this round of testing is expected to run five days a week excluding thursdays and saturdays through the end of january. inmates rights groups plan to voice concerns today about a recent spike in covid cases at santa rita jail in dublin. advocates say cases have jumped there from 5 in late december to at least 76 cases. they cite increased crowding and adequate testing. alameda county sheriff's office says less than 10 of those infected inmates are showing symptoms with none yet hospitalized. advocates later today will hold a virtual news conference. the city of san diego is cracking down on businesses defying health orders. the mayor and police say at least seven repeat offenders have been cited and more than 100 businesses have been contacted, however some businesses and customers say there's sporadic enforcement and some restaurants are openly flouting the rules by even allowing indoor dining. >> one of my places that i go to, they had outdoor tables

6:12 am
the early commute very light, still light but there was that slowing. the pattern continues towards the tri valley where we had the 580 out of the altamont, 84 in livermore towards sunol. those are standard slowing we have seen the last two weeks. a lighter volume still means slowing for that portion. contra costa county looks great. at the top of the screen, fog in benicia. that tesla is getting a tow truck sent over there on west 80 in san pablo so watch that fast lane. still need to return some gifts? top retailers that are now refunding customers but telling them to just keep the item. we'll tell you why next. and let's take you out to the futures this morning. it will be a loss on wall street at the open. twitter is down about 8% after the company kicked president trump off the service over the weekend. some investors worrying that view people will go to twitter. you're watching "today in the bay."

>> i don't think we'll need them, kari. >> no, but, you know, we've all been staying at home so we have not been able to go to tahoe as much. if you're going to the beach today, you have to be very careful. we see some dangerous waves in the forecast. i've been watching out for that. at times we have these breakers reaching over 20 feet. we also had these long period of swells where it takes a long time for the next period to come in and you may get drawn out into the ocean or get caught up in rip currents. there's also sneaker waves and the possibility that one of the waves comes up higher than previous waves. if you get swept out into the ocean, the water temperature right now is only 52 degrees. so it's very cold. we also have these king tides that are basically due to the gravitational pull of the moon. it makes the water come further inland. so during the late morning hours we'll have these extremely high

tides, but during the evenings we have extremely low tides. we'll do it all over again tomorrow and that may cause localized flooding during the high tide times. as we check out high temperatures today, it's going to be nice. even though we're starting out with clouds and fog, look at our high temperatures for today and a high of 64 in morgan hill. in the north bay, we're up to the upper 50s. a little bit cooler around antioch where that fog linkers longer. it's not going to be as warm and sunny. as we go through the week, we'll have storm systems passing by. the green shows you where it could be raining. we're for the most part just missing out on these storm systems as the rain just falls apart before it gets here. parts of the north bay may see some scattered showers between tuesday and wednesday. the models are not putting down that much for us as we could only see about a tenth of an inch around healdsburg. notice as you go to the north, those rainfall totals will be

of the 12 children were pulled from the water. the firefighters rescued the remaining five. no one was hurt. everyone is okay. reporting live in foster city, bob redell, "today in the bay." now we'll send it over to meteorologist kari hall. kari? >> bob, you were talking about those big waves. those have been driven by the storms off the coast. we also have king tides, which is a higher gravitational pull due to the alignment of the sun, the moon and the earth. so we're actually during the winter months closer to the sun and it's also the way they are aligned, it's pulling up that water and making it come further to the inland areas. we will see those king tides moving in for the coastal areas between late morning as well as again tomorrow morning right before noon. now today we're still looking at those big breakers coming in, but we also have these long periods of swells. that means you have a wave that comes up, but it takes several seconds before the next wave
6:50 am
comes up. so you're drawn further out into the ocean. you may get also caught up in a rip current that could pull you under as well. some of those sneaker waves means one of the waves comes up higher than the other ones, so you need to stay well away from the coastline. with those water temperatures only at 52 degrees, that water is cold. you have a maximum of two hours before hypothermia sets in. so a lot of concerns there along the coastline. with the king tides, that causes the coastal flooding. once again, the time this morning along san francisco and along the coastline will be at about 9:14. you also have extremely low tides during the evening hours. so we're watching out for that before the inland areas pretty quiet and calm day. after the fog clears up, we have sunshine and some nice warm temperatures. the fog does linger a bit longer in the tri valley and parts of the east bay. it will be cooler there. notice what happens as we go through the week.
