marcus washington has the morning off. it was a fabulous weekend. it was a farmer's morning weekend. it was gorgeous out there. kari. >> it was so nice out there. we're starting out with fog in parts of the north bay and seeing clear visibility elsewhere. as we look outside in san jose, let's look at our temperature trend that will start out in the low 40s by 6:00. notice we will have some clouds this morning, but sunshine again for the afternoon. we'll talk more about what's ahead for the week coming up as well as the king tides, that's coming up in a few minutes. mike, what's going on with the commute? >> very calm right now. let's not mess things up. look at the green. speed sensors all over. taking you down to the south bay where the one chp incident reported here, southbound 880 near the brokaw exit, it might affect one area of the off-ramp. northbound 101, that's your

commute direction and area. the last few weeks have been a late commute around the bay. back to you. a live look at capitol hill. another extraordinary week is on tap in washington, d.c. the president could be headed for a second impeachment. today the house will request unanimous consent for vice president pence to activate the 25th amendment. if unanimous consent is not granted a request will be brought up on the house floor. vice president pence has 24 hours to respond before articles of impeachment are introduced. more than 200 house members and a third of the senate are calling for the president's resignation or removal. with all the turmoil in d.c., there's a potential protest brewing in a matter of hours at twitter headquarters. sfpd says the bay area is prepared. >> city workers unloaded barricades to encircle twitter

headquarters in preparation for the protest. in a statement the sfpd says we'll have sufficient resources available to respond to demonstrations. people who live nearby don't expect a large crowd. >> i think it would be people coming in from outside the city more than likely. there's not been much reports of that so far. >> reporter: they trust the san francisco police to handle the situation. >> i think especially now with what happened last wednesday, you cannot afford to be complacent. >> wednesday's riot at the capitol has set off a chain reaction of events leading to possible protests outside twitter headquarters. the president's followers say the president is being treated unfairly. >> when a company that an unequal application of terms of service, you will get a response. it will happen. i don't know the specifics of this protest. i suspect you'll see lots of them. >> san francisco republican party chairman john dennis says

devoted trump supporters are also being unfairly booted in twitter. he's noticed a drop in thousands of followers over the past couple of days, though it's not clear if people are being suspended or just leaving the platform. the popular app parler is expected to go temporarily dark tomorrow when amazon boots the site off its servers. if a group does form out here they'll be rallying outside a mostly empty building. a twitter spokesperson says the company is one of the first to initiate work from home protocols because of the pandemic. in san francisco, sergio quintana, a bshnbc bay area new. the percentage of available icu beds in the bay area remains at an all-time low, holding at 3%. here's where things stand county by county. most of the bay area is in a red zone, that means less than 15% of the standard icu beds are

open. napa is zero up there. this means the standard icu beds are full and new patients may have to go to full surge facilities. freshmen and sophomores at stanford will have to wait longer to return to campus. the school is saying students must learn from home until the summer semester. the decision comes following a recent increase in new cases on campus. at least one ucsf professor of medicine says the decision makes sense in terms of health and safety. >> those younger are more likely to have asymptomatic infection. so the protection is kind of more for the community and for others than necessarily for that group. >> the stanford daily reports it will invite juniors and seniors back in the spring but the plans are subject to change. graduate students and students with special circumstances started moving in over the last few days.

some undergrads with approved special circumstances will be allowed to stay on campus for now. as millions of californians wait for their turn to get a vaccine, leaders in santa clara county are thinking about revising their plans. a new proposal would require large health care systems to explain in writing how they plan to administer the vaccine going forward. county supervisor cindy chavez will hold a news conference today to discuss the plan. according to the state, the first part of the next tier includes vaccines for people 75 or older and education, emergency services and food workers. happening now in merced county a manhunt is under way after six inmates escaped from the county jail. this is a look at the inmates. manuel allen leone is from vallejo. the sheriff's office says jail staff noticed the inmates were missing from their cells in the downtown jail yesterday morning.

