the north bay shower chances on wednesday but the days that could jump out for spring-like temperatures would be wednesday into thursday next weekend where upper 60s for

vice president elect kamala harris is on the cover of "vogue." some on social media are blasting the photo choice you're looking at. this is the print version of the cover. it has some fans saying it makes harris look washedout and unprofessional. she's wearing chuck taylors, her converse and the magazine released this picture of the future vice president in a suit. this had a much better reception than that. both images were photographed by tyler mitchell, the black photographer who was hired to shoot beyonce in 2018. harris' team says she wore the suit specifically for the cover and changed to more cause weal attire for pictures that would be inside the magazine. harris herself has not yet responded. the engine of a 737 crashed

yesterday after taking off in und indonesia has been found in the ocean. the boeing 737 500 was carrying 62 passengers and crew members when it went down shortly after taking off from jakarta. the plane disappeared from radar screens four minutes after take off. the black boxes have been located but yet to be recovered from the water. as of now, there are no clues what led to that crash. we'll be right back.