it appears just before midnight the inmates got on to the roof and used a homemade rope to scale down the side of the building. the sheriff's office now is trying to figure out how they were able do this undetected. we may here from the alameda county district attorney about potential new charges against an officer tied to the deadly shooting of oscar grant. the former b.a.r.t. police officer who fired the lethal round was convicted of involuntary manslaughter. a second officer with mehserle, dennis peronny was never charged. video of the 2009 incident shows peroni leaning atop grant. the family expects to hear from the d.a. today. everyone is on dry land after a wild scene in santa cruz yesterday. big waves flipped over several boats throwing a dozen children and others into the ocean. this is video as it happened. santa cruz fire arrived after many of the kids had been pulled from the water. no one was injured.

a woman remains missing while a man is in the hospital this morning after being swept into the ocean. the man and woman from redwood city were wearing waders and searching for muscles on the rocks. big waves swept them under. a witness was able to pull the man out of the water but the woman has not been found. a san jose man is missing after being swept into the ocean off point bonita. the man and two friends walking along the bluff when the high surf overtook them. we've been talking about the high surf and dangers. these stories prove how careful you need to be out there. >> yes. especially with the big waves that we had over the weekend. we're still going to have dangerous surf today as well as the king tides that will bring that water further inland especially during the late morning hours. we're looking at waves that could reach over 20 feet and we

have sneaker waves, rip currents and the potential for more rogue waves that come up and don't look different from the other -- the previous waves and then just come up higher on the coastline. so we're still watching out for that as well as the cold water temperatures that could cause hypothermia. today the king tides return that will cause localized flooding. we'll watch this and i'll talk more about it coming up in a few minutes. mike, what's going on as commuters get ready to head out the door? >> i think they're still getting ready to head out the door because on the roadways there's lighter traffic. green sensors around the bay. i want to zoom in to a new incident reported over here in contra costa county. it is walnut creek area, but i think actually instead of in the walnut creek interchange, it's actually on bolder way. as far as i understand. just off the freeway. i'll track that to make sure we have no problems. highway speeds are at speed as we get towards the bay bridge and across the span, a beautiful view of that drive to or from

right now at 4:42, a lot of pictures yesterday of people going hiking over the weekend and today we're still going to have some great weather for that in the south bay. starts out cool with some clouds, but this afternoon upper 50s with a lot of sunshine. we'll talk about what's ahead for the rest of the week coming up. you heard it, go take a hike. that's what we said to that incident in san jose. it's cleared from the nimitz. you do have traffic out there. use caution, we'll give you another scan coming up. starting this week, up to $2 million available for businesses struggling to make ends meet during the pandemic through the renewed paycheck protection program. there are different options from those who received a pppe loan last year. the city of san jose will hold a

webinar with the small business administration on wednesday to give you details on how to apply. the program runs until march 31st. >> and those loans become available to restaurants in san francisco. golden gate restaurant association tells "forbes" magazine the san francisco chamber of commerce says around 52% of city restaurants did not show any credit card business as of a few months ago. outdoor dining and limited indoor capacity was allowed then. also active health permit figures are currently unavailable. the association tells sf gate independent association that closures could reach as high as 85% without government intervention. hi there, i'm bertha coombs.

wall street set to open lower this morning after the markets closed at record highs last week following the democratic wins in the georgia senate runoff. investors expect now that we will see additional economic stimulus as a result. president-elect joe biden expected to unveil details of his new stimulus plan on thursday. the dow, nasdaq and s&p 500 posting their fourth straight weekly gain. the dow and the s&p had their best week since november. this week we'll get reports on jobless claims, consumer and producer prices as well as retail sales and earnings season kicks off on friday. we're so nerdy at krcnbc, we ge excited about earnings season. amazon and walmart and other retailers are telling shoppers to skip returns of unwanted items. the "wall street journal" reports that in some cases such as large items that could cost a lot to ship back, it's actually

better for the retailers to just issue a refund and let the customers keep the products or donate them. this approach is being more broadly adopted during the pandemic amid a surge on online orders. walmart says its keep it option is primarily for merchandise it doesn't plan to sell. e-commerce returns are expected to top $70 billion for this holiday season. the future of tv screens may be see-through. lg showing off a 55-inch set at the consumer electronic show that rises out of the foot of your bed. it has a transparent design that lets you see through the screen even when it's on. lg sees the display as a smart home device and one that could be used in public settings like restaurants or on public transportation. scott and laura, i just envision minority report, where tom cruise was sitting there moving those transparent screens.

good monday morning to you. 4:50 right now as we look live outside at the golden gate bridge. folks already up and out the door. coming off a really nice weekend weather-wise. simply gorgeous. i like to go for long walks, i was thinking of you, mike, this weekend because my son was playing pokemon go, now he likes to go on walks with me but they're very zig zag. >> he's not looking at the roadway. >> exactly. i keep telling him we used to do stories of people getting hurt. he's like, yeah, mom.

it was gorgeous out there, kari. >> it was. we took a nice lon walk over theweekend. that was probably the highlight of my weekend because it was laid back. let's talk about what's going on along the coastline. we are seeing the king tides returning. this is the extremely high tide because of the pull of the money during the winter months. the earth is actually closer to the moon so it has much more of a gravitational effect on our water along the coastline. so extremely high tides late this morning at 9:14 and it's going to make it at about almost seven feet in san francisco and we'll do it all over again tomorrow. just a bit later in the morning and closer to noon. it could cause some flooding. i know we've also had some big breakers along the coastline as we look at the forecast for pacifica. starts out with mid 40s. we will see a mix of sun and clouds, you do want to make sure you're staying well away from the beach because those waves will be dangerous today. for the south bay, looking at warm weather for this afternoon.

now this is much warmer than normal. reaching up to 64 degrees in morgan hill and upper 50s for parts of the north bay. early morning clouds and fog, but it will clear out. as we go through the week, we'll see some rain but it's mostly going to stay to the north of the bay area. so it's mainly a dry week ahead. all of these systems will miss us and only some slight rain chances midweek for parts of the north bay. look how much the rain drops are from napa up through ft. bragg. we'll see for our viewing area not a lot of rain. temperatures will be cool to start out the week. we're going from the upper 50s tomorrow for highs to the low 70s by the end of the week to the weekend. make some plans to get outside this weekend if you weren't able to table a long walk this past weekend. we'll be in the upper 50s to low 60s for the inland areas. the weekend ahead will be very

nice and sunny. mike, you've been watching the commute. anything popping up of concern? >> yeah. very big concern, kari, in the tri valley. let me show you the maps. the overall picture shows you green sensors, that's the good news, we're going at the speed limit except for our usual suspects, the altamont pass and 84. a little slowing cutting down through sunol and livermore. i circled that, 580 westbound, reports of a wrong-way driver around castro valley boulevard. sounds like it's a spinout. a noninjury spinout. so far everything is okay driving to and from the castro valley. the bay bridge toll plaza, green sensors and a clear view. i saw a burst of cars earlier in this live shot, but no slowing and no problems we're back to normal. back to you, scott. the city of los angeles ramping up its vaccine efforts in a big way. as of today, dodgers stadium will start to transition from a mass testing center to a mass vaccination center. the site will be able to

administer 12,000 shots a day once things are up to speed. southern california right now dealing with skyrocketing cases. last week leaders said the rate of death there is one person every eight minutes. state lawmakers get back to business today. the legislature begins its 2021 season in sacramento. among the items on the agenda, numerous bills related to the pandemic including extending protections for renters, redirecting decisionmaking authority from governor newsom and quick action on a number of budget proposals including a $600 stimulus payment for low-income californians that the governor proposed. the session was supposed to begin last week but was pushed back due to covid-19. we have new details on the widespread inmate fraud now being investigated in the unemployment development department. the chronicle is reporting a plot uncovered at san mateo county jail first triggered the statewide investigations. it was at the beginning of july.

the inspector put it together while playing back a reported phone call by an inmate with an armal robbery charge. at the time the edd would send out $18,000 debit cards for some of the back dated claims. the inspector tipped off state prison leaders. more than 20 people tied to this ring have been charged. coming up, the nfl down to its elite eight in the road to the super bowl. we'll tell you how things turned out for the warriors who went down to the wire last night in an nba championship rematch. and pope francis changing church rules to allow women to do more things during mass while reaffirming that women cannot be priests. the pontiff amended law to let women read the gospel and serve as ministers, those rules usually reserved for men. there's continued pressure to allow women to become deacons in the church. you're watching "today in the
